fredericksburg. notice the break back to the west. and this is what i was talking about a little earlier. a little bit of a split going on here. we're going to be watching this split. i've got some brand-new information on how it is going to impact your morning commute. i've got that coming up for you at about 11:17. guys? >> doug, thank you. breaking news right now from south carolina. at least one person is being treated at this hour at a hospital after a shooting tonight in spartanburg methodist college. >> right now that campus is on lockdown. students are being told to stay in their dorms. police say the shooting involved a campus police officer. but they're not poviding many more details. and it's not clear if anyone else has been injured, or if the shooter has been captured. we'll keep an eye on this story and bring you any new information if we get it. it's not just a playground, it is the center of one alexandria community. and now it's also a murder scene. dozens of parents filled a church tonight to get answers from the police chief. they told our jackie bensen they need to know if it's safe to take their children to beverly

park. jackie? >> reporter: doreen -- the park is expected to reopen tomorrow. cleaning contractors wiped and sanitized surfaces at beverly park, known as the pit because of its sunken layout, making it ready for children to return. they carried away cleaning materials in red biohazard bags. a man was found dead here around 8:00 a.m. police say he is 24 and from another part of alexandria. sources tell news4's pat collins his throat was cut. >> we had our children talk to one of your sergeants. and she was fabulous. and she made my kids feel really safe. >> reporter: alexandria police chief earl cook answered questions about the crime at a prescheduled community meeting at a church in the northridge neighborhood. >> was there id on the body? >> reporter: people wanted to know if there was a motive for the murder. >> we do not know whether or not any gang-related activity was associated with his death. we don't know if any drug activity is associated.

we have no motive as yet. >> reporter: people who live in this neighborhood have a strong affection for the park. it's part of their lives. >> it's a wonderful community resource and gathering place. and we have tree lights and national night out. so especially to have it there, i think is especially upsetting. >> jackie bensen in alexandria for us tonight. there is talk this evening of increasing class size, and the cost of playing sports. tonight we've got new details of sop potential cuts coming to fairfax county schools. our chris lawrence has been looking into these new recommendations, and he is in the newsroom with the latest. chris? >> reporter: jim, let's run down some of the services that are sure to get a rise out of parents. eliminating some late bus service and language immersion programs. and charging kids $200 for every sport they play. those are just some of the scenarios from a final report put together by the budget task force. they spent months pouring over the money problems in fairfax county and came up with two plans. one cuts $50 million, the other

$75 million. and classroom sizes go up in either case. other changes on the table include paying substitute teachers less, and increasing parking fees. now, no decisions have been made. superintendent karen garza says it's still up to her and the school board to come up with an actual budget. she'll present it in january. they'll vote on it next may. doreen? >> chris lawrence. the montgomery county board of education got an earful tonight. parents and students came armed with signs and voiced their frustrations about a proposed redistricting plan. the county wants to relieve overcrowding by removing some students to schools where they don't have as many students. parents are angry because some of the overcrowded schools were built less than five years ago. others feel certain that districts are being neglected in this budget. there will be another public meeting on thursday. we don't know how long we're going to be here. we don't know whether you're going to catch your flight or not catch your flight.

that. >> angry passenger tonight mocking airport officials after a security scare at miami airport. hundreds of passengers were stranded after security agents spotted something suspicious on an x-ray machine. agents evacuated one of the terminals. 50 flights couldn't take off or arrive. tonight the all clear has been given. all checkpoints are back open, and things are getting back to normal there. also developing tonight, a federal appeals court has ruled against president obama's executive action on immigration. this decision upholds a lower court injunction brought by 26 states led by texas to block his immigration plan. the plan would provide up to five million people who live in the u.s. illegally with work permits and protection from deportation. tonight's ruling does not alter the president's policy protecting the children of illegal immigrants from deportation. tonight a small church congregation in maryland is devastated by the horrifying an unborn baby this weekend.

the pastor of that church spoke about that loss tonight. news4's shomari stone is live in hyattsvlle with that. shomari? >> reporter: you can understand, the pastor is very upset. tonight we have learned that one of the victims in this crash is only 6years old. it was fiery crash that devastated a tight knit church community. the victims were heading to minute stereo in hyattsville. today the pastor parade with heartbroken parishioners at the site where his church members died. it's hard for him to even understand why it happened. >> i want to see what is wrong the street, you know and peoplekilled. >> reporter: a married couple in their 70s. a 6-year-old girl died. another passenger who was nant lo her unborn child after emergency surgery. >> kids are good, good mother, good father. yeah, that's all i know.

people working, peop time to go to church. >> reporter: medics drove 13 people to a hospital, and tonight several are still in critical condition. police say this all started sunday when the pickup truck driver hit a car, kept on going, and slammed into a church van. tonight a teddy bear sits at the crash site to pay tribute to the victims as the small community grieves over this tragic loss. now the pickup truck driver also died in the crash. his faly a they wanted outo t tirprivacy. back to you, jim. >> shomari, thank you. an elderly couple originally from el salvador was also on that bus, doing what they do every sunday, go to church. elva lenoreez and santiago recently decided to move back to their homeland. they were supposed to fly back home in just a few days. their granddaughter karen tells us her grandfather wanted to go back so he could be buried in his homeland. both taught her the importance of god and family.

>> the last thing i know, he is with god. and that's going to make me continue my life. >> elba and santiago had eight children and 35 grandchildren. family members are in shock tonight after someone shot two people in prince george's county. it happened on van buren street not too far from pilati college. one of them ran inside a nearby business and asked for help to call 911. one of the workers in the business sold one of the victims looked to be shot was a teenager. both are expected to be okay. d'qwell jackson goes tomorrow in d.c. jackson is accused of punching a pizza delivery driver you'll recall in the face in february. police tell us the two got into a fight over a parking spot on 12th street in northwest. the victim also says jackson threatened to kill him. he faces a maximum of six months in prison and a fine of up to

$1,000 iconvicted. only on news4, an upclose look at d.c.'s jails. in jeopardy, a major section of the jail's ro won't survive the winter. news4 obtained internal memos from the d.c. department of corrections. an emergency $800,000 replacement is needed to avoid significant disruptions and damage inside the 40-year-old building. our cameras were allowed inside the jail today and found water dama and peeling pnt beneath the roof. members of d.c. council say the district should be planning to build a new jail in the near future to replace the aging one. >> there is obviously repairs that are needed. as we understand, the roof needs some significant repair. i just don't want to see us throwing good money after bad. >> that failing roof covers the administrative wing ofe th jail, including surveillance operations and the records division. the agency has requested more than a million dollars from the district to get this job done. there is no firm timetable for when that will happen.

i think these are very unusual circumstances. and i've done this a long time and i feel we did the right thing without question. >> university of missouri football coach tonight gary pinkel talking about his players' decision not to play or practice until the university president resigned. gary pinkel said today he supported his players. many mizzou players were upset at how president tim wolfe handled racially charged incidents on campus. after two months of anger and unrest, wolfe stepped down today. some students celebrated. others cried. one protest leader ended his hunger strike after eight days. >> please, please, use this resignation to heal. not to hate. and let's move forward together for a brighter tomorrow.

>> president wolfe's resignation effective immediately, and the search is on for an interim president. the chancellor also announced today he'll be stepping down at the end of the year. gender identity is once again a topic of conversation for many in fairfax county schools. a school board member tweeted a link to an article claiming transgender men are struggling with mental illness. earlier this year, elizabeth schultz got a standing ovation when she was the lone no vote to add gender identity to the school district's nondiscrimination policy. tonight a local group wants a meeting with schultz and an apology after her tweet. >> i thought how in the world are my kids going to take this? what are the students going think when they see this from a public servant from one of their school board members. >> schultz says she don't even read the whole article, but wanted to spotlight the part about a potential threat sees to fairfax county that federal

authorities might force accommodations for transgender students that go beyond what the parent might find acceptable. tonight d.c. police are looking for two women wanted for sexually assaulting a man in this convenience store. take a look. police even released this video of it. the guy in the video repeatedly tries to fend off sexual advances from these two women. it got so bad, he had to call police. the store is on new york avenue northeast near gallaudet university. this incident happened last month. police tell us it amounts to a third-degree sexual abuse charge. and they're asking for help finding those two women. less than a year to go now until we elect our next president. tonight fresh off of hosting "saturday night live," donald trump held a massive rally in springfield, illinois. meantime, ben carson is facing what he calls an unprecedented level of scrutiny about his life story. both of them getting ready for the fourth gop debate tomorrow night in milwaukee. this time fox business network is hosting.

it will be the smallest of al the debates so far. and it's designed to focus on jobs and the economy. it will be a new world at seaworld. it plans to phase out their controversial killer whale show in san diego. this decision comes after years of criticism targeting seaworld's treatment of orcas in captivity. and a declining attendance. the shamu show will close next year. seaworld san diego's investing in a new exhibit now what the company calls a more informative, bigger and natural setting for the orcas. that's set to open in 2017. before we get to tomorrow's weather forecast, doug, today is the day you unveiled your winter weather outlook. i know you want to talk about el nino and all that stuff. but what we really want to know is how much snow. >> we put it out i recaearlier. el nino is going to play a big part. one thing we know, el nino will help to bring us a very warm

november and december. but we get some pretty big storm potential i think in the months of january and especially february. that's when we could see very cold air making its way down out of the arctic. at the same time the jet stream enhanced by el nino will bring moisture off of the pacific, help to pick it up off the gulf of mexico and bring it right up the east coast. if those two can come together, the northern and the southern branch of the jet stream, if they can come together just to our south, i think we could squeeze off a big snowstorm or two. and we are talking about the potential for a very big snowstorm this winter. and i'm actually expecting that. that's why i've gone so high on the snowfall totals. i am albanianing on at least one big storm for these numbers to verify. 10 to 15 inches down towards southern maryland. that's a little bit above average, even though some are disappointed. only 10 to 15 for you. 20 to 25 in and around the i-25 corridor that is well above average. 30 to 50 become to the west. and of course higher amounts in

right towards the fredericksburg area. as we widen out, i want you to notice something here. notice this area of rain moving off towards the east. and another area back towards the west. we talked about this split earlier, and that is the upper-level low that is going to have to come through during the day tomorrow. that's why we are in store for more rain during the day tomorrow. temperatures are on the cool side. northeast winds at 14 miles per hour. temperatures at 50 degrees. only 46 in gaithersburg. 41 in luray. rain early, but we're seeing periods of rain here. more of the shower variety. even 8:00 in the morning, it is going to be wet. give yourself extra time tomorrow morning. here we are around 1:00 in the afternoon. could be some enhancement with some of the showers. maybe some heavier downpours with that upper low coming through. and that tries to move out of here by early tomorrow night. we're going to be seeing some rain most likely right on through the day tomorrow. so take the umbrella, take the jacket. i think you're going to need them both. temperatures for most of you in

new tonight, health officials say they have not found the source of that chipotle e. coli outbreak. the first round of food samples from the restaurants in oregon and washington state came back negative for e. coli. 27 cases have been linked to the outbreak. chipotle closed more than 40 restaurants because of it. state official news say those restaurants could reopen in a few days if they meet certain requirements. carol just told us about a nice award for bryce harper. but other than that, the nats haven't been catching too many breaks lately. take a look at this. you may have seen the front cover of the 2016 nationals calendar on social media tonight. the caps says "this is nats park." no this is actually fenway park in boston. no green monster at nats park. the company who made the calendar took the picture from
