linebacker and former maryland football player d'qwell jackson will be in court. he faces charges for punching a pizza delivery driver in the face. d.c. police say the two got into a fight over a parking spot back in february. if convicted, jackson faces a maximum of six months many prison and up to a $1,000 fine. today, you can go to an art exhibit to honor a woman killed in fairfax county. the tribute to vanessa pham opens today. a man approached her in a park lot, asked her for a ride and attacked her. you can see the exhibit at northern exhibit community college's annandale campus featuring art by her aunt. it is on display until this sunday. we're working to learn more about two shooting victims from prince george's county. someone shot them on van buren street in chillum last night, not too far from pilate college. one victim ran into a nearby shot to ask for help. an employee tells news 4 the victims may be teenagers. police say both of them should

recover. no motive or suspect at this time. developing this morning, a big setback for president obama's immigration plan and an appeals court ruled against that plan. 2-1 decision upholds a lower court injunction brought by 26 states. by executive order, the plan provides 5 million undocumented people with work permits and protection from deportation. this ruling basically says the president doesn't have the authority to do that. the ruling does not affect the president's policy protecting the children of undocumented immigrants from deportation. now decision 2016, a preview of tonight's gop debate in milwaukee. the two-hour event is the first forum since the debate on cnbc. the candidates recently complained about the moderators and the questions. fox business network is hosting the debate tonight at 9:00. in a little bit, tracie potts will have more on what to expect going into this fourth republican debate. the race for maryland's u.s. senate seat may get a little more crowded today.

delegate kathie szeliga could nominate her decision to run. she is planning to make an announcement about a potential run this afternoon in annapolis. senator barbara mikulski said she will not seek re-election in 2016. an update to a developing story. two americans died in an attack in jordan at a police training center. new reports now say a total of eight people were killed there. the shooter also died. it is not clear whether he was included in that number. investigators say the attacker was a jordanian officer. in south carolina, classes are happening today at a college where a police officer shot and killed someone overnight. the lockdown at spartanburg methodist college was just lifted a couple of hours ago. investigators say two people in -- two people hit an officer with a car. the officer then shot at them. this all happened on campus. one suspect died. the officer was not seriously hurt. just about 5:05, montgomery

county will decide whether to ditch final exams for high school students. a final decision is expected to be made at a school board meeting tonight. the board of education approved a proposal to phase out end of semester exams in september. it says students are already assessed in many other ways. if approved, the two hour long exams would be replaced with shorter assessments including unit tests and projects. it would start into 2016, 2017 school year. also in montgomery county, parents are not happy with the proposed redistricting plan at a school board meeting last knight, parents and students came armed with signs and voiced frustrations on the new plan. the county wants to relieve overcrowding by moving students from growing areas like gaithersburg to schools with fewer students. parents are angry because some of the overcrowded schools were built less than five years ago. there will be another public meeting on thursday. today, you can attend a community meeting about the future of i-66 and virginia.

the meeting begins at 7:30 at the town hall building. today, we expect to learn more about the plans to give you more commuting options on vre. vre is looking into an 11 mile extension. that would extend service from manassas through gainesville to haymarket near route 15 and i-66. the meeting will provide the first update on the rail study. it begins at 6:00 p.m. at gainsville middle school. i'm angie goff with breaking news out of southwest d.c. where accident reconstruction teams are still on the scene of a fatal accident that involved a car fire. this is what we know. it happened on raul wallenberg place near maine avenue near the holocaust museum. we're told a driver lost control, hit a tree and that's when the car caught on fire. we just learned that all closures around this area have been lifted, even with investigators still on the

school's football team heads back to practice. many players and students were upset with how president tim wolfe handled racially charged incidents on campus. after two months of anger and unrest, wolfe stepped down yesterday. some students celebrated. others cried. one protest leader ended his eight day long hunger strike. >> i think these are very unusual circumstances. nothing ever -- i've never been a part of anything like this and i feel we did the right thing without question. >> mizzou's chancellor announced his plan to step down at the end of the year. the board plans to appoint the first diversity officer within 90 days. an investigation under way in alabama after this video of a controversial arrest surfaces on social media. the video shows tuscaloosa police officers subduing two university of alabama students. one of the students was tased. the officers were apparently responding to a noise compliant

but unclear what led to that violent exchange. three of the officer in the video are on administrative leave. in the day ahead, the man who killed three people at two jewish centers will find out if he'll be put to death. frazer miller jr. is a self-proclaimed anti-semite who said he wanted to kill as many jewish people as he could in april of 2014. the jury that convicted him recommended him for the death penalty. the judge will announce the decision later today. a former oklahoma sheriff may face criminal charges after an investigation into a deadly shooting by a reserve deputy. the tulsa county sheriff is accused of not releasing documents from an internal investigation. the investigation questioned the training of the volunteer deputy who shot an unarmed man. that sheriff is off the job after resigning. the deputy involved in the shooting is also no longer working. today, wsfc will prove it is ready for winter and water main breaks. demonstrating how it closes off a valve and fixes the pipe when a water main ruptures. the commission expects to see

the weekend, saturday, breezy and chilly. temperatures in the low 50s and sunday looks nice as well. so we can get through some tuesday rain drops, no problem, as long as there is sunshine ahead for your weekend. here is storm team 4 radar this morning, a little batch of rain showers down here southeast of roanoke. that's 5 to 6 hours away. that puts it between 10:00 and 11:00 this morning, arriving south and west first. there you can see on storm team 4 radar, light rain, loudoun and fairfax and northern faulk yoqu counties in the rain. future weather, that little batch of rain in southern virginia, here it is by lunch time, coming through the heart of the metro area. rain will start to taper off after 4:00 or 5:00. by the time you get to 7:00, 8:00, 9:00, 10:00 this evening, most of the rain will be coming to an end. roads on the wet side for your plans this evening. but drying by tomorrow morning. wednesday, tomorrow, veterans day, breezy, partly to mostly sunny and dry. that's good news for a lot of

little something for everybody in that forecast. it is now time for a check on traffic. we are going to go to tom kierein tracking down the puddles for us this morning. >> yes, we are live in the storm team 4 by 4 now in prince george's county. we're on branch avenue and the roads are all wet. we see many of the side streets covered with wet leaves. this is fender bender weather. here is that it looks like, looking at the camera facing forward here as we drive along branch avenue. traffic moving pretty well. don't have much road spray at these speeds. we're doing 40 miles an hour. out on the beltway, you're going around about 70 miles an hour, 60 miles an hour, hopefully not that fast, you'll get a lot of road spray, keep the speed down, this is fender bender weather. we're going to have wet roads throughout the morning commute. we have wipers off. we're not getting any drizzle. we were getting drizzle just

about 15, 20 minutes ago, but that has now dissipated at least temporarily in prince george's county. what is happening on the roads? >> speaking of the beltway, perhaps going maybe a little too quickly for the conditions, do have a problem here outer loop at 355, wisconsin avenue, one right lane and one right shoulder there is closed because of a single car crash there. and crew s on the scene trying to get that out of the way for us here. taking a look now at peach orchard lane, flooding, i believe because of all the rain falling here. you can see this big green blob here of rain still falling in that area and along parts of 6 6 as well. looking here as well at rockville, have some lanes blocked there. 95 here at morton road, nice sheen on the roadway. >> thank you, melissa. now to that developing news in southwest, where police are investigating a deadly car fire. news 4's derrick ward just arrived on the scene.

what is going on? >> reporter: well, we can tell you now that that scene has cleared. there won't be a problem for your morning commute. but there is an investigation into what happened here. we're on main avenue near the intersection with raoul wallenberg police. 11:30 last night, they got a call of a report of a fire here. what they have determined is that there was a car traveling south on raoul wallenberg when it failed to make the turn on independence and went into the tree. took down some of the fence posts there. and ended up in the grassy area and caught fire. they say there was one fatality male in the car, but they haven't determined if it was a crash from the fire that caused this death. that is the ensuing investigation. this being such an important commuter route, they cleared this scene long before the morning rush. so all you will see is this yellow tape and the damaged fence. but police have an investigation on the hands about what caused the death of a person found dead in a burning car here at the intersection of raoul wallenberg

and maine avenue southwest. that's where we are now. >> want to see what is wrong. >> a maryland pastor grieves an incredible loss to his church and its tight family. four people and an unborn child were killed in a devastating crash in hyattsville. the victims were on their way to church when a pickup truck crashed into their van. heart broken church members came together to pray at the scene of that crash. >> kids and good mom and good father. >> a married couple in their 70s, 6-year-old girl and the pickup truck driver died in the crash. medics took 13 people to the hospital. several still in critical condition. now the elderly couple on the bus was originally from el salvador. elba linares and santiago merche

recently decided they wanted to move back. they were supposed to fly home in a few days. their granddaughter, karen, says her grandfather wanted to go back so he could be buried in his homeland. >> the last thing i know, he's with god. and that's going to make me continue my life. >> the couple went to church every sunday. they had eight children and 35 grandchildren. it is now 5:26. bill cosby is facing a new lawsuit in new hampshire. a woman accused him of rape is suing cosby for defamation. she claimses could pie fal s csd her of lying. last month a judge denied cosby's request to dismiss a case involving three other women. in decision 2016, it is trump versus those red starbucks coffee cups. he suggested boycotting the company yesterday over its minimalist holiday design.

some people are expressing anger over this year's look and in previous years the cups were more festive with snowflakes, winter scenes and sometimes christmas tree ornaments. a woman is giving back to the hospital where she had life saving heart surgery. kimberly richardson had a life saving procedure eight years ago. during her recovery, she leaned on her faith. she says she felt called to come become to medstar to work as a chaplin. she's now helping other patients cope with sickness and sometimes death. >> people need to know they have hope, someone is praying for them, somebody cares about them, that somebody believes that they can go through this situation. >> kimberly's cardiologist say faith and medicine go hand and hand. you can watch my full report on kimberly's work in the hospital tonight on news 4 at 5:00 p.m. the gop presidential candidate getting ready for tonight's debate. but the spotlight is shining on one more than the others. >> look at storm team 4 radar,

economy, that's the focus tonight. they will likely talk about the good jobs report that just came out, whether that should push the federal reserve to raise interest rates. president obama's rejection of a keystone xl pipeline, the transpacific partnership, but other things could come up as well. when donald trump and ben carson center stage as they prepare for this debate tonight. there could be more questions about ben carson's past. things he said, things he's done, things he didn't do that he said he did that have come up in recent weeks since the last debate. carson says essentially they're picking on him, digging up things from 20 and 30 years ago. but his republican colleagues, mike huckabee, chris christie, said he has got to be able to take the heat. we could also see more jeb bush, marco rubio tangling tonight as they did in the last debate. both of them now going after the endorsement of scott walker. the governor of wisconsin, that could bring along a lot of

support for more conservative republicans. we'll be watching this debate tonight to see which of the now eight candidates on that stage stands out. >> tracie potts on capitol hill, thank you. it is now 5:34. ahead of tonight's primetime debate, a so-called undercard forum. four gop presidential candidates are invited. chris christie, mike huckabee, bobby jindal, and rick santorum. they will take the stage tonight at 7:00 p.m. starting tomorrow, ben carson will have the protection of the secret service. the campaign aid says it comes ahead of carson's appearance at liberty university in virginia. the department of homeland security previously said donald trump would have similar protections. it is not clear when or if that started. democratic candidate hillary clinton had been under the agency's watch. tim holden was hit by a car while riding his bike on max avenue. thisosceola road.

prosecutors say it was a horrible accident, but the driver's actions were not criminal. the driver was given three traffic citations. now to a story on news 4, d.c. jail in jeopardy. according to internal memos from the d.c. department of corrections. a major section of the roof won't survive the winter. it will take an emergency $800,000 replacement to avoid significant disruptions and damage inside the building, which is 40 years old. you can take a look here, cameras were allowed inside. members of d.c. council said the district should be planning to build a new jail to replace the aging one. >> there is obviously repairs needed as we understand the roof needs significant repair. i don't want to see us throwing good money after that. >> the falling roof covers the administrative wing of the jail including its surveillance operations and records division. the agency has requested more than a million dollars from the district to do the job. no firm timetable for when it will be done. coming up an 5:36 now.

inspectors are trying to solve a destructive mystery in lanham. residents at the carlton east department felt the building shake. cracks started show up in the walls and ceilings. crews out today testing the soil. 22 apartments evacuated there. residents have been told it will be at least a week before they can return home. a warning for your neighbors in loudoun county about a series of tire and rim thefts. in recent weeks, nine suvs and pickup truck owners found their vehicles on blocks and their tires and rims gone. some of thefts happened overnight in their own driveways. victims say that adding wheel locks to their vehicles is just some of the changes they are making to try to stop this from happening again. new fallout for rolling stone magazine. it now faces an additional $25 million lawsuit over a since debunked article about a gang rape at the university of virginia. the fraternity named in that article is behind the new lawsuit. rolling stone magazine already

faces separate suits from individual members of phi kappa si and a university dean. drivers may not be happy about a new idea being floated around by the d.c. council, a new law that would allow bicyclists to slow down at stop signs rather than come to a full stop. the cyclists will need to yield to cars and pedestrians at the intersection. >> when there is no other person present vehicle or on foot at an intersection would alu a bicyclist to roll through a stop sign. everything else they have to yield the right of way. >> this is part of a comprehensive road safety bill that would be the subject of a public hearing in december. let's take another live look at storm team 4 radar right now. we're off to a wet start. will the rain stick around for recess? the answer in the next weather and traffic on the 1s. just in this morning, a new safety report on child booster seats, where your kids seat stacks up next.

new reports say eight people were killed when a jordanian officer opened fire there. at least two americans were among those who died. another two americans were hurt in that attack. in montgomery county high school principal says hopes the story of 18-year-old sam ellis will be a wake-up call for parents. ellis is charged in the death of his two friends after prosecutors say he was drunk and speeding when he wrecked his car. the teens were coming from a party when the parents allowed alcohol to be served. the principal at whitman high school in bethesda fired off an e-mail asking parents to never allow teens to drink at their homes. >> parents will say i want to keep my child safe, i'll host a party at my house. and their child is safe because they just go upstair and go to bed when it is all over. the other children have to get home. how do they get home? >> according to prosecutors, kenneth saltzman owns the home where the party took place and was aware that alcohol was being served. saltzman has been issued with citations for providing alcohol

currently studying sea level rise. he'll round out his visit to norfolk with a tour of the uss san antonio. police in prince george's county looking for the driver who ran into a school bus. this happened after 10:30 yesterday morning on oxon hill road near the beltway. police say the county tweeted this photo out. they he say no kids were on the bus at the time and no one was hurt. after seeing that photo, it raises the question should school buses have seat belts. there are only six states in the country that require seat belts on school buses. none of them in our area. some states take an extra step and require three-point seat belts similar to car seat seat belts. according to the american academy of pediatric, more than 7,000 kids are injured in school bus accidents each year. >> seat belts save lives, we want to see a three-point seat belt on every school bus in the nation. >> safety experts say it would be a challenge to get kids to buckle up adding seat belts to a school bus can run between $5,000 and $10,000.
