>> well, the good news is the heaviest rain is out of here. one thing we're going to continue to see is the wet roadways. we connue see this area of light rain that's going to persist right on through we think the evening rush then we've got something else we're talking about. >> once we start clearing out, that will provide a big range n temperatures throughout our area. some areas could be 10 degrees if not more, lower than others. >> the rain through the 5:00, 6:00 hour tonight. very light rain for the most part. this is more of a mist or a drizzle l that continues. see in and around louden county, montgomery county, through the district. it's not showing up here but we're still seeing rain and drizzle in parts of the region but where we are seeing the steadiest rain is around areas like leesburg, frederick. we'll zoom in more here. along 270, along 50 and route 7, along route 7 as it makes its way through leesburg and along 15. we're going to continue to see showers on through the night tonight. now, something else we're going to be tracking, your headlines this evening.

still very damp and, yeah, very chilly but a much better wednesday. we'll talk about your veterans day then we have a chance for more showers. we'll show you when they move in and how much rain we could see from the next storm that moves through. that coming up in just a couple minutes. developing first at 4:00, a shooting and crash in prince george's county. a driver was found bleeding inside a crashed car in springdale this afternoon. police say he suffered a gunshot wound and is now in critical condition. the crash happened after neighbors reported hearing gunshots. news 4's mark segraves just got to the scene. he'll give us updates as soon as he learn mores. another big night in the presidential race. we're just hours away from the fourth republican debate. here's a live look at the arena in milwaukee. the lower polling candidates get started at 7:00 on the undercard debate then the main event starts at 8:9:00. they're going to be focusing on the economy. the candidates are promising

more substance compared to the last debate. as news 4's steve handelsman reports from milwaukee, front-runner ben carson will be fielding questions on his life story. >> reporter: thanks, and good evening. all eyes here in milwaukee tonight will be on two candidate s, ben carson tied for the lead in national polls with donald trump and jeb bush whose polls have slumped after previous debate performances. bush is vowing he can fix it. at the same time he's saying yapping shouldn't matter, doing should. ben carson's problem is his personal story. it's not new, but what's new is the criticism that he changed his story to be more appealing and that could be a factor here in milwaukee in this debate run by fox business which claims it will focus more than in the previous debate on matters of the economy and not personal attacks. from milwaukee, steve handels n handelsman, nbc news. developing right now in montgomery county, a woman in her mid 30s found murdered

behind an office building. our pat collins tells us the woman's body was dropped near a dumpster behind an office complex on new hampshire avenue. the building houses a lawyer's office. pat spoke to the man who made the gruesome discovery today. he' he'll join us in about 15 minutes with more. the heartbreaking difficult job of identifying those people killed in a church van crash in maryland took a big step forward today. police identified the youngest 15 a 6-year-old girl named staley gomez. she lived in northwest d.c. the little girl's mother was also in the church van. she was one of the 13 people injured. the crash killed an elderly couple named santiago and elba merche as well as the man driving the pickup truck. watch as a grocery store employee pushes a shopping cart right into a robbery suspect trying to knock him down. this happened saturday at the giant store on burke center parkway in virginia.

he got away. detectives knead help fi s need him. this is the third grocery store he tried to rob in the past month. he demands money, implies he has a weapon and runs off. doctors are going to do a mental health evaluation on a man accused of plotting to attack the capitol. when officers arrested christopher cornell in january they found assault weapons and hundreds of rounds of ammo. his social posts indicated he wanted to rage jihad, and he was planning to use pipe gbombs and guns. he's pleaded not guilty to the charges. tire and rim thieves struck again in louden county overnight twice. two truck owners in broadlands woke up to see all four of their rims and wheels missing. the 11th theft in recent weeks. most in the ashburn area. at least one of last night's robberies during that robbery the thieves left one of their jacks under the vehicle. many of the thefts happened in the homeowners' driveways just

feet from the bedrooms where people are sleeping. dakwel jackson came and left from the d.c. superior court building without speaking to reporters. inside the courtroom his defense attorney told the judge the all-pro linebacker for the indianapolis kocolts acted in self-defense when he punched a driver in the head and face. according to court records it was last february outside of jackson's northwest home near the u street corridor when a pizza delivery man was blocking jackson's driveway. the court records show that the two argued and then jackson punched the driver in the head and face several times. that driver told news 4 that jackson threatened to kill him during that altercation. jackson was charged with misdemeanor assault. he's facing 180 days in jail. today, his attorneys said that the victim's criminal past should be admitted into the record. that he was arrested in 2013 for

fraud and for simple assault, himself. but both of those charges were dropped. from d.c. superior court, mark segraves, news 4. after more than 160 years of being known as tyson's corner, we're all going to have to get used to a name change for the area at the intersection of route 7 and route 12. the corner part is being dropped, as the census bureau officially pits tyson's on the map. the name change officially takes effect next summer. members of the local muslim community gave the montgomery county school board a standing ovation today. the board voted 6-2 in favor of adding a professional date to the school calendar next year. it means muslim students will be able to celebrate the holiday without missing a day of school. it's a story our chris gordon has been tweeting about all day and coming up at 5:00, reaction from the people behind the push to recognize this holiday.

>> take a look at storm team 4 radar where we have been tracking the showers throughout the day today. showers and also drizzle. still a bit left. you can see extensive cloud cover as well, but our weather system that's produced this today, at least it is moving auoff the coast away from our area. it's going to be taking the cloud cover with it. here's your change overnight. that change occurs really between 7:00 and i think about 9:00 because the rain will be ending. the system starts moving away. temperatures fall off from the upper 50s to the mid 50s by 9:00 p.m. gradual clearing. by 1 1:00, some areas will be partly cloudy. take a look at the temperatures. up here in areas of northern maryland where the clouds will be holding on a little longer temperature drops 53. gatorsburi more mid 40s from leray to charlottesville. slow clearing coming our way in a couple minutes doug has a look at your weekend. the first part of it, what you can expect.

across the country, and in our area, workers are saming e g staging protests to get the minimum wage raised to $15 an hour. new york city, fast food workers say they will take their fight to the ballot box. they're also demanding the ability to unionize. new york's mayor bill de blasio supports the idea. fairfax county fast food and daycare workers demonstrated at the government center. this nationwide effort is the largest show of force ever in this effort. more on that coming up in a few minutes zblchlg s minutes. the pressure is growing on one of our local schools to revoke the honorary degree it gave bill cosby. the association took a vote and condemned school officials' decision not to descend it. g.w. gave the degree years ago before the rape allegations came to light. some schools have given away rewards it's given to cosby.

right now at 4:15, light rain is trickling away from our area but it's dill stamp outsst outside. doug kammerer is tracking our chance of rain and an early peek at the weekend forecast. "breaking bad" ceremony set to get under way within the hour at the national museum of american history. objects from the show will go on display. we'll tell you which ones straight ahead. and i'm wendy rieger at the live desk. we have encouraging news for former president jimmy carter as he fights cancer. a spokesman for the president, former president, says doctors have found no evidence of new tumors. the 91-year-old carter announced he was battling cancer in august and doctors found several tumors on his brain. and carter did receive radiation treatments and also used a recently approved autoimmune drug.

doctors will continue to test mr. carter to see if treatment needs to be adjusted but that's some good news. back to you. >> thanks, wendy. now to a murder investigation in maryland. this afternoon we're hearing from a man who found a woman dead near a dumpster in a shopping center parking lot. let's get right to news 4's pat collins along new hampshire avenue in kakoma park. what are you hearing? >> reporter: we're at the hampshire office complex at takoma park. over there you see fencing and behind that fencing are dumpsters and behind those dumpsters, that's where they found the body. the victim is said to be a woman in her 30s. sources say she had multiple injuries to her upper body. now, this is the first murder this year in takoma park. investigators were all over the place looking for clues and evidence. the body was discovered this morning by maintenance man, dwayne douglas.

matter of fact, if you guys can pull up the union station camera for me, i want to show that in just a second, but right now, you know, the radar is still showing we have a front that's moving through the region right now and it's producing pretty good winds, too. look at the shower activity we have going on here. montgomery county along 270, fairfax county, louden county. the rain is coming in, and as it does we're seeing fairly gusty wind as well. rain into parts of montgomery county. we're still seeing light rain and drizzle in parts of the region as well. the dulles toll road, gaithersburg seeing that. downtown we've seen a shift in the wind. take a look at the union station camera. thanks for bringing this up for me. we have rain and breezy conditions, too. temperatures have fallen 5 degrees. the fog has also formed in parts of the region. that's going to be the case as it moves on through the night. it's going to continue to be rather nasty. here's what's happening. we've got the storm system. we mentioned two different

storms. one going out to sea and the upper-level low, the spin is right in here. can kind of see what's happening. you also see this just continues to form around our area so we're not done with the rain just yet. we will see some clearing in behind this system, and that means a much better today tomorrow. look at the fog that has really developed here around the region even with the wind. winds gusting upwards of 30 miles per hour but sustained northwest at 18. 56 degrees. temperatures are falling. the wind is going up. the visibility is going down. and the rain is still coming down. it's nasty out there on our tuesday afternoon. 52 gaithersburg. 54 manassas. 60, though, in baltimore. these numbers in baltimore will be going down. your numbers will fall over the next few hours, too. overnight the numbers fall. we have showers around the metro area but will move out quickly after around 6:00, 7:00. we're going to clear out. tomorrow morning, dealing with some clouds in parts of the region. starting to see sun break out. i think we'll see sun tomorrow. notice where the clouds are

tomorrow. back to the west, we'll see a mixture of sun and clouds tomorrow. all and all, a nice day for your veterans day. we get to thursday. notice the cloud cover everywhere and here come the showers during the day thursday. and right around noon, if you've got a lunch scheduled outdoors, well, we got some rain during the day. most likely right around midday between around 10:00 a.m. and most likely around 1:00 p.m. after that, those showers get on out of here and we see much nicer conditions for our friday, but we are going to be seeing another chance of rain as i mentioned that comes on thursday. high temperatures tomorrow, 64. wednesday the best day of the week. thursday, 62 degrees with the 40% chance of midday showers. friday, a high of 59. also a pretty nice day. little breezy on friday. little breezy on saturday, too. saturday, high of 54, d.c., some of you, though, may stay in the upper 40s especially back to the north and west. veronica is here with the rest of the seven-day forecast coming up at about 4:45. ♪ "breaking bad" and the bad

a person of interest is now being questioned about the brazen shooting of a state

judge. julie kasorek was shot and wounded last week in her driveway in austin. investigators say she'd gotten threats lately tied to cases she was presiding over. authorities are now poring over records from those cases looking for clues about the shooter. kasorek is still hospitalized and her family says her condition has been improving every day. no word yet on who the new president will be but the university of missouri named its first ever interim vice chancellor for equity. the appointment comes a day after the school's president and chancellor resigned as students protested how they handle racial issues. the school announced more initiatives like creating a more diverse faculty and giving support to student and staff who face discrimination. three police officers in tuscaloosa are suspended from their jobs for the violent arrest we showed you and you see it right here. the police chief says he's disturbed and disappointed with

their actions. the officers arrested three students pulled from an apartment after a noise complaint early sunday morning. one officer used a stun gun. another used a baton to beat a student on the back while that student was lying on the ground. the three students face charges for resisting arrest and obstruction. right now, storm team 4 is tracking some gloomy conditions out there. the rain is gradually tapering off. we'll have another update on the timing and a detailed look at the weekend. fast food workers are fighting for their $15. their powerful political pitch to increase the minimum wage. no more heading. u.s. soccer unveiled its new rules for youth soccer.

meanwhile, our chances of rain coming up over the next couple days so we've got rain now. we'll have some rain coming up again on thursday. a low to medium chance. then as we get into the weekend we're looking at some dry conditions even the first part of next week. temperatures, of course, today, again, as i said in the 50s. you can see 55 degrees in frederi frederickburg. 60 in baltimore. 59 around ft. meade, college park. mid to upper 50s also. that's where we still have quite a few clouds. there will be that big difference in temperature coming our way throughout the overnight period. just a couple of minutes doug will show you our next chance of rain coming and how much we could see. that's all in just a few minutes. this is an active crime scene. we arrived just moments ago. take a look. this red car came to a rest on this person's front yard after crashing through a sign then this tree. according to police, they responded to calls for shots fired about 1:00 this afternoon. this is utica place in

springdale in prince george's county. when they arrived, there was a man, the driver of that car behind the wheel had been shot at least once. we're told he's been taken to a local hospital with serious but non life threatening injuries. the incident started about a block down this road. according to police, there were shots fired. the car sped off and landed here, again, on this person's front yard. we're waiting now for a briefing from prince george's county police. stay with us. at 5:00 we'll bring you an update on this developing story. in prince george's county, mark segraves, news 4. president obama is getting ready to ask the supreme court to rule on his plan to protect as many as 5 million illegal immigrants from deportation. 26 states oppose his executive order and yesterday the federal appeals court upheld an injunction issued by a federal judge in texas. the plan would keep the parents of u.s. citizens and legal permanent residents in the country along with the so-called dreamers. immigrants who entered the

country as children. well, fast food workers want a min wum waimum wage increase right to join a union. they went on strike today in our area and across the country. nbc has more. >> shut it down! >> reporter: in cities across the country, places like new york, houston, and kansas -- >> we're apparently having some technical problems. we'll try to get that report for you as soon as we get those problems corrected. meanwhile, a checkup on the car seats you're buying. a new report out this morning says almost any new seat you buy should keep your child safe. the insurance institute for highway safety say 20 of the 23 new car seats they reveal are best bet. that's the highest rating withdrew can get and it means the seats should be a good fit in almost any vehicle. the other three are good bet. in other words, they're acceptable.

yuck. yuck. yuck. that's what it is today. i mean, look at that. this is a shot down toward national harbor. it is nasty outside. we've got the light rain, the drizzle, a breeze in the air. we've got the fog coming in, too. take a look. a little bit of a different vantage point down toward downtown. look at the fog that's really rolled in here over the last half hour or so. not just the fog but, again, we're dealing with light drizzle, some mist, some light rain. that will continue. temperatures have come down by 6 degrees in the last hour from 61 down to 55. northwest at 17 miles per hour. those winds gusting upwards of 25 to 30 miles per hour in parts of the area. here's the rain. again, it does not look like a lot. if you look right in downtown, doesn't look like any rain at all but the drizzle is still there. even down toward southern maryland. we're seeing reports of drizzle. more showers developing here. excuse me. we're going to continue to see them. the wider view, as we take a look at the wider view here, you actually notice some of these forming here. what's going on.

you've got this boundary, this upper level area of low pressure that's sitting across the region and helping to produce more of these showers and a couple more of those areas of rain. here's the satellite and radar. i want to show you a couple things here. one, look at the clearing toward southwest virginia. we're going to get that eventually but it's going to take some time. two, look at this. we've got a tropical storm, this is tropical storm kate. you might not have heard of it. it was hitting the bahamas the last couple days. kate will make its way well off shore. not going to have an impact on us at all. it's very close to the area just off the coast of the carolinas right now. how will these affect your bus stop forecast? really not a whole lot. the good news is tomorrow we'll see a mixture of sun and clouds. temperatures early in the upper 40s to around 50 degrees so a cool start. not a bad start. nice afternoon. little bit on are the breezy side. getting the kids ready, the jackets, umbrella. tomorrow will be a dry day. start off with the jacket and

pants. expect the jackets, again, they may get, be left at school is what i'm trying to say here. they may get left at school because tomorrow afternoon should be okay. that's why tomorrow's impact is going to be on the low side for weather. looking good. breezy, but still pretty nice as we make our way through the next couple of days here. we are going to get nice, again, but we also have a chance of showers. kind of a seesaw pattern as we move on through the next couple days. temperatures tomorrow, 64 degrees on your wednesday. 62 degrees on thursday. now, we're going to see a chance of shower activity during the day on thursday. 40% of showers. best chance between 10:00 a.m. and 2:00 p.m., what we're going to be watching out for thursday. so thursday, umbrella. all in all, though, not a bad day. clearing late in the day on thursday. friday, high temperature of 59 degrees. going to be a little bit of a breeze there so it will be cool. most areas into the mid 50s with sunshine. saturday is the cool day. the really cool day. temperatures only in the upper 40s to lower 50s. we'll continue to watch that. veroni veronica's got the rest of the seven-day forecast including the sunday forecast. sunday's looking chilly, too.

guys? >> all right. thank you, doug. chipotle is re-opening all those restaurants closed because of that e. coli outbreak. stores in oregon and washington state were shut down after dozens of people started getting sick last month. the company says tests on the food show it's safe again and it's changing certain procedures now at all of the restaurants nationwide to prevent future problems. health officials haven't yet determined the cause of the e. coli outbreak. i'm tessa thompson with breaking news at the live desk. we are getting our first look at the damage that's been done by a small plane crash in akron, ohio. take a look at this picture. the faa says a small private jet crashed into what appears, we believe to be an apartment building. you can see it erupted into flames. the jet crashed as it was landing at a nearby airport. a local police lieutenant says the two people in the plane did die. but as of right now, it doesn't appear anyone on the ground was injured.

and now your storm team 4 forecast. >> one of the things that we're seeing out there are the visibilities are starting to drop getting lower and lower. so with the sun setting earlier, certainly not helping. it's just a nasty evening out there. conditions on area roads. take a look, annapolis, baltimore, up around frederick,

maryland, as well as mt. erie. that's where some of the lower visibilities are right now. a mile, it could be dropping. we're just over two miles right now inside the beltway and around reagan national. and, again, still moisture moving through our area. very light showers. drizzle. mist. all of that around the area. just enough to lay down on area roads and make for, again, some wet roads as well. nasty conditions there as we take a look at the next six urs. those showers will be ending by around 8:00. temperatures come down from the mid 50s to about 54, 53 degrees. a lower 50s by 11:00. si skies will start cleari out very gradually. here's a look at future weather. the showers, first batch moving out of our area. there's 8:00. seehe clearing around warrenton, frederick fredericks toward charlottesville. temperatures at their lowest by early tomorrow morning. at least we have plenty of sunshine for veterans day. an early day breeze. a warm jacket is going to be needed i think throughout the day from beginning to end. so as the kids head on out the

the age of 13. th prevent concussions. the new guidelines avoid heading the ball. when you do it depends on how old you are. erica edwards is looking into the details. >> reporter: the governing body ere us. is working to resolve a lawsuit head-on by issuing new guideles limiting uth lers he eplayers heading th. the u.s. soccer federation is eliminating heading from youth soccer in an effort to reduce the number of concussions. under the new rules children 10 and younger will be prohibited from heading the ball during practice and games. children 11 to 13 will be ali l lowed to head the ball during games only but not during practice in an effort to reduce repeated contact. however, concussion experts say heading the ball is not the primary source of concussions. >> concussions are caused most commonly by player-to-player collisions, player hitting the ground hard. or a player actually being

elbowed, kneed, by another player. >> reporter: former u.s. national soccer team player briana scurry suffered a career-ending concussion in a knee-to-head collision. she says the new rules are a good first step but more needs to be done. >> i think one of the things that's missing in this initiative is the idea of protection. i think protection is something that helps and so by that i mean headgear. >> reporter: the announcement comes in the wake of a 2014 class action lawsuit by parents and players against u.s. soccer and others. for negligence in treating and monitoring head injuries. the suit asks for no financial damage, only rule changes which are now being implemented. the specifics of new policy as well as other safety changes are expect to be announced in the next 30 days. erica edwards, nbc news. well, donald trump isn't likely to be asked about starbucks tonight at the debate,

now says he will compete in one last olympic games next year in brazil. the washington nationals calendar getting a lot of attention online right now. >> they put the wrong ballpark on the cover. >> how do you do that? >> yeah. >> take a look. that's fenway park in boston on the cover of the nats calendar. even though it says nationals park right below it. now, the picture was taken when the nats played them in 2015 in boston's season opener. nats say they don't make the calendar, they're just working with the company to try to get it fixed. well, they want a minimum wage increase and right to join a union. today fast food workers are going on strike not just here in our area but across the country. n nbc is looking into it. >> reporter: in cities across the country places like new york, houston, and kansas city, fast food workers took to the streets lobbying for an increase in the minimum wage. >> i should be able to make $15

to provide for me and my family and get subsidized housing and to live not fabulous but comfortable. >> reporter: nationwide protestss come less than a year before the 2016 presidential election. and the fast food workers are trying to flex their political muscles. protest organizers estimate 64 million u.s. workers make less than $15 an hour. >> trying to do an increase on our salary and stuff to try to make a better future for our children. >> reporter: the federal minimum wage is now $7.25 an hour. some cities and states have enacted higher minimums. most republican candidates for president oppose increasing the minimum wage saying it will kill job growth. industry leaders say it will lead to a higher reliance on technology to replace workers. all three democratic candidates support a minimum wage increase. >> in america today what we are seeing is the richest people becoming richer and almost

everybody else becoming poorer. and what we are saying is enough is enough. >> reporter: wage protests began in 2012, several u.s. companies have afreed to increase pay including walmart, target and mcdonald's. nbc news, boston. we're working several developing stories in the newsroom right now. someone killed a woman and dumped her body at a shopping center in takoma park. they found her near a dumpster. police are calling it a homicide. news 4's pat collins is working that story. he's going to join us live in the next ten minutes. and there are major repairs under way on two major bridges in our area. the memorial bridge is already undergoing repair work and renovation and the key bridge is slated to be fixed. coming up in the next hour, transportation reporter adam tuss will walk you through what's happening and tell us how it will impact our commute.

a woman from prince george's county now giving back to the hospital where she had life-saving heart surgery. kimberly richardson had an emergency procedure at medstar washington hospital northeast eight years ago. during her recovery, she leaned on her faith. she says she felt called to come back to medstar to work as a chaplain. now she's helping other patients cope with sickness and death. >> people need to know they can have hope that someone is praying for them, that somebody cares about them. that somebody believes that they can go through this situation. >> kimberly's cardiologist says faith and medicine do go hand in hand. be sure to watch my full report on kimberly's work at the hospital on

more trouble in kansas for a fraternity, a state university. for the second time in three year, the kappa sigma frat has been suspended. this time it's for an alleged assault at the fraternity earlier this month. now, they were just reinstated after being kicked out of the school back in 2012 for fighting in a parking lot. the university and the police are investigating this latest incident. but the fraternity only has about eight active members. a seven-alarm blaze is still burning at an abandoned armory building. officials say the blaze started late monday night. 200 firefighters are working to put out the flames. six schools in the area are now closed and nearby residents have

been temporarily moved because of the heavy smoke. we are taking a look at some scary video of an suv running down a police officer in oklahoma. >> and with only a few seconds to react, he pulled out his gun and he shoots. but his shift didn't end there. >> reporter: as he drives through the entrance, at the fine art s academy, officer mat stacey is in the middle of a high-speed chase. he lays down a spike strip. the car coming at him is going nearly 50 miles an hour. time to react is limited. >> stop! stop! >> reporter: as he hits the ground, the chase comes to an end and somehow he only suffers minor injuries. his police chief says with seconds to reaction, stacey made the right choice as the suv came after him with force. >> the sound of an accelerator. the suspect made the intentional turn toward e officer and his vehicle and rammed the vehicle.

>> reporter: after his car exploded around him, stacey then got up, still needing to make an arrest. first, officers told the driver, 41-year-old stacey ann bunsey, to put her hands up. >> put your hands on top of your head, do not move! >> reporter: police say after not obeying orders several times, officers used a taser and she fell back into the vehicle. officer stacey then climbs on top, enters through the sunroof and arrests the suspect. >> get the door. >> reporter: it's an event which could have been avoided. >> he has the full western part of the roadway, two lanes she could have utilized to just bypass the officer. and there would have been no deadly force encounter. >> reporter: now in tulsa county jail, her arrest report shows she had suicidal thoughts and is suspected of driving under the influence. news 4 at 5:00 starts now with jim and wendy. >> right now at 5:00, a car crashes into a front yard after the driver is shot. good evening, i'm jim hanley.
