candidates getting ready to take the stage for the fourth republican debate of the election season. this time they're in milwaukee. >> they're promising more substance after the free for all in the cnbc debate a couple weeks ago. another change, there will be eight candidates on the main stage now instead of ten with chris christie and mike huckabee relegated to the undercard stage before the main event. >>ildcard in all of this, of course, could be donald trump and some question whether he'll go after ben carson tonight. the way he has this week on the campaign trail. steve handelsman in milwaukee now with the latest on this. steve? >> reporter: jim, i think it's fair to say ben carson could the main character tonight. his personal story is well known, but now the criticism that carson dstortethe sto of his life to make himself more appealing is a new charge at least in this national campaign. could play a major role here in milwaukee tonight. the pressure is on ben carson who's pushing back.

>> i simply cannot sit still and watch. >> reporter: with the republicans in milwaukee, carson's friends predict fire from the quiet doctor. >> bring it on, i'm ready to fight. >> reporter: carson was insisting his yoout wuth was, i fact, violent until he became a christian. >> now, president trump, prest trump. >> reporter: donald trump at a huge rally last night in illinois called the campaign weird. citing a carson story. >> if you try and hit your mother over the head with a hammer, your poll numbers go up. i never saw anything like it. >> reporter: trump and carson are tied in national surveys. trailed by marco rubio, defending his personal finances. and jeb bush, defending his debate performances in a new ad. >> not about yapping. not about talking. it's abou doing. >> reporter: it's the eight top polling candidates tonight on the main stage on fox business that promises a different tone from the last debate by cnbc.

>> you want to draw out the differences, says moderator maria barteromo but not by taking somebody's head off and having a fight. party chairman reince priebus. >> they want a substantive debate on business, finance, the economy, the people in the state of wisconsin, the country want to talk about. >> reporter: specific mick plans from the top contenders would be a change. but all eyes are sure to be on ben carson and oneb bu to see how they deal with the challenges to their campaigns. live in milwaukee, steve handelsman, news 4. >> thank you, steve. we have the five things to look for during tonight's debate. just search "republican debate" in the nbc washington app. the minimum wage expected to be one of the big issues in the presidential election. today democratic presidential candidate bernie sanders addressed d.c. workers taking part in a one-day strike to demand a minimum wage of $15 an hour. this protest kicks off a year-long national campaign

highlighting the potential political power of 64 million low-wage workers. they walked off the job in more than 200 cities. >> i should be able to make $15 an hour to provide for me and my family and to get out of subsidized housing and to live not fabulous but comfortable. >> the federal minimum wage is now $7.25 an hour. although some cities and states including d.c. and maryland have enactedigher minimums. and weontinue t see the rain across the area. storm team 4 radar continuing to track that rain. most of it on the lighter side. we'll continue to see that right on through the rest of the evening rush. take a look outside right now. an hour ago, we were looking a pretty good fog right through downtown. and the wind really kicked up. now the fog lifting just a bit. you can see we can see fairly long into the distance here at least ten miles the current vis. as we look at the radar, not a lot of rain here but we are still seeing areas of drizzle

and continue to see showers by leesburg, fredericksburg. 270, seeing showers around the gaithersburg region, up toward clarksburg. heads up. the roads are going to be wet through the rest of the night tonight. expect those wet roads. very damp tonight. still a very nasty night but a muchbetter wednesday. we'll talk about your veterans day coming up. then we've got another chance for showers on thursday. that and a cool weekend. all in my forecast in just a few minutes. >> thanks, doug. crime scene tape is now marking the spot with a car crashed into a front yard in springdale. it was not because of wet roads. it was because of the blood found in the driver's seat. police tell mark segraves the driver was shot. mark? >> reporter: jim, this is where it all came to an end in upper marlboro at the corner of utica place and ladova way. after the car jumped this curb it hit the street sign but he

kept going driving up into this yard until he hit this tree and the car finally came to rest on top of this tree. when neighbors heard the crash, they rushed outside, called 911 and behind the wheel of the car they found the victim bleeding from his chest. as residents were returning home from work and school today, they found their neighborod was a crime scene. >> anyone who may have been here in the area just after 1:00 p.m. that may have heard anything, seen anything, please call police. >> reporter: about 1:00, the call came in for a car crash. when police arrived, the victim had already been taken to the hospital. it wasn't until doctors began treating him they realized he had been shot. >> the victim is an adult male. he's listed in critical condition. >> reporter: evidence markers were spread out on the street about a block from where the car crashed. police searched the area for a suspect but have no motive. >> detectives are looking for a suspect and motive in this case at this time. >> reporter: now, that car was

j just towed away, lifted off this tree about a half an hour ago. police have no suspect and no motive in this shooting and have not identified the victim. jim, back to you. >> thanks, mark. breaking news outside the white house right now. the secret service has arrested a man accused of using a slingshot to launch something over the fence. it happened on the north lawn this afternoon. the secret service just confirmed the arrest in the last hour. agents there swept the entire area but they did not find anything suspicious. man named adam olson was arrested. charged with assault with a dangerous weapon. a man accused of plotting to attack the u.s. capitol will have a full mental evaluation. christopher cornell was arrested in ohio in january. investigators say he planned to seombs and guns in an attack at the capitol. cornell had just purchased two assault rifles. he told a local tv station he also wanted to kill the

president. cornell's lawyers believe he may suffer from a mental illness. the mental evaluation will determine whether he's competent to stand trial. new details tonight about the victims in that deadly crash between a pickup truck and a church van in maryland. we're learning tonight that the youngest victim was only 6 years old. she was kindergarten student at a school in northwest d.c. she was not the only person in her family in that van. in all, four people were killed including a couple in their 70s. tracee wilkins in hyattsville with more on this. >> reporter: the 6-year-old attended brightwood education campus in northwest. she was a kindergartener. parents got a letter informing students a s of her death this was an unbelievae aident with multiple fatalities and a number of injuries. some of them critical. and the investigation into all of this is just beginning. >> this has been a longstanding

concern of ours. >> reporter: this road is busy and at times dangerous. people who live in this community where the deadly accident occurred want details about how it all began. >> we need to know the site, the exact location of the first accident. because i think that has implications on an everyday basis for all of us. >> reporter: we knocked on the door of the home of the man who was behind the wheel in the pickup truck that caused sunday's deadly crash. no one answered the door. then minutes later some people who refused to comment quickly left the home and drove away. list ha police have not released the name of the pickup truck driver who also died in the crash. according to police, that pickup truck had just struck another vehicle, caught fire and was attempting to drive away down the road when it slammed into the church van carrying 14 people. one child, two adults, died in the crash and an injured pregnant woman lost her baby. 6-year-old staley gomez who lived in northwest with her

mother and father and sibling was killed in the crash. her sibling and mom are recovering in the hospital from their injuries. they were picked up here by the church van that would later erupt into flames after it was t-boned by the pickup truck. the crash also killed elba and santiago merche of el salvador. they had 8 children and 35 grandchildren. now to a trouing discovery in an office parking lot. a woman found dead near a dumpster. police say she'd been murdered. tonight, we're hearing from other women who work in that same complex. this happened on new hampshire avenue near the takoma langley park cross roads. news 4's pat collins is there now with more on this story. pat? >> reporter: doreen, too close, too scary. the murder of a woman at this office complex has others here on edge. this woman works in a doctor's office. >> i'm here all the time, and that could have very well been any of us here and it just, it's

crazy. >> reporter: this woman works in the building, too. >> it makes me kind of nervous. you know, i work around here every day. we get out of here pretty late. makes me kind of nervous. >> reporter: nerves on edge as news spread about the murder of a woman at the hampshire plaza office complex. the body found behind the dumpsters in the parking lot. now this is takoma park's first murder of the year. police showed up in force to search for clues and evidence. said to be a woman in her 30s. sources said she had numerous injuries to her upper body. sources say the woman was down on her luck and that an attorney here allowed her to stay in his office. they say from time to time, she would do clerical work for the lawyer. dwayne douglas found the body. he knew the woman. he says she's been around here for years. >> she was a nice person.

a grocery store employee tried to take him down with a shopping cart but he got away. now fairfax county police have another urgent reason to find him. they say he's wanted in connection with three grocery store robberies in the burke area. the latest happened on saturday at the giant on burke center parkway. police say the guy demands

money, implies he has a weapon and then runs. u.s. secret service is investigating a gift card scheme. it targets local marshalls and t.j.maxx stores. in court filings, they say it might have been an inside job. scott macfarlane as the story from our news desk. scott? >> jim, good evening. two men under investigation by the feds. one of them is an employee of the scores. he lives in virginia. but in fact, he's more than just an employee. the feds say he's an internal investigator for the stores. he's the person who's supposed to be stopping gift card fraud. here's one of the stores the secret service says was victimized in new court filings. marsh marshalls in rockville. they say the suspects stole gift card numbers from legitimate du customers and legitimate cards and used that to generate bogus cards.

t.j.maxx and marshalls stores in d.c., olney, and sterling. how did they get the card numbers? federal investigators say one of the primary suspects worked for the stores as internal security. his current duties, they say, include doing internal fraud investigations of tjx employees in northern virginia and west virginia. and that he had accessed internal company gift card databases. and they say the man along with a cohort exchanged text messages about it. in one exchange, the cohort, they say, sent a note indicating he was worried investigators in northern virginia might catch on. the feds say the suspect asked the store employee how hot is nova right now? the internal security employee, they say, replied, i haven't heard anything about them watching. the feds have not yet filed char charges. a spokeswoman for t.j.maxx and marshalls says the employee named in the filings is not a current employee. wouldn't say if he was fired or quit or if the feds were mistaken, just not current. stores ws s weren't the only on

victimized. court records show a recent spike in customer complaints. they were showing up to stores to find out their legitimate gift cards for wiped out of money. >> scott macfarlane, thank you. egypt is accusing foreign governments of withholding potentially critical intelligence of the cause of that russian airliner crash. today, egypt foreign ministry told nbc news his country is unhappy about the lack of intelligence sharing. he appeared to be referring to the u.s. and britain. meanwhile, today, british officials repeated their view that a bomb is the most likely cause of that crash. they said their decision last week to halt british flights in and out of sharm el sheikh was prompted by a review of surveillance footage that showed security problems at the airport. that crash has also raised questions about airport security around the world. and the challenge of keeping u.s. flights safe. every day there are 25,000 domestic flights with more than 1 million checked bags and 2 million passengers.

there are also thousands of airport workers, many of whom have access to secure areas. >> when you give somebody an airport i.d. badge it's like giving someone the key to your house. you've entrusted them now to access your house and get past all the locks and alarm systems you've put into place to keep everybody else out. >> anyone who works at an airport must pass background checks for criminal and terror activity, but most airports don't require all employees to pass through security screening every day. that's because of the sheer volume of workers. a new head of the transportation security administration recently told congress that the current threat environment is the most complex the aviation industry has seen since 9/11. president obama is expected to sign a huge defense bill overwhelmingly passed by the senate today. that bill pays for more than $600 billion in defense policy and spending. but it also contains provisions

that make it difficult for the president to fulfill his campaign promise to close the detention center at guantanamo bay in cuba. mr. obama vetoed a similar spending bill back in october before the white house and congressional leaders reached a budget deal. the president's administration is expected to announce the next steps for guantanamo bay in the next coming weeks. here at the live desk, we're keeping an eye on a small plane that crashed into an apartment building. a news conference just wrapped up. right now we're getting conflicting reports about how many people were on board and how many died. a resident took some amazing video shortly after the plane smashed into an apartment building in ohio. as you can hear the crackling from the fire, it was so intense. the plane's owners say ten people were on board but in a news conference that wrapped up moments ago, officials would not say how many people have died.

first at 6:30 tonight, there's breaking news about the daily fantasy football sites. so many people are playing now. >> let's go straight to the live desk for the news and what it means. guys? >> yeah, basically new york's attorney general, doreen, just determined fan dual and draft kings are illegal gambling sites. cease and desist operations in new york. scott macfarlane has been investigating these sites. what's this mean?

this sounds huge. >> this is the latest issue for the two very popular fantasy sites. they're in the cross hairs in the courts. we found several dozen federal lawsuits filed in recent weeks against fandual or draft kings by disgruntled customers who call the advertising and games misleading. what's more, we found several dozen complaints filed with the federal trade commission by customers against the site. what's more, congress is getting involved. the attorney general of new york makes a statement. the u.s. house of representatives is making one, too. we expect a congressional hearing into the legality of daily fantasy. is it gambling or is it skill? we expect that review in the coming weeks. >> yeah. again, this affects new york. the new york attorney general is telling these sites don't accept any wagers from new york residents. and basically shut down your operations in new york. now, we should say comcast and nbc sports are invested in fandual. fandual, draft kings have been arguing these are games of skill, not chance.

how is that argument breaking down? >> game of skill, making that argument keeps it legal. keeps it from being illegal gambling. that said, when the new york attorney general makes a decision about this, it's especially impactful because think of who's headquartered in new york. the nfl. >> the nfl. >> and all the major media companies that are partnered with draft kis and fandual. this impacts new york customers. symbolically a very large gesture against these two popular sites. >> we'll keep on eye on this. thanks. back to you. >> gentlemen, thanks. a tribute now to a young woman murdered while being a good samaritan. >> vanessa pham was stabbed to death inside her car by a man who approached her in a maryfield, virginia, parking lot five years ago. he asked her for a ride to the hospital. said he needed to get to his sick baby. well, pham let him in and she was killed seconds later. tonight, her family is honoring her memory with an art exhibit called "journey of life." and speaking out for the first time since that tragedy, bureau chief julie carey has that story.

>> reporter: they are among vanessa pham's very first and very last works of art. a color-splashed kindergarten scrawl and a striki drawing of a dancer created while vanessa was in her first year of college. >> my niece, she's gone too young, too fast. she don't have chance to do the exhibition for herself, so i do that for her. >> reporter: this tribute created by artist michelle pham joined her paintings with those of her late niece. >> jubilation. >> reporter: "jubilation" is the title of this painting michelle created in one of their happier times, the day vanessa was accepted to the savannah college of art and design. >> she very happy. that's why i do that picture. >> reporter: a whole series of paintings also recreates the family's darkest hours when the 19-year-old was found stabbed to death in her car off arlington boulevard. michelle had to pass the murder scene every day on the way to work. so michelle gives the murder scene a different view. in many of her abstracts, the

crashed car is erased. >> i just changed the color to make the happy view. i don't want to see the sad place anymore. i like this one. >> reporter: the exhibit also brings happiness to vanessa's mom who never thought she'd see her daughter's artwork displayed. >> i'm so proud of her. when i see those, i feel happy. >> reporter: this painting, though, may best represent the family's continuing struggle with joy and sorrow. it was michelle's final work before the exhibit opened. still wet when they hung it. it's called "brokenhearted." >> after i finished that painting, no more angry, no more sad. we try to go back with a new life, happiest life, even without vanessa. i know that maybe vanessa around here. you know, you never know. >> reporter: in annandale, jewelry carey, news 4. >> it runs through sunday at the annandale campus of northern virginia community college. for more details, head to our

nbc washington app. the crime scene tape is gone from a playground in alexandria where a man was found murdered. we've learned the victim is 24-year-old jose luis ferman perez. a woman found his body in beverly park also known as the pit. she found it yesterday morning. sources tell us his throat was cut. nobody's been arrested yet. a first tonight for montgomery county schools. the school board made a change in next year's calendar that helps muslim families recognize one of their religious holidays. chris gordon has our report. >> all those in favor -- >> reporter: the montgomery county board of education found a way to give muslim students a day off school to celebrate the holiday eid al adha next year. the board voted 6-2 to make next september 12th a professional day. >> a professional day is a work day for teachers. it is a day off of school for students. >> reporter: could this become a trend? >> certainly it's going to come

back here by year because, you know, we have limited professional days. >> reporter: the audience today gave the school board a standing ovation. afterwards, there were hugs for those who had worked on this for so long. >> racism was always deep inside me, i could sigh it, feel it right here behind these doors. i have no doubt about that. and i appreciate the change of heart of a couple more members today. >> reporter: for years, muslim parents in montgomery county unsuccessfully asked that school be canceled for the eid holiday. like yom kippur, good friday, and easter. today's action does the next best thing. it gives all students a day off. muslim students can, therefore, celebrate eid with their families. what will it mean to your children? >> joy. >> definitely. great joy. >> my kids are grown, my niece and nephews are grown, so it doesn't impact us but it does

stop! stop! >> police officer in oklahoma escaped and just narrowly being run down by an suv. officer matt stacey was standing in the road trying to stop the driver of that car. pulled out his gun as the suv sped toward him after a high-speed chase. the officer barely escaped getting hit. then he got up, hit the female driver with a taser, then climbed through the sunroof to arrest her. the officer only suffered a few scratches. he's expected to go back to work this week. the driver is accused of driving a stolen vehicle. tens of thousands of commuters use them to travel between d.c. and virginia every day, but the memorial bridge and the key bridge, they're both in need of major repairs and those repairs are starting now. transportation reporter adam tuss has a look at how this will affect your commute. >> reporter: there are delays to deal with here at the memorial

bridge already, in addition to one lane in each direction being closed for months to come, the sidewalk on the inbound side of the bridge now completely closed as it's resurfaced. it will stay that way for a couple more weeks then the outbound sidewalk gets that treatment. >> level of corrosion you're seeing at the base over here. >> reporter: this under the memorial bridge. steel paper thin in spots. and has to be strengthened. now over here at the key bridge, you climb underneath and look up and you can see some of the places that has ddot concerned, spots like that looking rough. this is the oldest bridge across the potomac. it opened in 1923. it's time to get some work done. during a recent tour the district department of transportation told us about the issues. the bridge hast tobeen deterio e deteriorating for the last 30 years since the last major rehab. this spring work to fix things like the concrete piers and bridge deck will take place. some steel beams also have to be replaced. most of that work takes place

during off-peak hours. weekdays closures expected between 9:30 in the morning and 3:30 in the afternoon. that will create some headaches. in the district, adam tuss, news 4. still to come tonight, new concerns about the safety of local school buses. >> windows are being held together with rubber bands. i've seen buses with exposed wires held with tape. you know, those are major problems that they need to fix. >> a bus droiver tells us what e saw firsthand as the i-team digs

they are among the most vulnerable children in our area. >> now the agency responsible for transporting special needs students in and out of d.c. is responding to growing complaints from parents and drivers who feel their children's safety is at risk. that's after the news 4 i-team dug through the complaints. >> reporter: as you watch your child hop on the bus, you assume they'll get back safely but the news 4 i-team found hundreds of complaints about the buses that deliver students to d.c. schools. >> we transport the most precious cargo in the united states of america. and that's why it's so much important to me to have these vehicles up and running straight. >> reporter: this d.c. school bus operator asked we not identify him worried he might lose his job for coming forward. >> buses were in bad condition.

they were not being cleaned and they're not properly being maintained. >> reporter: he works for d.c.'s office of the state superintendent of education. or responsible for transporting 3,000 students to and from d.c. schools. he took photos of buss to document problems he says range from cosmetic to mechanical. >> windows are being held together with rubber bands. buses with exposed wire held with tape. air-conditioning and heating. those are major problems they need to fix but they wait until it gets to be a problem before they would even do anything about it. >> reporter: it's not just him. some parents are worried, too. >> it's a lot of times that things weren't going right with the school bus, and i'm quite sure i'm not the only one that feel that way, but i'm speaking up on it. >> reporter: mother, teresa gra graham, showed us her own log of complaints about bus drop-offs and pickups and conditions on board, something her daughter who has autism might not be able

to tell her about. >> her communication skills aren't like a normal child's skills. >> reporter: problems with heat and air-conditioning on the buses have been among the most frequently record ee eed compla since 2014. parents complained about asthma attacks, nose bleeds, overheating and conditions they say could prompt a seizure in their child. graham says getting osse to address her complaints has been an ordeal. >> i went there personally to talk to them because i felt that nothing was getting done. >> reporter: osse admits before 2014, its old system for handling calls from parents didn't accurately track how complaints were resolved. >> we've changed the way that we actually handle complaints. >> reporter: gretchen brumley took over as osse director of student transportation less than a year ago and says since then the office has made to priority to streamline how parents report problems. >> since our new system where we track and log and file up on our complaints in 2014, we've

you asked me and i told you yesterday the weather was yucky. i don't have quite what the term is. i can't make my mouth do the kinds of nasty things that -- >> crummcrummy. >> to describe today. >> let's just sacrummy. >> we have a seven-second delay if you want to say -- no. it is that kind of day. it's nasty, nasty out there. that's the way to describe it because of the drizzle and the very cool temperatures. i mean, highs today only in the low to mid 50s in many areas. temperatures actually came down during the afternoon. the sun, by the way, we didn't see the sun today. if we had seen it, it set at 4:59. the first day that we've seen the sun set before 5:00. we don't like that at all. 56 degrees the current temperature. 55, drizzle. 53 by 9:00. 52 by 11:00. we've seen improving conditions. i want to show you this real fast one more time.

we saw fog about an hour ago. the clouds are much higher. ceilings have risen. less of a chance of fog develops around our region. still the showers in through frederick county, montgomery county. showers. prince william county. down through southern maryland. we're still dealing with showers and areas of drizzle. the areas of drizzle are farther to the north and east as the storm system pulls to the north and east. see what i'm talking about. there it goes right there slowly shifting out of our rege. behind it it's going to get cool overnight. not cold. temperatures by early tomorrow morning, 56 degrees. that's not a bad start. under partly to mostly cloudy skies. i think we will see a mixture of clouds and sun tomorrow. rather breezy. may need the jacket as you step out. not bad. 60 at noon. 64 at 4:00. i really think tomorrow afternoon is looking really, really nice if you're going to be out and about. what to wear. early in the morning, kids may need the jacket. definitely a pants day out there. again, the jacket is something you'll be able to take off by lunchtime. temperatures next couple of days, 64 on wednesday. veterans day looking good. 62 degrees on thursday. take the umbrella to work with
