after a violent crash in principles gorges county. he was one of four children critically hurt earlier this month. the car he was riding in was crashed into another car. we are working to find out more about a man shot several times inside a motel on new york avenue in northeast washington yesterday morning. police were called to the scene at 10:30. a man who has not been identified is the third person killed in the district in three days. 4:34 now. montgomery county police are looking for a man they say flashed a stranger. the victim took a picture of the man. police say the suspect walked up to the man's door, made sexual gestures and then exposed himself. this happened on whispering oaks way in gaithersburg. he was wearing a navy blue jackets with the words woodstock student. call police if you have any

information. bob yby jindal says he is dropping out. he said, quote, it's just not my time and thanked reporters on twitter and facebook. he never made it on the main debate stages. he refuses to support donald trump but tells nbc news he will back a republican nominee. fairfax mayor silver thorn announced that he has squamous cell carcinoma of the neck. the mayor says that the cancer has not spread and his prognosis is good. he decided to go public in part because of maryland governor larry hogan's decision to do the same thing. the mayor said he will continue to serve in office during the treatment. major wildfires burning in western australia right now. we just learned this morning that four people have died. take a look at that smoke rising from the wildfires. firefighters saying the fires destroyed three buildings on the southern coast and forced hundreds of people to evacuate

you will not see video from the deadly police shooting of an unarmed blackman in minnesota from now. an officer shot jamar clark on sunday after some dispute. witnesses say clark was handcuffed at the time of the shooting. investigators say they found handcuffs at the scene. the mayor has asked the feds to conduct an investigation. a man is suspected of three peeping tom incidents. they say richard rodriguez dressed up as a woman.

breaking news right now. schools closed, trains suspended in paris as police search for a terror suspect right now. here's a live look. they are conducting a major raid just north of paris and say a person is still hold up in apartment. again, this is a live picture of a scene right now. a woman in the building detonated an explosive vest and died when police first arrived.

officers arrested five other people. they're looking for the mastermind behind last week's attack that killed 129 people. overnight a global discussion on the action after the terrorist attacks. president obama spelled out his goal of uniting world powers against isis. nbc's tracie potts has the reaction and the push back from capitol hill. tracie. >> reporter: and the push back from the president, too. strong words for republicans who say they don't want to let syrian refugees into this country. speaking overnight traveling overseas president obama praised the french for their quick response to airstrikes and response to the attacks. he also urged russia to refocus what it's doing in syria, focusing on isis instead of focusing on propping up the syrian government. by far his strongest words on the campaign trail and throughout the country who are pushing back on letting 10,000 syrian refugees into the country next year. the president said we need not to react with fear, that there's no easier way for isis to

recruit than if the u.s. reacts in fear. he said that they're playing politics and it's irresponsible, it needs to stop. so far 31 states have now said they're rejecting this in addition to efforts here on capitol hill. we had a couple of intelligence briefings coming out of that. lawmakers said they're focusing on a couple of things. how do you verify that people are not isis when they come into the country. that process the administration and the president said will take 18 to 24 months. it's not like they're shipping them in here overnight. however, there are problems with verifying who these people are. third party verification always available and that's part of what they're dealing with. >> tracie potts on capitol hill. thank you. heightened security at our airports as many of us make plans to travel. news 4's adam tuft went to reagan national airport too see how it might affect you. he spoke to jack pots.

motivated and the reason, his 2016 presidential bid failed. former illinois governor rob blagojevich is appealing. a lower court tossed out 5 of his 18 convictions in july. the 58-year-old is serving a 14-year prison sentence. he was convicted for a series of charges including trying to sell an appointment to president obama's old senate seat. questions over a fundraising group for d.c. mayor muriel bowser are now tangled up in the pepco merger. last week fresh pac announced it was shutting down after criticism of pay to play politics. some community groups want the d.c. commission to investigate because they won't disclose whether they asked for contributions from pepco and epsilon. >> the mayor's controversial super pac known as super pac asked for donations from pepco and epsilon.

much rain we can see coming up at 5:01. fairfax county leaders gave the go ahead for cameras for body officers. the cameras are one of 142 recommendations for greater accountability and transparency in the police department. the board voted to further pursue all 142 recommendations today and they're expected to present a pilot program for the cameras in the next few weeks. we're ready to do a pilot project. the key obstacle is budgetary. >> a civilian review commission created the recommendations. it was rooted in the august 20th shooting death of john gear who was unarmed when a police officer shot him. the man who set fire to a cvs store during the baltimore riots is headed to jail. raymond carter was sentenced yesterday to four years in prison. carter was also ordered to pay half a million in restitution. prosecutors say he admitted to starting the fire by lighting up nearby paper products.

the riots back in april were started by the death of freddie gray who died in police custody. there will be no federal review of the chemistry fire. the u.s. chemical safety board said it would be a better use of the time and resources to do outreach work at schools. that outreach includes using school lessons to warn against the use of bulk containers of flam manual chemicals. fairfax county schools says safety try training updates for teachers should be done by the end of the month. five students and teacher were hurt at a fire at school last month. 4:58. one of charlie sheen's exgirlfriends says he never told her about his h.i.v. diagnosis. in an interview with matt lauer he confessed he had been h.i.v. positive for four years. he said he did not have h.i.v. during his relationship with bri olsen. she says she does not have h.i.v. his announcement about his status is reviving the conversation around the virus. dr. david hardy at the whitman
