are inside of the hotel. but here is a tweet from the u.s. embassy in mali on high a ale alert, of course. it says u.s. embassy staff has been asked to shelter and place americans. all should shelter in place. the hotel attack in mali is a fluid situation and we'll get the news to you as we get it in. >> thank you, kristin. it's 6:02. it's been one week ago today since the devastating terror attacks in france. french prosecutors said a third person was killed in a raid on thursday along with a suspected mastermind of the attack and his cousin in addition to the three who died. eight people were detained. because of french law, they're now entering their last day in custody. if police don't charge them with anything, two new people are in police custody right now. you can see the police taking in the mother and brother of the woman who died in that raid.

syrian refugees in the u.s. are compared to parents' concerns about a rabid dog. inmar guandique was convicted of chandra levy's murder in 2010. police found her remains in a park after her death in 2001. the defense is now challenging guandique's conviction. they argue there's no physical connection linking him to levy's death. the retrial is expected to begin in march. a man who landed a gyrocopter outside of the u.s. capitol will make a plea in federal court today. douglas hughes' lawyer said he did it to call to attention how rich people and corporations influence politics. he could fac up to three years in prison. hughes will ask the judge to allow him to participate in a

democracy spring march before sentencing. there's a hearing over a debunked article. there was an article about jackie who said she was gang raped at the university of georgia. police found no evidence to support her claim. lawyers say the woman is not cooperating na their 7.5 defamation lawsuit and they want a judge to force jackie to hand over documents she sent to the magazine. this is according to the "richmond times-dispatch." "rolling stone" recalled the article. police say an officer fired one shot in self-defense. the man was hit in the chest and died. today we expect an update on gun restrictions in the district. a federal appeals court will consider whether a person has to state a good reason in order to obtain a concealed carry permit.

this is -- this comes as a new poll finds the district almost equally split over a citywide ban on gun ownership. 51% of respondents tell the "washington post" they want it reinstated. 47% said they did not. the supreme court ruled the ban unconstitutional joom unconstitutional. 6:06. they're endorsed the concept here. megan, these changes could cost drivers a lot more money, right? >> reporter: yeah, it really could. we're talking hundreds of dollars a month depending upon your commute and how long you're on i-66 inside that stretch or beltway. take a live look. we're seeing an increase in volume since we last spoke to you about an hour or so ago and it's going to get worse especially inside the beltway.

very, very busy corridor in our area. and one of the things that's being looked at is to ease congestion starting these tolls now the arlington county board will impose the tolls on peak days, peak periods, in peak directions. they say there's no room to widen the beltway and tolling is the only way to ease congestion. that could cost folks up to $300 a month. the board approved the measure last night. that means a lot more discussion needs to happen, more study, and also more detail on exactly how these tolls would be imposed, how much they would be, and things like that. so this is early in the game here, but it is a first step. back you do guys in the studio. >> megan mcgrath on the road for us. thank you, megan. all right. the nats want you to celebrate

things have calmed down in minneapolis in protests over jamar clark's death. you can see there was no

address. developing right now, violence in israel took the life of an american teenager. a terrorist attack killing three people including schwartz. it was one of two attacks carried out by palestinians. family and friends are remembering a fallen police officer in california. ricardo galvez was shot and56 killed in his personal car. investigators believe three men that had been arrested were trying to rob galvez. the 29-year-old was also a u.s. marine reservist. later tonight, supporters of legalizing marijuana are holding a 48-hour vigil on the national mall. they want to change federal drug laws. they're pushing for easier access to emergency treatment at concerts and festivals. today's the deadline for volkswagen to have a plan to fix

"news4's" molette green live with details on the arrest. molette? >> reporter: eun, yeah. we can now confirm an arrest has been made in this. a university spokesman told me the driver is a howard university student and d.c. police arrested him. we also learned that colalcohol played a factor in a crash that

a mayor in virginia is responding to criticism over his comments about refugees. he said he didn't mean to offend anyone. some are calling for his res egg nachlgts last week he said he would not seek re-election. that was before he wrote the letter. a new petition shows a growing number of virginians who do not want to accept refugees from syria. democratic governor terry mcauliffe says he thinks the state should accept them. the petition asks him to reconsider and change his stance. it now has 43,000 signatures. we're following the latest this morning in decision 2016.

gop candidate ben carson heading to new hampshire today. he'll file paperwork for the state's primary. today's the last day for candidates to file. they have until 5:00 p.m. and they have do it in person today. a wrongly convicted man will get more than $16 million from the district. donald gates spent 27 years behind bars on false convictions that he raped and killed a georgetown university stumts. they acknowledged they used a discredited fbi analyst and paid informant. d.c. mayor muriel bowser said yesterday the settlement was the right thing to do. the d.c. faith community wants action on homelessness and unemployment. last night they pressed mayor more annual bowser for answers. she supposed closing the d.c. homeless shelter and replacing it with six citywide shelters. they're still working on a timeline.

we want to update you on breaking news we've been following all morning. a vie legislate hostage situation at a hotel. this is happening in mali in west africa in the capital city of bamako. in the past few minutes mali special forces were able to enter the radisson blue. reuters is reporting that.

progress is being watched here very closely. here in paris, yes, it's one week on since the worst massacre in france since world war ii. it's not being marked formally in any way. the authorities here don't want to dignify the isis attack with any kind of formal ceremony. of course, there are still worries about large crowds gatheringogether at one time. indeed, a ceremony that was supposed to happen at the main mosque in paris has, in fact, been canceled but friday is day of prayer for muslims across france, across the world. they'll be plraying for them. they've been quick to say what happened here does not represent islam. they fear backlash. in the rubble a third body has
