>> and some chanting 16 times in reaction to 16 shots. >> it came from an officer's dashcam and so graphic even the chief of police say people have a right to be angry. mcdonald was reportedly breaking into trucks and stealing radios and you see him jogging down the radio after being told to stop. but the officers are around him. the first shot spins mcdonald around and drops him. we're not going to show you the 13 shots that hit him while on the ground. protesters got this video and took over a good chunk of michigan avenue. we're looking at live pictures. some chanting who do you protect? who do you serve? officials have been trying for a year to keep this video from coming out but a judge ordered them to do so. prosecutors say jason van dyke

started shooting six seconds after he got out of his car and charged him with first-degree murder. and that's not enough for some protesters and said the city has been stalling and only brought charges because they knew this video was coming out. >> thank you. right now, demonstrators will continue to protest the police shooting of a black man in minneapolis earlier this month. protesters said they would not bow to fear after several white men opened on a crowd last night. five were injured and all expected to be okay. police are questioning several suspects. it erupted after police shot jamar clark during a confrontation november 15th. >> the spotlight in baltimore next week, the first trial in connection with freddie gray's death begins monday. today, a judge ruled the jury in the case won't be sequestered. the judge also denied a defense

all over the country the use of police force is under more scrutiny than ever. >> news4 went searching for answers how and when officers are taught to use force. he join us in studio. >> regardless how you feel about use of force, we wanted to know how police are trained in use of force. it's a series of judgment calls that have to happen quickly. we reached out to different agencies. prince george's police invited us to the academy to see how it trains officers to get a person under control. >> reporter: it's a training scenario every officer goes through every year, making the call and drawing on a suspect. in prince george's officers are taught to consider several other steps before a bullet leaves the chamber. >> to use force to protect themselves. they have to have a clear understanding. there's a lot riding on it.

>> reporter: sergeant bill gleason runs the course dozens of hours in the classroom, et c ethics and constitutional law and what's legal and not. usually in the field the officer's presence is enough to diffuse the situation as they showed us. >> charges for what? >> domestic assault. >> we spent as much time teaching them how to use verbal techniques as physical techniques. >> reporter: that can include what most of us consider yelling and short commands. >> cross your ankles. >> if you don't obey those commands, now i can put my hands on you and, sir, i need you to back away. >> reporter: that's where things can get more complex and officers are trained to meet republicans wi resistance with the appropriate amount of force. that could mean a strike with a hand or baton, control hold or

takedown like this. >> get down, get down. >> pepper spray falls under active resistance. you start flailing and pushing, the officer gives distance and verbal warning i'm about to spray you and put your hands behind your back. >> reporter: they're quickly assessing an encounter and the best tactic to gain control. sometimes, as the trainer showed us, the best response may be a tas taser? most of them are physically assaultive towards the officer or or person. that would be justification to use the taser. >> a key part of the training is to use the simulator here. officers are given all the necessary gear and put in a scenario over what they need to do. >> reporter: this is judgment enhancement training and they change variables based on officer's decisions. >> open the door. >> put the gun down. put the gun down. >> our deadly force policy says

a suspect must pose and imminent threat of death or serious injury to the officer or other person. >> reporter: this sends officers to a mock office building, a man shows up with a gun a day after threatening to kill his wife and being served with a protective order to stay way from her. here, failing to shoot in the back turns the scene into a murder suicide. >> are you justified in shooting somebody in the back as they're walking away? >> absolutely. >> sergeant gleason points out 98% of calls of service don't require any level of 230force te used. officers that don't follow training have to face the full consequences of their actions. >> these are split second decisi decisions. >> it really was enlightening to sitting through how they're trained and how quick decisions are to be made.

>> we showed you bottlenecks at 95. now, there is a plan to deal with the crush of traffic between exhibition 95 and the district. governor mcauliffe wants to extend the i-95 express lanes two miles further north to cover 295 to the d.c. line. they'll be free for car-pools of three or more. other drivers will pay a toll based on demand in hopes of e e easing congestion. if this plan gets approved, construction would start in 2017 and last about two years. dozens of people got their thanksgiving turkey hand-delivered tonight thanks to some prince george's high school students part of man 101. and the impact that program is having on an entire community. >> i feel great being able to give back to the community. >> reporter: cameron white is an 11th grade student at prince

52 degrees by noon and 56, nice and mild by 4:00 in the afternoon. we go up, thanksgiving, high of 62 degrees. let's look at the thanksgiving forecast. hour by hour. not bad, 7 a.m., a little chilly, 40 degrees and around 11:00, time to start cooking the turkey and 66 on friday and saturday, temperature of 54. a chance of showers on saturday. what about the black friday forecast? doesn't get nicer than this. sunday is the coolest day of the next seven, high of 47 with chance for shower activity. not a lot of weather but something we're watch, watching that turkey dancing thursday.
