black man killed by our police there. >> here in our area, allegations of racial profile led to an interm investigation after a college student was slammed to the ground, but today the d.c. chief is defending the officer's actions while the lawyer blasted the investigation and its results. meagan fitzgerald is live with our story. meagan? >> chief linear wanted a thorough investigation of this incident for transparency purposes so everyone can understand what happened. jason goolsby says that report is inaccurate and he said his client was targeted because he's black. >> he didn't do nothing. >> reporter: a video compelled so much, but it can also bring so many questions. goolsby's friend started recording after officers started restraining him in october and it all started from a 911 call and a woman thought the teen and his friend looked suspicious at an atm in capitol hill. the dispatcher got it wrong

reporting the teens may have been robbing people, but it was later corrected. chief kathy linear discussed it at a press conference. >> i think the confusion in the radio transmission doesn't help, but i don't think it alone is a factor in this at all. i think this is one of those things that added some confusion in a situation that was unfolding very quickly. >> reporter: goolsby's attorney says that type of mistake is inexcusable and led the officers to believe his client was a suspect. when the officers arrived the police report says goolsby ran because he said he feared for his life. when they caught up to him, the report said his hands were in his backpack. officers asked him to show his hands and he refused and that's when they moved in to restrain him. linear says body cameras would have painted a more thorough picture of what happened. >> it would have captured more perspective and it would have captured what led up to that initial contact. >> it's one more tool officers should have on the field, as

well so video would provide more answers than lingering questions. >> our policy requires they activate the body camera as soon as they receive the call. >> reporter: in an email to news 4, goolsby's attorney says please be very clear, jason never reached for his backpack which remained on his back. how could he supposedly be fleeing the officer while also unzipping his backpack on his back? greenier also says that his client is innocent and that he will continue to press this issue moving forward. it's certainly important to note that goolsby and his friend were never arrested and if you're interested in reading his attorney's statement in its entirety you can do so by logging on to nbcwashington.com. >> meagan fitzgerald, thank you. >> in chicago the city is bracing for new rounds of protests over a deadly police shooting there. one called for protesters to shut down a busy retail corridor

on black friday. the anger comes from two numbers, 16. the number of times that teenager was shot and 13, the number of months it took for that officer to be indicted. here's wendy willfork. jo outrage in downtown chicago. not only because a black teenager was shot by a white police officer, but also because it took more than a year for city officials to release the dash cam video. >> when you're investigating the police officer cases it's not the same as you're investigating one gang member shooting another. it just isn't. you have to understand the use of force model. you have to understand how officers are trained. >> officers do have a right to use reasonable force. they can use deadly force when appropriate and you have to understand all of that before you look at a case. you simply can't in a case like this can't make a split-second decision. >> it's officer jason van dyke's split-second decision in october of 2014 seen here in this

graphic footage without audio that left 17-year-old laquan mcdonald with 16 gunshot wounds. the teen did have a knife, but van dyke was the only officer to fire his weapon at the scene. >> van dyke is the first uniformed officer to be charged with first-degree murder in the city and more than 30 years. >> this is a case that can't be tried in the streets. it can't be tried in the media, and it can't be tried on facebook. >> while the former officer's attorney insists questions will be answered at trial, many question the case and evidence itself. >> it raises so many questions about our justice system and about the state's attorney's office and about the elected officials who knew that this tape existed. >> so far protests in the city have been peaceful. five people arrested overnight after protesters blocked a major highway and had a scuffle with police on city streets. >> we're trying to make people see that this is wrong, that the

system is wrong and that things need to be changed. >> change required for deep wounds and frustrations to heal. wendy willfork, nbc news, chicago. funeral services were held for the black man who was shot during the scuffle with police in minneapolis. hundreds filled the church and many promising to keep on protesting. jamar clark's death sparked more than a week of dem is tradionst there. on monday, five protesters were shot and wounded and because of that clark's relatives are now calling for an end to the rallies. federal investigations into clark's death are now under way. president obama says there are no credible terror threats against the u.s. right now and he's urging americans to carry on with their thanksgiving plans. you'll likely notice stepped up security at airports and train skagzs as you travel this weekend. the president met with his national security advisors

today. he says our military, intelligence and homeland security agencies are closely monitoring the situations. >> in the event of a specific, credible threat the public will be informed and we believe that it's important for people going about their business to be vigilant. if you see something suspicious, say something. that's always helpful, but otherwise americans should go about their usual thanksgiving weekend activities. >> reporter: the police presence around the country has been the highest since the nech a9/11 at nearly 47 million people are expected to travel and despite the recent terror threats. the department of homeland security says the fear is of copycat attacks. even at the airport, you can expect to see longer lines as they go through security. no major problems on the floor so far. lower gas prices have led to

more people driving compared to last year. we have team coverage of the travel conditions all over the area now and doug is monitoring our weather. >> we begin with adam tuss. he's at union station to tell us about the impact on riders on the train. adam? >> well, jim, i can tell you that people are going about their business and take a look inside union station and we have a lot of activity and to spent this day, and this is the second busiest day of amtrak throughout the year. that's sunday and you have to start thinking about the way home when we're why the just test the capacity of amtrak. hundreds of thousands will be traveling. on sunday early trains are an option. okay obvious viewsly can't book

a 30-year-old man mohamed abrini. he was seen with another suspect salah abdeslam in a car on their way to paris two days before the attacks. that news is raising questionsa, gen about whether the massacre could have been prevented. back to you. a crew aboard fairfax county police helicopter is being credited with saving lives. >> this comes after they spotted a house on fire from the air. >> is that a house on fire? >> sure looks like it. >> it happened back in november. the first of november, in fact, but the video was just released today. the chopper was headed back to base at 3:30 in the morning when the infrared camera spotted the fire. it turns out a shed connected to a house on el toro court was burning. the helicopter crew used the gps to find the address and told firefighters where to go. an adult and three children were asleep inside the house.

after a man planned two armed robberies in montgomery counties, he made threats against the prosecutor who tried his case and now the guy is headed to prison for 70 years. as our chris gordon reports, the judge called the man, rupert stance is his name, a dangerous career criminal. >> reporter: two people were shot during the armed robbery of this cleaners in gaithersburg last november. police responded to a desperate 911 call. >> the guy came through the door, shot through the glass door. >> reporter: the robbers got away with no money and that's because in august of 2014 they robbed the same store for more than $37,000 and in november the

employees told them they no longer kept cash on the premises. the armed robbers fled, but were caught on a surveillance video in wheaton. >> and that metro video where they fled to after the shooting helped put the case together. >> it led detectives to the mastermind of the operation. 52-year-old rupert stance. the pros cure the in the case tells me he received threats from stance. today judge joseph quirk gave stance a sentence of 70 years, that's longer than prosecutors expected. >> we as a community won't tolerate this kind of violence and armed robbery of small businesses. >> the victims are afraid to appear on camera. we agreed to not show the face of the wife of the man who was shot. >> the sentence is 70 years? >> yes. >> so it makes it hard to realize someone will be locked up, but i believe that this was what was intended. >> reporter: as far as the two men who were caught on the video fleeing from the armed robbery. one has been tried and convicted

by a jury and has been sentenced to 70 years in prison, as well. the alleged gunman will be back here in court next week for a hearing to determine if he is competent to stand trial. at the montgomery county circuit court, chris gordon, news 4. breaking news on the roads, all, but one lane of i-95 south is shut down right now north of baltimore because of a tour bus crash. look at that. this is in maryland 10 miles north of the baltimore beltway. wbal says two cars and a bus collided. southbound 95 is backed up for five miles and northbound 95 is further than that because of rubbernecking so if you're headed toward baltimore and beyond on i-95 you may want to try another way. controversy at donald trump's golf course in northern virginia, it centers around the small plaque that commemorates a civil war event that the plaque

says or calls the river of blood they never heard of any battle. >> far beyond the entrance of the golf course, only members can see the civil war commemoration. it reads many great americans both of the north and south died at this spot, the rapids on the potomac river. the casualties were so great that the water would turn red and become known as the river of blood. it is my great honor to have preserved this important section of the potomac river, donald j. trump. there was no battle at that spot nor was the river of blood term used. >> that's not true. many -- i think it says many soldiers died at this spot or words to that effect and that's not true. that didn't happen. >> jim morgan is an expert on another battle that took place

now at 6:30, cell phone video shows a guy showing up the gun and minutes later a man, a father, was dead. that video is evidence from a shooting last year near buoy high school. >> tonight, a judge sentenced the gunman to decades in prison and our bureau chief tracee wilkins explains why the judge upped the sentence because of an instagram picture. >> he has no problem waving a gun around, posing for pictures. >> and it was this instagram picture that helped the judge to decide that deion warren deserved a harsher sentence for the second-degree murder of mitchell white. >> we have a young man in mr.

warren who has a complete disregard for life. >> reporter: it all started in september of 2014. there is a fight near buoy high school, a teen is taping it on his cell phone when 39-year-old mitchell white shows up and breaks it up. his son is one of the boys involved. >> break it up. break it up. >> you hear white call for a truce and it appears to be over when deion warren seen in all black runs in with a gun and calks it. the kid taping the incident takes off and we hear a shot. as he runs away. >> today warren who turned himself in and pled guilty was sentenced to 30 years for second-degree murder. white, his victim leaves his son ask daughter behind. >> i was daddy's little girl and it hurts my heart to know that i can never see him again. >> reporter: today supporters from the church warren's grandfather flooded the courtroom and asking for a lesser sentence and warren apologized and begged for

forgiveness. >> i do accept his apology. >> as the judge took another look at this instagram photo and reflected on his demeanor in the video he decided that warren was a serious danger. >> the death has also caused a financial hardship for his family, so much so that his fiance can't afford to take off of work and be here for today's sentencing. i'm tracee wilkins, news 4. here at the live desk we're following breaking news in landover where someone has been shot near a shopping center. this is all just happening in the last hour or two. we are just getting our first pick the frurs the scene and we're taking a look at people file past the police tape. that is at the king shopping center and the call went out before 5:00 and we know one person has been shot on bell haven drive in landover. prince george's county police have just arrived on the scene

not too long ago and they've not confirmed that this is a homicide and they're on the scene checking it out. we have a crew there now and we'll update you on the information and bring you the latest. vance? >> thanks, chris. a new effort tonight to make sure fairfax county animal control officers keep their police powers, as news 4 reported first last week, a change in state code threatened to keep the officers from making arrests and serving search warrants. that change was meant to limit what some private security officers can do. animal control officers go through the same training as police officers, but are sworn in as special conservators. now they're working to fix that problem. >> we looked in the code in ryco county has a special section and animal control officers so the simple fix is to just give us

tonight several members of a new york city church are offering to take care of a baby boy abandoned in a church nativity scene. the newborn was found yesterday afternoon in the manger after a worker heard him crying. surveillance cameras caught a woman entering the church about 20 minutes before the baby was discovered. a woman did come into the church with some bag and left

the church and the bag was sort of dangling in the wind. >> god works in mysterious ways, this child who we believe was a gift almost to this parish. >> the baby is healthy. social service authorities are taking care of him while police search for the mother. >> parents can legally abandon babies at churches under the safe haven law, but they're supposed to notify someone which did not happen in this case. >> in our area churches are not considered safe haven. in virginia, you can leave a baby up to 14 days old with a emergency room employee. >> in maryland, you can leave a child up to ten days old with any responsible adult, a hospital employee or any other specifically designated safe haven location and in d.c., babies up to 7 days old can be left with an ems worker, a hospital employee or at any fire or police department. part of a smithsonian

shopping, fairfax county police say they'll be joining you. >> when stores are calling police for help, we have officers inside the mall and it's just a matter of getting to that particular store. >> the holiday rush hasn't even started yet, but police say criminals aren't waiting for the sales. these four men arrested this past monday at tyson's. investigators say they have their hands full. >> 241 fraudulent credit cards in their possession and they were purchasing 21 iphones. the employees alerted police and undercover officers already in the mall caught up with suspects before they could leave. the officers are part of c.a.t.t. >> it stands for antitheft team. >> they're not only look for example crime, they're looking for suspicious activity. given today's environment and they're definitely on the lookout for everything. >> the chief said his officers will need your help. >> if you see anything, say something. we need eyes and ears out there in the community. >> what does that mean, exactly?
