jack and umbrella. the temperatures are going to stay right around there for much of the day. we're not talking about heavy rain. we're talking about that ann annoying nuisance rain and it's kind of shouldry. could be showery, drizzly in spots. we're talking maybe an umbrella with showers. here's that rain draped across the commonwealth and district. eventually it will end as it sinks to the south but we're going to time it out and let you know when the rest of the rain chances are this week coming up in a few minutes. >> thank you, lauryn. right now thousands are headed on the road or ready to head back home. you're taking a live look right now at a wet columbia pike. they took advantage of the lower gas prices and hit the roads to get to grandma's house this year. there? >> reporter: we're starting to see volume picking up. but we do know the heavier traffic is yet to come. 47 million americans are expected to take to the roads some way today this holiday season and 90% of those, 42 million, are expected to be driving. and what they will encounter, at least in our area, are indeed wet roads. as we heard, nuisance rain. of course, points west are seeing a lot worse traffic and a lot worse weather conditions than we are. airline travel is expected to be up as well and that's due to airfares that are about 10% down over last year and hotel fees that are flat over last year. but you know who else also sees some big, big revenue and volume this time of year? that is amtrak. they're expected to be in the midst of their business yft travel day in the year. we'll hear more about that coming up. right now if you're taking to the roads, at least 95.

we're going to have company out there but things are moving well. you have to be cautious because of the roads and the visibility. we're live in laurel. back to you. >> reporter: happening right now, a manhunt is urnltd way after a police officer is shot and killed. this happened in pennsylvania. st. clair township officer lloyd reed was shot as he responded to a domestic situation last night. authorities are searching for reachelle ter jr. in connection with that shooting. they're asking residents to secure their homes as the manhunt continues. the university of colorado and colorado springs is mourning the loss of the officer killed in that planned parenthood shooting. now, officer garrett swasey served at the university for six years. here's a picture of him here. the police force joined the school's basketball game for a moment of silence before yesterday's game. they're still investigating a motive but robert lewis dear ranted and raived about politics

the wheel. she was too drunk to stand for a sobriety test. she's now in jail and the kids are with the department's welfare service. man helped rescue a family after bad car crash. this happened friday night in poolesville and he tells "news4's" darcy spencer why he felt the need to help. >> reporter: nick tucci shows where a car ran off the road slamming into a utility pole. he was driving in front of them on thanksgiving night in poolesville. >> i heard a loud crash behind me and i looked in the rear view mirror and i saw the vehicle in midair strike the pole and land on its side. >> reporter: the suv had what appeared to be power lines draped across it. a pregnant mom and her two kids were trapped inside. the dad was able to make it out.

welcome back. around this time every year, many jurisdictions across the country celebrate adoption day in court, something the "daily connection" beg district of columbia began doing. >> dwleer this year 25 children welcomed. "news4's" barbara harrison has more. >> reporter: the leslie family singers were back this year to herald the beginning of another adoption day in court. 29th year since d.c. launched this event, one of first of its kind in the nation and i am lucky to be here every year when the d.c. sue poor yore courthouse is filled with bloons and babies and families like the browns who came here to make it official. the adoption of their darling new daughter ella. one by one the families came

. new enhanced video will be shown to the grand jury in the killing of a 12-year-old boy. rice was carrying a pellet gun when he was shot. attorneys for the boy's family want their own experts to testify. the defense argues that the officer had no way of knowing that rice was carrying a pellet gun. from chicago to minneapolis, baltimore to ferguson and cities all over the country, the use of police force is under more scrutiny than ever. >> it certainly is. officers are taught to consider several other steps before a bullet ever leaves the chamber. >> to be able to use force to protect citizens, protect themselves, and force laws, things like that. they have to have a clear understanding. there's a lot riding on it. >> reporter: he runs the specialized training unit, the use of force team. he says training starts with dozens of hours in the classroom and videos of what's right and what's not. in the field he said officers' professional presence is usually enough to defuse the situation as the officers are showing up. >> domestic assault. >> i need you to turn around. >> we spend just as much time teaching the officer how to defuse techniques. >> they're using very short, very firm commands. >> if you don't obey those verbal commands, nowky put my hands on you and move you. >> that is where things can get even more complex.

officers are trained to meet resistance with the appropriate level of force considering all the factors in in one encounter to get control that. could mean strike with a hand or baton. a control hold like this. >> pepper spray falls under active resis and the and now you start flailing, pushing, things like that, the officer is going to back away, create distance. he's going to give a verbal warning. i'm going to spray you. >> police officers are constantly and quickly assessing an encounter and deciding the best tactic sometimes as the trainer showed us, the appropriate response might be a taser. >> most of our taser deployments are people who are physically assaultive toward an officer or other person and now that would be justification to use the taser. >> officers are given all the necessary gear and then put in a scenario that tests their judgment on what they need to do. this is part of the overall

judgment enhancement training. in the simulator, they change variabilities based on officers decisions. >> put the gun down, drop the gun. >> our deadly force policy says the suspect must pose an imminent threat of death of injury too another person. >> this training scenario sends officers into a mock office building. a man shows up with a gun. here hesitating to shoot a clear deadly force threat in the back turns the scene into a murder/suicide. >> because we didn't stop him, what happened? >> he kills her and himself. >> are you justified in somebody shooting somebody in the back walking away? absolutely. >> sergeant gleason says 98% of the calls don't require any force but those who don't
