kristin? >> reporter: hey, good morning. we just talked to a few witnesses who said they never have seen a crash like this one before. here's why. there's a u.s. mail truck here flipped on its side, basically on top of an suv there. it's a mail truck. we don't know exactly how the two loco lied but if you can see, the top of the suv is gone. take look at some video from just a little while ago. police tell us the man and the woman who were in the suv were trapped in the car for some time. witnesses say they were pipped. they both had to be airlifted to the hospital with life-threatening injuries. we spoke with witnesses and they describe a horrific scene. take a listen here.

destruction of property and fires. it led to governor larry hogan calling for a curfew. >> my feeling, i would believe the officer is more guilty than he is innocent because just of how they've interacted with citizens in the past. >> could you put that aside and be a fair and impartial juror? >> it would be difficult, very difficult. >> i'm an honest guy, a fair guy. i believe right is right and wrong is wrong. to my knowledge, would try to be honest as best as i can as far as that case and those police officers. >> reporter: now, the charges against officer william portser include involuntary manslaughter and assault in the second degree. coming up in the next half hour of "news4," i'll tell you exactly what the prosecutors must prove he did in order to seek this conviction. we're live at baltimore circuit court this morning.

24th shooting death of 17-year-old laquan mcdonald. dash cam video shows mcdonald being shot 16 times. the release of that video last week sparked protests. van dike's lawyers say he opened fire because he feared for his life. chicago says it's expanding a program to provide police officers with body cameras. the announcement came yesterday from mayor rahm emanuel's office following last week's release of that dash cam video showing the officer fatally shooting laquan mcdonald. the officer wasn't wearing a body camera. the pilot program began in january. around 30 cameras are currently being tested. sunday's statement says the expansion will be paid for with a $1.1 million federal grant as well as matching city funds. >> today the man accused of killing a woodbridge high school student heads back to court. duane smals is expected to plead guilty.

a new rule takes effect this week at restaurants but it's leaving a better taste in some people's mouths. the salt shaker emblem will be added to all meals that have more than the daily recommended amount of salt. that's just over 2,000 political grams. salt's producers say the policy is misguided. they say the city should leave that matter to if federal regulators. more restaurants could start serving beer and wine in georgetown. today the commission will vote on a new plan to vote for more than 67 restaurants to have liquor licenses there. that's the current limit there now. that it'll kiev them from applying for a license.
