approval. many business and nonprofits say a tax hike needed to support the bill would put a huge strain on small businesses. and the d.c. chamber of commerce agrees. >> we want people to take care of their families. we're not against that. we are against this bill. this bill goes too far, too fast and would hurt business in d.c. mayor muriel bowser says it will be difficult for the city tone act the bill if approved for its 30,000 employees. we are getting a better idea of how schools will be judged under changes to no child left behind. the washington post reports the every student succeeds act would move more authority to states and districts, reading and math tests would be required in grades three through eight and once in high school. states would decide how much test scores would fact near teacher performance. the house could vote on the bill as early as thursday. stay with us now. news 4 today continues at 5:00 a.m. now at 5:00, we are getting

washington app. chuck, back to you now, back to you guys, back in the studio. it is angie at the live desk. response from air asia after a report of what caused a jet to crash is released. at this new s conference, it wa revealed the jet crashed into the java sea on december 28th because of a problem with the flight deck computer and the pilot's response. we just heard from air asia in a statement saying there are many lessons to be learned for the entire aviation industry and we will continue to be dedicated on ensuring that air asia indonesia safety standards remain at the highest level in that industry. 162 people tdied in that crash. aircraft maintenance records show the plane had problems with its system 23 times in last year before the crash. back to you. coming up on five minutes after the hour, it could be another long day of jury selection in baltimore. officer william porter is on

trial there, the first of fix baltimore police officers to be tried in the death of freddie gray. in court yesterday, judge barry williams asked potential jurors if anyone had not heard about the case. he dismissed some of them. 75 new potential jurors will be in court this morning. the family of a special education teacher wants to know why he died in custody. a vigil is being held tonight for alonzo smith. he died last month in the custody of security guards at marbury plaza apartments in southeast. d.c. police officers found smith handcuffed, unconscious and not breathing. tonight's vigil is at 6:00 at marbury plaza apartments. we're learning more about a young woman from potomac who died in a terrible crash we told you about at this time yesterday. 24-year-old yesewlek tizale collided with an 18 wheeler. she and her brother had recently graduated from the university of maryland. >> she worked hard to go to college.

we just graduated together, about six months ago. she was very nice to people. i don't know why this is happening. >> a passenger in the suv and the driver of the mail truck were also taken to the hospital. the passenger was seriously hurt. driver of the tractor trailer is okay. police are still trying to figure out what caused that crash. it is 5:06. happening today, elections for new leadership in two of our counties. montgomery county members will replace both their current president and vice president, their terms are over. in prince george's county, members looking to elect a new chair and vice chair to take over next year. president obama has a lot to do before the global climate conference wraps up in paris today. 150 world leaders there trying to turn talk into action. but those promises to reduce carbon emissions may not be legally binding. at 5:30, nbc's tracie potts will break down why any real progress has been limited. today, some answers on what

maryland should do to fight heroin abuse. larry hogan created a task force. today, it will put out its final recommendations about treating people with the heroin addiction and preventing more cases in the future. we'll be watching for news from two d.c. council hearings today. council committees are talking about possible synthetic drug laws. one would give police and other agencies the ability to find and close down businesses that are caught selling synthetic drugs. a second would make it easier for law enforcement agencies to test for synthetic drugs when suspects are arrested. council members are voting on police body camera legislation today. the council and mayor muriel bowser reached a compromise to reach some of the footage from the cameras to be provided to the public. bowser's administration originally wanted to keep most footage away from public access. council members will discuss a separate camera bill that would allow the city to pay residents up to $250 for cameras installed at a home or business. we have been through black

i'm christine wright live in potomac at a house fire that started very early this morning. the fire is pretty much under control. firefighters still here making sure the fire stays out. we just got a little bit more information about this fire. and that is that two people live in this home, a son heard smoke detectors going off early this morning, woke up his mom. they were both able to get out in time. that son was taken to the hospital with smoke inhalation. firefighters say this one started in the basement and then it spread. when they got here, they found fire coming from the basement. and the house, there is some significant damage. so firefighters cleaning up now, the last thing they really have to do is figure out exactly how the fire started. that is the next step. but, again, one person taken to the hospital for smoke inhalation. back to you.

the suspect in the colorado planned parenthood shooting was once accused of sex assault. police records show robert dear was arrested in south carolina in 1992. a woman claimed that dear put a knife to her neck and sexually assaulted her. no records show how that case was handled. in the meantime, we're also now hearing from the doctor who jumped into action to treat wounded victims outside the clinic in colorado springs. >> did our part to help. not very comfortable with that word. just kind of did what we are trained to do, just to help people. dr. hurst and a team of four others rushed in. by staying calm, they were able to help save the lives of two people. a call to end protests after an officer involved shooting in minneapolis. they're upset over the killing of jamar clark. the mayor says the protests need to end so city officials can get back to addressing needs of the entire minneapolis area.

demonstrators remain defiant after yesterday's news conference. in the day ahead, a prince george's county police officer will go on trial for putting his gun to a citizen's head. he faces a list of charges in the may 2014 incident. police say he approached two men in a car in bowie, parked outside of a home. when the homeowner got out of the car, and started to walk toward the house, officer santiago blocked him. the incident ended when the citizen's wife came outside and confirmed it was his house. today, news 4 transportation reporter adam tuss sits down with metro's new general manager for his first tv interview on his first day on the job yesterday, paul wiedefeld got sobering news about how riders feel about the system. a new customer satisfaction survey shows 67% of riders are satisfied with the service. that's down from as high as 84% two years ago. more metro talk today in alexandria. the city's planning commission will meet tonight to discuss the proposed potomac yard situation. we also expect to get updates on

oakville triangle at that meeting. that is the area of route one between potomac yard and del rey expected to be redeveloped for affordable housing and retail space. d.c. is announcing new measures to end rising cases of hiv. mayor muriel bowser is signing a declaration for world aids day. the commitment involves providing leadership and promoting health measures. several other major cities are also taking part in signing the same declaration. we'll find out more details at 11:00 this morning. 5:20 now, traffic alert for you as well. might want to give yourself a little extra time to use rockville pike in bethesda. road work starts in that area today, it is expected to take about a week to finish. today we expect an update on how you can save on energy costs this winter. pepco is having winter weather conference this morning. we'll learn its plans for preparing for storms and responding to outages after them.

southbound rockville pike between the beltway and cedar lane, two right lanes shut down for up to ten days. i'm angie goff. right now, bracing for a big winter storm in the midwest. snow emergencies declared in some parts of minnesota and south dakota. today, as they get ready for a third heavy snowfall. eight inches of snow fell in sioux city, iowa. by the time the storm passes through, between 5 and 12 inches of snow are likely across the area. so far, one of the hardest hit, kansas, six people died over the holiday weekend on icy roads. that's the latest from the live desk. back to you. it is now 5:24. a judge is pressing for a decision on whether the accused charleston church shooter should face the death penalty. 21-year-old dylann roof faces murder and dozens of federal charges including hate crimes. his attorneys are meeting again in court today. joey meeks also faces charges.

prosecutors say he lied and knew about roof's plan. lawyers for boston marathon bomber dzhokhar tsarnaev are trying to get him a new trial. tsarnaev was convicted and sentenced to death for his role in that attack. his lawyers argue that a recent supreme court ruling that defines the crime of violence puts 15 of his convicts into question. a d.c. woman is fed up with rising crime in the capitol hill area. advisory neighborhood commissioner denise crep serves the hill east area. she wants to know if there is more crime because the people arrested are being let back on the streets. >> if you have no idea how many cases you prosecuted, then you have no idea what the crime level is in washington, d.c. and if you don't, who does? >> now, getting that information from the department of justice comes at a price. $40 an hour for what could be hundreds of hours of research. crep and capitol hill residents plan to raise that money through a bake sale at the eastern market in the near future.

an american pilot is facing charges this morning after being caught with bags of cocaine. parik was carrying ne inin inin pounds of cocaine. he said the bags were his, but the contents were not. police say he traveled to peru in early november. today marks 60 years since rosa parks led the montgomery city bus boycott. today, a kansas bus company is offering free rides all day to remember the civil rights activist. topeka metro designed this city bus in the same colors as the 1950s bus. on this day in 1955, parks refuse ed to give up her seat on a bus to a white passenger. parks was arrested. presidential candidate hillary clinton heads to alabama today to honor the first lady of civil rights.

forward. leave early or be late. that's the only message i can give you. moderate rain will severely impact the morning commute. heavier rain likely tomorrow. things don't really start to improve until we get to thursday. right now, that's the view from our tower this morning. all rain drops and fog, visibility reduced down to a couple of miles. the road spray and fog out there and rain continuing to move in, heavier rain just down to our south, coming in our direction, only two to three hours away from prince william county, fairfax and charles county. things go downhill from a traveling perspective here in the next little bit. moderate rain from manassas to wood bridge along i-95. not a good one. weather will have a big impact on the day. chilly with showers around for now. planning out your day, rainfall amounts today, upwards of an inch of rain are a possibility. so keep that in mind. temperatures today won't really move all that much. only into the upper 40s and low 50s. coming up in ten minutes, a check on how much this rain is going to impact the school day

far have said yes to reducing emissions. but how are they going to do that? how much are they going to reduce, when are they going to do it? the leaders, the big names, part of what the negotiators will try to work out over the next two week the what is happening today, president obama had a sit down with the turkish president because aside from dealing with climate change, he's also working behind the scenes to get more people on board this coalition, this u.s. led coalition against isis. they talked about turkey's border with syria, about the syrian refugees flowing over that border, what assistance the u.s. may provide and, of course, coordinating with this fight against isis, not to mention russia and the recent tensions with that plane being shot down. we're waiting to get some tape on that meeting that happened this morning. the agenda for today includes everything from china and india, huge polluters, to scientific research and the amazon as they wrap up this climate change

issue. brand-new overnight, the white house said they have almost doubled the number of american companies willing to go green. 73 more on board, they announced evernight. these are companies that say they're willing to reduce emissions by up to half and go 100% with renew able energy. >> tracie potts live on the hill for us, thank you. developing in the philippines right now, a u.s. marine convicted of homicide. lance corporal joseph scott is already saying he plans to appeal. just hours ago, a court in the philippines found him guilty of killing a transgender filipino woman in a hotel last year. you can see him going into court in the video with protesters staged outside. prosecutors say he drowned the woman when he discovered she was transgendered. lawmakers are back to work and focus ed on the fight against isis. many of the congressional hearings this week will concentrate on the paris terror attacks. in a few hours, defense secretary ash carter and joint chiefs chairman general joseph

dunford will testify on the u.s. role in syria and if the u.s. should provide more help in the area. a first of its kind strategy on isis comes out today. the report comes from georgetown university. it focuses on americans joining isis and the role the internet plays in radicalizing u.s. citizens. former state department officials and counterterrorism police experts are commending this report and plan to be at this morning's presentation. it is now 5:35. all four victims of the northern arizona university shooting were legally drunk. those are the results from the toxicology report that just came out. one of the victims, colin bro, is from annapolis. steven jones said he started shooting when two men yelled they were going to kill him and charged at him. the police report says jones had several injuries on his head, back, chest, arms and legs. a mother from maryland will not go to jail after admitting she left her baby on the side of the road. instead, sandra mcclary must

take a parenting class and seek drug and alcohol treatment. in court yesterday, mcclary pled guilty to leaving her 6 week old baby girl in a carrier in pasadena in july. an anne arundel county judge sentenced her to time served and five years probation. a new law is in effect that may save you from getting your car towed. 30,000 cars are towed each year. some companies keep track specific lots and wait to tow offenders. the practice is called predatory towing. >> nothing will kill a business district in wheaton, silver spring, rockville, bethesda, more than someone who thinks they have been unfairly towed. >> the new law s prohibit the use of spotters it target cars. they also require parking lot owners to authorize each tow in writing and have photo evidence. maryland says volkswagen violated state law with its emissions cheating software. the washington post reporting maryland is joining 12 other states seeking penalties and corrective action. the epa says that software

allowed diesel cars to cheat tests and give off gases up to 40 times federal standards. a christmas tradition in washington is coming to an end. for 33 years, christmas in washington was a hot holiday ticket packed with celebrities and special guests. tnt announced it is ending its partnership with the show's producers. it began in 1982, and it feechd big musical acts including gloria estefan, justin bieber and mariah carey and the first family attended every year. it benefited the children's national health system. no new network has shown any interest in the show so far. in news for your health at 5:37, scientists say they are sure now you cannot tell the difference between a man's brain and a woman's brain. researchers at tel aviv university said there are some minor differences. but no brain is dominated by male or female traits. the new study examined mri scans for more than 1400 patients. they found some traits are a little more common for one

thank you. it is now 5:48. the family of a special education teacher wants to know why he died in custody. a vigil is being held for alonzo smith, who died last month while in the custody of security guards. d.c. police officers found smith handcuffed and unconscious and not breathing. tonight's vigil is at 6:00 at marbury plaza apartments. we're learning more about a young woman from potomac, maryland who died in a terrible crash we told you about at this time yesterday. 24-year-old ya soulik tizale collided with a postal service 18 wheeler. she and her brother had recently graduated from the university of maryland. >> she worked hard to go to college. just graduated together about six months ago. she was very nice to people. i don't know why this is happening. >> a passenger in the suv and the driver of the mail truck were also taken to the hospital.

sunday. his wife texted for help. rescuers found the couple. friends say they were experienced climbers. they say jefferson mountain is dangerous this time of year. >> the problem with slipping and falling there is that it is a lot harder to get help and, know, exposure to the elements, especially when it is cold outside, can kill people. >> weather conditions made the rescue effort more difficult. u.s. coast guard helicopter had to make several trips to get both the husband and wife off that mountain. an investigation now into a mayor's death. police in juneau, alaska, say someone found juneau mayor greg fiske dead in his home yesterday. not clear how he died. fiske was 70 years old. a woman who posted a picture of her dog on facebook with its mouth taped shut is now facing charges in north carolina. facebook lit up when this photo was posted on friday. she is now charged with cruelty to animals and could face up to 150 days in jail.

her facebook page listed her as living in florida, but police tracked her down after thousands of calls about the photo. the dog wasn't taken away. police say taping the dog's muzzle was a terrible idea. it is now 5:51. happening today, elections for new leadership in two of our counties, montgomery county council members replace both their current president and vice president. their terms are over. in prince george's county, they're looking to elect a new chair and vice chair to take over next year. sign mondcybermonday sales records. more people did their shopping online than in stores. according to adobe, there were 125 million site visits and $3 billion in sales. the online trend may have its pitfalls. security experts say avoid using hot wi-fi spots when shopping as your personal information may not be safe. they also say use a debit card or prepaid card to make purchases. let's hope this breaks a record.

i'll be sending out radar updates as needed. weather slowdowns, big slowdowns this morning. the ride home later today shouldn't be quite so bad. but another round of moderate rain impacts tomorrow morning. here is the first batch, got to get through first things first, yellow near charlottesville, that's heavy rain. the rate it is going now, heavy rain in fredericksburg in the next hour and a half and there after going right up i-95 and into parts of southern maryland. an hour and a half on i-95 between 7:00 and 8:00 in the morning. already all the roads are wet now. pockets of rain here near wood bridge and springfield, virginia. things get worse before they get better later on today. with all that in mind, here is future weather. this is our updated model, comes out every hour, so it looks a little different this hour than last. but it is remaining very consistent that the rain, yellow areas here, that's moderate rain through the morning commute. check it out. by 2:00, 3:00, 4:00 this afternoon, a little break in the action. the ride home, as i mentioned, may not be quite as bad as the

republican hopeful ben carson will be on the "today" show later this morning. it will be one of his first interviews since his weekend trip to syrian refugee camps in jordan. house speaker paul ryan is reaching out to the president ahead of his final state of the union address. in a letter ryan pledged to spirit a cooperation and solutions based conversations. president obama's final state of the union address is set for january 12th. d.c. headquarters, nearly half of all u.s. households only use cell phones. data from the cdc shows 8% have land lines. a decade ago, 3% of households used only cell phones and given that trend, the cdc predicts more than half will be wireless only in the next year. younger people rely more on wireless, about 71% use only cell phones. but only a third of people who live in the northeast have cut the cord on their land lines. i'm landon dowdy. a controversial new d.c. law
