burns. there is significant damage to that home. it could be another long day of jury selection in baltimore. officer william porter is on trial. he's the first of six baltimore police officers to be tried in the death of freddie gray. in court yesterday, judge barry williams asked potential jurors if anyone had not heard about the case. he dismissed some of them. 75 new potential jurors will be in court this morning. in the day ahead, a prince george's county police officer will go on trial for putting his gun to a citizen's head. santiago faces a list of charges from that may 2014 incident. police say he approached two men in a car in bowie parked outside a home. when the homeowner got out of the car and started to walk toward the house, officer santiago blocked him. the incident ended with the citizen's wife coming outside and confirming it was his house. 6:03. health clinics across our area are offering free hiv testing today in honor of world aids

day. muriel bowser will sign a declaration committing greater leadership and innovation in ending hiv. fund-raising events will be across the district including live music, film screenings and candlelight vigil. full list of events on our nbc washington app. governor larry hogan created a task force about ten months ago. today it will put out a final recommendation about treating people with the heroin addiction and preventing more cases in the future. the d.c. council is taking action on new synthetic drug law s today, both going to council committees. one law would give police and other agencies the ability to find and close down businesses that are caught selling synthetic drugs. a second bill would make it easier for law enforcement agencies to test for synthetic drugs when suspects are arrested. president obama has a lot to do before the global conference climate wraps up. 150 world leaders trying to turn talk into action. there are briefings this morning

welcome back. 6:09. developing this morning, brand-new information about a plane crash that killed 162 people. the ntsb said today the pilots were at fault for the air asia flight that crashed into the java sea last year. according to investigators, the flight deck computer had a cracked joint that caused it to stop working. the way the pilots responded to the problem then sent the plane out of control. air asia put out a statement this morning saying, quote, there are many lessons to be learned for the entire aviation industry. and that the airline is dedicated to maintaining the highest standards in the industry. today marks 60 years since rosa parks led the montgomery city bus boycott. today, a kansas bus company is offering free rides all day to remember the civil rights activist. topeka metro designed this city bus in the same colors as the 1950s bus. on this day in 1955, parks refuse ed to give up her seat on a bus to a white passenger. she was arrested and her actions

after nearly 24 hours of rain, the roads are messy now. tom kierein is on the beltway near i-66. how is it looking out there? >> it is wet. the rain actually coming down a little harder now. live from the storm team 4 by 4, we encountered wet roads all across northern virginia over the last hour. we have been driving all around. i've been posting videos on twitter and on facebook, how it looks out here. and here is a live view looking forward here as we drive new on the inner loop coming close to tysons corner now. traffic is moving at speed. we have the wipers on fast. there is quite a bit of road spray. we're cruising right along doing around 55 miles an hour. and all the traffic is going at speed and really don't have any problems so far. but we are getting reports of other fender benders elsewhere. melissa will keep you posted on that. you can see now, allow yourself extra time, just with wet roads and over the next couple of hours we'll be getting more and

more volume on those roads. that's the way it looks. >> tom, thank you. from rain to snow now, big snowstorm is headed toward the midwest. look at some of the video here. you can see there is already eight inches of snow on the ground in parts of minnesota and south dakota. it is still snowing. and another snowstorm is expected to hit them and several other states today. minnesota and south dakota under snow emergencies that the hour. in kansas, six people died on icy roads this past weekend. a new development today in a fight over megagas stations in part of our area. montgomery county leaders voting today to prevent those stations from being built too close to homes or schools. kristin wright is live to explain. >> this has been a long, long fight in montgomery county going back for years. and today there is an important vote happening that could really change things. a group of kensington heights residents doesn't want the gas station here at the westfield

wheaton mall. they say there are just health hazards. so here is what they say. it shouldn't be near hospitals. not near schools. and not near homes. the proposal is to build the 16 pump costco gas station on the property of the westfield wheaton mall. of course, there is lots of opposition to this. costco said they will, in fact, meet state requirements to make it go forward. now, back in may, the montgomery county board of appeals denied a petition to build the gas station. costco appealed. today, the montgomery county council will vote on zoning amendment that would make it easier for the plan to move forward by expanding the list of places where the megagas stations can be. that meeting is this morning at 11:00 at county council's main hearing room. we'll see what happens. we'll let you know. back to you. >> thank you, kristen. lawmakers back to work and focused on the fight against isis. many congressional hearings this

week will concentrate on the paris terrorist attacks. in a few hours, ash carter and general joseph dunford will testify on the u.s. role in syria and whether the u.s. should provide more military help in that area. a first of its kind study on isis and its recruitment strategies. the report coming from george washington university. it focuses on americans joining isis and the role the internet plays on radicalizing u.s. citizens. former state department officials and counterterrorism police experts are commending the report and plan to be at this morning's presentation. a d.c. woman is fed up with rising crime in the capitol hill area. advisory neighborhood commissioner denise creps serves the hill east area. she wants to know if there is more crime because people who are arrested are being let back on the streets. that information, though, from the department of justice comes at a price. $40 an hour for what could be hundreds of hours of research.

crep and capitol hill residents plan to raise the money through a bake sale at eastern market in the near future. three men are facing charges accused of stealing fro storage units in rockville. rockville police say steven davis, timothy harris and terrence mcclaire broke into south storage plus last week. they stole somewhere between 1 and $10,000 worth of merchandise inside. that's according to police. police also say the men stole a box truck. two of the men were released on bail. the other is still in jail on a $15,000 bond. a plan to add tolls to i-66 inside the beltway is headed for a showdown vote this week. inside nova reporting the transportation commission is expected to vote on thursday. it will decide whether to move forward on a plan that would lay out how money raised from tolls would be spent. this could be the last procedural vote before the commonwealth transportation board has the final say next week. 6:19 now, charter bus company is apologizing after

stranding more than 60 passengers in the cold for seven hours. the megabus blew a tire. another bus came to pick up the passengers, not until 10:00 the next morning. >> very cold. a lot of people with medical conditions. >> one of the women on board is pregnant. megabus released a statement apologizing and says all passengers will receive refunds for their travel. high schoolers in minh behind are considering banning redskins gear from their school. a student advisory team in st. paul is expected to recommend changing their school's dress code to ban gear that can be considered racist. it was put in place after the native american student council said redskins gear offended them. it will start to look like christmas later today at union station. we'll get a sneak peek at the norwegian christmas tree there this morning. it will be completely decorated and shiny cds. that's how the royal norwegian embassy said it wants to bring

up top here, looking good, bw parkway, a tad slow coming southbound near 197. 270, germantown road there, 118, slow southbound, northbound, no problems again, a lot of wet roadways. travel time in ten minutes. 6:32. the family of a special education teacher wants to know why he died in custody. a vigil is being held for alonzo smith. he died last month while in the custody of security guards at marbury plaza apartments in d.c. d.c. police officers found smith handcuffed, unconscious and not breathing. 6:32 now. controversial new d.c. law would create the most generous family leave program in the nation may not make it. the bill would require employers to give workers 16 weeks of paid family leave. the bill was introduced by a majority of d.c. council members nearly assuring it would pass. now it seems the bill is no longer on a fast track for approval.

many businesses and nonprofits say a tax hike needed to support the bill would put a huge strain on small businesses. the d.c. chamber of commerce agrees it says it could hurt d.c. businesses. many of you like the idea of 16 weeks paid leave, but you don't want to pay for it. according to washington post poll, workers say they don't want to pay for the leave themselves. under the proposal, a bill private employers in the city would be required to pay the equivalent of as much as 1% of all employee salary costs to cover the paid leave. the post was conducted in november and 82% support the plan if employers are footing bill. that dropped to 45% when the poll asks if workers should fund the new bill. new video out of atlanta of an officer involved shooting. you can hear the gunshots there.

atlanta police say one person is dead after officers said they tried to pull a car over there. a chase followed and that car crashed. a passenger then fled by foot and got into a gunfight with police and was shot and killed. no officers were hurt. aaron. >> thank you. 6:34 now. we're learning more about a young woman from potomac, maryland, who died in a terrible crash we first told you about at this time yesterday. 24-year-old yesewlek tizale collided with a truck. she and her brother graduated from the university of maryland recently. >> she worked hard to go to college. we just graduated together about six months ago. she was very nice to people. i don't know why this is happening. >> the passenger in the suv and the driver of the mail truck were taken to the hospital.

police are still trying to figure out what caused that crash. 6:35 now. a mother from maryland will not go to jail after admitting she left her baby on the side of the road. instead she must take a parenting class and seek drug and alcohol treatment. in court yesterday, mcclary pled guilty to leaving her 6 week old baby girl in a carrier in pasadena back in july. a judge sentenced her to time served and five years probation. maryland says volkswagen violated state law with its emoti emissions cheating software. the epa says that software allowed diesel cars to cheat tests and give off gases up to 40 times federal standards. a new law is now in effect that may save you from having your car towed. 30,000 cars are towed each year in montgomery county. some companies keep track of specific lots and wait to tow offenders. the practice is called predatory

huge developments today into the live desk about the air asia plane crash last year. two things. this morning, ntsb said the crash was partly computer error and partly the pilot's fault. second, we're getting response from the airliners to that report. according to investigators, the plight deck computer had a cracked joint that caused it to stop working. this reportedly happened dozens of times before the crash. the ntsb says the pilot responded the wrong way. that sent the plane out of control. 162 people died. air asia said there are many lessons to be learned for the entire aviation industry and they're dedicated to the highest safety standards. back to you. 6:54 now. today, news 4 transportation reporter adam tuss will sit down with metro's new general manager for his first tv interview. yesterday paul wiedefeld got sobering news about how metro riders feel about the system. a new customer satisfaction survey shows 67% of riders are satisfied with the service.
