rain, go away when are we going to see the sun again? probably not until thursday. we have one more day of the rain and will see it during the day tomorrow. let's take a look, show you what's happening right now. the rain moved out. we saw heavy rain earlier today. that's out of here. what's in behind it, you can see shower activity making its way up in toward parts of the s shenandoah valley, la ray, charlottesville. this is light rain. back to the west we have some of the heavier rain that will continue and making its way up from the west, too. what we're going to be seeing here as this storm system moves our way is the rain moving in and some of it heavy at times. that heavy rain right now down toward portions of the southeast, that will move in. by early tomorrow, we are going to be seeing that rain in here, so periods of rain, some of it heavy, bring the umbrella as you move on throughout the day. much more on this and the forecast for the rest of the week and the weekend coming up. >> thanks, doug. breaking news in d.c. where there are a lot of questions after a student took a gun inside wilson high school in northwest.

shomari stone is talking to students and parents tonight. police are trying to figure out how it happened. shomari? >> reporter: well, tonight students and parents are demanding answers. they want answers to the following questions. number one, how did the student get through the metal detector? number two, was the gun loaded? and number three, where did he allegedly get the gun? right now, there was a basketball game going on here at the school, and as parents were walking on the sidewalk, they came up to me and day wanted to know answers to those questions. tonight, sources tell news 4 that the student made it into the classroom with the gun. he showed it to a classmate and she allegedly took cell phone pictures of it and posted them on snapchat. school officials somehow saw the pictures of the gun. they walked to the classroom, confronted the student, and allegedly found the gun in his backpack around 1:15 this afternoon. they took him into custody and they removed the girl who allegedly posted the pics from the classroom. students also want to know how was he able to get past security guards and a bag search?

union station. he plans to ride the red line every day though it will be just one stop to metro headquarters but makes it clear he needs to get metro's current operations back on track and everything else will follow. >> i can't be worried about it being hard. >> reporter: right. can you make a promise to people that it's going it gto get better? >> i definitely can make a promise that it will get better. >> when we asked the gm if metro riders have to be more patient with the fixes that are still needed with the system, he said he doesn't want to ask for patience anymore. it's time to make the system better. guys? >> lot of riders would agree with him about that. >> absolutely. just fix it, get it done. >> all right. adam tuss, thank you. watch adam's entire interview on our nbc washington app right now, just search metro gm. a man in montgomery county sharing a frightening ordeal that played out inside his own house. he says a woman ambushed him, threatened his life then robbed him. pat collins is in kensington now

with the victim's story. pat? >> reporter: jim, when a stranger would knock on his door, he would open it. when a stranger would ask him a question, he would answer it. not anymore. not after what happened here in kensington. >> i'll kill you, i'll kill you. >> reporter: the victim is a man we call joe. he's a 74-year-old retiree. we're not using his real name or showing his face because he's afraid she may come back. but he wanted to talk today because he's worried she may victimize someone else.ççwl >> she was no novice, no beginner. when she runs out of money, my money, she'll do it again. >> reporter: the suspect is this woman. she calls herself maria. here she is spending some of joe's money at a walmart in virginia. police say she used two young accomplices to make withdrawals from his bank account in maryland. and there were more purchases at a target and at a mcdonald's.

this happened on lawrence avenue in kensington. police say maria barged into joe's house, threatened to stab him with a large pair of scissors. tied him up, took his money, his credit cards, his bank card, and warned him if he told anybody about it, she'd be back. >> if you tell the banks, the police, or anybody, we'll come back and we'll kill you. >> reporter: do you think you'll ever be at ease in your house again? >> yeah. if they catch her. >> reporter: if they catch her. and there's a $10,000 reward posted in this case. doreen, back to you. >> pat collins in kensington. thank you. the pentagon plans to deploy more special operations forces to increase the pressure on isis. those new forces are separate from the team of 50 that recently deployed to help kurdish fighters battle isis in syria. defense secretary ashton carter told congress today the new force will assist iraqi and

kurdish forces and may also conduct raids inside syria. nbc news has learned there will be roughly 100 to 150 u.s. troops based in iraq at a location that is yet to be determined. >> these special operators will over time be able to conduct raids, free hostages, gather intelligence, and capture isil leaders. >> a defense official told nbc news that some operations will be similar to the raid that u.s. and kurdish fighters conducted at an isis prison in northern iraq in october. one u.s. special operations commando was killed then. 70 isis prisoners were freed. in chicago the head of the police department has been fired. that happened as the city looks to restore trust between police and the public. it comes a week after a dashcam video was released showing a white officer shooting and killing a black teenager. nbc's chris clackum has our

report. >> reporter: ever since last week's release of the video showing officer jason van dyke shooting death of 17-year-old laquan mcdonald, calls for chicago police superintendent garry mccarthy's resignation have been constant. the latest from the "chicago sun-times." >> the public trust and leadership of the department has been shaken. >> reporter: mayor rahm emanuel made it official tuesday. >> i formally asked for his resignation. he has become an issue rather than dealing with the issue. >> reporter: earlier tuesday, in an interview with wmaq mccarthy defended his actions. >> i didn't have the authority to do what people thought i should have done. >> reporter: also admitted a press release on the day of the shooting that said van dyke fired on mcdonald 16 times only after the teenager lunged at officers was wrong. >> the initial press release was mistaken, no two ways about it. i guess that's my fault because i'm accountable for it. >> reporter: in the 14 month since the shooting he says never

corrected that information because the feds had taken over that investigation. >> 16 shots! >> reporter: critics say that's more evidence of a police cover-up, accusation bolstered by missing surveillance video from a nearby burger king as well as missing audio from dashcam video of the shooting. mccarthy's dismissal comes the morning after van dyke was released on bond to prepare his defense on first-degree murder charges. chris clackum, nbc news. in baltimore, a jury is expected to be seated tomorrow in the first trial related to the death of freddie gray. his death in police custody set off rioting in baltimore. new at 6:00, our chris gordon checks in on the neighborhood where that rioting began. he's outside the courthouse right now. chris? >> reporter: well, jim, opening statements will follow after a jury is picked in the trial of baltimore police officer william porter. so we thought that this would be an appropriate time to go back to the neighborhood where the

rioting broke out. the death of freddie gray sparked rioting in west baltimore. the cvs was burned out. there was looting. windows were broken in cars and stores. the national guard was called in and a curfew wases imposed. this is the neighborhood today. the cvs is being rebuilt. people here tell me there's still not enough jobs but they're trying to do something about it. >> we're in this situation, so we're improving our situation on our own without the help from everybody that's making it seem like thugs and everything else. so to say that what's going on in the community, we're prospering right now. >> reporter: but when you look around, and ask around, you will find that there's still a lot of anger here. how is this area doing since the rioting? >> we fine. you know what i'm saying? so the police come around, and do the same thing, it's going to happen again. >> reporter: the rioting that happened in april was quieted in part because state's attorney

take a look at the video. police are going to show you. they're looking for three men who held up the shoe store on martin luther king avenue on friday. see the people inside the store put their hands up. the guys then put some of the shoes in bags and they chased several people at gunpoint while they robbed the place. call d.c. police if you think you saw something related. at the live desk, scott macfarlane. two men are locked up tonight accused of robbing a bank that prompted what they call a lock-in at several schools in alexandria. police say the men robbed the pnc bank at the corner of north washington street and montgomery at about 10:00 this morning. both men were armed. five nearby schools were on lock-in mode as police looked for the suspects. what that means is that all the school doors were locked but classes did continue. the men were eventually caught near the target at potomac yard. dangerous levels of a gas that can potentially cause cancer were detected in 28 montgomery county schools over

the last three years. and nothing was done about it until now. and the school district calls it a mistake. tonight, letters are going home with students to lit pareet par know about the radon discovery in those schools. megan fitzgerald tells us officials will be in a meeting tonight to answer questions. >> reporter: for the last six years mindy friedman has been sending her two boys to falls meade elementary school and never had an issue until now. >> i wassen raged. >> reporter: friedman saw this radon report from montgomery county school district. it shows 28 out of 202 schools have elevated radon levels. according to the epa, exposure to high levels of the odorless gas can cause lung cancer. the epa considers 4 or less to be safe. smith center has the highest levels with nearly three times that amount. the report shows levels as high as 5.3 were found in 16 rooms at fallsmead elementary.

what makes parents like friedman even more upset is the tests were conducted three years ago and nothing was done about it. >> and that was a mistake on our part. >> reporter: brian edwards is the chief communications officer for the mont fwgomery county puc schools. he says a mistake was made by the indoor air quality team and was only discovered a few weeks ago. edwards says the district is sending home letters to parents letting them know about the situation but he insists students are safe. but the epa says, "even radon levels below 4 pqi/l pose some risk and the risk of lung cancer can be reduced by lower radon levels." we're told school official districts will be at the pta meeting at fallsmead elementary school behind us here. they're going to be discussing the radon tests and taking questions from concerned parents. we're told that all of the testing dates, retesting dates and the results will be posted on the montgomery county school district's website. reporting in montgomery county,

megan fitzgerald, news 4. >> we are all exposed to low levels of radon gas every day. it's a colorless, odorless, radioactive gas that's formed when elements like uranium break down in soil and rock. that gas migrates into the air and into homes and buildings. the epa says about 1 in 15 homes in the u.s. has el investigaeva of radon. extended exposure can lead to lung cancer, the second leading cause of lung cancer behind spoking with about 20,000 radon-related deaths every year. after the shakeup in the republican presidential race, ben carson's surge to front-runner status fading away now to second place or even lower in some polls. in the meantime, donald trump is still on top. he's demanding now to get paid to show up for the next debate. steve handelsman on capitol hill now with details on why carson's campaign appears to have hit a rough patch. steve? >> reporter: jim, thanks. why is actually a big question.

and now your storm team 4 forecast. >> well, the rain has ended. for a little while. it's going to come back tonight. that's for sure. and don't put those umbrellas away too far. we are going to see the rain move back in probably over the next couple hours. right now, though, we're dealing with the cloud cover. temperatures on the cool side. 48 zdegrees. winds out of the south at about 5 miles per hour. it has been a very chilly day once again. only 41 in winchester. 42 martinsburg. warmer off toward the east. easton into the low 50s.

but most of the area into the 40s. here's the radar currently. you notice the rain that we saw earlier moved on out of here. now we're watching rain trying to move in across our region. we're watching that back toward la ray and winchester. this will try into move into the area over the next couple of hours but the next two to three hours for the most part should be on the dry side. if you want to get out there maybe walk the dog, take a trip to the store, now's a good time to do it. there goes that bulk of heavy rain we saw earlier. the next batch of rain is just on down to the south. and take a look at the stream of moisture coming in off the pacific. and off the gulf of mexico. a line of moisture all because of this huge area of low pressure. this is giving snow placing like minnesota, omaha, nebraska, and it's just bringing in that moisture right on into our region. it's also going to bring in more mild air. let's take you hour by hour on through the night tonight. here come the showers. around 10:00, we have showers around. that's what we'll see tonight. and overnight. just some scattered showers. the rain doesn't pick up again until tomorrow morning. it picks up quickly. look at 7:00 a.m. notice areas of heavy rain right

during the morning rush. the morning rush going to be a problem. the heaviest rain between 7:00 and about noon tomorrow. notice right around 11:00, it's in here, too. we could pick up a half inch to an inch of rain between that time. tomorrow afternoon we clear out as far as the rain is concerned. we'll still have the clouds. it will be a little bit milder. we still have some showers, just showers during the afternoon into the evening hours. the last batch of showers come through with the actual frontal boundary. so bus stop forecast tomorrow, 7:08 is when the sun will rise. shower activity at this time, yeah, for sure, you'll need the umbrella. temperatures around 5 4 degrees. rising to about 63 with scattered showers at that time. heaviest rain coming around 7:00, 8:00, 9:00, 10:00 tomorrow morning. tomorrow's high temperatures warmer than they've been. it's going to start off cool. up to 63 in leesburg. 64 down toward leeleesburg. tomorrow, on the moderate side for sure. need the umbrella, probably need a change of shoes, maybe the

a cop accused of holding a gun to a man's head, and then saying to him, and i quote, we're pgpd, we shoot people. >> today that officer is having his day in court. facing charges of assault, and misconduct in this case. bureau chief tracee wilkins is at the courthouse in upper marlboro with more. t tracee? >> reporter: it's not only the video which we saw several times today in court that appears to be damning in this case but what the officer is accused of saying

both before and after that video was shot. "i dare you to fing fight me, son." on cell phone video played in court you hear those words from jenchesky santiago as he points his gun at william cunningham's head. >> i felt like my life was about to end. >> reporter: this is william cunningham as he announced a filing of a civil suit against officer santiago in march. santiago faced criminal assault charges and two counts of misconduct in office today. william cunningham says officer santiago held a gun to his aed hen tried to keep him from entering his house. the incident was caught on cell phone video. cunningham and his cousin were sitting in a vehicle parked in front of his buoy home in may of 2014. it was daytime when the officer santiago approached the vehicle and asked why the two were there. after an exchange of words, cunningham decided to go in his house, but before he could enter, cell phone played in

court today shows santiago with his gun to cunningham's head yelling, and ordering him to get back into the vehicle. >> bake makes reference to his service in iraq, threatens to kill our client on his very doorstep. >> reporter: today in court a witness testified santiago also yelled, pg county officers shoot people. santiago's attorney said in his opening statement, "i don't believe my client is a good police officer or demonstrated good police work, but i don't believe he is a criminal." now, santiago's attorney was saying that while he may not be the best cop, that does not make him a criminal. santiago is expected to take the stand first thing tomorrow morning and then, perhaps, we'll have a better understanding of how his defense is going to play out in this hearing. the judge will have the final say. reporting live in upper marlboro, tracee wilkins, back to you in the studio. >> thanks, tracee. new details tonight following a raid at a pet store in chantilly, virginia.

animal control officers seized 46 puppies from a store called dreamy puppy last week. search warrants -- a search warrant documents -- i'm sorry. search warrant documents obtained by news 4 show investigators set up surveillance at the store and found the animals were left alone for more than four hours on that day. once inside, the officers say they found several puppies. they were lethargic and soiled in feces. several of them needed immediate veterinary care. undercover officers also bought one of the puppies before the raid. court documents alleged they were not provided with the required vaccinations records and they were given an incomplete animal history. so far, no criminal charges have been filed. we contacted the pet store owner, but he has yet to provide a comment on the allegations. president obama returned to the white house just about an hour ago after spending two days in paris at the summit on climate change.

the conference brought nearly 200 world leaders to paris to work together on ways to protect our planet from global warming. negotiations will continue for another 12 days. similar talks have failed in years past, but president obama sounds optimistic that this conference will produce results. >> all of this will be hard, getting 200 nations to agree on anything is hard, but i am convinced that we're going to get big things done here. >> president obama also called climate change, in his words, an economic and security imperative for the united states. d.c. is becoming one of the most energy-efficient cities in the nation. today mayor bowser announced a new deal to install solar panels on dozens of government buildings. the city is also sending a delegation to paris tomorrow despite concerns about security there. news 4's mark segraves has that story from atop the wilson building. >> reporter: as the district's delegation prepares to leave for paris, one of the things they

are concerned about is security. >> i have been briefed on that. we're also getting a lot of communications from the c-40 and other organizations over there what we need to prepare for. but, you know, paris is a global city like washington, d.c. i think it's even more important that we go now because we share much of the same values and certainly share the same role in leading the world and being a free city. a free country. and so i think it's even more important that we show that bond that we go to paris and that we represent washington, d.c., there. >> reporter: tommy wells will lead the district's delegation to paris. he joined mayor muriel bowser on the roof of the district's wilson building today to talk about a new plan to reduce pollution in d.c. and to create clean energy. >> for taxpayers, it means that we are controlling our energy costs and we're using the resources that we have like the roofs of our buildings in ways we never imagined before. >> reporter: the plan is to have a private company install solar

panels on the rooftops of dozens of d.c. government buildings. the company would pay for the installation and maintenance and the district government would buy the power from that company. the district recently struck a similar deal to buy wind power. >> in combination with the wind deal, we're looking at upwards of $30 million to $40 million we can save the taxpayers over the next 20 years. >> reporter: by the end of next year, there will be solar panels on at least 50 d.c. government buildings and increase the amount of solar energy produced in the city by 70%. from the roof of the wilson building, mark segraves, news 4. as we begin to think about colder weather here, petco is urging people to prepare for higher energy bills. the company is reaching out to some customers to remind them of options available to make sure the heat stays on. the company is urging people to look into budget billing in which yearly bills are are divided equally over 12 months. special payment plans with the

billing date that falls on payday, and federal and state heating assistance programs. a sophisticated crime targeting local businesses. details behind one couple's lavish spending sprees using fake cards and phony aliases as police reveal what they were buying and then reselling. governor hogan's cancer is in remission, but now he's turning to social media with a big question. and i'm watching the rain across our area. it's moved out for now, but a lot more coming our way. i'll show you when it moves back in and what comes next in my forecast.

a live look at the white house tonight. a red ribbon hanging from the north in honor of world aids day. it is estimated that more than 36 million people worldwide are living with hiv and aids. that disease has killed many more than that. and recognition of world aids

day, d.c.'s mayor muriel bowser signed a global pledge to end the hiv and aids epidemic by the year 2030. the mayor touted an aggressive campaign here in the district. >> 90% of people with hiv will know their status. 90% of persons with hiv will receive treatment. 90% of people with hiv will achieve a viral load suppression and we will reduce the number of new cases by 50% by 2020. >> d.c. health officials say tee spite csignificant progress, to many people young and old still are being exposed to the virus. maryland governor larry hogan wants everyone to weigh in now that his cancer is in remission. should he stick with the bald look? the governor posted that question on facebook. he wrote that he was looking forward to growing his hair back after he finished months of

they were a young couple with expensive taste in perfume, but that shopping habit helped lead to their arrest. police say the pair from new york had been ripping off local retailers for months using cloned credit cards. bureau chief julie care ary joins us from fair oaks mall with the story you'll see only on news 4. julie? >> reporter: well, doreen, what i found in the search warrant documents doesn't sound like my holiday shopping list. $1,700 of perfume, $800 hightops and $1,000 gucci watch. but that is the kind of stuff

this couple was buying in our area. police were first alerted of them here at fair oaks mall. the female was still in high school. when she was arrested, she ended up giving police a very detailed description of their credit card scheme. tyson's corner center and fair oaks, two malls that were targets of this pair, 21-year-old donovan nedd and 18-year-old messihana alicia porter. investigators say she was recruited by nedd when she was still a yujuvenile. she revealed their plot in detail. >> it helps our detectives and our law enforcement partners to really know what's going on with these sorts of cases. and we really know how to better investigate them. >> reporter: just look at the list of fake or cloned credit cards that porter had in hand during multiple shopping sprees in northern virginia. all bore the name of her alias, tanya harding. it was fairfax county patrol officers who got a tip from fair oaks mall security about a

suspicious couple and caught porter. she told investigators nedd would give her gift cards and credit cards instructing her to buy high-priced items. chanel perfume was a favorite. macy's stores were frequently hit. nedd would then allegedly take the perfume back to new york to resell it. evidence suggests the couple repeated the pattern at malls in the boston area. on just two days in november here in fairfax county, investigators say the pair stole more than $9,000 with fraudulent credit cards. police say the case underscores their constant message, check your credit card activity. >> you can check it online. always know where you're spending, what you're spending, to make sure that you aren't a victim. >> reporter: now days after the young woman was arrested and told her story to police, they did also catch up with donovan nedd, in fact, they used her to lure him to a gas station near fair oaks mall where they placed him under arrest.
