involving a man with a gun on campus. news4 dorothy spencer is live on catholic tonight. >> >> whwhat are we hearing abo this latest incident. >> reporter: this was unnerving for students to deal with this for the second time in 24 hours. we're live on 7th and monroe streets, just steps from campus and just minutes ago the streets in the area were reopened and that shelter in place is no longer in effect. what we know from d.c. police is there was a report of a possible gunman on campus tonight. that was not true. d.c. police tweeted they located a suspicious person. that person, as i understand, is being questioned at this hour. we do not believe that person has been charged with anything at this point. there was a huge police response to the campus tonight as students and staff were told to shelter in place. streets leading into the campus were closed and we could see a police helicopter circling the

campus tonight. an alert from catholic university say as suspicious person was not the same person who prompted a catholic lock down last night. there was a report of a gunman who had made threats to a cu custodi custodian. >> it's a little upsetting it happened two nights in a row. as you can see there's a ton of police officers here and they controlled it really quick and all of us walked out to see what was going on. >> she was right about to go on campus and saw all the police and told theory run to the library. she decided to come to our apartment which is right there. >> reporter: the streets here has been cleared, the scene has been cleared and shelter in place has been lifted. a suspicious person has been located. we are waiting to find out if that person has been charged with any crimes. >> thank you. new tonight, prince george's county police apologizing over any confusion over emergency test in college park this afternoon.

the county police helicopter there was testing audioequipment for the first time. it projected recorded messages about sheltering in place and other situations. it did have a message that said this is a test and not everyone heard it and caused concern for university of maryland students. >> we were studying at our desk and heard it go off. we thought some kid had their stereo blasting and we heard take shelter and put your weapons down. >> the university started getting 911 calls and took them some time to figure out what was going on. county police tell us they will evaluate their testing procedures. >> here at the live desk we're seeing more fallout from donald trump's proposal to stop muslims from coming into the country. a few hours ago jeb bush told trump supporters trump will not represent the republican party. >> i can guarantee you donald

trump will not be the nominee. i believe i have a fighting chance, a really good chance to make it happen. >> trump himself is not backing down and calls his plan a temporary move in response to terrorism. he compared to it the tension of japanese during world war ii. on abc trump said it would not apply to muslims already u.s. citizens. even republican leaders have condemned this plan. earlier tonight, hilary clinton took another shot at trump. >> his latest insult is his call to stop all muslims from entering the united states. this is both a shameless and a dangerous idea. >> trump denied in associated report that he is going to jordan this month. he said he has great respect for the leader king abdullah but not going to the jordan country. >> it is getting harder to visit

iraq and the u.s. the house approved a bill to tighten visa requirements. any who has been to iraq, syria or other nations where there has been terrorist activity in the past five years will have to have a visa. that includes people from 38 countries that typically don't need visas to get into the u.s. the bill has the support of the white house. in less than 12 hours we'll know if your rush hour commute on i-66 is going to get more expensive. tonight was the last time to weigh in inside the beltway. and shomari joins us inside falls church tonight. >> reporter: this was a chance for people who live out here to voice their concerns. some like i-66 tolls and some don't and one thing is clear they all hate the traffic and the secretary of transportation insists these tolls will ease congestion. no doubt about it, i-66 is one

of the most crowded roadways in northern virginia. secretary of transportation, aubrey lane said tolls inside the beltway are the key to f fixing that. >> hopefully it will reduce congestion. we just went through a process of coscoring it. >> reporter: not all applaud the road. they spoke here. >> no. my money's not going to go there. we're not going there without a fight. jobs are not 9:00 to 5:00 anymore, between sporting events and unpredictable hours, you cannot force people to commute and carpool. >> the plan only affects rush hour. right now, you can use 66 inside the beltway and rush hours if you have two or more people inside the car. that applies to the eastbound direction in the morning an westbound in the afternoon. the toll would let you pay to use the lanes without a carpool. >> what would you say to some drivers who are concerned it

athletic, bubbly, did everything for everybody. >> there are also new details about another young woman from spotsylvania county who did not make it home. kaitlyn akens family said she was there to visit her newborn nephew and never made it on the flight and bags were found outside fredericksburg. we're hearing from the more than two dozen police officers who responded to the attack in inland regional center in san bernardino last week. they rushed in just minutes after a storm of gunfire that killed those 14 people and injured 21 others during a holiday lunch party. the officers say they never thought they'd experience anything like it. >> i never thought it would happen here. >> my body went numb, felt surreal. >> never thought it would

the attack that killed jean williams' son, eric. >> we got a knock on our door 1:30 in the morning. >> reporter: an inmate at the maximum security prison in pennsylvania stabbed her son 200 times with a makeshift blade. >> we never got to say good-bye to eric. >> reporter: she was a veteran police officer and decided to change careers and serve the public in stead as a correcti correctional officer? >> it took eight minutes for this attack to take place. >> reporter: his father says he was a sitting duck. >> the whe was the only person these highly violent inmates and unarmed and had a set of keys. >> reporter: such attacks led to protests say they're in danger because the staff was too thin. >> many staff members received death threats. >> reporter: summer stars says the attacks on staff is rising there, too, at least seven injured since 2013.

>> a skeletal staffing roster evening to morning watch. >> skeletal means too many inmates and not enough guards? >> exactly. >> reporter: they found they have 500 fewer staff including officers than authorized to have. just 92% authorized by the u.s. congress. >> when you have hundreds of inmates in a confined space and there's only one corrections officer, that has often been the case that's a recipe for disaster. >> reporter: u.s. senator bob casey has been trying to let more defend theirselves with pepper spray to defend themselves and some were equ equipped only with radios and k keys. >> it's no secret. inmates know that we're the most vulnerable on the evening watch. >> reporter: in february, the u.s. department of justice authorized all to carry pepper

storms at all. minneapolis sees rain. and a big storm northwest. they can see a foot of rain in parts of the region and a lot of snow and mountains picking upwards of 15 feet of snow for the mountains. it's cold back there but for us the eastern half of the nation, we're on the warm side right through the weekend now. high temperatures tomorrow, even with the clouds, 57, d.c. and culpeper. martinsburg around 52 degrees. petersburg, virginia, 54. the rest of the blue ridge, better chance for sunshine and east of the blue ridge, more cloud cover. nice getting for the morning jog, no problem. temperatures around the beltway, 11:00 and 50 degrees. cloud cover and still very nice as you move to the afternoon. if you like it warmer, here you go. 62 degrees thursday, mix of sun and clouds. 64 on friday, 67 degrees coming
