the downtown meeting. they feel the deal is bad for rate payers and the environment. the company says it would create jobs and increase rely at. the d.c. service commission initially rejected the proposal and is now taking a second look. we've been tracking the rise in violence in the district and today we expect to learn more with the homicide rate. d.c. mayor bowser and police chief lanier will announce the homicide closure rates. police have closed a dozen in the last month. they now want your help to sophomore cases. that announcement happens at 10:00 this morning in northeast. there is a ribbon cutting in ft. washington today. the new district 7 station on ft. washington road this morning. earlier this year, our prince george's county bureau chief tracee wilkins reported that police wouldn't have the money to staff the station until next

an attack at an afghanistan airport is still ongoing. taliban fighters attacked the kandahar airport yesterday. nato countries including the u.s. use this particular airport. we've learned this morning at least 18 people have been killed including civilians. attackers and security forces are still fighting and security at the airport has been increased as a result. middle eastern leaders are meeting to discuss the conflict in afghanistan. now to the investigation into the san bernardino shooters. this week lawmakers will attend a classified briefing on how the couple became radicalized. let's get to tracie potts on capitol hill with more on how long the suspects planned this deadly attack. >> reporter: good morning, everyone. it looks like authorities are finding out it may have been as long as a year that they were

doing target practice at a local range and maybe three years in the planning, at least the fbi and others are getting some information that one of the suspects had discussed this type of attack as early as three years ago. so they're looking into how long they had been radicalized. all this may come out fp briefing tomorrow afternoon with the fbi, homeland security and the national counterterrorism center that is happening here on capitol hill as they investigate what they now call an act of terrorism. they're also looking into the couple's finances before this attack happened. they had made a recent deposit of 28 hou$28,000, that came fro loan and it may have been set up to take care of the grandmother and six month old daughter. many citizens will soon be facing tighter controls on visa-free travel. congress passed a bill that put

new restrictions on the visa waiver program. it allows people from 38 countries to travel to the u.s. without obtaining a visa. under the new bill, anyone who has traveled to iraq or syria would have to apply for a visa before they could be -- before they could step foot on u.s. soil, in the last five years we should say. congress expects to pass a short term funding bill this week this is to avoid a government shutdown. speaker paul ryan says the house will pass that funding bill on bring. lawmakers will then continue to negotiate a long term plan which will fund the government through september. two of the biggest stick points between republicans and democrats, funding for planned parenthood and syrian refugees. today you have the chance to hear about a high speed rail project between d.c. and rich mopped. the "washington post" reports that the plan is to cut down the travel time between the two

cities from the current 2:45 to just 90 minutes. three public meetings are scheduled for this week including one tonight at 5:00 in spring field. would a new crossing ease congestion on the american legion bridge? probably. if you've ever sat in traffic on the bridge, you know it's the busiest potomac river crossing. 300,000 vehicles drive over that bridge every single day. virginia governor terry mcauliffe says he recently ordered a study of the possibility of building a new crossing. in the past maryland officials haven't supported that idea of building a new bridge, but they now say that they are open to the idea. the nationals new manager is weighing in about nats jonathan papelbon. dusty baker talked about the closure's future with the team. >> how am i going to to foresee a distraction in advance, you know. i got to wait until i get there first. i don't even know papelbon. right now papelbon's high closer. >> we all know that video right there, you can't forget when

that happened. papelbon attacked bryce harper in the dugout at the end of the year going straight for his throat. the nats suspended papelbon for four games. earlier this week, he filed a grievance over his lost pay. the nats owe papelbon $11 million this year. alexandria's city council will vote on pay raises for council members this weekend. on the table is a proposal to raise pay by $17,500. and they could vote to raise the mayor's salary from just over $30,000 to $50,000. council members moted that 245ir lae elect ed e ed officials are pai than other areas. a trial date has been set for the multimillion dollar lawsuit against the virginia department of alcoholic beverage control. marquise johnson is suing over his controversial arrest. you remember this cellphone video of abc agents tackling

johnson last march. he wants $3 million in damages for excessive force and training failures. that trial will begin inning on the. federal authorities are urging the court not to kroefr turn bob mcdonnell's corruption kriks. in a brief to the high court, lawyers argued that the evidenced amply supported the jird eye verdict. a jury convicted mcdonnell and his wife of accepting gifts in can change for promoting a die the taker supplement company. a judge sentenced him to two years in prison. now to a really thoughtful fundraiser helping a local boy's legacy live on. colby smith tied in october when he crashed his dirt bike. to honor his memory, his family wanted to collect donations for 25 bikes for kids who didn't have one. but contributions from businesses and the fundraiser from colby's classmates brought in enough money to get 50 bikes. >> my son was a very giving child. he always was trying to give back to the community. give his toys and bikes away. so we started this foundation in
