vince gray. >> a mayor of the district of columbia. >> in 2010, vincent gray defeated adrian fenty, but as the shadow campaign scandal scarred his administration and hung over his defeat by now-mayor muriel bowser. she accepts the u.s. attorney's decision not to prosecute gray. as a council member bowser had called on gray to resign because of the scandal and she stood by that today. >> i think it was appropriate to ask questions about the fairness of the 2010 mayoral campaign. the u.s. attorney secured seven convictions related to that campaign. he says it's over, and i, like most washingtonians i'm looking forward to moving forward. >> the former mayor who has also maintained his innocence issued a statement. justice delay side justice denydeny he said, but i cannot change history. i look forward getting on with

the next chapter of my life which is dedicated to service. he was much more blunt today. he told news 4 the prosecutor undercut gray's re-election bid by indicting jeffrey thompson just days before the april election. >> you have to be very cautious before you publicly allege that somebody violated the law especially in this case, eight, nine, ten days before the election which everyone pretty much agrees cost his defeat and he shouldn't have done that. >> reporter: so what now for vincent gray? he might seek public office again, a council seat next year. >> coming up at 6:00, you can hear vince gray himself talking about that prospect. i'm tom sherwood in downtown washington. back to you. >> thank you. >> as tom reported this investigation spanned several

years. the news 4 i-team put together a time line from the first money order cash to all of the arrests, indictments and guilty pleas. just open the nbc washington app and it's all right on the home page. there is another developing story in the district and right now police have part of east capital street blocked off when a man was shot multiple times. it happened on the 3500 block of east capitol street in southeast. we are told a man was shot inside an apartment building. homicide detectives are working this case and our meagan fitzgerald is there and in about ten minutes she'll bring us more on the shooting after d.c. police and city leaders made a big announcement on crime today. >> it was a murder carried out during a fit of jealousy. now the man convicted will serve life in prison. that sentence handed down today to pavel ivanov. prosecutors say ivanov discovered his girlfriend was

romantically involved with hall and arranged to meet him in a gaithersburg park and then stabbed him 15 times. surveillance video caught him hauling off bloody clothes after the attack. the first officer being tried in the death of freddie gray took the stand today. he tried to explain why he didn't put a seat belt on gray and why he didn't call for a medic. news 4's chris gordon joins us live with the big moments today. chris? >> and jim, in the past hour, a spectator was forcibly removed from the courtroom, baltimore sheriff's officers took the man who was trying to disrupt the proceedings out of the courthouse. william porter was testifying on the witness stand. >> the defendant, officer william porter testified that a friend of freddy gray complained about the way he was treated when he was arrested. he told gray's friend, you shot

the video, go to the media with it. testifying in his own defense, gray was asked by his own lawyer why he didn't call a medic when freddie gray said he needed help. porter answered he didn't see signs that gray was in distress. watching porter in court today local reporter had this reaction. >> when i'm listening to him is -- they've got the wrong guy. >> when officer porter was asked by his own lawyer why he didn't restrain freddie gray by the sooelt belt, he was wearing a gun on his right hip implying it could have been grabbed. he testified every detainee poses a risk. the prosecutor reacted to that on cross-examination asking porter sarcastically, does that mean you never seat belt anyone? >> they would say that he had a lawful duty to do more and certainly to belt him if that's what the training and the law and the rules require.

>> the maryland medical examiner ruled freddie gray's death a homicide. forensic pathologist dr. vincent demayo, he testified his neck was broken on a hard surface. dr. demayo testified that freddie gray's death was an accident, not a homicide and accidents happen. >> reporter: ahead, i'll tell you about some of the high-from file celebrity cases that dr. demayo has been involved in before this one. that's the latest live in baltimore. jim, back to you. >> chris gordon, fearing for their safety, students say they're skipping classes at catholic university and they say they're unnerved after two shelter in place orders in 24 hours and both involving reports of a possible gunman and one involved a gun threat. nothing suspicious was found in either time, but some students posted on facebook today they

don't feel safe enough to go to class. >> the gun that caused a scare at a d.c. high school with metal detectors was loaded. the gun flashed by a student at woodrow wilson school in northwest was loaded with bullets. the student showed the gun with another student who posted pictures of it on snapchat. no one was hurt and it is not clear how the student got the gun into the school. there is a trial date for the multimillion lawsuit against virginia's department of alcoholic beverage control. the university of virginia student martise johnson is suing the agency and the agents involved in the bloody arrest last fall. johnson is seeking $3 million in damages for excessive force and training failures. th7e trial is set to begin in october of next year. it was an emotional apology today, but that warrant enough to stop chicago protesters from demanding mayor rahm emanuel

resign. >> the mayor's got to go now! we can't wait for tomorrow for the mayor to go! >> hundreds of people have been marching through downtown chicago and blocking traffic around city hall, but as we take a live look at what's happening, we learned demonstrators have mostly focused their attention on the tourist and shopping districts along the magnificent mile. all of this is coming in and reaction to what people are calling a cover-up. a police officer shot and killed laquan mcdonald, but there was a video showing the teenager walking away from the officers and the city kept it from the public for more than a year. eun? >> chris lawrence at the live desk, thank you, chris. nearly 2,000 people who lost their homes during the foreclosure crisis are getting their money back. suntrust bank are paying back a $50 million settlement it reached to resolve violations in the foreclosure practices. the checks are being sent to 1,980 virginiians who lost their

homes between 2008 and 2013. the payouts are approximately $1300. now at 5:00 tonight, the san bernardino shooting was a planned attack by a husband and wife duo who were radicalized well before they ever met, but there are new questions about who else may have been involved in the attack. a vote to add tolls to 66 inside the beltway is done. if you ride alone this impacts you especially during rush hour. we saw the clouds in many parts of the area just about all day and that kept temperatures cooler for most, but tomorrow, the numbers go right back up. i'll show you how high. i'm mark segraves and i'll introduce you to the woman who for the past 20 years has been feeding d.c. police officers and we'll take you to an emotional moment when chief lanier almost came to tears. >> we love her.

d.c. police closed 12 murder cases in the past 30 day, but there are still dozen of unsolved cases, murders that fitzgerald joinss year. us from east capitol street where police are actively investigating this shooting.

meagan? >> reporter: jim, several law enforcement sources tell us they are on the scene investigating a homicide. now they've been out here, and i'll step off to the side so you can see the scene here since the call came in just before 2:00. we are told a man was shot several times inside this apartment building behind us. no word on whether or not a suspect has been arrested or not, but earlier today chief cathy lanier highlighted the work her detectives were done in closing a dozen cases. in less than a year, 153 families have been told their loved ones were murdered in d.c. like ana animal. >> reporter: news 4 spoke to 26-year-old arvelle stewart's sister after he was gunned down on father's day. it happened near the 2100 block on h street northeast. >> this was the looked cation o senseless murder. the same location where mayor bowser and cathy lanier held a press conference. they came to this location to

say they were able to close 12 homicides. one was a man who they say killed arvelle. >> she came out to to show her appreciation. >> i thank god that you all have someone in custody for his murder. >> reporter: chief lanier said the rapid arrests were possible for a few reasons. >> what has helped us the most is the additional resources at the forensic lab. the forensic laboratory is turning around things very quickly. >> reporter: there is still more work to be done since dozens of murders in the district are still unvofled. >> in due time, hopefully they'll get whoever is responsible for them. >> reporter: chief lanier says her homicide detectives are getting closer to closing two more cases. they want you to take a look at these flyers they've released. they're looking for this man. his name is william lee lewis and he's responsible for a murder on the 5000 block of

benning road in southeast. they gave us this flyer here and this is a picture of john anthony james. he's wanted for a murder on the 1100 block of eaton road southeast and they're asking with information to contact the metropolitan police department. coming up at 6:00, you'll hear from family members of victims of those cases that are unsolved and they want to see what happened next. the couple responsible for the killing spree in san bernardino were radicalized long before the attack a week ago today and even before they met. new information tonight from jay gray live outside the inland regional center where it happened. jay? >> hi there, eun yang. you can see the regional center is fenced in at this point. investigators are working inside and outside the crime scene. as you talk about getting new information apparently from witnesses who say that syed farook talked about some type of plot three years before the

attack here, that he discussed it with someone else did not go through with it. that's something that they continue to follow here. we also know that he talked with his future wife tashfeen malik in 2013 and they were discussing jihad and they were discussing attacks and they were discussing radical islam according to sources close to the investigation. so this had been talked about before they were ever engaged and before they moved back to this country from saudi arabia. that's an angle that agents obviously want to the know a lot more about. we also know they'd been training for a year at gun ranges in the area and they'd perhaps planned this attack for a full year and that there are people that witnesses say were going in and out of their garage, what officials called a bomb making factory for years before the attack. that's the latest in the san bernardino, i'm jay gray, news 4. >> thank you, jay. >> a newtown connecticut group

is holding a vigil for all victims of gun violence. it will get under way in less than two hours from now at sairst. mark's church in capitol hill and monday will mark three years at sandy hook elementary school. there have been 190,000 people killed in gun violence since then. >> victim's families will join a busload of people from newtown tonight. there will be 300 similar events throughout the country from december 14th. >> police say they've identified another one of the men responsible for the deadly attacks in paris last month. his name is fouad mohamed-aggad and he was 23 years old and was one of the three men who carried out the attack at the bataclan concert hall using automatic weapons and suicide vests. 90 of the 130 victims of the paris attacks were killed at that venue. french officials tell nbc news aggad is a french national. he travels from strasbourg in western france to syria in late 2013. they say he was part of a group

of radicalized youth that included his brother. officials say it is unclear how and when he returned to france. it was exactly 150 years ago this week that the amendment to the united states constitution was ratified officially abolishing slavery. ♪ ♪ president obama attended a capitol hiller is money toe honor the anniversary. he talked about the work being done since then and offered some timely remarks. >> remember that our freedom is bound up with the freedom of others regardless of what they look like or where they come from or what their last name or what faith they practice. >> many saying that was a swipe at presidential candidate donald trump who this week called for blocking muslims from entering the united states in the aftermath of terror attacks at home and abroad.

first lady michelle obama and local marines sorted out some holiday gifts at anacostia today. it's part of the annual toys for tots program. the gifts were donated by president obama's staff in the executive office. it's not too late for you to help, toys for tots are still accepting new, unwrapped gifts. the greatest need is for older kids and teenagers. sex, drugs and even weapons at work. these federal workers kept their jobs while some whistle blowers did not. a news 4 i-team report got the attention of lawmakers on capitol hill and something is being done about it. >> extreme weather flooding deadly storms out west and doug is tracking a change in our conditions. the forecast on news 4 at 5:00

we've been following live in chicago and it is marching down one of chicago's most well known business districts and blocking traffic. live pictures from above. this comes hours after mayor raum emanuel apologized for the 2014 death of the black teenager shot 16 times by a white officer. right now massive flooding is a big problem for several communities. check it out, in the pacific northwest. more than a foot of water is covering areas along the oregon and washington border near the

columbia river. >> after several days of heavy rain, many big roads are closed in several towns is simply too dangerous. some people are taking to rowboats to get around. >> and now your storm team 4 forecast. >> that was a massive storm system for parts of the northwest. for us, we have not seen much at all in the way of storm systems and not much in the way of rain either. temperatures today held down in many areas because of the cloud cover. those clouds have begun to lift in parts of the region and 48 degree, the current temperature and winds out of the southwest at 3 miles per hour and take a look at the numbers around the region and you can see where we've seen the clearing. 53 in the river and 55 in easton and that's where we saw sunshine earlier and the rest of the region stayed in the cloud cover especially east of the blue ridge and starting off a foggy start for the evening hours and look around at 11:00 and half-mile visibility and not

expecting a ton of fog overnight and it could get fairly thick and by early tomorrow morning while most locations at or above a mile. about a mile in fredericksburg, any time you're above a mile you're not dealing with any issues, but look at hagerstown, less than a mile and close to zero. that's at least in this computer model and head's up early tomorrow morning and the fog early tomorrow afternoon. i've got a guy golfing here. it will be that nice. more sun tomorrow and much warmer in the next couple of days and we'll talk about near records for the weekend and if you want to make that tee time right on through the day tomorrow. high temperature of 60 degrees and 58 in leesburg and maybe some clouds early and then you'll see the sunshine coming out this afternoon. so if you're getting out there doing the golfing and 46 at 9:00 and 55 by noon and by 60 degrees. we're talking about those very warm numbers continuing right on through the next couple of days,

too. not only that. our average high now is 48, 49 degrees and we'll get a lot warmer as we get through friday, saturday and sunday. up to 64 degrees on your sunday, and 69 on saturday and that coming with plenty of sunshine and the record also 71 on sunday. sunday we're expecting more in the way of cloud cover. that could keep us down just a bit, but if we get more sun than clouds that number can easily be close to 70 degrees and we do have a 70 on the seven-day forecast. incredible how good it will be and amelia segal will have the entire seven-day forecast coming up at 5:45. if you're a lone driver, get ready to use the easy pass for i-66 during rush hour. i'm david culver with the changes that are to come and we'll tell you when. >> police a police chase in montgomery county and it ends with a officer being hit and how police finally caught the

changes set to come for those of you who drive interstate 66 in the beltway. >> there are an awful lot, david culver to explain how your rush hour commute will soon look a whole lot different. david? >> hi there, jim. i want to point your attention to the traffic coming towards us. you can see the headlights. as you mentioned we're inside the beltway. this is rush hour. you can see how smoothly it's moving and you can see that through the camera that we're showing you, as well. >> a lot of those folks are abiding by the hov restriction

and they're either carpoolers, motorcyclists and they've got the clean fuel and the hybrid plates, but after today's vote by the commonwealth transportation board, well, those single riders are going to be able to use these lanes during this hour. of course, they're going to have to pay for it. if you're driving during rush hour in northern virginia, lights aren't a common sight, but the beltway is often the exception. >> this is not a typical interstate and it's been hov restricti restriction. >> commonwealth transportation board voting to allow single drivers if they pay a toll during the peak periods. it will happen by 2017. >> single drivers will now during the peak periods and during the rush hour be able to use the road legally. >> here's what will change. the hov-2 restriction times will widen inside the beltway. eastbound they'll go from 5:30

a.m. until 9:30 a.m. in the evenings from 3:00 until 7:00 so as to match the current rush hour times inside the beltway and single drivers commuting during the rush two or from dulles airport won't be exempt from tolling. they'll have to pay. by 2020, carpool require iments across our region will jump from two to three riders. >> that will happen though, regardless of whether we do anything inside or outside the beltway. >> today's vote, frustrating drivers like greg scott who commutes in from warrenton who uses his clean fuel hybrid plates. >> what vdot is trying to do is monetize that excess capacity and give the money to arlington county. as a result, you want to end up making the road more congested for those of us who have been using it for years. given today's vote, the project is set to move forward as planned. there is one group that could halt it. i'm working on that part of the

story for you ahead on news 4 at 6:00. we're live in arlington tonight, i'm david culver, news 4. here at the live desk we just got a flyer from sheriff's deputies in spotsylvania county. it is asking for information about the car in which a young woman was found dead. take a look, this is heather c ciccone's car. it was spotted outside a home outside piney branch road. she had been shot in the upper body. deputies are releasing pictures of the car because they want to know if anyone saw it between 10:00 and 11:00 sunday night or just before it was parked in that driveway. deputies say they are following up on several leads, but still don't have a motivation for why someone would want to murder ciccone. i'm molette green in

gaithersburg, and the evidence markers. what is left after a wild scene here for the second time in a week. a police officer is hurt in a suspected dui crash. a man police tell me they are familiar with is in custody right now facing dui and first-degree assault charges. the quiet residential neighborhood street that i'm standing on right now turned upside down after what started as a slow speed chase that came to a flashpoint here on grant chester place. police say a suspected dui driver pulled into a driveway when officers approached them on foot, the driver put the car in reverse and struck after officer with his car, prompting that officer to shoot. >> from what my neighbor tells me they drove out through her yard here and then i guess they went along behind the houses between the houses and the fence and then came out. >> police say the injured officer fired one round, hitting

strong reaction in congress to a news 4 i team investigation. the head of a u.s. house committee revealed the i-team revealed the department of veteran affairs failed to properly discipline workers who break the rules or even break the law. >> our scott macfarlane reports from capitol hill.

>> reporter: strong words from the veterans affairs committee, saying the va letting them off the hook with just a slap on the wrist. he found employees that the employees at mart insburg and elsewhere in the d.c. area kept their jobs despite large-scale misconduct. in one case for bringing a loaded gun on to the grounds, for sleeping on the job, for having sex on the job and in another case in martinsburg, for admitting dealing heroin. he referenced the story after facing off with top va administrators at a hearing this afternoon. >> at martinburg west virginia va medical center the department refused to discipline appropriately an employee who was convicted of dealing heroin off-campus. these examples of va's lack of accountability demonstrate the importance of hearings just like this one. the va's deputy secretary didn't respond to the d.c. area, but said not all discipline cases

require terminating workers. >> in my many years of the private sector i've never encountered an organization where leadership is measured by how many people you fire. there is a simple reason for that. you can't fire your way to excellence. the deputy secretary for the agency did tell the news 4 i-team he will review that heroin discipline case one in which a worker was suspended and not terminated after admitted dealing heroin off the grounds of the hospital in martinsburg. at the capitol, scott macfarlane, news 4 i-team. many immigrant families will spend it in immigration centers. on display at capitol hill today more than 100 letters to other kids who will spend this holiday season inside. she knows what it feels like to worry her parentses are

forget, eventually. you get so focused on what you're doing you don't even realize. >> what she did realize is she has to believe in herself even more to take on the show's challenges and grow as a chef. >> when you're in that kind of a competition it's really, really, you know, fast and you just have to go with your gut instinct, and i feel like when i did that i feel like i fared much better. >> her top chef competitors and jumpinges provided fuel for the fight. i thought i was coming to chef summer camp, but it was like chef boot camp. >> it was her restaurant family in d.c. that gave her strength and inspiration. >> d.c. is an amazing city. there's such great, like, community with all of the chefs and everyone is so supportive of each other it really helps me kind of grow and gain that confidence. the best advice she received before going on the show. >> stay true to yourself and don't get caught up on the craziness. >> that wasn't hard for this chef. she didn't set out to be a top chef or even run a restaurant.

all right. this is my favorite story of the day. she calls it a labor of love. a woman in southeast washington cooked holiday dinner today for hundreds of local police officers. it's in honor of her son who was killed in the line of duty. she's been doing this for almost 20 years and as news 4's mark segraves reports, even chief cathy lanier stopped by. >> reporter: this is how it's been at shirley gibson's house all day long. hundreds of police officers coming and going, not just d.c. police officers. officers from maryland and virginia, park police officers and all coming to enjoy a home cooked meal, see some good friends and to honor one of their own. one of the first officers was someone who knew brian gibson well as a young officer, an emotional, chief cathy lanier. >> he always had a big smile, a big grin on his face.

19 years ago brian gibson was gunned down by a man who wanted to kill any police officer he could find. >> losing brian was terrible for the police. just the way he was killed and mrs. gibson has been constant for us. >> since his murder gibson's mother shirley has been opening her home to police officers every holiday season and cooking dinner for them. >> weeks in advance, gibson goes shopping with the help of some officers. she needs enough food to feed 300 to 400 cops. a week before the dinner, dozens of officers come by and help get the house ready and then gibson starts cooking three days in advance. >> this is christmas for me. this is our holiday. this is what makes us happy and to see them sit down and enjoy the food and walk by and say it's wonderful, that's all we ask. that's all we want from them. it's like having -- it's having all these sons and daughters, you know?

carjacking, disrupting life for a lot of people. here is where several blocks of a neighborhood are shut down while hostage negotiators try to get a man out of the house on ogilthorpe northwest. our pat collins and there's still more going on. the standoff is still going on. about six blocks of our city has been shut down because of it. they have traffic control officers deployed here to help the cars work around the incident. there are two schools in the area and police are escorting kids and people who live in the so-called warm zone to their home safely. police are taking their time with this barricade because time is on their side. over and over, the police made a plea for the man to surrender and to end this standoff peacefully.
