the evidence that took d.c. police and the fbi to a construction site in the search for relisha rudd. and the word of the day, warm, but it might as well just be hot. that's the kind of weather we've got moving our way. >> but we begin first at 4:00 with breaking news today. arkansas state university is on lockdown as police have surrounded an armed man on campus. the university says the man drove a truck to the center of campus and rammed through a barrier. one of our affiliates says he then got out of the car with a shotgun and a gas can. that man surrounded now. no shots have been fired. there are some reports that he has been taken into custody, but we have not confirmed that yet. we will bring you updates on the situation as they come in. developing right now. employees at the center for american islamic relations are being let back in after a suspicious substance scare.

an employee opened an envelope that contained a white, powdery substance. that powder is not dangerous. cair gets threats on a daily basis, but this was treated as a serious threats. noah leotta just 24 years old, just two years on the force. his coffin draped in the flag today as fellow officers salute. leotta's passing is especially difficult because many officers watched him grow from an intern to a full-time employee. news 4's pat collins joins us now live from wheaton. pat, such a sad day out there. indeed, jim. this is leotta's police station, the 4th district on randolph floor. above the front door in his honor the black crepe. in his honor, a police car draped in black. the flags here at half-staff. you can see some of his family members just leaving now. they've been inside talking to police officials being consoled

by police officials. the sign in front of the station says in loving memory of police officer noah leotta, end of watch december 10, 2015. i've got to tell you this. i've known police chief tom major for more than 30 years. i have never seen him as impassioned as he was today. we begin our story now with the chief. >> the residents of this county lost a great cop. lost a great cop. exactly the kind of police officer that you want patrolling your streets. >> it was a day of hugs and tears and salutes. an outpouring of high honor for montgomery county police officer noah leotta. his body removed from suburban hospital and with a police escort, the procession stops at officer leotta's home station on

randolph road. there, the officer's family was consoled by chief tom major. >> reporter: there, more salutes from his colleagues. officer noah leotta was working the holiday alcohol task force last thursday. he stopped a car in rockville. as he was tending to that he was struck by another car driven by a man who police say was under the influence. officer leotta was taken to the hospital that day. he died there this morning. >> this officer was killed serving the public, trying to prevent the exact crime that killed him. >> officer leotta was just 24 years old. he's the 18th montgomery county police officer to be killed in the line of duty. he was a hometown boy. he was a graduate of sherwood high school.

we will hear from his high school principal coming up at 5:00, now back to you. >> pat collins. thank you, pat. to the disappearance of relisha rudd, the 8-year-old who vanished more than 21 months ago. right now the new search for answers. we just put a time line on this case in our nbc washington app. it will help to underscore the surprise of this new search in northeast today. all these months later. news 4's mark segraves is there. mark? >> reporter: yeah, pat. it's been months since we've had activity in this case, chief lanier stood here and said the search had resumed and the focus of this search, this abandoned construction lot right across the street from the police station. relisha rudd disappeared while she was living at the d.c. general hospital, the homeless shelter there. one of the employees there, khalil tatum became the prime suspect after his wife was found shot to death and later his body

found dead in ken worth park of an apparent suicide. since then police have searched the anacostia river, kenworth park and the campus of d.c. general to no avail. last summer, divers went into the anacostia river, still no more clues, but today search teams including fbi agents and the office of chief medical examiner and d.c. -- we have more breaking news right now. divers are searching a small lake in san bernardino, california. it's not clear what they're looking for or what if anything has been found, but nbc has learned the search is related to the mass killings. the lake is located in a san bernardino park about seven miles from the site of the shooting. we'll keep you posted on that. >> for the second time in a year the same house has caught fire and this time it killed someone.

one person died on old camp meade road in seve earn overnight. this was engulfed by the time firefighters arrived. the same house caught fire when it was in the process of being repaired. fire investigators believe that fire was accidental and has no reason to believe it's linked to today's fire. in the republican race for president, donald trump is once again in the lead. in a new poll from "the new york times" and cbs news, trump has 35% of republican primary voters. ted cruz is in second place at 16%. ben carson has dropped to third place with 13% and he was dropped back in october and marco rubio is in fourth with 9%. the poll was taken largely before trump's proposal to temporarily ban muslims from entering this country. trump just scrapped his trip to israel. he was going there later this month and he took to twitter today to announce the canceled trip. he said he will reschedule after

someone manipulated the controls of a boston-bound train this morning causing that train to depart the station with the passengers, but without the operator. charlie baker says today someone messed with the main controls that drive the train. the third rail was cut off after the train left, but the momentum of the train caused it to coast through several stations before finally stopping. monday marks three years since the deadly shooting at sandy hook elementary. this anniversary is generating fresh calls for tighter gun control. dozens of people when lost loved ones to gun violence went to capitol hill today. many of them were sandy hook families. they urged lawmakers to take action to curb gun violence including expanding background checks for gun purchases. >> you have failed to keep us safe. we are sick and tired of your

the students marched to city hall this morning and then laid down on the sidewalk. the die-in lasted 16 minutes representing the 16 times laquan mcdonald was shot and killed by a chicago police officer last year. it's the latest in the a string of protests following several high-profile police shootings and beatings. another road you can use now could have tolls soon. i-95 in alexandria looked poised to be the next corridor to get those so-called hot lanes. >> adam tuss has the story for us. adam? >> reporter: at this point it's pretty clear that virginia is pushing all its chips on the table and betting on high-occupancy lanes in a way to ease congestion. the proposal along 395 and from the belt interchange on i-95 all of the way to the 14th street bridge and that current hov system will be transferred into

"mad max fury road" nominated for best picture drama and george mriler and this was just a few days after george miller got nominated as best director and won by the l.a. film critics and the movie came in as runner-up for best picture. mad max is on a roll and didn't see it coming. it's a great movie. a move that raised eyebrows "the martian" as best comedy.

night in city hall, and they're upset after police shot and killed a man last week in the city's bay view district. the group stormed a police commission meeting and many called on the police chief to resign and said the officer behind the shooting should be criminally charged. the gun violence debate raging now across the country has made its way to a boston university and northeastern university police have never deployed semiautomatic weapons on employ qaa us before, but as reporter glen marshall shows us officers there are on the verge of changing that policy. >> there is a question going around boston, is there a need for semiautomatic rifles on northeast and university's camp us? >> i would find that very threatening, you know? i think there would need to be accountability before i would become cool with it. >> if it's only during high-security issues and like really big concerns i feel like that's a little more warranted. >> reporter: students are split on whether semiautomatic weapons should be used on campus. northeast university says the police force has had the guns

for a while, but after recent shootings across the country they have decided to deploy them during high-level threats. the school's out of boston jurisdiction and pushes for the school to reconsider using the guns. >> i have concerns about having -- not just this university, but any university polices have having long rifles on the campus. >> northeastern stands behind wanting to keep the students safe and believe using the semiautomatic weapons will increase their chances. >> i can see why they would say it's for my safety, but if they were trying to protect me and accidentally hurt another student or something that would also be scary. >> reporter: glen marshall, necn. he wanted to go out and make a difference. >> a tragic turn in the life of a local police officer. >> the residents of this county lost a great cop. exactly the kind of police officer that you want patrolling your streets. >> a 24-year-old hit by a suspected drunk driver while he
