5:31 pm
wasn't put together just because of donald trump and the source says we're not talking about ideology here. we're talking about winning which is what these republican operatives always want to do, like democrats here in washington. they want to win and they want to hold seats in the capitol. they want to win the white house and they don't want hillary clinton to do it and they fear with him the nominee they will lose in all of these areas. so they've put together a plan. it would involve big republican donors and there are plenty of them pumping money to candidates who can win some delegates in the primaries like chris christie. pumping money to chris christie who is running second now, running very, very strongly just behind donald trump in new hampshire which is one of four states that involves proportional delegate choice and that's key to this plan that was hatched on monday night here in washington. money, too, would go to ted cruz to try to ensure that cruz wins
5:32 pm
delegates in the iowa caucuses before new hampshire and on and on. the way these republicans envision this plan working is that trump, even though he might win almost all of the republican primaries, they envision somehow that they go to the convention in cleveland with just short of a majority of the delegates and that he will not be able to win the nomination and people then will be convinced like so many republicans here in washington and will be convinced trump cannot be their guy because of winning and losing reasons and not ideology so there is a connection and he will not be the nominee, but my source says this is a long shot. i'm steve handelsman, news 4. hover boards are the must-have item this year, but delta, american and united airlines just joined a ban on allowing hover boards in checked or carry-on luggage. the batteries that power them may be a fire hazard. lithium ion batteries have a

ion batteries could have caused the hoverboard to ignite, but he says in general electronics can cause a lot of fires, but they can also be avoided. >> be very cautious when you're charging these items. make sure they're not charged unattended and do not leave them uncharged overnight where a fire can start and it be undetected. >> reporter: their safety tips to prevent fires from starting, but when it comes to fire boards, some consumers say the risk just isn't worth it. >> it's too dangerous for me, and i just don't like them. >> reporter: fire experts say they can't stress enough the importance of checking your smoke alarms to make sure it's working properly. coming up at 6:45, the urgent message firefighters have for consumers. reporting in montgomery county, meagan fitzgerald, news 4. hoverboard fires have been reported in new york and florida. to see previous coverage open the nbc washington app and search hoverboard fires. right now we're in a busy travel season, of course.

looking at about 18 months. >> we all would think that such a person would go to jail for a long time. number one, the judges are inconsistent. number two, the prosecutors are inconsistent in terms of seeking serious penalties and number three, the laws just don't provide for a long jail sentence. >> penalties for drunk driving in virginia and d.c., carry within 20 to 30 years in prison. low prison terms in maryland actually penalize the surviving families. >> devastates the family because they're expecting. the maximum they can get is ten years and they want that ten years. we don't see that ever and even when we do it's turned over on appeal and it just doesn't happen and that's very devastating for a family. that is back to day one when they were first informed that their loved one was killed. >> that case remains under investigation. coming up at 6:00, why maryland law also makes it tough for victim's families to recover financially.
