and in restaurants and business as cross town, the county replacing health inspection certificates that once bore the signature of syed farook, trying to remove the stain of his name. >> nbc's gadi schwartz in california. the fire started friday afternoon at the islamic center of palm springs. carl dial jr. faces arson, burglary and hate crime charges. the fire didn't spread beyond the lobby. no one was hurt. a georgia principal is apologizing after a teacher asked a muslim middle school student if she had a bomb in her backpack. the father of the girl says his daughter was extremely upset by that comment. now, the principal of the school says the comment was inappropriate but there wasn't any ill intent. as for the family, both the father and the daughter say that they forgive the teacher, although they would like to see more sensitivity training. in paris and san bernardino, pro-gun advocates say its gun-free zones, not guns

themselves that should be banned. this weekend advocates staged a mock mass shooting. some carried real guns while others carried cardboard guns. they say guns on campus can't stop active shooters from doing more harm. some counterprotesters say the display was an insult. >> i'm just appalled. who does things like this? >> hoping to get the point across to people that gun-free zones are target-rich environments and that they need to be banned. >> not all gun rights advocates were on board with the display. some called it irresponsible and childis childish. irm a carbon monoxide scare sends people to the hospital. they link it had to the dryer in the home on randolph hills. it could have been a lot worse if the alarm hadn't detected a leak. several kits and eight abuts were living there. take a look at this, a pair of would-be thieves in the district caught on camera trying to pry away a woman's purse right there. police released a video of the bold attempted robbery.

in it one of the suspects grabbed that bag, as you can see, but the victim holding on tight after a struggle, the two suspects ran off empty-handed. this happened tuesday afternoon near third and "i" street in northwest. well, starting the first of the year, it's going to cost you more to catch a cab in arlington. the county board voted for the first taxicab fare hike in more than four years. the initial charge goes up 25 cents and will now cost $3. and the per-mile rate rises from $2.10 to $2.16. and the $3 foot locker fee goes away. neighbors in one east texas town are furious they had no warning before a tornado destroyed their community. 40 homes are damaged in the city of lindale. the national weather service did not put out a warning. tornado alarms were the only cue that danger was coming. >> we receive warnings on our phone, and especially flood aeither wills or any kind of weather alerts. >> that woman was able to find

shelter for her and her husband. there are no reports of any injuries. so here are some odd weather events we usually don't talk about in december. our up seasonably warm weather prompted cherry blossoms into bloom on the tidal basin. i know. the national parks service says that the buds sporadically bloom every autumn but our heat augmented it. this early blaoom will not affet the springtime blossoms. and over in city center, the ice sculpting event went ahead at planned even with the melting temperatures. the sculptures were carved by ice slabs and included seasonal shapes such as a reindeer, menorah as well as a nutcracker. we can do everything from our homes from shopping to staying in touch with friends. so why even leave the house to hear live christmas music? for 56 years, students at the university of illinois have had a service called the dial a carol. you call them with a song request and the students sing it to you over the phone.

afternoon. temperatures right now are hovering in the 40s. nearby suburbs in virginia and maryland. it's right here 50 right in washington and right by the bay. and farther to our west, shenandoah valley out of the mountains, fairly mild morning for december. it's in the 40s and 50s there. just high clouds are drifting over. not producing any rain. anywhere in the region, all clear on the storm team 4 radar. another great day to get outdoor exercise. by 9:00, going to be around 60. by late morning, should be in the mid-60s. and then by noontime, upper 60s. then during the afternoon, hovering in the low 70s, much of the region. except right near the waters. right near the bay won't be quite as warm but mild day coming up. great day for outdoor exercise. county by county, montgomery, prince george's, fairfax, the low 70s. right near the waters, it will be right near 70. much of northern virginia as well will be in the low to maybe even mid-70s by midafternoon.

well, a new part of the transportation bill that congress just approved allows some 18, 19 and 20-year-olds to drive big trucks across state lines. nbc's tracie potts has more on how this could affect the safety of our nation's highways. >> reporter: jones has been driving truck since he was 18. >> not just yourself you're looking out for as far as when you're driving. you've got to watch all the drivers and motorists around you. >> reporter: before this month, 48 states licensed young truck drivers as long as they stayed within state lines. the new highway bill allows 18

to 20-year-olds to cross state lines if they learn to drive in the military. >> it's a dumb idea. why are we letting them drive when we see these studies that show that they have four to six times the fatal crash rate of more experienced and older drivers? >> reporter: jones' boss says where they drive isn't the point. >> i still don't understand what the difference is in crossing a state line. if they're safe to drive in the state, they should be safe to drive out of the state. >> reporter: safety is a concern. advocates say on average, ten people die every day in truck accidents, and it's usually the people in the other vehicles who get killed. they want more safety studies. truck companies want more drivers. there are nearly 3.5 million now. industry leaders predict they'll need to hire 890,000 drivers over the next decade to keep up with growth and to replace retirees. >> as long as the companies, you know, keep an eye on those young drivers and they give them that proper training, i think it will

be just fine. >> reporter: turning to teens and letting them drive longer distances could give drivers like jones some help and get your food, clothes and electronics from the factory to the store. tracie potts, nbc news. volunteer firefighters need your help finding the owners of a dog that he shooed up on the doorstep. firefighters found this little guy on the ramp on baltimore avenue. the dog was locked up in a crate, and they cannot figure out if the pup was abandoned or lost. the dog is now with prince george's county animal control. take a look at this photo making the rounds on social media. an injured soldier and his dog recovering side by side. both are being treated in the same room at walter reed. andrew brown and his military working dog rocky were hurt when a roadside bomb went off in afghanistan this week. both are said to be doing well. and we wish them the best. >> wow.

he's got your forecast from the storm team weather center. good morning. >> yeah another mild morning here for december. our average low temperatures this time of year near freezing. nowhere near that anywhere in the vicinity. now we have just a few clouds coming through and the live view from the storm team 4 tower camera looking off to the east. the first light of dawn showing up over prince george's county there in the distance. the nearby foreground, that is rock creek park. northeast washington. just a few high clouds drifting over. very similar to what we saw yesterday. we'll have some clouds coming and going like we did yesterday. temperatures right now are hovering near 50 degrees nearby suburbs and right near the bay. and farther to our west, most of northern virginia, the rural areas are in the mid to upper 40s. some spots in the valley near 50 as well as the mountains and western maryland. radar not showing any rain anywhere in the vicinity. off to a dry start. a little bit of patchy fog around, though. minimum visibility with the fog

is generally right around about a half mile or so to a quarter mile. we'll take a look at the warm afternoon temperatures and how much longer this warm weather's going to last and a big change on the way for the end of the week. that's coming up in just a faw minutes. >> tom, thanks so much. here are the top stories we're following. anyone who knows annapolis knows this is a big deal. the annapolis yacht club is dealing with extensive damage from a major fire. investigators are looking into reports may have started around a christmas tree. the annual parade of lights has been canceled. the forest glen metro station shut down for an emergency drill this morning until 2:00 this afternoon. they are practicing how to respond to a suspicious package and a fire inside the tunnel. in san bernardino, a three-day underwater search for a computer hard drive connected to the deadly shooting is over. investigators believe the husband and wife shooters may have tried to destroy electronic evidence. authorities are being

tight-lipped about saying what, if anything, they found in that lake. and right now the salvation army is scrambling to keep christmas alive after some thieves tried to steal it. >> this is unbelievable. robbers broke into the salvation army's angel tree headquarters and stole donated gifts meant to go to needy children. news 4's darcy spencer reports on the new determination to make up for the loss. >> reporter: thieves ripped through hundreds of bags of donated items meant to bring a smile to the faces of children on christmas morning. workers showed up at the salvation army donation warehouse in southeast d.c. and found that 300 of the 2500 family bags with collected toys for needy d.c. kids were rans k ransacked. thousands of dollars in toys, bikes, clothing, electronics and other items were gone. >> to have this occur when we're helping so many is frustrating and disappointing. but we can't let it take away our christmas joy and spirit to help so many in this community.

>> reporter: staffers saw one kid riding away from the building on a stolen bike. two teens were taken into custody by d.c. police. they're looking for more who were involved. the donations are part of the salvation army annual angel tree program. the organization was already struggling to meet the needs of the community because donations are down this year. distribution of the bags is set to start thursday. now they're scrambling to inventory and replace the stolen items. >> the best way that you can help right now is to donate online with those funds, we will be purchasing some toys, electronics that have been stolen, some bikes, so that every child will have a christmas. >> reporter: two years ago a different salvation army site in southeast was broken into. thousands of dollars in red kettle donations were stolen. and there are several ways that you can help the salvation army replace what was taken. they are looking for monetary dough fashions and electronics such as mp3 players and tablets. those can be dropped off at their headquarters on

pennsylvania avenue northeast monday through wednesday. nationals are aski fans to bring toys to winter fest to replace salvation army items that were stolen. new this morning, graphic video raises questions about a deadly police shooting in los angeles county. deputies responded to reports of a man with a gun in front of a gas station in lynnwood yesterday morning. and deputies say the man didn't put that gun down. witnesses told police they saw the suspect point his gun at deputies. later in this cell phone video, you see the suspect crawling away as police continue to fire. as the video spread online, crowds began to gather and shout "no justice, no peace." a helicopter crashed in argentina. it was flying to the site of "the challenge." those who died were not members of the cast or crew. 6:34 now. canada is welcoming more syrian refugees this morning.

when the second plane landed in montreal, they were welcomed with applause and winter clothing. more than 400 refugees have arrived since canada's new leader-took power last month. canada plans to welcome 25,000 syrians by the end of february. montgomery county schools are working to fix high levels of ray done at fallsmeade elementary. 12 rooms have levels higher than epa recommendation. in 2012 16 rooms in high levels. montgomery county admitted it didn't take action after the last tests in 2012. the resident says the guns disappeared two weeks ago from outside the home on broadleaf drive. police are not saying how many guns were taken. coming up in the week ahead, tomorrow we can expect closing arguments and jury deliberations in the case of the first baltimore police officer charged in freddie gray's death.

baltimore police canceled all leave for the week out of an abundance of caution. officer william porter is charged with manslaughter in gray's death. on friday, a wilson high school student accused of bringing a loaded gun to school will make his next court appearance. "the washington post" cited a police document claiming the gun had seven bullets in it. police are trying to figure out how the teen got it past detectors and security. on thursday, the governor will unveil his full budget plan. it's supposed to include $13 million to support services for virginia veterans. the goal is to help the state's 800,000 veterans transition from military to civilian life. virginia congressman robert wittman is running for governor. he ran unsuccessfully for the u.s. senate last year. "the washington post" reports gop strategist ed gillaspie is already raising campaign money for 2017. former virginia attorney general ken cuccinelli is also considering running for governor.

well, you can't say that the presidential race has been boring. donald trump continues to take down just about everybody in his path and is now causing a divide within his own party. >> joining us now to talk about this and new polling numbers, moderator of "meet the press,"

chuck todd. definitely not boring especially when you talk about the gop side of things. what about this new iowa poll. it shows ted cruz ten points ahead of donald trump. are we starting to see a reflection about his comments not letting muslims enter the u.s.? >> no. because if we look at the numbers, trump numbers have ticked up i think a point or two technically in that poll, sort of held steady. this is about ted cruz built successfully, slowly, methodically and successfully a really smart campaign in iowa, and he is starting to consolidate the traditional vote that you need in iowa to win, which is evangelicals. he has every major endorsement you need to consolidate that vote. he has gotten. and i think the poll is now a reflection of the campaign he's put together in iowa. >> yeah, and given trump's comments about muslims and banning them, cruz didn't really formally admonish him for all of

that, right? >> no, he didn't because look, cruz knows his path to getting the nomination, evangelicals alone isn't enough. you no ed to put together -- there's basically three chupgs of voters and two of them. he's got evangelicals. looks like rubio is starting to consolidate the establishment. and the trump vote's a little bit of a different voter. they're pretty angry. they're pretty anti-washington, anti-elite. cruz thinks he's got a better shot at those voters obviously than the voters that are more attracted to rubio or bush or those folks. that's why you have cruz doing what he's doing, which is practically hugging trump in public. >> and you know, what trump usually does, the moment someone starts to gain a little edge on him is he directly targets them. is that what we're seeing at this point? >> you know, past is prologue here, right? you assume that's what's going to happen. >> i feel like he likes cruz. >> he does and that's what's going to be interesting. how does he go after him? because anybody that's taken the lead on him, he's gone after

them. the last "des moines register" had carson ahead. the last "wall street journal" poll had carson ahead. he went after his biography. by the way, carson never had attacked him. and trump always claims i'm a counterpuncher and all this stuff. but the minute somebody, you know, when carson got traction, he went after him. he's going to go after him this week. we've got a debate. we know he's going to do it. the question is how. does he go after him personally? on policy? does he go after him on his experience? i don't know how he does it, but i think it's pretty clear it's coming. >> you've got marco rubio on the show today and there's also a new nbc poll? >> new "wall street journal". it's really interesting. we're able to show you this is turning into a three-way race probably, it looks like. and if it stays that way, we're going to the convention. i mean, it is -- there are three distinct blocs of republican voters that are sort of starting to sort themselves between trump, cruz and rubio. and as the weeks go on, you can

target? >> yeah, an investigation by scott mcfarland and the news 4 iteam reveals that a series of attacks raising questions about the safety of men and women who guard local prisoners and protect local communities. >> reporter: it's morning rounds at a federal prison in washington state. this officer opens the cell door just like he does most days. except this day is different. watch assen inmate sitting nearby jumps up and attacks him. it's only after other inmates intervene that the correctional officer is safe. there is no footage available of the attack that killed gene williams' son, eric. >> we got a knock on our door at 1:30 in the morning. >> reporter: an inmate at a prison in pennsylvania stabbed her son 200 times with a makeshift blade. >> we never got to say good-bye. >> reporter: his parents say he was a veteran police officer who decided to change careers. >> it took eight minutes for

this attack to take place. >> reporter: his father says eric was a sitting duck. >> he was the only person with these highly violent inmates, and he was unarmed. what he had was a set of keys. >> reporter: such attacks have led to pickets and protests by federal prison officers in recent months saying they're in danger because staffing is too thin. >> many staff members have received death threats. >> reporter: a union leader in cumberland, maryland, says the number of attacks there on staff is rising there, too. at least seven injured since 2013. you've got too many inmates and no the enough guards? >> exactly. >> reporter: the i-team found the federal prisons in our region have 500 fewer staff including officers than they're authorized to have. just 92% of the staff are authorized to have by the u.s. congress. >> when you have hundreds of inmates in confined space and

there's only one corrections officer and that has often been the case, that's a recipe for disaster. >> reporter: u.s. senator bob casey has formerly proposed a new law to equip more federal corrections officers with pepper spray to help them defend themselves. starr says in recent months? guards in our area were equipped only with radios and keys. >> it's really no secret, inmates know this, they know that we're the most vulnerable. >> reporter: in february the u.s. bureau of prisons authorized all staff to carry pepper spray. they authorized it. but a spokesman wouldn't tell the i-team how many employees actually have it, how many actually carry the pepper spray now. and as for the staffing levels, the agency says it's never had 100% staffing, that it must use its budget for more than staff, for food, medical care, lights and water. eric williams' parents say less than 100% staffing should not be acceptable. >> to me that's a no-brainer and it's going to lead to a problem. >> reporter: the u.s. bureau of

the air. quite a chill in the air. it's been up and down temperatures and a great day for a bike ride or biking around, motorcycles and convertibles too. by 9:00 we'll be at 60 degrees, by noon in the upper 60s, by 3:00 p.m. we'll be in the low 70s and back down into the 60s this evening. the sunset at 4:47. yes, today you'll be comfort al in just the long sleeves and flip-flops. there is that sunrise off in the distance. as we get into the afternoon hours too, the record at reagan national is 71 today. that was set for the date back in 1889. probably not going to get there because of the cool waters of the potomac. any breeze off the water is keeping anywhere near the waters cooler. yesterday we got to 68 there so probably no record right there at the airport. the radar not showing any rain in the vicinity.

this couple has fond memories of attending functions at the club. >> there's a lot of history that was lost, i'm sure, a lot of historical documents but as long as no one got hurt, they'll replace the building and we'll all be sailing again. >> reporter: the flames broke out about 2:15 in the afternoon. heavy smoke could be seen billowing from the waterfront building. it took several hours to fully put out the fire. a worker tells me employees were preparing for a large parade of lights party. the parade, which features boats decorated with holiday lights that cruise the harbor was cancelled because of the fire. >> parade of lights is a real significant part of annapolis. a lot of the boat owners that put out so much effort for the parade, it was shut down. so it's just tragic timing. >> reporter: while fire investigators are still searching for the cause and where it started, they are investigating reports that it may have started around a christmas tree. club workers like natalia tindle

metro is shutting down a station this morning for an emergency drill. the forest glen station on the red line is now closed. metro transit police and montgomery county fire and rescue are practicing how to respond to a suspicious package and a fire inside the tunnel. that drill is expected to last until 2:00 this afternoon. trains will pass through the station without stopping. you can take a free shuttle bus between forest glen and the weeden stations. the investigation into a house fire is now being treated as a murder investigation. someone intentionally killed diana knight. she was found with what they are calling trauma to her upper body. the body of a man was also found inside the home on old camp meade road. they are still not clear how he died. the murder was not random. we're working to get an update on a bicyclist serious low hurt in rockville last night. he was hit by a car. the car's driver stayed on the scene and talked with police. investigators didn't say if the
