the nbc washington app yesterday that jurors were deadlocked in this case. the judge instructed them to continue their deliberations. depending on the verdict we could see protests in the streets of baltimore today. it is 4:30. you can see more street cars operating up and down h street. d. dot is looking for the safety for passengers. it will run from 6:00 a.m. to midnight. it's taken the district years to work out the problems. we've seen the cars. now they're going to see if they can get passengers on them on a more frequent basis. 4:31. wednesday morning. what is it, like 10, 11, 12 degrees cooler than yesterday? >> yeah, it does feel different. tom kierein, what's going on with our weather? >> we had our high temperatures yesterday before dawn. it was in the 60s. it has dropped quite a bit. dry pavement. live view from our storm team 4

tower camera overlooking northwest washington. at the bus stop waiting for the metro, quite a chill in the air around 40 degrees between 7:00 and 8:00. it will feel nice in the sun between 8:00 and 9:00 as temperatures jump. storm team 4 radar not showing any rain in the vicinity. we have dry pavement all around this morning which should make for a smooth commute at least weather wise this morning. melissa, do we have any issues going on? >> one issue here in prince gorges county, but other than that, tom, big look at the beltway, looks quite good. we'll keep you updated if anything changes road wise. n and outer loop looks good. southbound branch avenue at brandy wine road in brandy wine. southbound 5 there do have a crash. taking a look at the top of the beltway, b.w. parkway everything

turner elementary. he pulled an 8-year-old out of the classroom squeezing his arm so hard that it left a mark. the mother of a 27-year-old man who died at an apartment complex in d.c. wants to see surveillance video from outside of that building. alonzo smith was in the custody of private security guards when he died. police body camera footage shows his final moments. they performed cpr on smith when they arrived at the apartment. smith's mother said she's upset with the way the guards treated her son. >> what about the video that was on the outside of the building that was working during the time my son was running through the parking lot saying, help, help, they're trying to kill me? >> now smith wants to know why police didn't release the video sooner? they are investigating this as a homicide so far no charges have been zbrield 4:34. there's an investigation into the chicago police department

this after they grilled the human relations and public safety committee about the shooting of laquan mcdonald. they will meet to appoint a liaison to help in the investigation. officer jason vak dike is facing charges in mcdonald's death. one day after the officer's funeral, they will honor his sacrifice. tonight his apartment will conduct a dui checkpoint in his honor. the 24-year-old died last week after being hit by a suspected drunk driver. he was working a dui checkpoint. >> there is no such thing as a standard stop. you can be shot, you might have to fight someone on drugs. >> at the checkpoint drivers will see a picture of the fallen officer. it's meant to serve as a reminder of what happens when

4:39 now. in the day ahead we'll hear more on mayor muriel bowser's plan to keep people safer on d.v. streets. it's called vision zero. its goal is to end the deaths of pedestrians and cyclists by 2024. residents already reported 4500 dangerous spots in the city to officials. next the city will map them out and compare them with past crashes to see if changes need to be made. this morning there is an outpouring of support for a man arrested after building himself an underground home. this is an update to a story we brought you yesterday morning. police arrested 25-year-old yosue rio, after he dug a 12 foot cave in a fairfax city park. inside they found evidence rios was trying to learn english. many felt for a man and one

shenandoah valley, quite a change. it's above freezing. mid to upper 30s there. drive time forecast, we'll have dry roads for the morning commute. for the rush hour we'll have temperatures hovering in the mid 40s. then it will jump nicely to the 50s in the afternoon. plenty of sunshine and dry roads. i'll look at a big change. cold plunge for the weekend. that's coming up. next weather and traffic for the 1s. 4:51. still problem with brandy wine road. report of a crash still hanging around here this morning. doesn't seem to be slowing things. the other problem, 95 northbound as you're hitting triangle, do have a pretty minor accident that seems like it's off to the right side of the roadway. southbound monument drive at fairfax county parkway hanging around. overall 66 and 95. 70 or 270 to the spur going to take you 26 minutes headed southbound. northbound nice and clear.

security, securing the border, what that takes. they have some substantive differences on those issues that we saw come out last night. did anyone get any leverage here? probably both of them to some degree depending on the issue. >> let's talk about donald trump and jeb bush. obviously a lot of eyes on them last night as well. a lot of strong language in some of their exchanges. >> jeb bush clearly went into this trying to improve his numbers. he has spent millions of dollars and it's just not showing up in the polls. donald trump responded to jeb bush the way that he's done so far, quite dismissive of bush saying, you know, he's a nice guy but he's just not serious enough. this was a strong debate performance for jeb bush but was it strong enough to bump him, you know, even into the top three? that's just not clear. >> so as we do on the morning after, what do you think? winners, losers, what do you think? >> we were looking at a number of online polls.

kicked out of school for calling another student the son of isis. the older student blamed the other student for the collapse of the twin towers. the student was arrested and charged with aggravated menacing. another maryland community is encouraging resettlement of refugees here. th green belt wants the governor to change their stance on refugees. howard county officials have sent a similar letter to the governor. a southwest airlines plane rolled off the runway while taxiing to its gate. this happened at nashville international airport. you can see the nose of the plane is on the ground. passengers and crew made it out safely. investigators are trying to figure out how that happened. another investigation underway in georgia after a small plane landed on the roof of a home.

two people were on board the plane when it landed yesterday morning. there's no word if anyone was in the house at the time. the plane was heading to hilton head when it found trouble. no one was hurt. 4:49. today you can tell metro's new general manager what you think about improving metro, specifically how to make it more affordable, reliable and safe. paul wedefeld will be at two in virginia. the first one is at 7:00 at wakefield high school in arlington. if you can't make it there, there's another one at the whele metro east at 6:00 p.m. tomorrow. metro is considering an offer to give you a free ride on new year's eve. miller coors is offering $165,000 to cover rides from midnight until 3:00 a.m. on january 1st according to our news partner wtop. the radio station says the metro board will vote on that

tomorrow. flights are slowly getting back on track after record snowfall hit the area. nearly 500 flights were canceled yesterday after close to eight inches of snow hit that region. hundreds of miles of slippery and wet snow covered the highways and it was shut down. it was a whiteout. wind gusts almost 60 miles an hour slammed the metro area. the area will get a break from the snow as the storm heads into the midwest. wind gusts and heavy snow and shutting down highways. >> yeah. it's tough out there for them. tom, we've learned that weather tends to move west to east and it's not going to be that bad here but some of that stuff -- >> we're going to get the cold part of that here by the weekend and my brother lives in boulder and they were shoveling snow there yesterday and i told him, we've got cherry blossoms out here. >> not to rub it in, right? ha ha, bye. they were stunned. even some daffodils are coming

fire in emmittsburg that killed two women. an extension cord is to blame. it was hooked up to christmas lights. it sparked causing a nearby chair to catch on fire that eventually sent the entire apartment up in flames. a third person was sent to the hospital. he is doing better and is expected to be okay. the fire chief in prince gorges county says if there are anymore fights, people will be fired. news 4 broke this story last week. career and volunteer firefighters were involved in some pushing and shoving on the front porch of a house that was on fire in lanum. we're told that the fight began with who was in charge. in a video the chief announced new rules of conduct. >> these actions and behavior are absolutely unacceptable and will not be tolerated. i will not tolerate violence in the workplace in any way, shape, or form. >> four firefighters were involved in the altercation. they are all on desk duty pending an internal investigation. this is a story people are

talking about on our nbc washington facebook page. hundreds of women are claiming a popular hair product line is making them go bald. a class action lawsuit has been filed against wen hair care and its marketing company gussy ranker. it claims the company did not disclose the product's ingredients can cause significant hair loss. gussy ranker says there is no science behind the claims. it plans to fight the accusations. happening today, you can attend a meeting about helicopter noise in the skies over arlington. representatives from the faa and the defense department will be at that meeting. it starts at 7:00 tonight at the central library on north quincy street in arlington. seems a sleigh may be a little too slow for santa in montgomery county these days. santa will hop on a harley as part of the annual police department's ride. maybe santa likes to ride around. >> makes sense. >> the ride benefits the children's inn at n.i.h. santa and his motor elves will be delivering gifts and donations to the families at the inn.

you can see santa at a lot of different parts of the country starting at gaithersburg. he will put a list of those locations on the nbc washington app. only a week left of holiday shopping. it could end with one final rush. the national association of convenience stores says the money you're saving on gas could fuel a holiday spending spree. the organization put out a consumer survey about gas prices every year. in the latest survey, 27% of people say they're planning to spend more money this month, a 3% increase from last year. >> good. a little extra cash to spend. >> find more present.
