justice. >> as a community, we are stronger. >> we already knew that the search for answers in the death of freddie gray would be a marathon, and not a sprint, but today, we found out that marathon will take a little longer. >> good evening, i'm doree doreen gentzler. >> it ended in a hung jury. and this was the one prosecutors were hoping to build their other cases on. right now the streets of baltimore are mostly empty, protests we have seen have been peaceful. people united in prayer to take a stand against the kind of violence we awe back in april. >> another group marched around baltimore city hall and courthouse and we saw arrests there, but not the riot gear or the tear gas that we saw last spring. we have team coverage beginning with the protest, jackie benson.

>> reporter: this area known as penn north is still reeling from the unprecedented unrest in may. tonight, people are hurt, they're disappointed, and they're confused. >> one city, one person. >> reporter: members of a coalition of community and religious leaders together with many residents of the neighborhood came together at the intersection of west north and pennsylvania avenue. >> they don't know what's going to happen from here. you know, what's the next step? you know, they don't have a voice. they feel like they don't have a voice here. many didn't know what to make of the announcement of a mistrial in the manslaughter case against baltimore police officer william porter. one of six being prosecuted for the april death of freddie gray. >> it's still a little confusion going on. but it's not -- i wouldn't say that we're hurt, we're in the healing process. this is still a continuance of the healing from the damage that was done months ago.

>> the mistrial announcement reopened old wounds that run deep in this neighborhood. william johnson showed us photos of injuries inflicted him on february of 2014, by baltimore police officers who stopped him on his way home from work one night. >> he kept pushing my face on the ground. he broke my nose, he scratched my face. they told the ambulance to go. and they took me to the hospital in the back of the car. then when get down and tell me, oh, oh, we made mistake. you was the wrong person. >> reporter: the police officers who were present here tonight were in regular uniforms, not riot gear. they had minimal interactions with the protesters. live in baltimore, jackie benson, news 4. there was a call on social media for demonstrations if officer william porter quote, walked. now there was some scuffling after people got word that there

was a mistrial, but for the most part, protests like this one have been passionate, but peace pfl. only two arrests. police shot a teenager in the leg tonight a few miles away, but the this is not connected to the protests. baltimore police were responding to a robbery and a teenager wouldn't drop his gun. officer shot and wounded him and took him to the hospital. prosecutors were quick to leave the courtroom today and didn't comment on the hung jury, but they'll be back tomorrow to talk about a retrial date with the judge. the jury also escaped pretty quickly, and tonight, an attorney for the gray family says they aren't upset with jurors, and asked others to be patient with the process. >> no one should look -- if the family's not angry, no one else should be angry. and i think the family has a bigger stake than almost anybody else. and the family wants everyone to remain calm. they want everyone to understand what just happened, and to make

sure that their tempers don't get the best of them. >> reporter: while downtown baltimore is calm and quiet tonight, police from around our region are standing by and are ready to respond if there are any incidents. jail space was even cleared in case of mass arrests. the city is stronger now than it was back in april. and it should respect the outcome of the case. >> 12 baltimore city residents answered that very solemn call to serve, to hear this case, and to make a decision. they did that. and we have to respect that, justice is not a verdict. justice is a process that we have to protect. >> baltimore my police commissioner says protesters calm and lawfulfully assembled have a friend in the police department. this does not mean he's off the hook. he's picking up this developing story with a look at what happens now. >> reporter: plans for the

it could be a bit of a mess. >> yeah, could be as me. the rain i think comes just after or late during the morning rush, but something else could be an issue too. and that could be fog. right now we don't have either across our region. right now we just have clear skies as a matter of fact we have clouds starting to stream on in, but just down to the south, we took a wider view of the radar picture and you notice the rain, some heavy down around the atlanta area, this is all moving our way. so first, what you need to know when you walk out the door tomorrow, weather alert day tomorrow, the reason, we've got that fog early. some of it could be thick, especially in through maryland and the district. moderate to heavy rain, most likely between 11:00 a.m. and 4:00 p.m. we'll talk much more about the timing of the rain, how much, and then the bigger story, how cold we get friday and saturday, guys. >> thank you, doug. we're following breaking news right now. a shooting in germantown has just turned into a murder. police are still searching for the gunman on stageway. not far from the gunners ranch park. david culliver is live with new

reaction from neighbors tonight, david. >> reporter: and doreen, we've watched the police line, which you can see behind me, grow, it's expanded to make the crime scene even bigger, and police, they, as you said, are investigating now a homicide. i just spoke with one man who's a neighbor here. he stayed with the bleeding victim until medics got here. >> so i go over and as i walk down the sidewalk, over here, i hear somebody says please help me, please help me. >> reporter: asking we not show his face, the neighbor telling me what he witnessed. a man clinging to life. >> i immediately go over to him, and i said, do you know who did it and where you've been shot. he said no, and then he stopped talking. >> reporter: that man rushed to the hospital. police roped off the scene. we watched as detectives and police went in and out. focussed on this one house. a home with a troubled history, according to neighbors. police confirm they've been out here before for drug-related issues. red and blue police lights

to illuminate the homes, neighbors hoping for happier times. >> i mean, i'm sure that my court's not the only one that has problems, but never thought it was going to goat this level where somebody actually gets shot. >> reporter: police just wrapping up a press conference with us a few minutes ago, and in that, they told us that there may be some relation between this suspect or suspects and the victim. as of now, they are still searching for a gunman, chris. >> all right, thanks a lot, david. new at 11:00, vdot plans to complete several guardrails in virginia after a safety test has real concern. the company calls it questionable and unreliable. trinity industries runs the current guardrail system which passed all federal tests earlier this year. virginia didn't think those tests were sufficient. trinity system has most of those too, but did reveal problems with the guardrail at a specific angle. vdot is going to replace the rail heads in high speed areas

where the impact could be the most there. virginia governor jerry mcculloch will unveil the two year, $100 billion budget plan tomorrow. he gave us a preview today. we know there are nearly $1 billion set aside for virginia's public schools, 13 million for military veterans, and earmark for corporate tax cuts, pay raises for state employees, and more financial aid for college students. senator barbara mccull sky is trying to bring the fbi to maryland. she's secured nearly $400 million in federal funds to help make it happen. part of the new government spending bill, the money would be used to engineer, design, and build a new consolidated headquarters for the bureau. right now the gse considering two locations in prince george's county in one in fairfax county. tomorrow marks one year since the u.s. and cuba began easing diplomatic relations, and new tonight, there's word that you might be able to hop a commercial flight to havana in the near future. sources from both countries say

tonight, a secret service officer who was fwuned down in d.c. was likely the victim of an attempted robbery. officer arthur was found shot multiple times yesterday. now baldwin was not armed and was an administrative leave after being accused of breaking into his girlfriend's life. the shooting doesn't have anything to do with the investigation, but they're looking if three people in their teens or early 20s. you could call them holiday holdups, the sharp spike in bank robberies during the holiday season. scott mcfarland reports, it's not just money at risk, there are things you ought to know before you swing by the bank. >> reporter: a recent brash of robbers, some handed notes to the tellers, this one pulled a gun, his finger on the trigger. this one, the forever loyal

bandit hit several times in fairfax county up and down the pike. >> as he walks with, dragging his left leg. >> reporter: moves slowly, but he's one bank after another after another, and he's still on the loose. >> hard to put into words that fear that you feel when you know that your son might be in danger. >> reporter: bank robber on the run gave lorraine the scare of her life. he busted into her home to hide out. >> this was the window that he broken through. >> reporter: she wasn't home, but her son was nearby. >> the entire neighborhood was filled with children. >> reporter: and a guy with a gun's there. >> and a guy with a gun is there. >> reporter: police captured him. review of i-records found in december, there are more bank robbers to cash. we discovered nearly 25% of all bank robberies in d.c. and northern virginia last year happened in the last month of the year. the same was true in 2013, and

in 2012, the fbi says it could happen again this year. >> i wouldn't attribute it to people buying christmas presents with their bank robbery money. i think most of the time, definitely feeding an addiction of some sort. >> reporter: the need for money grows and fast for some people before the holidays. crooks think it's easier to get in and out before the holidays. >> think in december, it's easier to conceal from your identity, it's more september to believe walking around in full winter coats and things like that. >> reporter: but harder in warmer months. this would be robber outside of the valley bank, frederick county, virginia, in june last year was easy to spot. and stop before he ever got inside a customer tipped off bank workers. >> came by the driveup and say hey, off guy with a mask out there. >> they immediately called the police. locked the door, ready and prepared when the guy walked up to the door and had the door locked. >> and the cops arrested him. >> reporter: but it's not just the money at risk.

three days and then it returns. it's over for now. we have wind, and as long as we have this wind, this is good news, we're not going to see quite as much fog out there. not too strong, anywhere between five and ten miles per hour, but don't need much wind to keep the fog from coming in. 48 degrees, the current temperature and around the rest of the region, you can actually tell where the clouds are. we have a little bit of cloud cover around d.c. and the river at 50. there's a little clearing down here. and you notice, down to 34, so we could see some areas of fog ahead of the rain that's making its way in. so head's up for than storm team 4 radar, not much rain. no rain until early tomorrow morning, it's way down to the south, portions of alabama, georgia, into the carolinas, and it is moving our way. we can see that stream of moisture right out of the gulf of mexico coming our way. we are talking about good amounts of rain. that's why for rainfall intensity, you need the umbrella. we're talking the big umbrella. steady rain during most of the

day tomorrow, especially early in the afternoon. let's time it out for you. morning commute, again, watch for the fog, but 7:00 a.m. tomorrow, future weather, some showers starting to move in to the area, but most of the morning commute could be rain-free. and that's good news too. here's 11:00, we start to see the showers, most of the lighter rain, that's light rain, dark green is the heavier rain, here it comes around 4:00. tomorrow evening's rush could be more of a problem as the roads will be a lot wetter across the region, so you will need to take not only the umbrella, but time out there on the roadways, by 7:00, all the heaviest rain is moving over towards the eastern shore and will start to clear out rapidly. and behind it, i think we have a bigger deal, not just the rain, but cold air. here's what to expect for your thursday. first off, again, periods of rain. some of that will be heavy at times. that's why we're calling tomorrow a weather alert day. it's not a red weather alert day, but it is a storm that's going to have an impact on your day, and that's why we're in weather alert mode tomorrow. tom will be in, and others will

be in to help you with the morning commute. what impact will it have? moderate impact. take the umbrella for sure, we're used to rain to half inch to inch of rain during date tomorrow. 48 on your friday after the rain moves out. 48, but falling temperatures, windchills into the 30s by 5:00, 6:00, 43 for a high on saturday. but, but, the wind is going to be gusting. so the coldest december day, yet, i think windchills will be in the upper 20s to low 30s all day. it is going to be a very cold day on saturday, but we warm quickly, 49 on sunday, and then look what happens as we head towards next week. monday on the warm side, 55 degrees on your tuesday, wednesday, coming in at 65 degrees. that's our next best chance for rain. >> crazy weather. >> just when we thought we were trying to shake these calms, we get this up and down weather. >> coming back again. >> it's not helping. >> thanks. still ahead, controversy for the cavs, jason's going to tell
