that's the$1.69 at the gas stat. and the average for the entire region is now below $2 a gallon and let's see if there's good news coming from the weather department, amelia segal and doug kammerer are both starting us off. hi, doug. >> good news if you wanted a break in the rain and good news if you wanted 07-degree temperatures because that's what we've got across the region and that's what we're seeing with very warm air. let's show you first off the radar and one thing you notedis here, we're seeing the rain moving on through and we have very heavy rain just to the north of d.c. and a little break right now, right around the washington, d.c., metro area and not a whole lot going on here and we haven't seen some flooded roadways out here. so that's good news and we are going to see some of the water begin to subside, but look at the rain down to the south of kullpepper and that is all moving to the north and east and it will move back in here as we

right? >> no, we have two records in the next four-day period and we'll talk more about that coming up in a couple of minutes. a veteran tobacco investigator busted in an undercover sting outside a local mall. the officer had inappropriate sexual contact with a 14-year-old and wanted to meet with him last night. just hours before his arrest he was talking to news 4's scott macfarlane about a high-profile case we reported on. scott, quite a story. >> reporter: the manassas park man was known for his undercover stings including the cigarette bust i talked to him about yesterday for a story that aired here on news 4 at 6:00 last night. just an hour later he was the one in handcuffs. this was paul carey on the job investigating illegal tobacco trafficking in virginia. carey has been a veteran agent with the north virginia cigarette tax board. fairfax county police say carey was fooleded by their undercover sting last night. they say a detective pretending to be a 14-year-old boy arranged

to meet up with carey near the lord and taylor at fair oaks mall. police say carey was trying to, quote, solicit the boy. carey had already had inappropriate sexual contact with the boy one week ago. police say carey is a law enforcement agent. >>. >> obviously, it puts him in a position of authority and we wanted to notify the community of the incident and of course, like i said, any victims that may have come in contact with mr.care t carey to please give call. he was featured in several news 4 reports on tobacco smuggling including one just yesterday. he's appeared before the state legislature to testify about tobacco issues. police say carey was unable to post bond last night after his arrest. no answer at his home in prince william county today. carey is the second law enforcement agent accused of

transfer. peter taub is one of the six service members. his mother and brother live in our area and run a restaurant in dupont circle. other victims include technical sergeant joseph lemm. adrianna vorderbruggen who fought against don't ask don't tell. staff sergeant michael cinco, and chester mcbride and louis michelle boncasa is from new york and this was supposed to be his last tour of duty. >> we mentioned that air force major adrianna vorderbruggen fought don't ask don't tell the military policy and she's the first openly gay female officer to be killed in the line of duty. vorderbruggen became one of the first active service members to be married in the same-sex ceremony. a retired commander remembers vorderbruggen as a fighter who once served in the shadows. >> her death in some way signifies that women and

lesbians and gays are truly equal and that we do have the same risk out there. >> vorderbruggen's wife released a statement that said in part, she has always been my hero, never more so than now. she also leaves behind a young son. here at home we're watching a developing story in prince george's county where police started shooting in a quiet residential neighborhood in fort washington. this afternoon officers confronted a suspect in a car and that person is now in custody. news 4's derrick ward is live to explain what happened here. derrick? >> reporter: well, we're starting to piece this all together. we're here in the 13,000 block of clarion court in fort washington and prince george's county. police have left the scene and we want to show you some video and take a look, and we believe this is the car that's involved in all of this at the start of it and it was at 2:00 p.m. when someone called police to report a suspicious vehicle and a person in it. a red nissan altima with 30-day

tags. according to the police account as police approached an individual got out of that car and police noticed he was armed a shot was fired at least one or two and i'd like to speak to a neighbor and she heard two, maybe three shots fired and no one was hit and the suspect ran off and a search started with k-9s and other units in the area. we are told that the suspect was found hiding in a ravine and taken into custody. so far they haven't released the name of the suspect or whether or not the person had any connection of the homes in the neighborhood. they do get a lot of solicitors in the neighborhood and certainly no one like this. no one was injured and the officer involve side on routine administrative leave. >> thank you. >> a conservative group is suing fairfax county school board over a new non-discrimination policy and the liberty council claims the board violated virginia law

by adding sexual orientation and gender identity to its nondiscrimination policy over the last year and the vote sparked protests. supporters of the changes say the updated policy protects votes who identify as lgbt. ted cruz is getting support from donald trump for a controversial political cartoon in the washington post. it depicts cruz's daughters as dancing monkes. one of them is 7 years old and the other is 4 and trump calls the cartoon nasty. marco rubio also came to cruz's defense. the paper took the cartoon down and the editor apologized. coming up in ten minutes we'll hear from ted cruz and look into the growing feud between trump and hillary clinton. >> late today, president obama tweeted his support to the nba and the national basketball association and its involvement in a new campaign to end gun violence. several players are featured in

would be 15 inches of snow if we were talking about snow and normally this time of year we're talking about? snow. it's not snow. it's heavy rainfall coming in across our region. 63 degrees and winds out of the south at 9 miles an hour and this would be a white christmas for sure and the last white christmas that we have was in 2009 when the snow fell and remember the blizzard just a couple of days before christmas and we had seven inches on the ground christmas day. 63, gaithersburg and 65 in fredericksburg and that beeping that you hear is the flood warning. we have one down toward the creek down toward fairfax county earlier through 8:00 tonight and that shows you just how much rain we've seen and last-minute shopping and you have the frustration going on. rain and fog 63 degrees this evening and take the umbrella tomorrow. take the umbrella again and we'll only see a few showers and downpours and storms tomorrow. most of the day it looks dry and

very warm with a high of 75. here's what's happening around the region and here's the heavy rainmaking its way up toward the north and that last beep was from northern anne arundel county and down to the south we have more heavy rain that will come through the region so we're not done just yet. you mentioned the storms back to the west and we have tornadoes, numerous tornadoes back to the west and there's been a lot of damage into places like arkansas, mississippi and portions of tennessee. very rare for this to happen ndk it happens in the month of december to get the strong storms and stronger storms around the raleigh area, and we have severe weather. for us, we're watching the next band of heavy rain that will be making its way through here in about the next hour or so and as it does, we will see things deteriorate on the roadways once again and take your time. right now the heaviest rain down toward fredericksburg around the culpeper region. so the rain tonight will be on the heavy side and we will need it as we'll be out and about

>> terry mcauliffe was enforcing laws that the assembly put in place. mark herring announced that virginia would no longer recognize concealed handguns because their laws are more lenient than virginia's. we have disqualify irs before we have a concealed permit in virginia. india indiana, we don't have a disqualifier for people with a mental health treatment. undocumented workers and we have a disqualifier for that. domestic abusers, and stalkers. all you're trying to do and you come to the commonwealth of virginia and you need to abide by our laws. >> governor mcauliffe updated wtop radio on plans to express the 95 express lanes and he says work will get under way next year and bring the hot lanes from 395 all of the way to the d.c. line. mcauliffe is simply making good on his campaign promise to improve traffic on northern virginia. hundreds of new jobs are headed to virginia.

took an item and one employee confronted him. >> tawny wright is the spokeswoman for the fairfax county police department. she says the employee was shot after confronting the suspect who then took off toward richmond highway where many shoppers say this is the reason why they're always aware. >> you're more careful now. we are told the employee was taken to the hospital and is expected to be okay. fairfax county police are asking anyone with information about this case to contact their department. reporting in fairfax county, meagan fitzgerald, news 4. family and friends said their final good-byes to a morgan state university student killed in a head-on collision in prince george's county. 20-year-old ososanya died on route 202 in upper marlboro. friends raised money for his funeral through a gofundme page and they describe him as charismatic and kind and say he was a gifted photographer. we're learning new details about what happened in the seconds before a plane crashed

a local mother says bullying caused her daughter to post threatening messages on instagram. one was a hate list naming several middle school students. here's northern virginia bureau reporter david culver with a story you will see only on news 4. >> as a mom, i don't know what to tell you. i mean, it's hard because we've never been in this situation like this. >> reporter: that's the choked-up voice of a middle school parent both frustrated with her daughter's impulse to vent on social media. >> she wasn't thinking like an adult and we all make mistakes

and unfortunately it's her. >> reporter: and saddened by what she believes sparked it, bullying. >> it wasn't just one way. it was a group of boys bothering her. >> reporter: in a warrant we polled, fairfax middle schooler threatened her peers with death or bodily injury using a made-up account. >> reporter: fairfax police started investigating several instagram posts and in the comment section of one of them it read watch out, i'm coming followed by a gun, a knife and a bomb emoji. the post said the attacks were planned for last tuesday and the resource officer got word of it on monday and within hours tracked down the source. police seized a list of items from their home including a cell phone and its contacts. log-in information and other social media accounts. in a statement fairfax public county schools tells us in part, quote, unfortunately, these kinds of anonymous threats can be concerns and disruptive even when they are not credible. we asked parents to speak with

their children regarding the serious consequences that can result from the inappropriate use of social media. >> it was just too much and she couldn't handle that anymore. >> reporter: she does not think her daughter would fulfill those threats and she was only acting out as a victim. she does face a serious felony charge. in fairfax, i'm david culver, news 4. >> mystery solved. that fireball spotted streaking across the sky over three states last night was not santa making a test run. military officials say it was debris from a russian rocket re-entering the atmosphere. people from arizona, nevada and california reported seeing the fireball last night and posted pictures and videos to social media. there are some 16,000 objects in near-earth orbit right now and experts say things like this burn up every day. a kid with a penchant for pie was able to put a smile on the faces of local officers simply by sending this card to
