the harsh weather striking the south. >> reporter: this morning weather whiplash from tornadoes to floods to blizzards devastating the southwest and midwes midwest. >> i don't know what to say. >> reporter: at least nine confirmed tornadoes touching down in texas, destruction spanning nearly 40 miles near dallas. >> there's houses torn up everywhere. >> reporter: an ef4 tore through garland with howling winds of up to 200 miles per hour. among the dead, a 3-day-old infant. >> please, baby, please, baby, be okay baby. i was holding her little fingers. >> reporter: texas' governor declaring four counties disaster areas as thousands are still without power. overnight this family salvaging what they could by candlelight. >> was the most horrifying event in my life. >> reporter: further north, flash floods turned deadly.

and today new mexico is under a state of emergency. the massive storm system has dumped two feet of snow in parts of the state. wind gusts up to 82 miles per hour. the treacherous driving conditions extending to the texas and oklahoma panhandles. >> people need to slow down. the roads are slick. >> reporter: these tourists from miami visiting amarillo are on ice. >> trying to put the chains on the tire. for the first time in my life. >> reporter: as others in the same state struggle through the deadliest december for tornadoes on record. >> this is unreal. >> reporter: new this morning, a water rescue in texas after all that heavy rain. look at your screen here this video is out of dallas two people are trapped inside that car. one managed to swim to higher grounds. firefighters rescued the other person. we've got cool temperatures out there right now.

temperatures in the 40s at this point. it's on the chilly side. pretty much they stayed where they were during the overnight last night. we haven't budged too much throughout the daytime today. we have a few sprinkles out there now. really some of this is hitting the ground, others -- if you're out in annapolis for the military bowl, if you're heading up there for the 2:00 kickoff, some rain is on the way. we have the travel forecast coming up in a few minutes. guys? >> we'll check in with you then. loudoun county fire officials trying to figure out what caused this garage fire this happened in perciville just before 7:00 this morning. the homeowners were out of town. they contained the fire to the garage and only the cars and equipment inside were damaged. an atv ride down a capital

heights street ends in tragedy. a man died and his stepdaughter is now in the hospital. >> should not ride them. the off road terrains, where it's illegal to ride this stuff, just leave them alone. >> the crash happened during a family get-together last night. a man took his stepdaughter for a ride on the atv. the vehicle and an suv somehow collided. the family, understandably, devastated. >> he was good person. always making you laugh. he worked so hard. he has two children, a daughter 5, a son 1. >> prince george's county police looking into this crash. it is illegal to ride atvs on maryland roads and nationwide we did some checking. 12 people died in the first two weeks of november 2013 on atvs. two of the victims, younger than 16. that's according to numbers from the consumer product safety commission. the commission advises to never

drive atvs on paved roads and don't allow anyone under 16 to operate the vehicles. also don't drive atvs with a passenger behind you. don't ride as a passenger. the redskins are the nfc east champion, and we have the four things to know about their chances once the season ends. first off, the playoffs start january 9th. there's one week left to play before that. and the redskins will be on the road to face the last-place cowboys this coming sunday in a rivalry game with very little on the line. after that, they're coming home and here's the second thing to know. we don't know the team's first playoff opponent just yet. the team could play the seahawks, vikings or packers. third, no matter what happens, the redskins will probably be the underdog. it's likely they'll have a worse record than any of the teams they play. and fedex field could be the difference.

tonight. changes are in store for the u.s. marines and their uniforms. there's a proposal on the table that could eliminate the desert camouflage utility uniform. this after a survey was conducted over the summer. the final decision is still pending, but the marines input will be taken into account. earlier this month the board approved the wearing of lock and twist hairstyles for women. there's a lot riding on a lunch date today in boston. the city's chief inspector says he will eat lunch at a eventually reopened chipotle. this after nearly 140 college students got sick after eating there. investigators blamed a sick employee not e. coli due to the outbreak. guy fieri is being sued by his long-time business partner.

following two big stories developing now. starting in afghanistan, the taliban is claiming responsibility for a car bombing. the attack happened near the kabul international airport today. one civilian died. four others were hurt. in iraq a major offensive appears to be over. the iraqi military says it recaptured the city of ramadi after a week-long siege. you can see soldiers raising the iraqi flag in the video. the military called this a full liberation. isis still controls about a third of the city. i know how to fix this because i was governor of the state of florida. >> reporte >> not much of a holiday break in the race for the white house. jeb bush spoke in florida this morning, marco rubio, chris christie, bernie sanders and donald trump all have campaign stops today. edward lawrence shows us what's

started cursing at him. they then got out of the car and started beating the man. one said why are you here? police believe the man was attacked because of how he looked. >> we tend to sometimes confuse the sikh with those terrorists. >> it is disturbing. this gentleman was doing nothing wrong. we would like to encourage the community, this is america. we have people of all race, color, creed. >> the fbi and homeland security will become involved in the investigation. a college bowl game closing some streets in annapolis. the military bowl starts this afternoon. the navy midshipmen are taking on pittsburgh panthers at home. both teams finished second in their conferences. looking at the last time they played when navy won, this was two years ago. the military bowl parade just started. the streets in red on this map are closed right now. the game itself starts at 2:30 this afternoon.

nonprecious stone. the virginia state police working to make your drive on 95 safer this holiday season. the drive to save lives operation began on saturday. it will last through new year's eve. state police, highway patrol and local law enforcement are doing extra patrols along every stretch of 95. they're not just looking for drunk drivers, they're looking for appropriate seat belt use, they're looking for distracted drivers as well. some drivers had their lucky number come up in rome today. the city is working to limit pollution, so this ordered half of the cars off the roads. today only cars with even numbered license numbers were allowed to drive. now tomorrow it's the odd number cars, it is their chance to hit the roads. you won't have to pay an entrance fee the next time you visit manassas battlefield national park and they will discontinue selling annual

changes are coming for drone enthusiasts around the nation's capital. recent federal interpretation of what is and what is not aircraft has grounded thousands of radio controlled flyers. rc controllers cannot fly their aircrafts within 30 miles of reagan national airport. so they are grounded from manassas and southern baltimore even at designated rc fields. some controllers say technology is outpacing regulation. >> the government along with everybody else is trying to figure out how we'll integrate that into society. the faa is upgrading its radar systems to be able to detect unmanned aircraft in the d.c. area. that upgrade could be finished as early as next month. the galaxy far far away is not going anywhere any time
