talk about travel in just a few minutes. let's take a look at the rain moving in across our area and most of this on the lighter side and light activity and back out toward gainsville and back toward the hay market area and down to fredericksburg and we'll see more rain overnight and some of that rain will become heavy and here's a big part of the storm system from since nat toe the atlanta area and all of this moving our way and this is what's going to be coming into our region moving up by 95 and more moisture coming off the gulf of mexico and coming off the well and ibning more warm temperature temperatures, as well. we're on the cold side and 32 in state college and they may see some freezing rain and snow there. 45 in washington and 57 in virginia beach and that warm air will move in overnight and temperatures tomorrow, 20 to 25 degrees warmer than they were this afternoon and we'll talk about this and the rain and what to expect in the income couple of days in just a couple of minutes. >> thank you, doug. that same weather system

that spawned those tornados in texas also brought dangerous flooding to parts of dallas. you can see how the water covers at least one of these cars. we are told the people inside did manage to swim to higher ground and another had to wait on the roof to escort them to dry land. in parts of west texas, unseasonably cold temperatures. high winds creating blizzardlike conditions and some driver his to abandon their vehicles. it could be a long week for those people in that part of the state. the temperatures are expected to remain at or below freezing for the next several days. in all, the wild weather is causing delays and cancellations at some airports and we just checked with the three in our area and everything's running on schedule, but if you're flying to chicago, o'hare or minneapolis st. paul you will want to double-check on your flight. they're showing delays due to the weather. storm team 4 meteorologist

veronica johnson picks up team coverage. we're in areas around the deep south in texas where they've had a lot of severe weather come through and of course, it snowed into areas of the midwest. let me show you garland here and eight people died and 15 were injured and 600 structures, in fact, mostly single-family homes that were damaged and you can see just piled up there like pencils and missing them. a lot of folks are walking around trying to find many of their belongings. to the travel weather and what you can expect and we've been tracking this throughout the day today. the flights have been delayed across the area with snow. dallas or chicago o'hare right now with some major delays. driving locally for tomorrow, more cautionary. i think there will be some delays because of the sloppy conditions for the morning rush and i-81 into pennsylvania and not icy as was the case in a few locations today, but just wet

stabbed with a sharp object. police are charging 34-year-old santos francisco osorio of falls church with murdering edgar armando serrano. police say the two men knew each other and argued at a party on this house on camp elger avenue. >> detectives were able to determine that the two had been drinking at this party and at about 4:00 a.m. and an argument erupted over one guy's tattoos and apparently he took issue over one guy's tattoos. sources say the argument was over a military tattoo representing a foreign country. no one answered at the apartment where the suspect santos osorio lives. neighbors tell me he's from el salvador. the rented house where the fight began has had loud parties before. next-door neighbor has lived here 34 years. >> too many car parked and the music, the loudness, but i wanted to move. i told my husband and my friend, i don't like my neighborhood

anymore. i'd like to move because of the house next door. >> reporter: ahead, the homeowner who lives here shares his reaction to the discovery of the murder victim in his front yard on christmas morning. reporting live in falls church, virginia, chris gordon, news 4. i'm barbara harrison at the live desk where we're watching for potential protests in cleveland after a jury refused to indict two officers who shot and killed a 12-year-old boy. tam irrice was only carrying a pellet gun when officers confronted him in november 2014, but new surveillance released today show tam irreportedly or repeatedly pulled a fake gun from his waistgun and pointed it at other children when the officers arrived. the person who called 911 did say they thought the gun was fake and the dispatcher never told the officers that. they are putting up barricades outside the courthouse just in

case people decide to demonstrate. john kasich calls the shooting of tam ira heartbreaking tragedy. >> thank you, barbara. the driver for the trial of the death investigation of freddie gray in baltimore will be pushed back a few days. he's postponing the trial of cesar goodson to consider filing motions. they want to bar the defense from bringing up freddie gray's criminal record. gray died from a spinal cord injury. goodson who was charged in murder is the second of six officers to be facing charges. now to a family tragedy where police are trying to figure out what led up to an suv colliding with an atv. a man was killed and his teenage step daughter was seriously hurt when it was hit in capital hoyts and police identified the man as jerome odom. neither of those two had a helmet on and it was illegal to drive on an atv on county

maintained roads. a job with the fire department that was created in the wake of the deadly smoke emergency on metro, it could go away if the transit agency is doesn't get new funding. the metrotransity police tells wtop funding for that position could run out in early spring. two firefighters have been working at the rail operation's control center. the chief says he and metro's new gm will be meeting with fire department reps from our region next month to discuss possible future funding. >> ride sharing services like uber and lift have changed the way that you get to and from the airport, but the demand is so high that reagan national and dulles international just gave those companies their own designated space on the airport property. transportation reporter adam tuss spent the day with uber drivers at reagan and he is live there with a look at this new system and how it works. adam? >> this is all very high tech, right? you tap an app and get a ride. this new ride sharing system is

so high-tech you probably won't even believe it and at the end of it, you get a faster trip. >> one after another, drivers enter what's essentially the 21st century version of of a cab dispatch center. this is the ride sharing lot at the center. the end goal, pick up passengers quickly and make more money. >> it's good that they give us a space. isma has been an uber driver for about a year and says he's usually here 10 to 15 minutes before he gets a request. as we were talking it was time to get to work. >> i just get it. i have to touch the screen to accept it. >> in many way, this is the new order of business at the airport and a far cry from the traditional cabs that sit in roads and wait until they're called and uber and lift know when they are entered here and the cars are put into a virtual

outside the rockville station last december. cooper will whied profanities at two people before attacking them witha a knife and he faces up t 60 years in prison. a popular church will have to serve its faithful elsewhere if the church can't garner some good faith from its landlord. financial troubles are threatening to close the new horizons christian faith church. news 4's derrick ward is looking into it. >> reporter: for nearly 20 years this 1940s-era theater building has been home to new horizons christian-based church and you can still see the layout and the sanctuary, but there's been a lot of work done. the senior pastor says it's more than just a sanctuary. >> we have a place where people can go who don't have clothing. we feed people every third sunday. we just put the food out and no questions are asked. >> reporter: the question they're asking now is will there

be a presence in this part of mount rainier next year. they've fallen behind on the rent and they were paying it off to stay current. >> they said they've come up with the plan with the management company. >> despite our plan we found out that the management was actively marketing the property. >> we have put in approximately $100,000 towards any debt that we owe and that's been since may. >> still, the property was showing up on listings and then on the day before christmas another shock. despite $100,000 in payment over the course of five months they were hit with a notice that they could be kicked out. >> this is a church. we've been in this community for over ten years and we just believe that we could have been treated a lot differently. >> reporter: i've spoken to the management company and they haven't gotten back to me and i did speak to the attorney who would not comment. this case will be in court later

philadelphia, i had a chance to be behind the redskins success and he wasn't that surprised with what the team has accomplished. >> you know what's good about it is the fact that the coaches coached well and the players responded to it and every day they got better and every day they understood what our desire was was to win a division and the records are whatsoever and it's tough each week. week in and week out and we struggle down the road early and the coaches found a way to get the players' with wins on the road. >> everyone talks about the culture change. is this culture change. is this what it's going to be going for for the redskins? >> no doubt about it and it will be about football players and it will be about guys and the players and it's about the whole team and we've got it going now and it's just starting and we have a long way to go and no doubt about it and so we're doing all right and so just one more regular season game this

weekend for the redskins and then it's time for playoff football and coming up on news 4 at 6:00, we'll break down who the skins can face in the first-round playoff game. >> thanks, jason. peyton manning says he'll probably sue al jazeera for that report that claims he and other sports stars including ryan zimmerman from the nats had performance-enhancing drugs sent to them. that report alleges that a drug supplier shipped human growth hormones to manning in 2011 using his wife's name. a former pharmacist recorded in that al jazeera report has since recanted his comments. both the colts and the broncos are backing manning who blasted the report as false. and presidential candidate donald trump is blasting virginia's republican party for planning to ask primary voters to sign an oath to the party. trump went on a twitter tirade last night asking the republican national committee to intervene. he says it will discourage

independent and new voters from casting ballots. virginia voters are not required to register with a particular party, but the state board of elections has given the republican party permission to ask all voters to sign the pledge during the primary next year. gallup is out with the poll of the most admired men and women of the year and it includes a couple of surprises. on the women's side, for the 14th year in a row hillary clinton tops the list and this is actually her 20th overall time atop the list andhtñ more  rounding out the top four, malala yousufzai, media queen oprah win free and michelle obama. president obama back on top for the eighth straight year, but check this out. the tie for second, two men who rarely appear in the same sentence together. pope francis and donald trump each with 5%, democratic

>> and that forecast has cool temperatures and some rain there and warm temperatures and more cold temperatures. let's take a look and show you what's happening right now. it's just cloud cover and light drizzle and light shower activity around parts of the region and we'll continue to see that down toward the capital and not a lot coming through downtown and temperatures of 45 degrees and winds out of the east at 10 miles per hour and the winds will pick up tonight and that will help temperatures to be on the rise and 46 in pawtuxet river and 39 in gaithersburg and 37 toward la rhea and it is one of the colder days we've seen in december. here's the rain and you can see what's going on and we have showers around the leesburg area and showers around warrenton and more down southern portions of fairfax and right along i-95 and you can see that around woodbridge and mount vernon and this will come in the district in the next half hour to an

hour. there will be more rain and it will continue to spread out across the region and then overnight tonight it gets fairly heavy and you can see heavy rain down to the south and here's our storm system and this really is a monster storm system. they've got tornadoes down to the south and snow and rain back towards the west and even freezing rain. let's take a look out of davenport, i wach and under a winter storm warning there and they have seen ice and they've seen snow in the region and they've seen 40-mile-per-hour winds and that will only continue kind of a nasty view from what they've been dealing with today and they'll continue to deal with that for the next 24 hours or so before the storm finally moves out and they're expecting to have thousand of people without power and for us, it's just rain. yes, it's the same storm coming our way and once again, we'll be on the warm side of it and the rain is here. at 7:00 p.m. tonight we've got showers and just about everybody seeing rain and some of the rain could be moderate to heavy at times and tomorrow morning is when we think the heaviest rain

will come through and here's 7:00 and right on through the district and right on through the i-95 corridor and through 70 and 66. by 10:00, though, it all starts to move out and this will be mostly in the first part of the day type of rain and then it moves on out of the region and you'll still need the big umbrella for the chance for heavy rain early tomorrow morning and as i mentioned we do clear out and high temperature tomorrow, 66 degrees and only 56 on wednesday with a 40% chance of showers and most of those south and east of the city and 53 degrees on thursday and then there's new year's day on friday, and a high of 43 and some cold air, we've actually got a stretch of cold air as we start off 2016 and v.j. is back with the latest on the seven-day forecast. two local teenagers found dead and now the mystery surrounding those deaths has been revealed. i'm mark segraves, after a fatal police shooting in chicago

family whose mentally ill son was shot by police. >> mayor rahm emanuel is coming under fire again because officers killed this 19-year-old student. now he's calling for a review of his police department's intervention training. >> meanwhile, news 4's mark segraves has been speaking to police in our area about how they train for thees crises. he joins us with the story of one man who has been pushing change since police hog tied his son. >> police respond to thousands of calls each year with individuals charged with mental illness. more than 200 of those calls resulted in police killing the individual. here in our area, the majority of police officers don't have what's known as crisis intervention team training, but that's changing and as you said, one local man has spent the last teb yea ten years pushing for that change. >> can you imagine what it's like to call the police for help and have them shoot your son or daughter. >> just like the family members of the 19-year-old killed in chicago. peter knows what that's like.

several years ago he had to call police hoping to get help for his own son. >> three officers showed up and we, of course, were hustled outside and my son was shot twice with a taser. luckily, he wasn't killed. i remember seeing him hog tied at the mental health unit having been shot with a taser thinking oh, my god, he's in such pain. >> in the years since that incident, both early and his son have become advocates for mental health reform. his son kevin helps to certify police officers in crisis intervention team training. he points out that police officers are far more likely to encounter someone with mental health issues and that's one reason crisis intervention team training should be mandatory. >> it's just crucial and it should be just as important as learning how to use a firearm and crisis intervention team training has proven to save lives. >> hundreds of officers in our

area has undergone crisis team training including fairfax county police who traveled to texas for specialized training. miami has led and they have over 4,000 officers trained and fairfax county went through a period where they weren't training any and now they're trying to train 100%. so, sadly, it takes a death. >> to give you an idea of the magnitude of this problem, about 25% of all fatal police-involved shootings involve a person with mental health issues. fairfax police responded to 5,000 calls involving mental health and in montgomery county that number was closer to 6,000. coming up at 6:00, you'll hear from a police officer how crisis intervention team training helped him when he was faced with a man wielding a butcher knife on a bus. i'm barbara harrison. a man's body was found in a playground in lanham. the discovery was made on 97th

avenue near the gaywood eleme elementary school. our darcy spencer is on the way to the scene to learn more and we'll have a live report for you when she gets there. chris, back to you. >> thanks, barbara. the death of two prince william county teenagers have been ruled a case of murder-suicide. india davis stabbed and kyled lyle ferrer before taking her own life. officers found the pair in a park in late october. investigators haven't revealed details on a possible moative and the two teenager his dated. we have seen a spike in some violent crime this year and the police force in the district, it's apparently at a ten-year low. the washington post reporting that a number of officers has fallen below 3800 for the first time since 2005. the post says that between january 2014 and october, the department lost more than 750 officers, but hired only 562. homicides in the city have also

reached 160 for the year, more than 50% spike from last year. boston's chief health inspector wanted to prove that it's safe to eat at chipotle so today he had lunch there. bunny christopher ate in a location at cleveland circle after it was linked to a noro virus outbreak and it was caused by a sick employee unlike the e. coli outbreaks at other chipotles in the pacific northwest or midwest. starting this friday it will be illegal for any business in the district that serves food to use products made of styrofoam. former mayor vincent gray signed off on the bill that had stie ro foam. even the food trucks will have to use recyclable containers and cups. the roller coaster ride with the temperatures will continue from 70 degrees yesterday, upper 50s this morning. we've cooled to the mid-40s and

you could soon have real incentive to ease up on the accelerator in the district. mior muriel bowser wants to raise some fines for speeding up to $1,000. that hefty price tag will be for those drivers who go 25 miles or more over the speed limit. this is part of bowser's mission zero initiative and it's designed to eliminate pedestrian deaths in d.c. and she doesn't need the d.c. council approval to raise those fines, but there will be a round table discussion next week. two cleveland police officers will not face charges for shooting and killing a 12-year-old boy. the prosecutor calls the tam irrice case human error. dan schenamen has more on this developing story. >> reporter: more than a year

after tamirrice. >> the grand jury declined to bring criminal charges against th timothy lowman. >> rice was playing with a pellet gun outside a rec center when someone called 911. >> scaring the [ bleep ]. >> that was not communicated to the responding officers. patrolman timothy lowman, a rookie, fatally shot rice within two second of a police cruiser skidding to a stop near the boy. >> police are trained that it only takes a third of a second or less to draw and fire a weapon upon them. >> evidence shows that tamirwas removing the gun from his waistband and could not have known the weapon was a pellet gun. >> simply put given this human error, mistakes and miscommunications by all involved that day the evidence

did not indicate criminal conduct by police. >> tam irrice's family released a statement which said they were saddened and disappointed by this outcome, but not surprised. dan schenamen, nbc news. the woman who survived that deadly shooting during the live tv broadcast in roanoke, virginia, plans to return to work soon. she was being interviewed by allison parker when one of her coworkers opened fire kelling her and adam ward. vicky garner was hit in the back and she's endured several surgeries and tells cnn she's planning to return to work before the end of next month. >> it's not every day that you get a phone call from space. so why did one woman hang up on an astronaut calling from the international space station. this is scott macfarlane from dulles international. a lot of people leaving a

of people left valuable things behind here at the security checkpoints. >> reporter: emily danner is one of them and made the trip from bethesda to retrieve her driver's license. she left it behindf:qlr and the screening area. they found it and stored it until she got back to town. >> it was a pretty panicking moment. i called my mom and my parents called around for me because i was just kind of in one of those panics and i didn't know what to do. >> reporter: federal officers told news 4 the lost and found staging area near baggage claim at dulles international was jam-packed after this holiday weekend and they were right. news 4 was allowed inside and saw lost laptops and rows and rows of coats and packed luggage and someone forgot to take this unpacked drone after running it through a metal detector. >> we have a child's seat and it's not too infrequent and everyone rushes through and they forget the child seat and they

call in a panic later on. >> and the car for the destination city. >> yes, sir. >> phone cords and belts are never claimed in an airport filled with travelers from across the country. the tsa is now able to ship or mail lost items as long as the owner agrees to pay for it. >> the owner has simply had to give away to charity 4,000 pounds of lost personal belongings and this year alone in our area they've recovered 500 lost laptops a s ans and mo them reunited with the passengers and they have sent or soon will send the devices to a service center in springfield to be wiped clean and then resold. >> there is some confusion about where you retrieve lost ynls depending on where you lost it at the airport. it depends very much if you lost it in security or somewhere else. that part of the story tonight at 6:00. for now, scott macfarlane, news 4. >> you've heard of security

the mayor of chicago is announcing new reforms after yet another deadly shooting involving his police officers. this time a mother of five was killed in the cross fire. katie camp picks up the story from chicago. >> accidental shooting. >> reporter: chicago once again making national news. in chicago tonight, police are yet again under scrutiny. the accidental shooting death of 55-year-old bettie jones has renewed outrage. >> why you got to shoot first and ask questions later? it's ridiculous! >> the mother of five was caught in the cross fire saturday when police responded to a disturbance on the west side involving her upstairs neighborhood, 19-year-old college student quintonio legrier. police say they opened fire when

legrier became combative. witnesses saw him holding a bat. both legrier and jones were shot and killed by police. jones who witnesses say simply opened the door for officers was struck accidentally. >> it's unconscionable to many of us given how this could have happened given the level of scrutiny on the chicago police department, given the fact that the department of justice is in town. >> reporter: the feds are investigating cpd's use of force following several controversial cases. activists and grieving families say this latest shooting is another example of a broken system of accountability. >> this needs to stop. no mother to have to bury her child. no mother. >> reporter: legrier's mother said her only son recently developed a mental illness, but was not violent. in response mayor rahm emanuel ordered a review of police training saying, quote, it is clear changes are needed to how officers respond to mental health crises.

>> at a prayer vigil loved ones mourned two lives. >> he didn't deserve to die like that. not like that for them to shoot an innocent woman just for opening a door. like, now i'm scared to open my door. i might get shot by police by just opening my door. >> the young man who was killed was a 19-year-old college student and his father just filed a wrongful death suit against the city claiming officers failed to help his dying son. now at 6:00, severe storms carving a path of destruction from new mexico to minnesota tonight. at least 43 people have been killed in 11 states and dangerous conditions are not over yet. in texas, at least nine tornadoes touched down over the weekend. the destruction there spans almost 40 miles near dallas. thousands of homes have been damaged. many people still with no power and a blizzard hits the western part of texas and it stretched
