where synthetic drugs and the frightening behavior of those who use them growing concerns. and a crowd remembers a disabled man stabbed to death on a playground bench. millions looking out their window wondering if the water will take their homes. that's where we begin, folks. >> the weekend storm system bringing major problems throughout the northwest and southeast tonight. >> forcing thousands to leave their homes wiped out their homes and claimed a lot of lives. dan has our story tonight. >> reporter: in missouri, floodwaters and fear are both on the rise. residents in the town of union hoped sandbags would save their community when waters spilled over a levee in west alton, people were told to evacuate. rising waters left one man stranded and had to be rescued

from the roof of his home. >> the waterame pretty quick and before i knew it i had to call the fire department to bail me out. >> reporter: st. louis is now under a state of emergency. governor jay nixon called in the national guard. he warned residents the threat is far from over. >> now that the rain has moved out the threat has changed but it is not by any means over, especially for communities along the rising mississippi river and its tributaries in the st. louis region. >> reporter: there are also dangerously high waters in the southeast. fast moving rivers have taken out roads in georgia and in alabama, up to 14 inches of rain fell in some areas. some 14 million americans are now under flood watches. nbc news. that same storm system brought snow and ice to the northeast and still causing problems for travelers. thousands of flights have been delayed or canceled since sunday, hundreds today leaving many folks at reagan national

him. >> reporter: the family of douglas is still coming to grips with what happened. >> it was not fair for his life to be taken like that. >> reporter: well over 100 people trudged across a muddy field to light a candle outside and ermt school. >> for douglas. >> reporter: police say douglas reyes was sitting on this bench monday afternoon when this man came up to him and verbally confronted him and started st stabbing him. but his mother said her son is not well. >> my son is diagnosed with multiple disabilities and even if someone had provoked him, he had never defended himself. >> reporter: this is reyes before he was killed. he was in a bad car crash before he was 5 years old and left him physically disabled. none of these people can understand why any would want to hurt him. >> he was only a kid and couldn't defend himself. for this man to do it, he was really sick.

>> reporter: douglas reyes' mom was here tonight and didn't want to go on camera. she said, this man killed my son and it's not over for me until he is tried and punished. >> to d.c. where there are major crime concerns in the petworth 90. violent crime has risen with 85 incidents this year compared to 811 last year. other crimes such as burglary and theft, they have dropped. tonight, residents had a chance to tell the mayor about a new problem they're seeing, synthetic drugs. jackie bensen live with that story. >> reporter: wendy, this is a walking neighborhood. people described how it scares them to dodge behavior of people high on synthetic drugs and even pointed out to the mayor of business that they believe is selling the stuff. a year ago when then mayor elect muriel bowser walked the streets

near the petworth metro station on georgia avenue the area was reeling from a series of shootings. tonight, when the mayor asked residents, what makes you feel unsafe, several mentioned synthetic drugs and the violent behavior of the years. >> because of users and effects it has on users and people going into alleys and very aggressive. >> reporter: residents pointed out a non-working streetlight noting the non-working streetlight was a draw for drug and other crime. >> we have seen a tremendous amount of police increase in t petworth, the streets cleaned up and synthetic drugs, a crack down on synthetic drugs. >> reporter: more in evidence than a year ago, d.c. police officers on foot patrol. >> chief lanier has invested a lot in bicycle police and walking and all kinds of ways to patrol. it is important we hear from neighbors all the time if they

want to meet the officers. >> reporter: the petworth remains one of the most rapidly change ing the district. . >> i want to show my community i love it and keep my head up and keep things going. >> reporter: also a concern, increase in robberies. live in petworth, jackie bensen, news4. tonight, an advocacy group is working to find a new home for an arlington family before they're kicked out for the new year. this is the diaz family who were told by their property manager they will be kicked out because their 10-year-old son is too loud. he was severely beat been in a daycare provider when he was 18 months old. his mother spoke through an smerpt this evening. interpr >> translator: i am frustrated and one neighbor is the only one who has complained.

the other neighbors hasn't complained. >> they have offered the family a smaller unit for 4$400 more than they're currently paying, something the family says they cannot afford. he is known as the affluent teenager and his mother who were on the run will return. ethan couch used the affluenza offense to avoid jail time after a deadly driving crash in 2013. authorities tracked he and his mother to porta vy ar ta after ordering a pizza. a video surfaced showing couch at this party where there was chol served. now, investigators are racing to find out if they had any help in their apparent premeditated escape. >> they basically had a gathering before they left and characterized it as more-or-less a going away party. >> when couch is back in texas

take a look outside right now, the fog is pretty thick in d.c. heads-up tonight. fog visibility way down overnight to tomorrow morning. i'll have the latest on this and rain chances coming up in a couple minutes. an unholy act in a sacred place all caught on camera. take a look as you see a man walking into a church in north'lauderdale, florida and after scanning he took a woman's purse next to her and she was not fast enough. it was found in a cemetery two days later but her money and other valuables were gone and the man has not been caught.

113 bills legislators passed have been signed into law. a few still waiting for the president ae's signature. that's compared to 72 in 2013 and 81 in 2011. pugh research says 87 of the w laws passed this year are considered substantive, meaning they are something other than ceremonial acts like renaming buildings or awarding medals. well, it's the end of the road for styrofoam in the district and montgomery county. as of january 1st, both places are banning the restaurants from using the containers that clog sewers and pollute our rivers. the district is planning fines up to 800 bucks for violators. it is a substance where generally you only use it once and then it gets tossed away. because it doesn't break down it doesn't really go away, it gets blown into the waterways and storm drains and trashed along

to get to your car. >> i know. i might need and escort. >> i've got you covered. jane hanley, you're on your own. >> that fog continues to build across the district and in some locations be quite dense. you see the flag blowing in the wind. normally the wind helps get rid of the fog but in this case helps it down towards the d.c.-metro area. winds northeast at 6 miles an hour. here's temperatures. temperatures have cooled with some clearing, down to 41 in frederick and 43 in winchester, 43 in culpeper. as we have cooled we have seen the dew point and we have the fog. a quarter mile towards manassas. half mile towards gaithersburg and give yourself extra time tomorrow night and in the morning. no problems as far as rain is concerned. we won't see rain tonight and

tomorrow for the first part and late tomorrow afternoon. we saw a little clearing and now we are starting to see the clouds move back in. that could help with the fog a little bit, maybe dissipating it but some fog in some areas. notice the rain in the gulf of mexico. look what direction it's moving, right up i-95 towards our region and that's what will hit us tomorrow afternoon. tomorrow morning, no problem. fog across the area but the road should be fairly dry. they'll be damp but dry as far as rain is concerned. 1:00, no problem. showers around the region. i'm not expecting much in the way of rain but good idea to take that umbrella with you to work and you won't need it early but you will need it late. showers move out fairly quickly. tomorrow night, we could see dense fog form again thursday morning. i showed you this earlier, again, i want to reiterate we

could see areas of fog, some dense at 47 degrees and tomorrow afternoon's rush, showers late. fog early and showers during the afternoon. be prepared on those roadways and once again more space between you and the person in front of you and give yourself extra time. the impact forecast has this as moderate. not a huge impact but fog early. high temperatures tomorrow back into the 50s for the most part. 56 in d.c. wednesday and sunshine and then we get into much cooler weather, starting 2016. we're into the 40s saturday, 46, sunday, 45 on monday and wind chill s in the 30s. even though that's the coldest stretch we've seen, still at or above average. i rethought about it, hanley, i
