have been duck hunting and may have disappeared shortly after that. we do want to move it over to decision 2016. the republican race for the white house is one candidate down. george pataki announced during a primetime tv ad last night that he is suspending his campaign. pataki said he believes the country will elect the right person to be our next president. he is the former governor of the state of new york. nbc's lawrence edwards joins us with more later. in the day ahead, d.c. mayor, muriel bowser will sign the police body camera program into law. this comes after several changes to the law by the d.c. council. the amendments ensure the camera footage will be more easily available to the public. the only times the footage won't be available is in cases of sex assault, domestic violence or video inside of private homes. come spring more than 2,000 d.c. officers will be equipped with the cameras. >> 4:30 now. four things we need to know. first thing is you have to take it slow this morning, right? >> agreed.

texas. you may remember couch as the 18-year-old who used his wealth as a defense. he was on probation for killing four people in a drunk driving accident in 2013. texas officials think that he and his mother fled after video surfaced showing him near a beer pong game. you can see the video here. now if couch was drinking, it would be a violation of his probation. in the news conference police said that they're excited to have the pair in custody. >> to be honest with you, we're going to breathe a lot easier when they're back in this country and we have them locked up here in tarrant county. that's the ultimate goal. >> texas officials want a judge to move couch's case to adult court. he was 16 when that original accident happened. this would allow for a sentence of up to 120 days in jail. rescuers in china now working to pull eight miners who have been trapped for days. the beijing mine's collapse as strong as a 4.0 magnitude quake happened christmas day.

infrared cameras detected the men weak and hungry but they're alive. one has died and nine others still missing. we'll be following these developments. d.c. mayor bowser took a walk through the petworth neighborhood asking them what makes them feel unsafe. several people mentioned synthetic drugs. they said it's scary to dodge people high on the drugs who often have unpredictable behavior. they also say dark alleys in the area are a draw for illegal drugs. >> because of the users and the effects it has on the users so you have people going into alleys and having -- being very aggressive. >> the mayor says d.c. police have increased their presence in the area to try to help out with the situation. police in manassas are looking for this man, 36-year-old ben tolby. tee tekt tifs say they want to charge him with robbery and grand larceny in connection with the robbery of the t.d. bank on sudden sudly. 4:34.

two men face charges after using an app to sell stolen electronics. montgomery county police said they made the arrest by posing as interested buyers. a man reported someone broke into his car and stole $20,000 worth of high end electronics on christmas day. he recognized some of his products on the app days later and notified the police. police in northern virginia have arrested two suspects accused of a series of burglaries. kai and leah have broken into several places. they took money and other valuables. they've been linked to 20 cases so far. police say more charges could be coming. an advocacy group is working to keep an arlington family from starting the new year homeless. the diez family was told by their property manager that they are being evicted because their 10-year-old disabled son is too loud. the boy suffered brain damage when he was severely beaten by a

day care provider when he was just 18 month old. >> the older neighbor has complained. >> the apartment has offered the family a smaller unit for $400 more than what they currently pay, something the family says they cannot afford. today we expect chicago mayor rahm emmanuel to announce what he's calling a major overhaul in police use of force. it comes after a series of controversial officer-involved shootings. yesterday officer jason van dyk pleaded not guilty in the murder of 17-year-old laquan mcdonald. dash cam video shows the officer shooting the teen 16 times back in 2014. a cleveland, ohio, man says he will seek negligent homicide charges in the tamir rice case. an officer mistook his pellet gun for a real gun. the council member did not say when he will pursue the charges. activists say that they plan to

welcome back. a star from the hit tv show "glee" is behind bars this morning. police arrested mark salling on having child pornography. they arrested him in the los angeles area. he played bad boy buck on the hit tv show for six years. the army got hit with a big bill for the run away surveillance balloon. you may remember back in october when the balloon broke free. the army has received more than 300,000 in claims from a dozen people who say that their property was damaged. the unmanned balloon carries radar designed to spot airborne threats that target washington. congress recently cutting the funding of the program significantly in its recent spending bill. that was hard to forget. 6700 feet of cable was dragged across a couple states. >> a lot of damage there, right.

an earthquake in southern california. is it started in a heavily populated area. near san bernardino overnight. the earthquake measured 4.4 and had several aftershocks. no one was hurt. 15 before the hour. decision 2016. as we mentioned earlier gop presidential hopeful george pataki has dropped out of the race but the rest of the presidential candidates are hitting voters so far. so far donald trump has spent very little on campaign advertising but now says that is going to change. nbc's edward lawrence joining us live from capitol hill with more on what's happening on the campaign trail. edward, good morning. >> reporter: good morning, aaron. each of the candidates want the momentum going into 2016. this week they've logged thousands of miles to reach as many voters as they can. donald trump has a new tactic and a new target. he says he's going to spend $2 million a week on campaign ads on iowa, and south carolina. some say this may be the wrong

you're watching "news 4 today." 4:56 now. a busy intersection in rockville may change after the death of a 19-year-old cyclist. montgomery county police say flashing lights will go a long way to alerting drivers. that's where a car hit and killed frank towers monday night. police captain thomas didone says he's concerned about an increase in deadly crashes at that intersection. >> we average about one bicyclist losing their life and this year we've had three. that's quite disturbing. >> we watched yesterday as some

cars stopped for cyclists in the crosswalk and others didn't. it's illegal not to, by the way. captain didone said pedestrians need to look out for drivers as well. >> parking around the national mall may soon be a lot harder. about 1/3 of the 25,000 visitors arrive on tour buses. now there's a proposal to make many of the parking spots surrounding the mall tour bus only spots. another idea is to build a parking deck under the mall to hold all of those buses. both options could mean headaches for the rest of us. >> the overall trend in d.c. is it's going to be more and more difficult to drive a single occupancy vehicle. >> well, tour buses drive an extra 20 miles per day just looking for parking in the diszwriekt if you live or work in fredericksburg, the city is taking steps to make parking easier downtown. they bought a half acre space it plans to turn into a parking lot. this is according to "the freelance star." the site will add 29 spaces in
