while this morning. 95 again worth another look here at the i.c.c. it is foggy, kind of hazy looking so be careful and get the low beams working this morning. 270 here at democracy boulevard, no problems northbound or southbound especially as you're headed to the beltway. inner loop of the beltway across the american legion bridge, that's where the picture is this morning. as we drive you can see a little bit of that spit sort of rain on the windshield this morning. may have to work the wipers a bit. big look at 9 beltway, no major problems. live look at 66 coming up. right now a rare winter flood has most of missouri under water. torrential rain has pounded that state over the past few days. so far 13 people have died. the governor called in the national guard there to help save people from the rising water. the mississippi river is expected to swell 15 feet above the flood stage by tomorrow. >> our flight was at 5:30 and it's 10:00 and they canceled it.

prince gorges county say it was a stabbing. >> police say that jones confronted reyes and pulled out a knife and stabbed him. jones's mother says her son has mental problems but has not had any problems with the law. at 5:03, take a look at this. authorities want to know if you recognize this boat found on the potomac found near fort washington yesterday. they think the owner may have been duck hunting and may have disappeared shortly after that. now to decision 2016, there's one less candidate in the race for the white house. george pataki announced he is suspending his campaign. the former new york governor says he believes the country will elect the right person to become president. nbc's ed lawrence will join us on what the other candidates are doing to win your vote later this hour.

people living in the petworth area says there is a synthetic drug problem. the d.c. mayor listened to the problems as she walked through the neighborhood. they say it's scary to dodge people who are high on the drugs who often have unpredictable behavior. they point out dark alleys which draw illegal drugs. >> because of the users and the effects. you have people going into alleys and being very aggressive. >> while the mayor says d.c. police have increased their presence in the area to try to help out the situation. manassas police are looking for this man, 36-year-old ben talby. detectives want to charge him with robbery and grand larceny in connection with the robbery at the t.d. bank off sudley road. he may be driving a silver 2009 toyota camry. two men face charges after using an app to sell stolen electronics. months gom ri county police nabbed the suspects by posing as interested buyers. the pair broke into a car and stole $20,000 worth of high end

electronics, this was on christmas day. the real owner recognized some of the products on the app days later and notified police. d.c. mayor muriel bowser says the high traffic fines we told you about are not likely to happen. in an interview yesterday she said they didn't get her stamp of approval. d dot is proposing a $1,000 fine for drivers going 20 miles an hour over the speed limit. the council says it plans to discuss them next week. just in this morning, russia slaps turkey with economic sanctions. this after turkey shot down a russian military jet. the incident happened about a month ago. this was near the syrian/turkey border. the black box has since been recovered but the inside was so damaged officials have not been able to retrieve any information. president vladimir putin has accused turkey of stabbing russia in the back. back to you. >> erica, thank you. 5 minutes after the 5:00

developing now at 5:09. rescuers say they are sure eight people survived that mine collapse in china. one miner died five days ago, christmas day. now they say they found eight people underground who are hungry, weak but alive. they used infrared cameras to detect the others. nine others are still missing. a wayward elephant seal is

heading back for safer waters. they tried to redirect the 900 pound baby back in the san pablo bay. they tried using kayaks to reroute the seal but that failed. as a last resort they had to tranquilize the baby and load her into a truck to be released into a safer area. now the seal had tried crossing the busy highway several times and you can imagine that us caused quite a traffic problem. >> just about 11 minutes now after the 5:00 hour. we are off to a foggy start around a big chunk. a of the area, right, chuck? >> absolutely. slow down and low beams today. dense fog affects everybody in the entire news 4 nation. it goes until 9:00 a.m. this morning. it's widespread and dense and the roads are still a little bit wet. the fog will be lifting but as the fog moves out, the rain chances moves in. visibility under a mile in most locations. again, take it easy on your way out the door this morning.

thousands of officers will be equipped with cameras recording every move. go to news 4 molette green with what the bill went through. molette, good morning. >> aaron, good morning. in a matter of hours mayor bowser will sign off on the legislation that will outfit 2800 officers who interact with the public. the city is touting this as one of the nation's most innovative and transparent programs, partly because the camera footage will be largely available to the public through the city's open records law. now it took some time and some negotiating to get to this point when this actually -- when this initially came up. the mayor wanted to keep private most of this camera footage from the general public. here's what will be kept private, out of sight from most folks eyes. that will be video of incidents involving domestic violence, sexual assault and stalking.

supporters say the cameras benefit both the community and of course police officers with improvements in public safety. now by springtime all mpd officers, 2800 of them in this program will wear these body cameras. that is the latest live from outside d.c. headquarters. molette green, news 4. today we expect chicago mayor rahm emmanuel to announce what he calls a major overhaul in police use of force. yesterday officer jason van dyk pleaded not guilty in the murder of 17-year-old laquan mcdonald. dash cam video shows the officer shooting the teenager at least 16 times back in 2014. a maryland police officer says he refuses to shoot at a man who had a gun and yelled shoot me. corporal reed priest says he didn't believe it caused lethal force.

florida. he looks around and quietly pulls a woman's purse off the chair next to her as she's praying. this happened on december 20th. the woman's money, her wallet and other valuables all gone when that purse was found at a nearby cemetery two days litter. new research says that the protection at your kids' school may be over protection. researchers at virginia tech say that heightened security leads to a prison like environment at schools. researchers say metal detectors makes you think of it as a place of punishment. they also say that school resource officers can act as enforcers rather than educators. >> security is part of a formula but we also need to be thinking about educational success and educational progress. >> well, according to researchers, all of this can lead to over surveillance and over discipline of students, especially minorities. in news 4 your health now at 5:20, new findings show that salt may not be as bad for your heart as we think. data shows patients with

moderate heart failure who stuck a low sodium diet were 85% more likely to die or be hospitalized for heart disease compared to those who didn't restrict salt intake. doctors say this doesn't mean you should reach for the salt shaker. they say a lot more research is needed. are you looking to be more healthy when it comes to what you're eating in 2016. doctors say be careful. some people are taking the obsession too far and it even has a name for it. orthorexia. it's a fixation on extreme healthy eating. after years of digestive issues she went too far in looking for the perfect diet. at one point she said all she ate was green vegetables. it made her sick. >> it was hard on everyone around me. we couldn't go to a restaurant and enjoy the night and go out from there. it was like, can jordan eat anything sneer probably not. >> doctors say those suffering with the disease can be treated with nutritional therapy.

all under a mile so take it easy. we've been stuck in a cloudy and rainy stretch for quite a while. there's a big change in the weather pattern coming. the change arrives on new year's day as you're ringing in the new year midnight thursday evening into friday. temperatures in the upper 30s to low 40s around town. things starting to change in the weather pattern. by friday morning it will actually feel cold for a change. friday afternoon, new year's day, high temperatures only in the 40s. one of the coolest days in a month around here. here's the rain chance. traveling down towards the deep south, do expect a chance for some flight delays. around here, most of the rain will be exceptionally light. here's our high resolution computer model. it's bringing in a little hint of a sprinkle or drizzle. as early as 8:00 or 9:00. after we get past lunchtime, a little better chance for sprinkles between noon and three. after 3:00, 4:00, that's when the real chances for light rain come into the picture.

the couple was planning a new year's attack in that region. police have not released a name or a gender but what we do know is they were able to recover two suicide vests. very little information right now. we're going to keep working this. we'll get you more information when we can. 5:32 right now. new developments overnight in one of the most shared stories on our nbc washington facebook page. the teenager who used his wealth as a defense is in custody. he and his mother face charges after fleeing the country. edward lawrence has more on how they fled the country and what's next. >> they should be back in the united states later on today. he was arrested on a probation violation. he was tracked by using -- he used his cell phone and authorities tracked down that cell phone signal when he tried to order a pizza. that's how they pinpointed the teen's location in puerto vallarta, new mexico. his mother is also under arrest. he failed to show up for a meeting on december 10th.

the texas sheriff looking for them said he crossed into new mexico with his mother in herpichup truck. they droef some 690 miles. they say the teen fled after pictures arose of him at a party where a beer pong game was played. his attorney argued he was so wealthy he didn't understand the consequences of his actions. now the texas sheriff would like him to go to an adult jail. his mother is also under arrest. the only thing guaranteed is couch will probably likely get jail time. reporting live in washington, edward lawrence, back to you, angie. 5:33. today protestors plan to demonstra in cleveland, ohio, calling for justice for tamir rice. the 12-year-old was shot and killed by a police officer who mistook his pellet gun for a real gun. a grand jury decided not to press charges against timothy lowman and frank garback. he will seek negligent homicide

charges against the officers. a busy intersection in rockville may change after the death of a 19-year-old cyclist. flashing lights will go a long way to alerting drivers to pedestrians and cyclists in the crosswalk. that is where a car hit and killed frank towers monday night. the police captain said he's concerned about deadly crashes. >> we average one a year and this year we've had three and that's quite disturbing. >> we watched yesterday as some cars stopped for cyclists in the crosswalk and others didn't. it's illegal not to. the captain said pedestrians need to look out for drivers just in case. now to decision 2016. former new york governor george pataki is calling it quits. pataki announced during a primetime tv ad last night that he is suspending his campaign

for president. donald trump continues to be the front-runner among gop presidential candidates, and now he is turning his sites to hillary clinton. trump is slamming bill clinton at a rally last night, too. campaign experts say mr. clinton's past indiscretions are fair game. trump seemed to suggest that he won't back down from the strategy. >> frankly, hillary brought up the whole thing with sexist and all i did is reverse it on her because she's got a major problem. it happens to be right in her house. if she wants to do that, we're going to go right after the president, the ex-president. >> okay. trump also announced last night that he would spend $2 million on his first television campaign ad. so far he's only spent just more than $200,000 on radio ads. bethesda based honest tea is removing donald trump quotes from its bottle caps. they say they don't have a

angie goff is at the tower. >> we have the very latest at that. in the petworth neighborhood, people are saying that they need help dealing with the area's synthetic drug problem. d.c. mayor bowser listened to the concerns last night as she walked through that neighborhood. neighbors say it's scary to dodge people high on the drugs who have unpredictable behavior often. they also say that dark alice in the area are a draw for illegal drugs. d.c. police say there are increasing patrols. >> chief lanier has invested a lot in bicycle police, walking, all kinds of ways to patrol. it is important we hear from neighbors all the time that they want to meet the officers. >> well, the mayor says it is important that neighbors keep speaking up about their concerns in the neighborhood so city officials can help. violent crime in that neighborhood has risen with 855 incidents this year. that is compared to 811 last year. other crimes such as burglary

and theft though, those have dropped. d.c. mayor muriel bowser and the d.c. council are weighing in on the plans to increase traffic fines. d dot proposed high increases on several tickets including one that will cost $1,000. while the plan does not need any other approval, the d.c. council is scheduled to have a hearing about this next week. d.c. mayor said the plan did not get her stamp of approval and is unlikely to happen. if you're driving in d.c. on new year's day, you probably won't have to worry about a parking ticket. it is a holiday. rush hour restrictions will not be enforced although they go back into effect on january 2nd. police in manassas looking for this man, 36-year-old ben talby. detectives want to charge him with robbery and grand larceny. this is in connection with the robbery of t.d. bank off sudley avenue. police in northern virginia have arrested two suspects accused of a series of

burglaries targeting asian restaurants. they're accused of breaking into businesses in prince william, loudoun, stafford and fairfax counties. police say they took money so far. more charges could be coming. two men face charges after using an app to sell stolen electronics. montgomery police say that they made the arrest by posing as interested buyers. they say a man first reported someone broke into his car and stole $20,000 worth of high end electronics, this was on christmas day. he recognized some of his products on the app days later and then notified police. >> it is 5:48 ynow. bub and pop's closed last week after the owner's son was killed m afghanistan. peter taub was one of the six killed. it is 5:48. parking around the national mall

may soon be a lot harder. 1/3 of the 2500 visitors arrive on tour buses. now there's a proposal to make many of the parking spots around the mall tour bus only spots. another idea is to build a parking deck under the mall to hold all of the tour buses. both options could mean headaches to us. >> the overall trend in d.c. is it's going to be more and more declined. if you live or work in fredericksburg, the city is takings steps to make parking easier downtown. they bought a half acre space they plan to turn into a parking lot. that site will add 29 spaces. your driver's license may not be enough to board a flight in the near future. the tsa is considering enforcing a ten-year-old law surrounding

suburbs a little thicker than that. no delays showing up on the air travel board. after all the delays and cancellatio cancellations, you know you have to call your carrier. travel conditions first thing this morning dealing with the fog. give you yellow condition for morning fog and afternoon showers driving locally. i-95 driving towards new york and new england it will be dry. delays possible from atlanta to houston. there's the rain along the gulf coast and deep south. this storm is our next rain chance. we're on the northern edge of the system. we'll have a chance for a couple of light showers throughout the course of the day. here's a way the future model handles it out. 1:00 and a little drizzle as early as noon and 1:00. most of us waiting until after 3:00, 4:00 before the light rain chances come into the area. rainfall amounts will be 1/10 of an inch or less. not a big deal. just a couple of swipes at the wiper blades. temperatures now in the mid to upper 40s.

ride services on december 31st. side car said it was the only app to show them the cost and allow them to choose a driver. it was unable to catch up with uber and lyft which raised and spent more money while side car used a cash investment for the technology. good morning, i'm landon dowdy at cnbc headquarters. toyota is going to announce a new initiative next week. the automaker says it will allow cars to collect and send real time information to data centers about road conditions, but it will use mapping for self-driving vehicles. toyota expects the technology to be ready by 2020 sending data from onboard cameras and gps devices believing self-driving cars need a better understanding of roadside markings and layouts. the latest in thrill seeking adventure courses may be coming
