mollet. you'll be lady of the hour. >> i definitely get lady of the hour this morning. taking a look at this problem, 66 westbound at the plains, still have the tractor-trailer crash. right now when you're taking a big look at 66 you can see it's really not affecting things. if we really zoomed in we could see some slowdowns. not affecting too many folks right now this morning. quantico to the beltway, going to take you 18 minutes just as it should. no problems there. 95 right now this morning. southbound also looking quite good. another problem outer loop at pennsylvania but that's off to the right side of the roadway. travel times in ten minutes. rescuers in china now working to pull eight miners who have been trapped for days. the beijing mines collapse as strong as a 4.0 magnitude quake happened christmas day. infrared cameras detected the men weak and hungry but they're alive. 11 of their fellow miners have already been rescued but sadly one person has died and there were still many more missing. we're going to be keeping an eye

on the rescue efforts. back to you. > . >> reporter: good morning, i'm molette green outside of d.c. police headquarters. a game change ber for city police. by spring team you will see mpd police officers outfitted with body cameras. some 2800 of them. in just a matter of hours d.c. mayor muriel bowser is expected to sign off on a sweeping legislation funding the program at a cost of about $5.1 million. now the city has tested out the cameras using about 400 officers as part of a pilot program. for supporters, this is about accountability, transparency, and safety and it gives the public full access to footage through the city's open records law. now initially d.c.'s mayor did not want this to be so open. she wanted to keep most of the footage private, but now only

video showing incidents of domestic violence, sexual assault or stalking will be shielded from the general public. that's going to happen. the signing is later this morning. we'll have all the very latest developments for you today. back to you. 6:03 your time right now. also today changes for chicago police. mayor rahm emmanuel plans to announce what he's calling a major overhaul in police use of force. among the reforms, plans to give every officer on street duty a taser and provide training by june. the city's interim police superintendant supports the recommendation. a maryland community is mourning today after the death of a physically disabled man. more than 100 people gathered last night to remember douglas reyes. reyes was stabbed and killed while sitting on a bench in an elementary playground in seabrook. police have arrested alex jones. >> my son is diagnosed with

multiple mental disabilities and even if someone had provoked him, he has never defended himself. >> police say that jones confronted reyes, then pulled out a knife and stabbed him. a man is now facing charges for a sex assault in saint mary's county. the sheriff's office there says deputies arrested donald leo parks yesterday. they say he forced a woman into the woods in lexington park earlier this month and then raped her. deputies charged parks with second and third degree sex offense as well as assault. authorities are looking for the person who owns the boat you see right here. they found it in -- it was full of water yesterday morning on the virginia side of the potomac right across from fort washington. maryland natural resources police say they think someone was using it for a duck hunt. the washington post says search teams found a life jacket floating in the water nearby. developing today, ethan couch and his mother will be extradited back to texas. couch is the teenager who some say got off easy.

went and used his wealth in the defense of a deadly drunk driving crash. if he was drinking, that would violate his probation for the 2013 crash. federal authorities say they tracked couch and his mom down in mexico when they used his cell phone to order a pizza. 6:05. we turn to decision 2016 now. former new york governor george pataki is bowing out of the race for president. he posted this tweet yesterday. he also announced during a primetime tv ad last night that he is suspending his campaign for president. virginia lawmaker david ramadan said he is being threatened. the republican said he's received thousands of threats on social media. now this comes after he called donald trump a moron during an interview on cnn on monday. ramadan slammed trump for his

comments on requiring republican voters to claim their party affiliation. now with one man out of the republican race, donald trump is taking aim at his democratic competition yet again. trump slammed bill clinton at a rally last night hoping to turn voters away from hillary clinton. campaign experts say mr. clinton's past indiscretions are fair game. trump seemed to suggest he won't back down. edward lawrence has more on that joompt capital cameras could be coming to the d.c. grounds. right now filming cannot happen beyond union station. norton said this will boost the district's economy. loudoun county could have more to say in local transportation decisions. next year the general assembly

new this morning. reports out of southern california. everybody is okay after a quake measured 4.4 and it hit san bernardino overnight. thousands of people felt it, thousands of after shocks. so far reports say no one was hurt. arlington police say a man held a computer technician against his will. joseph mondello is the suspect. police arrested mondello and charged him with abduction. 6:11. weather and traffic on the 1s. if you have traveling to do today, get ready for a little more rain. >> kind of a carbon copy of yesterday. now we've added the fog factor, right, chuck? >> that's right. skies cleared out a little after sun down. that allowed things to cool off and it allowed quite the thick

we want to take you to florida now and show you live pictures to a press conference we've been listening to there. on i-95. the reason that we're bringing you here is that apparently there was a very bad collision just after midnight involving multiple vehicles and as a result of that we now have multiple fatalities. at least five people dead. police saying there was a wrong-way driver that wound up sideswiping one vehicle and that caused multiple other collisions. we'll bring you more information

word flight. >> since we got here we started to see that there were problems with the noise that my son makes. >> an arlington family says it could end up homeless because of their disabled son. the diaz family was told by their property manager that they're being evicted because their 10-year-old son is too loud. the boy suffered brain damage when he was severely beaten by a day care provider when he was just 18 months old. >> we even gave them a letter from our son's pediatrician stating the problems that he has. >> the diaz family spoke to us through a translator. a tenant advocate group is working with a family advocate. they've offered the family a smaller un flit for $400 more than they currently pay, something the family says it can't afford. a new report says that the owner of marijuana edibles is taking orders again less than a week after he was arrested. owner nicholas cunningham says what he is doing, he says it's

legal. according to d.c., he started a cush gods app where he is taking pot orders. it allows customers to make a $10 donation to pot brownies and gummies. it has a delivery car that replaces the three cars that were seized, these three cars that were seized by police earlier. a leak is causing concerns to prince williams county. they say dominion opossum point power plant leaked toxic pot ash into the creek. they don't believe private drinking wells were contaminated. developing news out of oklahoma now. the search for a country singer will resume today. heavy rain is complicating the effort. they're looking for 29-year-old craig strickland. he went duck hunting with a friend. they found his friend's body on monday and started a search for

strickland. he's the lead singer for back road anthem. one of the men accused of killing a pastor's wife faces another set of murder charges. you might remember the story of amanda blackburn's murder. 18-year-old larry taylor went on an eight day rampage of violence before killing blackburn and her unborn baby in their home in indianapolis. prosecutors filed murder charges earlier this week in the deadly shooting of a 26-year-old man back in november. new research saying that protection at your kids' schools may be over protection. researchers at virginia tech say that heightened security leads to a prison like environment at the schools. for example, they say school resource officers may function as enforcers rather than educators. the researchers also say the security influences help students think about their environment. >> sometimes with security guards, going through metal detectors, armed guards, that leads to this idea of fear.

>> well, according to the researchers, all this can lead to over surveillance and over discipline of students, especially minorities. a new mexico couple was stranded inside their car for 20 hours after it was covered by dangerous snowdrifts. the couple was out delivering papers, newspapers when their car drifted into a ditch. look at this. can you believe this? they ended up stuck in this blinding snow saturday night. that area of new mexico saw wind gusts of up to 67 miles per hour that night. that would qualify as a blizzard, i believe. the couple called 911 but dangerous weather conditions kept first responders from reaching them. time now for your weather and traffic on the 1s. the word of the morning, fog. take a look here though. one of our crews is out on 495 east now and it's not too bad. >> not looking too bad. chuck bell is standing by. not only does he have the

forecast for today, but he's looking ahead to the weekend. hey, chuck. >> angie, aaron, quiet start to the day. fog has definitely slowed things down this morning. low beams and low speeds. live look from the tower. 500 to 700 feet from the tower. that indicates how thick that fog is. only a couple of hundred feet of visibility at most. at national airport, five miles. annapol annapolis, 3/4 of a mile. northern montgomery county, loudoun county, quarter mile visibility towards culpeper. take it easy. here's the fog forecast model. 9:00 a.m., visibility is improving just a bit. the real change and improvement in visibility comes as we get closer and closer to the lunch hour. don't expect to see much sunshine. as the fog moves out, the rain chaps move back in. foggy and 45 now. will be near 47 with the dense fog by 7:00 a.m. fog he is easing up a bit from 10:00, 11:00.

feet of water still expected to spill into that area. back to you. 6:25 now. learning some new details about an alaskan plane crash. the pilot that crashed into a downtown building was not authorized to fly that aircraft. doug demerritt crashed that plane. the civil air patrol does volunteer search and rescue missions. he joined in 2010. no one was hurt. seaworld is continuing the practice at its facility in san diego. the lawsuit filed tuesday says the california commission's ruling was outside of its authority. back in october the commission endorsed a $100 million expansion of the tanks at seaworld to hold orcas but looped in a ban on breeding. an outcry after major traffic fines in d.c. the d.c. council and mayor muriel bowser are responding.

d dot is proposing increases on several tickets including one that would cost $1,000. the agency's plan does not require approval from anyone. it already says the changes are about revenue. in an interview yesterday mayor bowser said she didn't sign off on the change and they're not likely to happen. the d.c. council scheduled a hearing about the fines for next week. so is eating a more healthy diet on your new year's resolution list, aaron? >> no, but not to say that you -- actually, you should be careful. some people are taking the obsession for healthy eating a little too far. it has a name called orthorexia. it's used to describe a fixation on extreme healthy eating. one woman says after years of digestive issues she went too far in looking for the perfect diet. at one point she said all she ate was green vegetables and her new diet made her sick. >> it's hard on everyone around

traffic around. taking a big look at the beltway. overall looking pretty good. the one problem, inner loop at branch avenue, still have that crash. travel times in ten minutes. aaron? melissa, thank you. 6:33. people living in d.c.'s pet worth area say they need help deeg with the area's synthetic drug problem. d.c. mayor muriel bowser listened as she walked through the neighborhood. neighbors say it's scary to dodge people who are high on drugs who often have unpredictable behavior. they're also saying that dark alleys in that area are a draw for illegal drugs. d.c. police say they're increasing patrols in the area trying to help out. crime statistics from police in that neighborhood show violent crime has risen with 855 incidents this year compared to 811 last year. other crime like burglary, theft, those things have dropped. now to decision 2016. >> so i'm going to be doing big

a funeral will be held for joseph lemm today. a 15 year veteran of the department. he was on patrol north of kabul when a suicide bomber drove a motorcycle into that convoy and blew himself up. the taliban has claimed responsibility for that attack. also killed in that attack the son of a local restaurant owner bub and pops is back open for business today. it closed last week after the owner's son was killed in afghanistan. air force officer peter taub was one of six u.s. service members killed. a sign hangs in front of that restaurant in honor saying, quote, might his be the last death. police in manassas are looking for a suspected bank robber. we have this picture for you. take a look if you can. 36-year-old ben talby. they want to charge him with robbery and grand larceny in connection with a robbery at t.d. bank off sudley avenue. he may be driving a silver 2009

toyota camry. police in northern virginia arrested two suspects accused of burglary of asian restaurants. they're accused of breaking into businesses in several counties. police say they took money and other valuables. they've been linked to 20 cases so far. police say that more charges could be coming. if you live or work in the fredericksburg area, the city is actually taking some steps to make parking downtown easier. fredericksburg bought a new half acre space it plans to turn into a parking lot. this is according to "the freelance star." site will add 29 spaces and 13 spaces you can use on nights and weekends. parking around the national mall may soon be a little closer. now there's a proposal to make many of the parking spots surrounding the mall tour bus only spots. another idea is to bull build a

developing news right now. the so-called affluenza teen are expected to be back in the states today. they tracked their call for a pizza. viewers are watching the story on our page. gabe gutierrez has the story. good to see you, my friend. >> reporter: angie, good morning. ethan couch and his mother are expected to return to texas as early as today. investigators are looking into whether they may have had help during their time on the run. they say the pair may have thrown what was described as a going away party of sorts before they went missing. the district attorney here says ethan couch may only face a few months in jail when he returns to the u.s. due to texas law, even if his

case is transferred from juvenile court to adult court, a judge can only sentence him to 120 days in jail. now as for his mother, tanya couch, she faces a charge of aiding and abetting a felon and she could face two to ten years in prison. the associated press citing mexican authorities say that it was a call to order pizza that may have helped authorities track down the pair. we'll have much more on the developing story coming up on "today." dave gutierrez, nbc news, fort worth, texas. we're now able to bring you live ariel shots over i-95 in florida where there was a major collision. this happened just after midnight. a woman in a pickup truck going the wrong way down 95 slammed into one vehicle. that caused several other collisions. in all we are told that five people are dead.

you've got all northbound lanes there shut down. again, this is ariel shots of i-95 in florida for a wrong way driver caused major collision and have killed five people in all. back to you. i'm molette green live outside d.c. police headquarters. you see the police cars behind me? officers in the city are just hours away from getting full funding to wear body cameras. now just before noontime mayor muriel bowser is set to sign off on the sweeping change in city policing outfitting some 2800 officers with poddy cbody camer cost of $5.1 million. this is one of the nation's most innovative and transparent programs. that's partly because most of the camera footage will be available to the public through the city's open records law. now when this initially came up the mayor did not want to make this so open to the public.
