the sep bracing. good morning to you. >> it's an unseasonably warm new york today. they're expect as many as a million spectators to start packing into times square over the next essentially hours and 6,000 nypd police officers will also be out here to make sure things go off without a hitch. the nypd has said they've been preparing for this for many months. obviously this is the premier event in new york city every single year. to that end they've added a terrorism unit as part of a group of 1,000 police officers who will be in times square. when spectators come out, they'll find a highly controlled area with areas penned off with police barricades. once people come in, they'll be checked with a metal detector, radiation detector, and bomb sniffing dogs as well. once people enter this cordoned off area, they'll not be allowed

pump water out and shore up levies there. authorities ordered evacuations of hundreds of homes and businesses near a st. louis suburb. erika? >> thank you, melissa. i want you to look at some of the massive flooding. it's what we've seen in recent weeks all linked to ill nino. nasa says it could be the biggest and most dangerous el nino ever. a new image released by nasa like the one you see here from an el nino system of 1987, which was the worst on record, that brought devastating floods to california and crippling ice storms to the northeast. now, this latest el nino looks like it could bring severe weather in 2016. but thus far it has been very tranquil. just unseasonably warm temperatures for this time of year. hard to believe it's new year's. >> i would love it, but i guess it's time to bring in winter now. let's check in with "storm team

4" meteorologist chuck bell who says temperatures are going to feel a little more typical? >> yes. finally as we get into the new month and year, we get a new weather pattern to go along with it. these very mild days are coming to an end. that's good news for the flora and fauna as a lot of our plants and trees actually need the chill time during the winter, as do people like myself. need a little chill time. half a mile across montgomery and month gogomery county. the fog may go away sooner. 'll keep you posted on that. it's upper 40s or early 50s, anything but cold. temperatures aren't going to move a whole lot because of the clouds in place. we'll be off to a cloudy start. later on this afternoon, a

virginia cut off from the rest of the neighborhood because of roadwork. the streets are all blocked off and have been for months. they have to go to a muddy road just to get to their road, a road by the way that's often blocked with construction trucks. trash trucks ca't always make it down. delivery trucks, they don't even try. >> we were accepting the fact we will suffer some inconvenience due to their construction but we didn't expect the situations to be like this. >> the up to of vienna telling us in a statement they ran into some issues. it was supposed to be january. now mid-march, but no guarantees. a florida mom is in jail after her five children tried to cross a busy highway all by themselves. officers were called to the scene where a driver saw the kids on tuesday. the driver was able to stop them before they crossed into the highway. the kids are between 1 and 5 years old, some of the children

in dirty diapers. one with a skin infection so bad they had to be taken to the hospital immediately. this morning their 24-year-old mother remains in jail charged with child neglect. the kids are now in the state's custody. a drunk driver arrested after posting a video of his joy ride on facebook. ohio police say dustin rittgers posted a video online showing him in the act. one of his friends on facebook saw the posted video and called the police. they used the video to identify his suv which was still on the road. you see officers taking him into custody. this is not the first time rittgers has been arrested for drunk drives. a few offenses. not only driving drunk but videoing himself at the same time. a new list of problematic words we probably use. >> problematic is problem at

court. he posted a 1 million dollar bailing or bond to get out of jail and they've turned over his passport. he got out of jail after being charged with aggravated indecent assault. this is the first charge he faces after several women accused him of drugging and raping them. the district attorney in montgomery county, pennsylvania, announced the charge saying the evidence is there to seek justice for justice one victim. legal experts say the d.a. may hang his case on cosby's own words in a series of civil suits that have been filed against him. this comes after cosby gave depositions for those civil cases. now, if found guilty, the 78-year-old actor faces ten years or up to ten years in prison. reporting live in washington on capitol hill, edward lawrence. now back to you. >> thanks, edward. baltimore county does not want any money to send police for patrol since the baltimore riots.

he's declining the $270,000 it kouft to send them. officials said they would begin paying back surrounding counties that helped out. baltimore plans to split 1.8 million between the different jurisdictions. anne arundel county is due the largest. $426,000. the riots were in response to freddie gray's police custody death. today the black lives matter dmv group is protesting the recent nonindictments in both cases. the march will start at 7:00 p.m. at seventh and h streets in the northwest. we're learning more about a deadly crash in capitol heights. prince george's county police say an suv hit and killed 55-year-old ricky clayton. this was on central avenue two weeks ago. they say the car crossed the double yellow line. we're going to find out why right now.

in southeast d.c. police are investigating a robbery. police put out this new video from inside the convenience store on naylor road. they say the robbery happened yesterday and three suspects stole cash and at least one of them had a gun. >> if you're taking the north and silver lines, you're back on schedule. you'll probably remember this and the impact it had at the armory station. rush hour trains are leaving every six minutes instead of every eight on the orange and silver lines in particular. vdot wants to hear from you. they're holding an information session on proposed hot lanes on 395. the lanes could go on 395 north into arlington. this was proposed by the mccull of administration earlier this year. construction is slated to begin early in 2017 and would be completed by 2019. the information session is happening monday, january 25th. it's going be at 7:00 in the
