jogger makings a discovery. we'll tell you about the woman found dead in prince george's county. an attack at a popular bar in israel that killed two people. the terrorist threat in germany that forced evacuations in one of the country's largest cities. >> news 4 at 4:00, begins with breaking news. and we're going to start with what that jogger found in prince george's county. >> a woman's body is discovered on a trail. news 4's darcy spencer is live about what we're learning about the woman's death. >> reporter: this is certainly a disturbing start to the new year here in prince george's county. i want to show you where this investigation is taking place. if you see where that police car

is blocking the entrance to that path. we are told the woman's body was found down there just off of the path. this is right behind rosa parks elementary school off of ager road in the chillum area. the jogger discovered the woman's body about 7:30 this morning on the northwest branch trail. national capital park police are saying the victim was found with trauma to her upper body. we can see police in the wooded area collecting evidence. right now they're calling it a death investigation. >> police were called about a person believed to be deceased on the trail. a jogger was in the area and ran past the body and called the police and the police responded and did discover the body of a female, apparently a hispanic female on the trail deceased. >> reporter: right now there is no suspect information and no motive in the case and they're

still trying to figure out the identity of the victim. they're asking anyone who may know who she was to come forward. back to you. >> all right, darcy spencer. >> d.c. police looking for a man who tried to sexually assault and rob a woman in the bloomingdale neighborhood. this happened at 7:30 in the evening. the woman was walking back from the metro when she was attacked along seton place. the man took her purse and tried to assault her. police say he wore a hood over his head concealing his face. we have new information on a breaking story we told you last night. montgomery county police say this wild chase started with a dispute over drugs and it ended in montgomery where the car being chased drove the wrong way down new hampshire avenue and hit several cars. officers have arrested four people in an office depot parking lot and police filed charges against some of the suspects involved for assault and traffic violations.

david culver coming to you from the live desk. new video of a deadly new year's day attack. this out of israel. two people are dead after a shooting at a popular bar. this is in tel aviv. we are learning that gunmen fired more than 15 rounds from an automatic rifle. that was this afternoon and you can see in some of the video the glass just shattered on the ground and cnn reporting now seven other people hurt and that's up from three earlier today. there is a man hunt at this hour for the shooter. israeli officers looking into whether the attack was an act of terrorism. the incident comes during months of near daily palestinian attacks against israeli civilians as well as soldiers. chris, we'll send it back to you. >> trains are running again in munich after officials warn of an imminent terror attack. now a german security official says there is no specific immediate threat. nbc's chatnam bell has the latest. >> reporter: tense moments in

munich last night as police there acting on intelligence they say is from an intelligence agency acting on a possible suicide attack planned midnight in the city receiving this information only hours before the city looked to bring in the new year. >> they quickly evacuated two train stations and put alerts on social media advising people in multiple languages to avoid gathering in large groups. they're saying that this information was so specific in that the locations were named and the time that they had to act on this intelligence. they will continue searching information about these individuals that they were given names of. however, they cannot prove that these individuals are in germany or, in fact, confirm the identities of them if they are real people. however, they were told they were in syria and iraq and the bavarian region of germany saying he praises the authorities for swiftly acting on this intelligence and doing

2016 starting off on a cool note. we were talking about this the last couple of days. temperatures today right around or above average. right now 43 in the airport and 37 gaithersburg and 39 in martinsburg and we will see a much colder night tonight and a much colder period as you move on through the next few days. if you're heading out this evening looking good and it will be cold. 41 and breezy and windchills in the mid-30s and talking about 38 degrees by 10:00. yeah, some colder numbers for sure and as you head out toward the next couple of days, a colder start to 2016 and the first arctic air mass and that moves into the early part of next week and windchills could be in the teens. easily the coldest air we've seen so far this year and we'll talk more about that this season, rather, because it's just january 1st, but a lot more cold air on the way. experiencing an earthquake is unsettling especially if

nice warm scarf there if you'll be stepping out over the next couple of hours and then while our temperatures are chilly this weekend they'll get down right cold. arctic air moves in and we'll take you hour by hour for the early part of next week where the windchills will be feeling light. any d.c. restaurant that gives you a styrofoam container for your food is now breaking the rules. there is a ban that took effect today. it's aimed to keep these containers and cups from polluting our area especially the anacostia river and also to keep the toxic chemicals from getting into our food supply. the department of energy and environment will begin conducting undercover spot checks to make sure that businesses are complying. warnings will be issued first and then $100 fines. governments everywhere are cracking down on smoking, but now hawaii will step further than any other state. also the allegations against bill cosby are starting to affect his wife, as well. what camille cosby now has to do

dubai's skyscraper fire was so massive it brought down the iconic new year's display and firefighters put it out and they're trying to cool it down. they're putting out embers in the 63-story luxury hotel and that fire burned well into the morning and even now some smoke is still coming out of the building. >> there is conflicting information about where the fire

started. nbc's chapman bell updates us on this investigation. >> reporter: cooling procedures are still under way in this skyscraper that was engulfed in flames yesterday just hours before dubai was set to bring in the new year. this skyscraper being very close to the burj khalifa, the world's tallest building that was the center point of the fireworks display in dubai. however, the show did go on after authorities there were able to bring the fire under control. >> we were really shocked because it was burning right up the building all the way and we came to see if the fireworks were going to be going and the lights were turned off so we went back to the flat. we were scared. there were explosions and we didn't know what was happening. >> reporter: authorities there saying 14 people suffering minor injuries. one person described as being moderately injured and one person did suffer a heart

attack. however, amazingly in this massive fire no fatalities. they do say an investigation is under way to ascertain what the cause of the fire was and they'll publicly make that available as soon as that investigation is concluded. chapman bell, london. the legal fallout continues for cosby and now for his wife. a judge ruled camille cosby has to testify in a defamation lawsuit against her husband. that lawsuit brought by several women who say the comedian sexually assaulted him and it's a defeat for mrs. cosby's legal team who filed a motion to keep her out of the deposition. bill cosby has counter sued his accusers for defamation, as well. he remains free on bail two days after prosecutors in pennsylvania charged him with sexually assaulting another woman more than a decade ago. it is the first criminal charge against him. cosby's lawyers have denied all accusations of sexual

misconduct. and now your storm team 4 forecast. >> a little bit of a chilly day. i saw a lot more coats today and gloves and scarfs out there. as we look out a krot the region we're noticing cloud cover today. i thought for sure we'd see more sunshine and mostly cloudy skies and 43 degrees and winds out of the northwest at 8 miles per hour and 37 in gaithersburg and also win chester and 39 in martinsburg and in hagerstown 46 and everybody on the cool side today, but again, we haven't seen any real cold air. we are going to start to see that as we move on through the next few days. no rain too talk about and the cloud cover has stuck around across the region and you can see the clearing just back to the west and i want to show you the picture and look at the lake-effect snow going on and we have the cold air filtering in and it is going to be a cold night overnight tonight. what to expect in the new year. the cold is here and starting

off on a cold one for sure and the arctic air moves on next week and yes, snow is coming. i do think we'll have a much better chance for snow and most likely starting in the next two weeks and obviously the storm team 4 prediction has snow in the month of february for sure and early march, as well. >> tomorrow morning, temperatures in the 20s and 28 leesburg and 34 in d.c., and this is cold and we're still five degrees above average. we have not seen temperatures close to this over the last one to two weeks and it will be a fairly chilly start and fairly chilly afternoon and 39 hagers town and 40 degrees gaithersburg and plenty of sunshine. yes, tomorrow we will see the sunshine making its way out across our region and the next couple of days. those highs stay on the warm side on sunday and the high temperature of 48 and look what happens here. here comes the real arctic air, monday, tuesday high temperatures only in the 30s and a high of 34 on tuesday and 39 on wednesday and the coldest stretch that we've seen all season long and how about

monday? the wind really picks up. look at the windchill between 20 and 25 degrees around noon. we are in for some real cold weather. we'll talk much more about this coming up in the next hour at 5:00. >> was it really just 70 degrees a week ago? hard to believe. hawaii made history when it became the first state to ban cigarettes and electronic smoking devices for anyone under the age of 21. they can't buy or possess it, but honolulu police say they'll wait until april to start enforcing the new rules. for now they want to focus on educating the public. >> officers will have the discretion of determining whether they want to make an enforcement or an education incident. >> reporter: critics say young smokers will easily navigate around this new law and just get what they want online. and for a lot of people on this new year they want to quit cigarettes. that is a big one. nbc's erica edwards shows us one man who says it is possible and

let this tradition on two wheels inspire you. about 300 bicyclists kicked off the new year with their annual ride around haynes point in d.c. right around the potomac. different bike teams join in the event every january 1st and say the weather is on their side this year. >> it's a little chilly, but usually on january 1st it's very cold like low 30s or 20s. we had to come out today because we have 40s. in comparison, that's pretty good. >> reporter: the loop around haynes point is actually about three miles long. you may have to adjust your exercise routine along d.c.'s most popular path, starting today the smithsonian national zoo is shortening the hours. the gates will open two hours later than they useded to at 8:00 in the morning and they'll now close at 5:00 in the winter months and at 7:00 p.m. in the summer. that means a lot of walkers and runners who normally go through the zoo will have to adjust to the new schedule.

i'll have to wait a little, but it's really worth it in that it's great to walk and today i saw two pandas, two lions so it's a great spot to exercise. >> the zoo says the changes are for security reasons to limit foot and vehicle traffic during the darker morning and evening

breaking news. >> a morning jog on new year's day ends with a death investigation. good evening. i'm wendy rieger. >> i'm jim vance. a woman's body was found on a northwest branch trail in chillum, maryland. a jogger spotted the victim just after 7:00 this morning. our darcy spencer is on the scene now with more. darcy? >> reporter: jim, i'm told that this victim suffered a horribly violent death in the woods right behind me. let me show you where this investigation is happening. you see the two police cars there locking the entrance to the path. i'm told her body was found down the path right there in the wooded area. if we pan over we can show you this is how close this was to rosa parks elementary school off of eger road in prince george's county. investigators believe this woman was in her 20s. she was found with trauma to her upper body. police are waiting for the medical examiner to determine when, exactly she died, but they believe it likely happened some time last night or early this
