flames with some of the first responding firefighters still inside. it happened on dellafield place northwest between 14th and 16 streets. news4's jackie bensen is there now. jackie? >> reporter: neighbors smelled the smoke and heard the sirens and ran to help. here is how one man described it. >> the fire spread so quickly when they were inside the house that all of us out here immediately got worried that they were all inside the house. because we saw their flashlights upstairs, and then the fire started on first floor. it looked for a minute that they were trapped. >> reporter: the fire spread quickly through the century old wood frame home in on delafield northwest. there were intense moments when the fire surged and the order was for firefighters to evacuate immediately. >> just went to a two-alarm fire. we had some accountability with a we were unable to keep track of a couple of frefighters for a few minutes. brought everybody out. got control of that situation. and and there were no injuries.

by firefighters or civilians. >> d.c. mayor muriel bowser quickly came to the scene and spoke to the family, now displaced from their home. >> everybody is safe, and they are in good spirits. they're at a neighbor's house. they're working with my team and the councilmembers' team and the red cross will be on their way to make sure they're safe tonight until they can get situated. >> reporter: investigators are trying to figure out how the fire started. live in northwest, jackie bensen, news4. >> jackie, thank you. we're dealing with some of the coldest air we've had in many months. it already feels like single digits for many of us. local counties have opened up shelters, declaring hypothermia alerts. and if you thought it was cold tonight, well, you should know it's going to drop even lower to start your day tomorrow. >> and that wind is whipping out there to get us ready for that rude awakening. doug is tracking it all. oh, doug. >> it is that wind that bites right through you.

without the wind it's cold. but with the wind it's brutal and frigid across our region. look at the wind gusts currently. out at the airport our winds gusting 29 miles per hour. 26 in baltimore. winds gusting up to 25 miles per hour in fredericksburg and near 30 towards pawtuxent river. some areas already in the teens. and look at these windchills. down to 10 in d.c. 7 down towards camp springs. 6 in martinsburg. the current temperature at hagerstown at 2 degrees. we could be colder tomorrow morning. i'll update you on that in a second. tonight's headlines, the coldest air yet, it's coming in overnight. not cold for long, though. we'll talk about things as they start to warm towards the end of the week that also includes some rain chances. i'll show you when that moves in as well in my full forecast. >> all right, doug, thank you. k street near the georgetown waterfront is just getting reopened after a barricade situation lasted for more than seven hours. the man who was holed up inside

an office building just surrendered peacefully. shomari stone is live on k street with more on what started all. this shomari? >> reporter: the good thing, you mentioned it ended peacefully. this had a big effect on drivers who were trying to get home during the evening rush hour. it affected businesses, restaurant, even the ice skating rink right over there at the georgetown waterfront. d.c. police tell me that the man surrendered around an hour ago after seven hours of negotiation. this all started around 3:00 this evening when the man barricaded himself inside an office building. investigators say he was having a crisis. but didn't tell fuss he had a weapon. but police did close nearby streets following standard procedures with barricaded subjects, as they say. now the good news is that, again, this ended peacefully. police did not release the man's name. they tell us he will not face any criminal charges. right now he sundays going a mental evaluation. as for k street, from the 2900 block to wisconsin avenue

northwest, it is open, and it will not affect your morning commute tomorrow. live here in northwest d.c. at the georgetown waterfront, i'm shomari stone, news4. >> thanks. new information tonight about a man who barricaded himself inside a d.c. home last night. 63-year-old allen johnson still behind bars tonight, facing assault charges. police tell us he threatened his wife and brother-in-law with two guns at a home on 32nd street here last night. he was apparently upset about the care of his mother. court document says johnson left, went to another home on winedale street in the chevy chase area. he eventually surrendered to police after an hour-long standoff. johnson makes his first court appearance on thursday. new tonight, we're working to learn more about a deadly crash on i-95 in the springfield area. this happened about 8:30 in the southbound lanes near exit 169. state police say one person was hit by a vehicle. we still don't know why that

person was outside their own car, or if there were any other injuries. tonight some very powerful republicans are threatening to block president obama's executive orders on guns. the head of a subcommittee that controls the justice department's purse strings wrote attorney general loretta lynch and promised if the president tries to create new restrictions on constitutional rights, they will restrict doj's access to federal funds. so tomorrow the president is going to bypass congress and announce some new provisions, the first of which would expand who is considered a gun dealer. right now a lot of them only sell online or at gun shows. but if they take credit cards, rent tables at gun shows, things like that, the dealers would have to get licensed by the atf and conduct background checks on their buyers. the president will also direct the social security administration to disclose

officially first new mayor in more than a decade. allison silberberg took the oath of office today. she beat incumbent bill euille in the november election. he had served as mayor since 2003. silberberg recently served as vice mayor and also on the city council. she pledged to continue her monthly coffee visits with city residents. she calls it mayor on your corner. virginia governor terry mcauliffe is starting the new year down in cuba. he met with business leaders in hopes of opening up new trade opportunities to benefit the state's economy. the governor says it's important to build on the restored relations between cuba and the u.s. >> you know, we have turned a new chapter, and we want to make sure that virginia is here building on the relationships we've had in the past. but most importantly, taking to it the next level. >> mcauliffe also announced a new educational exchange between virginia commonwealth university and the university of havana. a vertebrae in his neck was broken. now the medical examiner has

ruled the death of a medstar washington hospital patient a homicide. in november james mcbride got into a struggle with security guards after he left the hospital without being discharged. the 74-year-old suffered blunt force trauma to his neck and later died. no charges have been filed yet. but the security officers lost their jobs, and the hospital released a statement that says in part, we conducted a series of we have enhanced communications and training with all care teams and security officers. new at 11:00 tonight, metro transit police are releasing new pictures of some persons of interest in an assault on a metro train during the height of rush hour. take a look. the attack happened two weeks ago on a red line train near the naoma gallaudet station. police believe it was part of an attempted robbery. police are hoping someone saw

these people synth since it happened at a busy time. call police if you recognize any of them. the d.c. council could vote on part of mayor bows area's response to reduce crime as soon as tomorrow. mayor bowser visited the crime lab, criticizing the council for not acting fast enough on a bill she introduced last september. but some members of the council say tonight she hasn't provided enough data to prove her bill would work. >> as far as i know, any robust discussion among the council following the september hearing. and we're in january. >> i'm not going to engage in finger-pointing. i'm going to continue to work hard. >> tomorrow the council could pass legislation that would give small business owners grants to install security cameras. but a vote on the rest of the bill, which includes money for adding police officers won't happen until later this month. a fight between the church of scientology and the frederick county council is now in the hands of a judge. the church wants to build a new

drug rehab facility at trout run. it bought the land for $5 million, but this past summer, the council voted against rezoning the area as historic, something needed to move forward with the project. the church sued for discrimination. the judge's decision is expected in the next 30 days. next at 11:00, banned on campus. american university telling students tonight what they can't use to get to class, effective immediately. more than 60 dogs rescued from a single maryland home. tonight the incident neighbors say should have saved those animals months ago. and sending a message. tonight police talked directly to the group behind that standoff at an oregon wildlife refuge. >> it's time for you to leave our community. i'm melissa mollet with your first 4 traffic tonight. in fairfax, hunter mill road at ♪

developing tonight, the sheriff of a rural oregon town says it's time for an armed militia to leave. but that group says it's prepared to stay put for months, even longer. the so-called citizens for constitutional freedom took over a wildlife refuge near burns, oregon on saturday. and their presence has forced local schools to close for the week. the group says tonight it wants local control of the federal land, and for two local ranchers who reported to jail today for setting fire to federal land to be released. >> they're coming down into the states and taking over the land and the resources. putting the people into duress.

putting the people into poverty. and putting entire counties and entire states into undue obedience. >> the fbi says tonight it's working toward a peaceful resolution to the standoff. there is a big new twist in this video of a pit bull protecting its injured owner at the scene of a fire in landover hills. she now faces felony arson charges. april newell is accused of setting her son's clothes on fire inside the bedroom in the house after an argument. according to court documents, that fire was put out before it could spread. fire officials made the discovery as they investigated a fire that happened the following day. still no word on what caused that second fire. a maryland woman is going through rabies treatment after getting bitten by a dog at a pet adoption event in potomac. that bite investigation led to a raid at this house on glen mill road in rockville last week.

66 dogs were seized in the raid at this house. a neighbor told us six months ago that he reported the home to animal control after he saw 15 to 20 dogs escaping from the house. today alicia kleinman told us there is a silver lining from her bite. >> i had to endure a dog bite. but at least it led to, you know, the animal control, they're aware of what is clearly not a normal living situation for animals. >> investigators are still trying to figure out if the dog that bit kleinman was one of those rescued in rockville. annie's orphans hosted the pet adoption event. they told us it was not one of their organization's dog. you can add american university to the list of local schools banning the hoverboards from campus. a letter went out today to students, saying the temporary ban was going into effect immediately. george washington and loyola university have similar bans. george mason banned hoverboards

than this. so i really want you to make sure you bundle up tomorrow morning. you're going to need it. no rain, no snow to talk about. because it would be snow. and we did see a little snow coming through a little earlier. you can see that northerly component here making its way in from canada, bringing in that very cold air. and bringing in a little snow. herndon, ruston, over towards the winchester and towards fauquier county. reporting a little light snow today. didn't amount to much. but it was snow. tomorrow morning cold, blustery and cold. breezy early. that's why i think we'll see windchills below or near 10 degrees all morning long. right on through 8:00, 9:00 tomorrow morning. whether it's getting to the bus or driving your car in, you may need to turn that car on before you get out, or before you get in that car, turn it on, let it warm up just a little bit. 12:00 a morning low temperature. this is not the windchill. this is the actual lows tomorrow morning. 13 gaithersburg. 20 in d.c. 15 in fredericksburg. somebody asked me a little earlier. are we near records?

no. not even close. the record is 3 below. we've got a long way to go. but still the coldest air we've seen so far this season. how about high temperatures tomorrow? 33 in gaithersburg. 37 some will have a hard time reaching freezing with plenty of sunshine. we're going to see the breeze through the midday hour. that's why we think the impact is going to be on the moderate side. tomorrow moderate impact, breezy and cold. bundle up. she has the right idea. what do you need tomorrow? heavy coat, scarf, the only thing you won't need umbrella. everything else you're pulling out of the closet maybe for the first time. 41 on wednesday for the first time. 46 on thursday. so you see the temperatures start to moderate fairly quickly. a chance of shower on saturday. you may need the umbrella then. but you will need the umbrella on sunday. sunday could be a rainy day. obviously the redskins play. but we will be down at the expo on sunday morning. so come on down and see us. temperatures in the 50s, but rainy. come see us. >> you can get to the expo and
