and out of town. so cold i can't even talk. >> thank you, melissa. 4:33 now. we're working to find out more about a deadly crash on i-95 in virginia. it happened around 8:30 last night in the southbound lanes near exit 169 in the springfield area. state police say one person was hit by a vehicle. we still don't know why that person was outside of their own car or whether there were any injuries. there is new emergency effort to boost safety in the district. news 4's tom sherwood says the d.c. council weighs legislation to fund security cameras for private businesses. mayor muriel bowser criticizing the council for not acting fast enough on a bill that she introduced last september. some council members argue she hasn't given them enough proof her bill will work. >> i'm not going to engage in finger pointing. i'm going to continue to work hard. >> if it passes, the plan would give small business owners grants to install security cameras. a vote on the rest of the bill, which includes money for adding

police officers, won't happen until later this month. an update on a controversial plan in d.c.'s glover park neighborhood. some have been fighting to keep a moratorium on liquor licenses in place. a group of neighbors is rallying to keep a recently reopened nightclub from selling liquor and building private adult entertainment rooms. a man who barricaded himself inside an office building in georgetown will now undergo a mental evaluation. k street near the water front is open this morning after a barricade situation lasted more than seven hours. police say the man was going through a crisis. they didn't say if he was carrying a weapon. eventually he surrendered. some new details this morning about another barricade, this time at a home in chevy chase. alan johnson is in custody facing assault charges. d.c. police say he threatened his wife and brother-in-law with two guns at a home on 32nd street. he was apparently upset about the care of his mother. johnson barricaded himself inside that home sunday night. he surrendered to police after

an hour long standoff. johnson will appear in court on thursday. now to that developing story in oregon where a group of protesters is occupying a federal building. the armed group is holed up in the mall here at national wildlife refuge in princeton, oregon. the group's leader ammon bundy says they won't leave until the government meets their demands and that means freeing a father and son in federal prison for lighting fires on federal land. they want the government to give up control of the national wildlife refuge. local sheriff told the group to leave. the fbi says it wants a peaceful end to the standoff. now to decision 2016. four weeks until the opening of the 2016 primary season. today people in iowa and new hampshire will start to see some new political ads. >> donald trump calls it radical islamic terrorism. that's why he's calling for a temporary shutdown of muslims entering the united states.

>> republican candidate donald trump's ad that was released yesterday will begin airing in key states today. trump plans to ramp up spending to about $2 million per week ahead of the iowa caucuses. coming up, tracie potts will have more on the foreign border that appears in the commercial. today, virginia governor terry mcauliffe is expect fod sign a trade agreement between the port of virginia and cuba's port. the governor is in cuba now expanding relations between the state and the island nation. he says opening up new trade opportunities will benefit the state's economy. yesterday mcauliffe announced a new educational exchange between virginia commonwealth university and the university of havana. 4:36. the new acting education secretary is visiting a montgomery county public school today. john king will stop by joanne leleck elementary and tour classes and read with students. this is king's first school visit since taking on his new role. he was most recently new york state education commissioner.

we have got some dramatic video out of china. this after a deadly bus fire which we just learned is believed to be arson. take a look at this. it is a fireball. wow. and we also just learned the death count just went up, 17 people are dead, dozens more injured, police saying they are now looking for a 33-year-old man in connection with that attack. also hearing that this has happened often around the area of beijing and they blame mentally unstable people or those with a personal vendetta. more as we get it. aaron? >> angie, thank you. 4:40 now. metro transit police need your help identifying several persons of interest in an assault. want to show you some pictures here. the agency sent us there are six

and aired on an italian network. now, asked about it, they asked the trump campaign why that video was used, if they were aware. in a statement, they said they were 1,000% aware and the point was to show americans what would happen if our border is not closed. this ad is part of donald trump's effort to get more support leading up to new hampshire. he's also attacking hillary clinton and now bill clinton on the campaign trail for his wife, for first time, solo. his focus is new hampshire. he was at a manchester restaurant over the weekend. and it looked like the clinton campaign, both the former president, and former secretary of state, and everyone else had made a deliberate decision not to reply to attacks by donald trump. >> tracie potts live on capitol hill for us, thank you. as for the other candidates, jeb bush will spend the day in new hampshire meeting with a small town chamber of commerce.

marco rubio will be in iowa holding a town hall. and the other gop candidates at a new hampshire forum on addiction. 4:47 your time now. a deadly confrontation between a patient and a security guard at medstar washington hospital center now considered a homicide. a medical examiner says security guards killed 74-year-old james mcbride when he left the hospital last september. medstar had not discharged him at the time. the officers lost their jobs but no charges filed. the hospital released a statement that says in part, we conducted a series of analyses to gain a complete understanding of the situation. and as a result, we have integrated several new initiatives including enhanced communication and training with all care teams and security officers. a dog bite in potomac leads police to several cases of animal abuse. news 4 learned montgomery county police rescued 66 dogs from a house in rockville on new year's day. police say they found several cases of animal cruelty as well as county code violations.

they raided the house after a woman was bitten at a potomac adoption event. >> a dog bite, but at least it led to, you know, the animal control being made aware. >> she told us she's being treated for rabies now. the organization that hosted the event where she was bitten says the dog was not one of theirs. a fight between the church of scientology and the frederick county council is now in the hands of a maryland judge. the church wants to use trout run as a drug rehabilitation facility. the county voted against rezoning the area as historic, something needed for the project to move forward. the church sued for discrimination. the judge's decision is expected in the next 30 days. this morning for the first time we are hearing 911 calls when more than 100 motorcyclists took over the beltway. this happened two days after christmas. at least 100 motorcycles and atv riders hit parts of the inner loop bringing traffic to a stand

change the lights so they can keep moving. a trolley station under dupont circle will be open to the public for first time in two decades. the nonprofit arts organization who takes up part of that space is lacking for artists to do something creative with hundreds of thousands of plastic balls. you can be part of project reball, a design competition that will feature the balls in the newly opened station. you can head to the nbc washington app and we'll add all the information you need to know about this competition there. the station is going to open in april. if i'm not mistaken, are these balls at the building museum. >> looks like a beach, remember, you went in there and it was like sand and -- >> i was going to say no way did he go in. >> lots of kids went in, though. kids of all ages are saying to themselves, what happened to summer and winter.

expected to be deported from mexico in the next two weeks. he was arrested there along with his mother last week. coming up in our next hour, we'll hear from his attorney on why he deserves some compassion, he says. today a top fifa official will find out whether he will be punished more for alleged corruption. we're talking about secretary-general jerome baalke. the frenchman was banned from all soccer activity for 90 days. he was implicated in a scheme to profit from the sale of world cup tickets. but denied the allegations. it was a month ago that this video first went viral. a pit bull protecting its owner after she was hurt in a fire. now, though, a twist in that story. the woman in the video is now charged with setting an earlier fire in the same house. she is 34-year-old april newell. neighbors say this is a complete shock. >> about 8, 9 years or so and good people, you know. just doesn't make sense right

now. >> the fire that newell is charged with setting was not reported. fire marshals found evidence of the fire during the investigation into this fire where the pit bull was found. you can have your say on a controversial plan to raise traffic fines in d.c. the penalties for 20 traffic offenses will increase under this proposal, some significantly. one example, drivers caught going 25 miles per hour over the speed limit could be fined $1,000. this is part of the mayor's initiative to eliminate traffic related deaths. critics believe it is about generating revenue. a public hearing will be held at the wilson building on friday. parents entering their child into the district school lottery can expect changes this year. our news partner wtop reports that pre-k students who applied to their in boundary school are guaranteed a spot. also new this year, more options for older students including the empowering male high school, roosevelt high school also offering a spanish dual language program, and parents of all
