to figure out how another died after discovering a body in a park out in green belt. an officer patrolling this area of schrom hill park discovered that body in a car. before that he came across that stumbling man who police say may have been on drugs. that man apparently telling the officer he was robbed. we know that person is in the hospital being treated now. we are working to get the latest on the investigation into the death. stay with news 4. aaron? >> angie, thank you. 5:02. we're following a developing story in prince george's county. a man was shot inside a car on hobble bush court in glen arden late last night. we're working to get an update on his condition this morning. you see several windows on the car blown out. as soon as we get more details from police, we'll have them here and on the nbc washington app. also this morning, working to find out more about a deadly crash on i-95 in virginia. this happened about 8:30 last night. this was in the southbound lanes near exit 169 in the springfield area. virginia state police say one person was hit by a car there.

no word on why that person was outside of their vehicle. it is 5:03, president obama plans to announce new rules about gun control reform today. including a new definition for who is considered a gun dealer. many sell online or at gun shows and now dealers who accept credit cards or rent a table at a gun show will have to start conducting background checks. we'll also need to get a license from the atf. the president also wants the social security administration to disclose which beneficiaries cannot own a gun, for example, if someone has a documented mental health issue, their record will be looped into the background check system. he's also asking congress for the money to hire 200 new atf investigators to better enforce existing gun laws and these new provisions. now, some republicans are calling these new rules illegal. house speaker paul ryan says president obama is subverting congress. you can watch the president's remarks live right here on news 4 midday at 11:40 and stream the

address on your tablet or smartphone with the nbc washington app. anxiety building as investors wait to see how u.s. markets are going to open. now, a good sign so far this morning, chinese stocks here bouncing back a little after a real grim opening day. we know that stocks plummeted nearly 7% yesterday, causing china to halt trading. this did have a global impact on european and u.s. markets opening weak. the dow closed down triple digits, posting the worst opening day in eight years. that's the latest from the live desk. 5:04. a preliminary hearing today for the man accused of hitting seven people with his car in d.c. this happened early new year's day near farragut square. lloyd is accused of dui and leaving the scene. he's being held without bond. one of the women caught groping and twerking on a man in northeast d.c., we'll find out

her punishment today. marjorie charles from orlando pleaded guilty last month to this incident at a gas station. she'll be sentenced on sex abuse charges today. 22-year-old ayanna marie knight from las vegas also faces charges. well, muriel bowser yesterday went on a tour to promote her new crime bill. today, it moves here to the wilson building. some of the highlights of the bill would be tougher penalties for repeat violent offenders. other things would be like a jail to work program for prisoners, people in jail for nonviolent offenses would get more credit for participating in jail to work programs and it would be incentive for small businesses who install security systems in those businesses. well, the council has said that is grandstanding, the council chair on the judiciary said it was grandstanding and that the mayor hasn't given enough details or substantive issues to

deal with this. to date, that front moves to the judiciary. it will be a hearing on the incentive program for those crime systems. for those security systems in buildings. it means how much it is going to cost to pay for that. and that will be taking place later on today. and some of the other aspects of that bill will be dealt with later. we're live outside the wilson building, derrick ward, back to you. people in glover park neighborhood are fighting to keep a moratorium on liquor licenses in place. they're debating whether to continue that cap. a group of neighbors is pushing to keep a recently reopened nightclub from selling liquor and building private adult entertainment rooms. you may want to warm up your car before you leave this morning. pretty and clear, but downright cold. chuck bell will let us know what it will feel like when you leave for work at 5:11. trying to sort out what is going on in south carolina now. this is where an officer accused of killing an unarmed black man

5:10 now. conflicting reports about a police officer charged with murder. records from the jail in charleston, south carolina, say michael pfleger was released. however, deputies say he's still in custody now. slager shot a man running away from him last april. you may remember this incident was reported by a cell phone. add american university to the list of local schools banning hoverboards from campus. a letter went out to students saying a temporary ban was going into effect immediately. george washington university and loyola university have similar bans. george mason banned hoverboards from resident halls, but not campus wide. the consumer products safety commission is investigating at least 28 hoverboard fires in 19

militia group is occupying a federal building. the group is holed up in the national wildlife refuge in princeton, oregon. the refuge is under the control of armed protesters. they say they're not leaving until demands are met, including freeing a father and son in federal prison for leicighting fires on federal land. >> our purpose as we have shown is to restore and defend the constitution. >> the local sheriff told the group to leave. the fbi says it wants a peaceful end to the standoff. new details this morning about a barricade situation in chevy chase on sunday. alan johnson is in custody facing assault charges. d.c. police say he threatened his wife and brother-in-law with two guns at a home on 32nd street. he was apparently upset about the care of his mother. johnson will appear in court on

thursday. second barricade situation, this time in georgetown, a man who barricaded himself inside an office building will now undergo a mental evaluation. k street near the water front there was shut down for several hours. police say the man was going through a crisis. he surrendered peacefully after several hours. news 4 your health now, taking aspirin may lower your chances of dieing from prostate cancer. researchers in boston say those who took more than three tablets a week were about 24% less likely to die from the disease. cancer experts say aspirin may help prevent prostate cancer from spreading as well. now harder to find out where your packaged red meat came from. last month congress repealed a law to require stores to include the country of origin on label. the world trade organization decided last year that the labeling disadvantaged canadian and mexican livestock. there is a new app out there that claims it knows what your newborn wants.

delays coming up in a couple of minutes. 5:24 now. frantic moments for d.c. firefighters when flames surged inside a home, trapping some of those firefighters. this happened on delafield place northwest between 14th and 16th streets. when firefighters got to the home, it was fully in flames. as they worked upstairs, the fire surged downstairs. the chief says they actually lost contact with a few men for a couple of minutes. >> the fire spread so quickly when they were inside the house that all of us out here immediately got worried that they were all inside the house, because we saw their flashlights upstairs. >> now all the firefighters made it out safely. the red cross now help the displaced family. we are learning new information about a plane crash in anchorage, alaska. according to civil air patrol, the pilot used the aircraft without making requests to fly. he crashed the plane into multiple office buildings in anchorage one week ago. most of the businesses hadn't opened yet and the pilot was the

only person who died. a south korean plane took off and flew with its front door still slightly open. take a look at that. the passenger took this video and you see the gap between the door and the door frame. yikes. the pilots turned around about 30 minutes into the flight and the passengers complained of headaches and ear pain because of the lack of pressure. no one lost consciousness or was seriously hurt. virginia governor terry mcauliffe is expected to sign a trade agreement between the port of virginia and cuba's port. the governor is in cuba now expanding relations between the commonwealth and the island nation. he says opening up new trade opportunities will benefit the state'scauliffe announced a new educational exchange. 5:25. montgomery county public school is getting a visit from the new acting education secretary today. john king is stopping by joanne leleck elementary. he'll tour classes and read with

students. this is king's first school visit since taking on his new role. he was most recently new york state education commissioner. in just a few hours inoveria is celebrating the new women's hospital in fairfax county. hospital officials are having a ribbon cutting for the new building at 11:00 this morning. the facility on gallos road has a new labor and delivery room, testing centers and neonatal intensive care unit. it is expected to fully open later this month. if you haven't heard it yet it cold outside. a lot of places in the single digits this morning, most places. chuck says it should warm up by the weekend. he has that in four things to know about the forecast at 5:31. timing is everything. and now even more true if you drive through the district. the changes recently made to traffic lights that you might notice on your drive into work today. and everything happens for a reason. that's exactly what one woman says is behind a recent dog bite, how she says it eventually

pants on fire, a deliberate untruth. and the trump campaign says it is 1,000% deliberate. the video of the people pouring over the border, turns out that's not the mexico border at all, it is the moroccan border between africa and spain. and the european union. they said they wanted to show that this is the same type of thing that could happen, but it wasn't made clear in the ad. so that is becoming an issue this morning. donald trump trying to gain support in new hampshire, as our other candidates like hillary clinton, she pulled out her not so secret weapon, bill clinton, out there on his own now, campaigning on her behalf. and some back and forth with attacks on donald trump, looks like the campaign has decided to ignore trump, not to respond. >> tracie potts live on capitol hill for us.

thank you. for the other candidates, jeb bush will spend the day in new hampshire, meeting with the small town chamber of commerce. marco rubio will be in iowa holding a town hall as well. the other gop candidates will be at a new hampshire forum on addiction. 5:33 now. d.c.'s medical examiner says a deadly confrontation at medstar washington hospital center was a homicide. james mcbride died in a confrontation with security officers last september. he had left the hospital without being discharged. the officers lost their jobs but no charges were filed. the hospital released a statement that says in part, we conducted a series of analyses to gain a complete understanding of the situation and as a result we have integrated several new initiatives including enhanced communications and training with all care teams and security officers. a maryland woman is going through rabies treatment right now. she was bitten at an adoption event that led police to seize 66 dogs. montgomery county police rescued

the dogs from a house in rockville after an investigation into that initial dog bite. they say they found several cases of animal cruelty. the woman told us she's glad something positive happened. >> all of these dogs were in the county but no one knew about. the fact that any of them could have a better life or be adopted or saved. >> the organization says the dog was not one of theirs. police are looking into whether it was one of those they rescued. a fight between the church of scientology and the frederick county council is now in the hands of a maryland judge. the church wants to use trout run as a drug rehabilitation facility. the county voted against rezoning the area as historic, something needed for the project to move forward. the church sued for discrimination. the judge's decision is expected in the next 30 days. this morning, for first time, we're hearing 911 calls when more than 100 motorcyclists took over the beltway. this happened two days after

christmas. at least 100 motorcycle and atv rider hit parts of the inner loop in prince george's county. they brought traffic to a stand still. >> about 30 atvs, motorbikes on the highway blocking traffic, doing tricks on the highway. >> there is 20 or 30 of them, weaving in and out of traffic, extremely aggressive, and actually scary. >> maryland state police say they have seen the video, but no arrests have been made. it is one of the most frustrating things nearly all of us deal with, so tough to get stuck on the red lights in your commute, if you're in a rush. some traffic signals have been retimed as part of a project. it is difficult art form to manage the traffic and the pedestrians and cyclists across the city. some signals haven't been retime in 30 years. >> they have a lot of work to do. the lights aren't -- they don't match at all. >> adding to the problem, d.c.

roads can't be widened anymore. there are nearly -- there are more than 1600 traffic signals in d.c. 200 signals will have new technology that allows buses to change the light so they can keep moving. >> after more than two decades, the trolley station beneath dupont circle will be open to the public again in april. the arts organization that took -- that took up part of that space is looking for budding artists to do something creative with hundreds of thousands of plastic balls. a project called reball. it is a design competition that will feature the balls in the newly opened space. you can go to the nbc washington app. we'll add all of the information you need to know about that competition. you'll be hearing a lot about our nbc 4 health and fitness expo this week. this is our 23rd year of holding the event. there will be all kinds of free health screenings, wellness information, new activities as well. wegman's is sponsering a healthy kids pavilion with healthy snacking tips and some fun games. and barnes & noble is helping us

right now, police in china are looking for a man in connection with an arson attack on a bus. 17 people are dead and more than 30 were injured in the fire on tuesday. take a look at the flames coming out of the bus now. police say a 33-year-old man is wanted in connection with this arson. there have been several bus fires in the same area in recent years. they have been blamed on people who were mentally unstable. metro transit police here in

d.c. need your help identifying several persons of interest in an assault case. these are some photos the agency sent us, there are six people police would like to speak to. the attack happened two weeks ago on a red line train near the noma gallaudet station. police think this is part of an attempted robbery. the assault happened at the height of rush hour. breaking news now on the rails. a couple of different problems. first of all, marc brunswick, a frozen switch this morning, this cold weather playing a big part into the morning commute on the rails. blue and yellow line delays, should take an hour to get out of the way. single-tracking between national airport and pentagon city because of a problem there. red line delays shady grove because of a switch problem as well at glenmont. we have one other issue we have been talking about this morning, inbound new york avenue at south dakota, disabled vehicle blocking lanes and 295 south at eastern avenue, left side blocked as well. >> no one is appreciating the

we'll get an update on a controversial plan in glover park neighborhood. some have been fighting to keep a moratorium on liquor licenses in place. a group of neighbors is rallying to keep a recently reopened nightclub from selling liquor and building private adult entertainment rooms. lawmakers in florida are outraged over a backlog of untested rape kits. a new report reveals there are 13,000 kits that should have been tested by now and have not been. there are two plans on the table to correct the problem. both call for spending millions of dollars to outsource the testing. some argue outsourcing could compromise the results. a new documentary on netflix is quickly becoming a national obsession. making a murderer is a ten part series that follow the case of steven avery. a wisconsin man acquitted of a crime after spending 18 years behind bars. but just two years after his release he was charged with the murder of a young woman. avery and his nephew were convicted of the crimes and sentenced to life in prison.
