that the commuters are dealing with. chuck bell with the cold you'll see over the next 24 hours. good morning, chuck. >> good morning, you guys. we're dealing with the cold this morning and all anyone is asking me on twitter is when does it go away. the next big change when we bring in the warm air and then the moisture. so as we get towards the weekend, temperatures noticeably milder. and for snow lover like me, the the cold is gone before the moisture gets here. the next big change arrives during the day on friday as the cold air really lifts out and the moisture and the mild air moves in. in the meantime, we have to deal with what we have in front of us. temperatures in the midteens around the metro area. but you factor in the windchills, current windchills just barely above zero across the region. 5 in manassas and 1 downtown. the next 24 hours cold, 18 this morning. 25 at 7:00 tonight and down near 20 degrees by tomorrow morning. it is a cold one for sure. molette green is out in it. let's hear more from her.

good morning, molette. >> reporter: good morning, yeah. i'm here at this commuter lot here in woodbridge off old bridge road. we saw a whole lot of folks rush on to two omni ride commuter buses going into d.c., one to the pentagon, the other to the state department. they were in a hurry to get out of this dangerously cold weather. we're dressing in layers on a morning like this is a must. and there is also great concern for those who are without shelter in these kinds of conditions all around the region. local hypothermia plans activated and to offer some shelter, iing centers and emergency housing to those in need. if you see someone at risk, call 311. that will activate someone to go to those in need in d.c., prince george's, and montgomery counties. that's the latest live from this lot where people are sitting in their cars, waiting on the buses

dealer. now, many dealers sell online or gun shows and are not required to -- they don't require background checks. anybody who accepts a credit card for a gun sale or rents a table at a gun show will have to be licensed by the atf. that means they have to start conducting background check as well. president obama wants the social security administration to disclose which beneficiaries are not allowed to own a gun. if someone has a documented mental health issue, for example, their record will be included in the background checks system at this point. the president is also asking congress for money to hire 200 new atf investigators. he says they'll be able to enforce existing gun laws and the new provisions as well. now, of course, some republicans are calling the new rules illegal. if the new rules go through, one threatened to restrict the justice department's access to federal money. the new rules could have a big impact in virginia where gun sales are on the rise. according to the richmond times

dispatch, sales spiked 9.5% after the shootings in san bernardino last month. the report said there were 70,000 gun transacts in december. second only to gun sales in 2012. after the shooting at sandy hook elementary. the professor at -- said the gun sale could be boosting the numbers. watch the presidential address at 11:40 and we'll stream it on your smartphone with the nbc washington app. green belt police say an officer found a man's body at schrom hill park last night. it is not clear how the man died. police are working to identify him. in a few hours, a woman nation sex abuse charges for twerki twerking and groping a man will be charged. this happened at a gas station in northeast washington last

year. charles is from orlando, pleaded guilty and will be sentenced today. 22-year-old ajana marie knight from las vegas also faces charges. tense moments for d.c. firefighters when a house fire surges while they were inside. this happened on delafield place northwest between 14th and 16th streets when firefighters arrived at the home it was fully engulfed in flames. as they worked upstairs, a fire surged downstairs. a chief says they lost contact with a few men for a couple of minutes. all the firefighters made it out safely, the red cross is now helping the home owners. today, virginia governor terry mcauliffe is expected to sign a trade agreement between the port of virginia and cuba's port. the governor is in cuba expanding relations between the commonwealth and the island nation. he says opening up new trade opportunities will benefit the state's economy. yesterday mcauliffe announced a new educational exchange between virginia commonwealth university and the university of havana. 6:06. today you can watch as

conflicting reports about a police officer charged with murder, records from jail in

charleston, south carolina, said michael slager was released on a $500,000 bail yesterday. however, deputies say he's still in custody right now. slager shot a man who was running away from him last april. you may remember the incident was recorded on cell phone. police in virginia say one person is dead after being hit by a car on i-95. this happened about 8:30 last night in the southbound lanes near exit 169 in the springfield area. we still don't know why that person was outside their car. the new acting education secretary is visiting a montgomery county public school today. john king will stop at joanne leleck elementary. he'll tour classes and lead reade with student read with students. he was most recently new york state commissioner. minus 20. that's right. 20 degrees, colder now than the same time yesterday morning.

welcome back at 6:15. now to a developing story in oregon where the fight over federal land is entering the fourth straight day. a group of armed protesters have control of the national wildlife refuge in princeton, oregon. they say they're not leaving until the government gives up control of the refuge. >> our purpose as we have shown is to restore and defend the constitution. >> the group also wants a father and son freed from federal prison for lighting fires on federal land. the local sheriff told the group to leave. the fbi says it wants a peaceful end to the standoff. maryland representative donna edwards says the media treatment of the oregon protesters is a racial double

standard. in a statement edwards says the activists should be called, quote, law breaking militants. she said the white protesters are being judged differently than the black lives matter activists. a man who barricaded himself inside an office building in georgetown will now undergo a mental evaluation. k street near the water front is open this morning after that barricade situation that lasted more than seven hours. d.c. police say the man was going through a crisis. eventually he surrendered. now to another barricade situation. this time a man is facing assault charges. d.c. police say that alan johnson threatened his wife and brother-in-law with two guns at a home on 32nd street. he's apparently upset about the care of his mother. johnson surrendered after barricading himself inside that home sunday night. he will appear in court on thursday. montgomery county police say an animal shelter is caring for 66 dogs. police seized them at a house in

rockville after a woman was bitten at a potomac adoption event. it is in the clear whether that dog was one of the 66 rescued but police say that investigation led them to the house. the woman is undergoing rabies treatment. >> i'm very grateful that it wasn't either one of my children,because i never could have watched them endure the shots. >> the organization that hosted the event where she was bitten says the dog was not one of theirs. a fight between the church of scientology and the frederick county council is now in the hands of a maryland judge. the church wants to use trout run as a drug rehab facility. the church sued for discrimination. the judge's decision is expected in the next 30 days. fan duel and draft kings lining up top maryland lobbyists and attorneys to keep their fantasy sports businesses up and running. the baltimore sun reporting more than 100,000 people in maryland have received letters urging them to show their support. fan duel is concerned that

maryland may join other states and ban the games. nbc's parent company comcast is among the investors of fan duel. you'll soon be able to look inside the trolley station underneath dupont circle. the station will open to the public for the first time in with decades in april. the nonprofit arts organization that took part of the space is looking for artists to do something creative with hundreds of thousands of plastic balls. you can can be part of the project reball. it is a design competition that will feature the balls in the newly opened station. you may remember all the balls from the national building museum exhibit the beach. the balls were donated at the project at the national building museum. you know about our changing minds campaign. we have been working to open up the dialogue on the issues involving mental health here in our region. this weekend's nbc 4 health and fitness expo you'll find a lot of resources to help your loved one. you'll be able to ask questions of experts and our changing minds pavilion and we'll have a few forums focusing on this

blue and yellow line single-tracking there between national airport and pentagon city. red line delays shady grove because of the switch problem there at glenmont. montgomery village avenue at lost knife road in front of the library there, in gaithersburg, a brand-new crash there with police on the scene. right now police in china are looking for a man in connection with an arson attack on a bus. look at the flames. 17 people are dead and more than 30 were injured in the fire on tuesday. police say a 33-year-old man is wanted. there have been several bus fires in the same area in recent years. they have been blamed on people who are mentally unstable. this week marks one year since the deadly shooting in paris at the headquarters of a humor magazine. 12 people were killed in the charlie hebdo shootings last year. today, french president francois hollande visited the magazine's offices and unveiled a plaque with the victims' names. you're looking at video of that moment. tomorrow charlie hebdo will

release a special edition about the shooting. metro transit police asking us to show you these pictures. they say these are persons of interest in an assault. the attack happened about two weeks ago on a red line train near the noma gallaudet station. investigators say the assault happened at the height of rush hour. we are learning more about a deadly confrontation at medstar washington hospital center. d.c.'s medical examiner says this was a case of homicide. 74-year-old james mcbride was trying to leave medstar washington hospital center without being discharged last december. security guards confronted him and tried to take him back in. the medical examiner says mcbride suffered blunt force injury to his neck as well as injuries to an artery and his spinal cord. he later died. american university has banned hoverboards from campus. a letter went out to students saying a temporary ban was going into effect immediately. george washington university and loyola university have similar bans. george mason banned hoverboards

from resident halls but not campus wide. the consumer products safety commission is investigating at least 28 hoverboard fires in 19 states. 6:25. few things are as annoying as getting stuck in an endless number of red lights. traffic here can be frustrating. timing is everything though. 60% of traffic signals have been retime in the district so far as part of a new project. and the officials say it is a difficult art form. some in the district haven't been retimed in 30 years. >> we're not widening our roadways anymore. so, you know, we have little capacity to push them out of traffic that we got. >> there are more than 1600 traffic signals in d.c. 200 signals will have new technology that allows buses to change the lights so they can keep moving. a deadly new year's crash is now the focus of a federal

here ten minutes, it makes you stupid. >> you better get inside. d.c. may muriel bowser is making a big push to boost safety in the district. the d.c. council is weighing a plan to fund security cameras for private businesses. news 4's derrick ward joins us live. >> reporter: it is all about crime in the district. last year take a look at some of the statistics, last year, 160, there were actually this past year, there were 162 murders in the district. 100 for the year before that. the mayor introduced a multifaceted crime plan. one of the things in the crime plan would be incentives for businesses to install security systems. another would be hiring more police. and one of the aspects of that would be making officers who are about to retear a chance to visit the crime lab, the crime services, the crime scene services to not affect their

retirement benefits. now, later today, part of that, that is the incentive for the businesses doing the crimes, security cameras, they have a hearing before the judiciary committee to take that up. that's going to cost some money. there had been some friction between the mayor and some members of the council. the mayor criticizing them saying they haven't done enough to dress this, and some members of the council saying that she would grant that. we're live at news 4, back to you. a preliminary hearing today for the man accused of hitting seven people with his car in d.c. this happened early on new year's day near farragut square. police say malik lloyd was drunk when he jumped a sidewalk and hit a pole last friday. he's accused of dui and leaving the scene and held without bond. 6:34 now. decision 2016. four weeks until the opening of the primary season. today, people living in iowa and

new hampshire will have a new political ad to watch. >> donald trump calls it radical islamic terrorism. that's why he's calling for a temporary shutdown of muslims entering the united states. >> republican candidate donald trump's ad reinforces many of his controversial policies even through the ad -- even note ad was released yesterday, it will begin airing in key states today. trump plans to ramp up spending to about $2 million per week ahead of the iowa caucuses. hillary clinton will hold a campaign event in iowa. jeb bush in new hampshire meeting with a small town chamber of commerce. marco rubio will also hold a town hall in iowa. the other gop candidates will be at a new hampshire forum on addiction. it is 6:34. leaders in baltimore are addressing struggling neighborhoods today. maryland governor larry hogan and baltimore mayor steffi rawlings-blake are going to a neighborhood to announce their new plan. the city of baltimore has about 17,000 vacant homes.

many started rioting after the deaths of freddie gray. hogan wrote a recent op-ed in the baltimore sun saying empty buildings encourage criminal activity. people in d.c.'s glover park neighborhood are fighting to keep a moratorium on liquor licenses in place. they are debating tonight whether to continue that tap. a group of neighbors is pushing to keep a recently opened nightclub from selling liquor and building private adult entertainment rooms. there is a new twist in a video that went viral about a month ago. you remember that dog that stood by and protected its owner after she was hurt in a fire. the woman in this video, 34-year-old april newell, is charged with setting an earlier fire in the same house. fire marshals there in prince george's county found evidence during their investigation into the fire where the dog was found. today, you'll probably hear more than one co-worker talking about the netflix documentary making a murderer. the ten part series follows the case of steven avery. the documentary suggests that avery was framed over a lawsuit

he was filing from his wrongful conviction. avery was acquitted of a crime after spending 18 years behind bars. but just two years after his release he was charged with the murder of a young woman. avery and his nephew were convicted of that crime and sentenced to life in prison. there are now two petitions asking president obama to issue avery a full pardon. part of the mayor's initiative to eliminate traffic related deaths and now you have your say on a controversial plan to raise traffic fines in d.c. the penalties for 20 traffic offenses would increase under the proposal. some significantly. one example drivers caught going more than 25 miles per hour over the speed limit could be fined $1,000. critics believe it is about generating revenue, a public hearing will be held at the wilson building on friday. the hours ahead, president obama will take matters into his own hands when it comes to gun control. what his executive orders will mean for you and how republicans promise to stop them. dangerously cold conditions

i'm angie goff. we're following breaking news out of atlanta right now where we have a hostage situation going on. police confirming that a man is holding children captive and has a knife. the kids aged from 3 months to 17 years old, we believe a woman is there, a total of 11 children. we want to take you to the scene right now. this is right outside motel where this is going on, which has been evacuated. you notice there is a police presence. we know the s.w.a.t. team is on scene, they're negotiating, hopefully for a peaceful resolution. according to our local affiliate there in atlanta, a woman made a 911 call but at this point

police don't know what is at the core of this domestic dispute. roads in the area as you can see from the video there are shut down. we'll keep you posted. the federal government is now getting involved in a deadly crash investigation. t a special team will inspect a toyota yaris that crashed. it accelerated out of control before the crash. the california highway patrol is investigating whether the accelerator could be to blame. a utah family is sending a big thank you to a fire rescue crew after they saved their dog from a frozen pond. you see some of the video here. tucker fell through that ice while being walked on monday. firefighters used a ladder to bring him back to safety. the crew received a thank you photo from their new canine friend. and now, your storm team 4 forecast. >> good morning, everybody. that dog has his fur coat on and you'll need an extra layer of
