the budget at fairfax county schools. the superintendent just started speak and news 4 megan mcgrath has the surprising news. >> you can see behind me all of the folks that have gathered here at west potomac eye school for an update on the state of the fairfax county school budget. faced with a large budget short fall, a task force presented superintendent, karen garza with two different plans. those cuts would be painful. we are talking about possible increases in class sizes as well as cuts to programs. we are learning this morning of a surprise development. after looking over the proposals and taking a long look at budget. superintendent garza is going in a different direction. she says she will not cut classroom programs or staffing. she says the school system simply can't trim any more. now, to do this, the fy-17 budget requires a 4.8% increase over the fy-16.

the school system will need 6.7% in increased county funding. now, does the county have that kind of money? will the county give it to the school system? those are big questions. without this additional funding, the superintendent's budget proposal doesn't work. we are getting an update here this morning. we are going to learn more of the details about what she would like to see happen and what's possible. we are going to have an update coming up in the next half hour. back to you. >> i'm melissa malay at the live desk with tape into the newsroom a couple of minutes ago. all 17 miners stuck in a new york salt mine are safe. they were rescued after being stuck 900 feet underground. that rescue ended a ten-hour ordeal that started when an elevator got stuck on the way to the miner's floor. they did get blankets and heat

packs lowered to them. this is a perfect example of new yorkers coming together in time of need governor cuomo said. developing in france, french police are investigating a possible terrorist act. police in paris shot and killed an armed man that tried to get into i apolice station. the shooting comes as paris remembers one year since the deadly shooting of a french satirical m satirical magazine, charlie hebdo. he reportedly yelled out an arabic phrase before the shooting. police do not believe this was a random attack. last year's random shooting was the first target in a mulety-day terror spree that left 20 people dead. >> a live look outside with one of our tower cameras where you can see light fog impacting the area. we are getting reports of patchy drizzle. this is so light that the radar simply cannot pick it up as we work our way throughout the remainder of the day. plenty of clouds around the metro d.c. area and sunshine

here is what is cut. saturated trans fat, sugar, sodium. the guidelines suggested limiting added sugar to just 10% of what you eat. however, they did not include cholesterol as they have in the past. >> often that saturated fat and cholesterol come together in products. eggs don't have those saturated fats. eggs are okay. >> one of the ways that you can follow the guidelines and replace some of what you eat and like to eat with similar food that has more nutrients. most americans don't do this enough and it is causing a higher risk of obesity and heart disease for all of us. >> there might be a record number of people buying lottery tickets today. the new record-breaking powerball coming up saturday night. nobody won the $500 million jackpot last night. and the total jumps to $675

fairfax county public schools is happening right now. superintendent, karen garza says she will not propose cuts in her new budget. megan mcgrath is live at west potomac high school where the superintendent just spoke. tell us about what she said, megan. >> reporter: no cuts to the classroom and staffing. that's what the superintendent is proposing here. if you look behind me, you can see she and her guests are just starting to wrap up their comments inside the library at west potomac high school. fairfax county schools are facing a major budget deficit to the tune of $50-75 million. there has been a lot of talk about cuts, painful cuts that could impact programs, increase class sizes and the like. superintendent, karen garza, says she won't do it. this morning, she previewed her fy-17 budget proposal. there are no cuts to classroom programs or staffing. it calls for millions for pay increases for teachers and other

staff. she says those increases are necessary to keep teachers from leaving for higher paying jobs in other districts. >> we must begin the process of reversing the significant cuts after we have sustained after nine consecutive years of cutting. this investment in our schools must begin in the classroom. the skills we want for our students are taught, foster and honed by great teachers in the classroom. >> reporter: here is the claatc. sy money, a 4% increase over the y 2016 budget and a 6.7 increase in county funding. is that possible? will the board of supervisors increase funding? without additional money, the superintendent's proposal really doesn't work. we would go back to the possibility of cuts. exactly what happens remains to be seen. we are at the beginning of this

worth of damage a hassle-freeway to get the emissions test done for your car in northern virginia. rapid pass is no you in effect. as news 4's adam tuss reports, you don't have to pull over to have the test done. tell us about it. >> check out this setup by the side of the road. we're at the exit here as you get on to 66. you are going to notice this on the roads in northern virginia. quite a lot. as a car comes through. these cars are coming through. a beam, an infrared beam is shot across the road between the two boxes. it then measures your emissions right there on the spot. sends that information to a computer and people can see whether or not you are driving a clean vehicle. if you are driving a clean vehicle, you get a letter in the mail and they tell you to pay the emissions right then and there and the whole thing is said and done. scheduling an emissions test takes a lot of time. you have to go to the garage. that's not a lot of fun. it is a state-sponsored program.
