don't be surprised if you roll out of bed and see rain. >> "storm team 4" meteorologist tom kierein to tell us about that. hey, tom? >> it was pounding on our roof overnight. most of it has pushed off and gone to the east. there's an area of rain still yet to come into our region in southwestern virginia and into southern west virginia. this other couple of other bands of rain will be moving through here. this one near luray down to charlottesvil charlottesville. right now getting a little bit of light rain, sprinkles. we do have wet pavement all around. we have reports of multiple accidents due to wet pavement from overnight rain. it's balmy morning. temperatures are in the 50s. right now reagan national is 56 degrees. look at eastern maryland. they're at 60 degrees. out in the mountains it's in the

30s but all above freezing. that's where the cold air is. that's goingbe sweeping in on gusty winds later today during the latter part of the afternoon. so a big change is on the way. we'll sort it all out and look at the next seven days in a few minutes. >> tom, new this morning the powerball jackpot rising. it means there is $1.3 billion now at stake. that jackpot began on november 7th, by the way. since then it has rolled over 19 times. wednesday's drawing of $1.3 billion will be the largest jackpot drawing in world history. >> developing this morning, police are working to identify the pedestrian killed on route 301. we brought you this as breaking news at 11:00 p.m. last night. maryland police say the ped was hit in upper marlboro last night. the person did die. we're learning what led up to the crash.

it is back open again this morning. and we're working to learn if a driver will be charged for crashing into a store in northeast d.c. it happened at the dulce shah gelato factory. it's not clear what caused the driver to crash into the store. four people were hurt. a news crew at the scene said one man was placed in handcuffs and put into a patrol car. it's unclear why that man was being arrested. a capel b-52 bomber over south korea. it was in direct response to north korea's fourth nuclear test this week. they claim they tested a hydrogen bomb. stiffer sanctions are being sought for that test. you see, tomorrow the underground walkway will be shut down to make way for the silver line extension. shuttle buses are now going to

start taking passengers from their cars to the terminal. the future silver line station will connect the existing underground walkway to the terminal. that construction could take up to two more years. the second base is expected to transport passengers in about 2020. the time right now is 6:04. we want to take you over to decision 2016 in which there are new details and questions coming out of the hillary clinton e-mail scandal. there are question wls she asked an adviser to go around and set talking points on an unspecified talking point in 2011. the former secretary of state suggests that wasn't the case. the republicans claim that's inpropriety. an anonymous source says they have found no indication. and coming up on "meet the press," republican front-runner donald trump sits down with chuck todd.

"news4's" pat collins went to the experts to see how it would play out in a video game showdown. take a look. >> reporter: we decided to have that playoff game today. madden style. rin is the redskins, hatesh is the packers. they were serious. i can tell. they carry their personal controls with them. they essentially dominated the parker, leading 24-10 at intermission. >> you haven't ginn up? >> that's why they play four quarters, pat, four quarter. >> reporter: the comeback was not to be. in the third quarter pierre garcon. >> garcon again and again and again and again. >> reporter: in the meantime, more incomplete passes for the packers. >> i'm so, so sorry about that. he dropped it.

i've got faith in it. >> if it plays out that way. we'll see. another thing to play out is the weather. tom's got that. >> hopefully we'll be able to show this. we'll be able to hang onto this towel for a few more weeks. take a look at the "storm team 4" radar. we did have overnight rain. most of it has passed off to the north and east. west virginia and into shenandoah valley. that wave that is now getting closer to winchester and near warrenton, that will be coming into the metro area, perhaps around 7:00 to 8:00 this morning. right now just a few sprinkles around the metro area. the "storm team 4" radar and fairfax and montgomery county and this area in the light green. otherwise low clouds and a bit of a blustery wind. winds are blustering 20, 25 mile s an hour. future weather showing that tracking off across the bay. and by 8:45, 9:00 in the morning

it's going to be moving east of the bay and then we may get a few breaks in the clouds coming in by later in the morning and during the afternoon, a little sunshine may be breaking up. there's just a slight chance of an isolated sprinkle maybe around the metro area around 1:00 or 2:00. and then some snow moves into the mountains of western maryland and west virginia. that's going to stay out there though as the colder air does move in. we'll still have milder temperatures, perhaps a few passing light sprinkles around 2:00 or 3:00. otherwise the clouds are going to be breaking up. we're in the low to mid-50s to upper 50s. near 60 on the eastern shore now and it's near 50 farther north and west. 40, shenandoah valley. out in the mountains now, it's in the mid to upper 30s. and now so for the game at fedex field, here's the "storm team 4" forecast. kickoff at 4:40. before then, though, for tailgaters, clouds around. a slight chance for a sprinkle. it will be near 60 degrees and

the winds gusting to around 30 miles an hour. and then as the game gets under way back down to the mid-50s, winds gusting to 30 miles an hour swirling around fedex field and inside the stadium there. that's probably going play a role in the game. back down near 50 by the end of the game. and then at the bus stop on monday morning, it will be cold. near 30 degrees between 7:00 and 8:00 with sunshine. 8:00 to 9:00, bright and sunny. only low to mid-30s by mid morning and monday afternoon up around 40. and then on tuesday, increasing clouds. might get a sprinkle or a few flurries in the afternoon. cold, wednesday, highs, mid-30s. toward the end of the week, a bit milder. maybe rain next saturday. that's the way it looks. >> thanks so much. next up we have "reporter's notebook" for you. >> we're back in 15 minutes with more of this morning's top stories. welcome to "reporter's notebook." i'm wendy rieger.

would you like to smoke pot but you can't in your home because you have kids? maybe you'd like to go to a club to do that. the d.c. council voted to allow that and then suddenly reversed it. this was a bit of a surprise. what do you guys think? what happened? >> i think the council had to be surprised they got a call from the mayor after they voted to approve this and the mayor said, i don't think we're ready for this and reversed it. i thought that was unusual. you would have thought the mayor and her staff had seen it on the agenda and made that call before it. that's one interesting facet of it. the other is why did the council feel they want to do it. we know the law says you can grow it at home, smoke it at home, but you can't do it outside the home. >> do you think it's too soon as we feel our way through it? >> right. that would be the sense i would have. why would it be okay to have it in a private club and if you're

going to approve it, what's the next step? public space? because some might say what's a public club? somewhere in your house, some place else that's not residential? >> you've got think is this an expansion which is anti-pot people -- and they're in congress -- would tell you that. in other words, are they trying to go too far and make it a thing and maybe we should take a look at it which hasn't been a big deal on it so far. >> dave is absolutely on target here. i think this has to do with trying to feel out congress at this point in time because the chao chief of police said we can handle it. we have to remember this is a federal city. not a state. anything is going go up to capitol hill and that conservative element up there is probably going strike it down.

>> yeah. >> yeah. >> so you think this was just kind of wading in like crawl, walk, run? >> that's right. >> and they're trying to walk too soon? >> and i think for council they had to be in agreement with the mayor because it doesn't look good unless the conversation was, okay, it's better to change this. this will help us because in changing it, it does put questions in front of the council saying, also, what's going on here. >> was this a trial balloon, do you think? >> that's a good question. and then with that s this -- does this raise the larger question, how much in synch is the mayor and the council? >> i this you have the other problem of enforcement. you know, when you start talking about private clubs, now you have to identify where these private clubs are. so somebody inside the private club has to make a complaint, and so who's going to do that. then that means there's a

possibility of raids. this is a very complicated situation we're in. and, by the way, we remember, we have two laws. we've got the local laws and then we've got the federal laws. you can literally walk across the street and be arrested for violating a federal law. >> but the thing about this is did the mayor not know they were going to do this, the council was going to do this, or was this a planned dance? >> i don't know. i personally don't think -- i think maybe -- who knows. i think sometimes folks forget to count votes. that's what happens. you get busy and you don't count your votes, and then you're there in your office, your staff person, they're looking at the monitor and they're like, oh, you geevg tot pick up the phone and call councilman so-and-so and try to convince them to

change their vote. i think that's what happened there. >> i agree. again, it goes back to i don't know what legislative body wows pass something and then an hour later reverse it. it's one thing to reverse it and debate it and it never gets back to that point, but once you hit the gavel and have to go bark it doesn't look good. >> really. no conspiracy theory. all righty. it's interesting that the city wants to allow residents, give them rebates so we can get more security cameras up around the city, more eyes on the streets and around the streets. which is interesting. remember back in the day when they were first talking about putting up security cameras, no, big brother, i don't want everybody watching me. now you have people saying, hey, can i have one? you'll give me $200 to put one up on my house? >> well, i think since san bernardino and the paris attacks, you want more security.

are we losing our personal rights? are we cowering too much? on the other hand, what's safe, what's sound? if this kbould the reason, my wife, my children, where i live is safe eric maybe this is something do. there does seem to be a change in the populous. >> but there's an interesting aspect to this because once again the purpose of the security camera is on your personal property and so it appears -- and that's fine. i have family members who have security cameras to see what's happening, they advertise them on tv. what this does is gives the city an entree into your home. by the way, in case we need to look at your tape -- video, whatever it is, remind you now, we did give you a $200 rebate and we've got some skin in the

game. >> that's the one caveat you have to watch for. what, the city will pay for it? i think it's smart move by the city. it's way for the mayor to say, listen, i'm going to be tough on crime and i want to bring the community in with me. i think these cameras really is a smart thing but i think residents and businesses need to read the fine print to recognize what they're getting into. >> and it's voluntary. so that keeps the aclu off the city's back. >> maybe we'll see more than some guy stealing your packages off your front porch, you know, which we see a lost with all these cameras. but the technology is so good -- it may not stop -- well, it's good as a die tarrant but when you're trying to find the guy who attacked and you look at all the cameras and you get a good look at him and it tracks downtown. >> you're going to need more staff, more people. it's wonderful to record but

somebody is going to have to check it out. >> cameras are everywhere. it's interesting. there were a couple of activities where the camera was across the street but they picked up the reflection off a window from across the street. >> isn't that amazing. >> you know, personally i don't really have a problem with it, and so you make a couple of hundred bucks, you know, to secure your own property and then you help out the city. >> and, quickly, again, i think it's larger recognition of the city to say, listen, we have to do something about crime and she's finding whatever way she can do that, and that's why i think this is a good idea and it's not just a sense of, we need more police, we need to arrest more people. here's something we can do and incorporate the city and try to deter that. >> it is a deterrent. you see that and -- >> you do and you think, whoa. >> that's right. >> we'll be back right after this.

governor larry hogan wants to not just beautify but go in and create clean spaces where all the blight and dill lap date buildings are. i think -- it sounds good. why not take down 16,000 boarded up buildings in baltimore? that just created infestation. it doesn't give you anything. >> it gives you an idea from the standpoint of cosmetics and it's wonderful to look at green space. a lot of people in detroit look at green space, but that's all they're looking at. they don't have any jobs, although it's getting a little better. baltimore is the same thing. where was the governor's plan on job creation, economics, trying to deal with the kind of thing that creates crime, which is not having a job. >> let me tell you. i know a little bit about detroit, and that green space thing didn't last very long because it's not the buildings

that are valuable and the reason you can tear them down because they don't have any value. it tees land. it may be green space today, but i guarantee you tomorrow, it's going to be speculators coming in looking at an opportunity to gentrify an entire community. it's going to be more than dog parks and walking in the park real soon, and, you know, it's the old adage, you know, god ain't making any more land. i could see this as an excellent opportunity. what really bothers me, though, is an article -- and i'll make this quick -- that said people who are even -- who are creditworthy, even if they're african-americans and live in that community cannot get loans to help build in that community or improve that. >> why isn't somebody addressing

that? >> that's the whole issue. if they wanted money to go to the suburbs, the same people could go to the suburbs. >> that has come up. some of the civic folks there are saying, hey, wait a minute, what about affordable housing. that's what we need. there is some history here. first of all, back in the '90s they invested hundreds of thousands of dollar to build that back up. that's where freddie gray is from. that didn't work. they razed, i think, about 200 buildings, rehabbed 2,600, right? >> governor hogan and the mayor said, let's do this. i think to joe's point, though, they already said they're going allocate $600 million for financing. >> right, exactly. >> you start off saying you want green space and parks, but if you want -- >> to private developers. >> thank you, thank you. >> but then there's $600 million for private development, what you're basically saying is it's

not going to stay green for very long and the civic leaders are checking this out and saying, okay, is this going to be affordable housing. so you start out on the right foot but the proof is in the pudding. where does it end up. i think that's what you're going to have to watch in the city. president obama, his gun initiative, a very big splash, a lot of controversy around that. dave, how are the locals handling it up on the hill? >> it's very simple. there's a party line divide. the local republicans hate it. they think he's exercising too much power, abrogating the constitution, something that congress should deal with. congress thinks it's a great idea. background checks for everybody, no more gun show loopholes and that kind of thing is the way to go. it may not solve everything but if it saves one life, they think it's good. it's not unconstitutional, so you have a complete breakdown along party lines. >> you've got a lot of

hypocrisy. the same republicans who stand up here and say they're concerned about the mental ills and the president proposes money to help the mentally ill because over 200 have committed suicide with guns, and then what does congress do, they don't appropriate the money. i find it's funny in virginia. here we've had two major -- we've had a state legislator who signed and we've had the virginia tech incident. if there should be any state that ought to be behind the president, it should be the state of the commonwealth of virginia. >> virginia is two states. it's northern virginia and the rest of the old dominion. >> and you have the governor who is supporting president obama and the president is speaking -- spoke at george mason university this week. so, you know, the president has also had local officials, police

joaquin el chapo guzman. he was captured friday morning in a deadly shoot-out. multiple sources tell nbc news hollywood filmmakers let u.s. authorities know they were heading to mexico for research. el chapo also met with actor sean penn on the run. >> he's so used to getting attention from law enforcement, the media, and the entire country that it would be encouraging to see them think more highly of himself. >> he's back in the same prison he broke out of six months ago. in 2016, d.c. is investigating the first homicide of the year. this happened around :30 friday night. still no word this morning on a possible motive or a suspect. the man who police say shot a philadelphia police officer has been charged with attempted

murder. officers say he shot officer hartnett at point blank range. he's still in the hospital after being hit three times. a woman suspected in a string of jewelry store robberies is now behind bars. abigail was wanted for multiple heists. an fbi statement says that she was taken into custody friday in an atlanta suburb. she was wanted for at least six robberies in five states. >> that's right. and a dean at the university of virginia wants more text messages from an alleged rape victim released. she's suing "rolling stone" magazine for $7.5 million. she said the magazine is a cancer villain. jackie told the magazine she was raped at a frat house but the claims were unfounded. the dean's attorney said the text messages would expose

jackie as a serial liar. fairfax county teachers and parents say they need a strong school budget next year. they made their case to local delegates and senators. this was on saturday. earlier this week superintendent karen garza put forward an aggressive budget. instead she wants smaller class sizes and pay increases for teachers. the county will take up the school budget proposal in april. now to a developing story. the national weather service confirms a tornado touched down in southwest florida last night. storms blew through cape coral and ft. myers. no juries have been reported. a tomorrow has cr . a storm has land in st.

action. the u.s. ships were crossing waters when iran conducted live military exercises. they refused to comment but the country's state run news incident said no vest isels wern danger. the yacht club's headquarters will now but b at the harbor grill restaurant. harbor grill will lose their jobs. the employees can choose to be relocated or receive severance pay. it's expected to take a year and a half to rebuild. the iconic new york state grand stand standing no more. state officials set off 260 explosive charges yesterday to bring that structure down. it's part of a new project to renovate and upgrade the oldest state fairgrounds.

kruds is ahead in the polls. >> that was probably the biggest news. it might not be a specific issue but it was his demeanor toward ted cruz. h ee going all in. the trump folks believe if they can win iowa, they can end cruz. so i think the cruz folks thought and maybe they were being a little poly anna on this, i think they thought they were not going have to engage with trump before iowa. that's not the case. trump clearly is trying to go at cruz, obviously distracting him on this whole citizenship business, but also now hitting him on where he gets funded, oil and gas versus ethanol. so trump is laying down a marker here and it could be the start of what could be an acrimonious relationship between the two. >> what are we hearing on the other side when we talk about the democratic side? is there any worry that if trump does indeed get the vote that democrats defect?

>> trump is unpredictable. he's bringing in a different type of voter, that's clear, so he can essentially make the republican electorate, and i guess does he bring in people that haven't participated in a while. does he reshape it. the biggest thing is he's unpredictable. ted cruz, marco rubio, they're conventional opponents, they figure they know how they'd campaign. with trump, you don't know what he's going say or do. that unpredictability makes it harder to run against him. >> meanwhile he's not going out quietly. he's got the final state of the union this week as well. >> one way to look at it, he's like, look, this is not a state o the union where he wants them to pass his agenda. what he wants to use the speech to do is essentially if he were running for a third term, this

is what his agenda would be. this is what he wants the campaign to be about. will it be about it? he's not running. he knows this is one of the few times he's on stage and he gets to insert himself into the campaign. >> what do you make of south carolina governor nikki haley doing the gop response? >> i think it's a smart pick by paul ryan. >> i would not be shocked if she was one. she sort of distinguished herself how she handled herself in the aftermath of the charleston controversy, the flag issue, how she quickly put that to rest, she's in her second term. that's how people ought to view this. >> a tough year for the state. >> you've got to get to the real question here. >> i see what's going on over here. i see what tom's got there. >> can i get a picture of you holding that? >> not at all. we'll see. look at it. it puts you away.
