outside in d.c. where they're loading up the plows and hooking up the blades. >> this is where the mayor last announced that her snow plan is ready to go. behind this gate at the d.c. department of transportation there are some trucks inside, ready to go out. here is the plan from the district's point of view to deploy 15 trucks or plows positioned on bridges and overpasses and freeways, major routes around the city to spread that salt if necessary. you're looking at video of the trucks out for the last event in our area. but our meteorologist as you heard from chuck, they're calling on conversational snow, not much snow at all. nonetheless, the administration is ready for this first possible test and the mayor wants to air on the side of caution. nothing happening now. we have some ice down here on

we expect the president to push for immigration reform and the tightening of gun laws. there will be an empty seat next to the first lady as well to represent the victims of gun violence. the white house says overall the message will be upbeat and it will focus on the president's hopes for america's future. an army veteran from virginia and a small business owner from the district are among the first ladies honored guests. naveed shah grew up with pakistani parents, joined the army to combat the distortion of his faith after the terror attacks on 9/11. mark davis was inspired by the president's focus on climate change. he now runs a small business that trains low income residents to install solar panels. this will be the first state of the union with wisconsin's paul ryan as house speaker. his guests include a local bishop, shirley holloway founded d.c.'s house of help city of hope. the organization has helped more than 40,000 people dealing with homelessness and addiction. and we'll be streaming the address on the nbc washington app starting tonight at 9:00.

frozen by a court order. she's expected to be released as soon as she is fitted with one of those gps monitors. couch was brought back to texas after being caught with her son in mexico. her son ethan, who killed four people in 2013 after a drunk driving incident, is still in mexico, in a detention center. ethan and his mom were arrested after he missed a meeting with his probation officer. we'll keep you posted, let you know if she's released anytime soon. a tragedy developing outside of cleveland this morning, where a family of four was killed when their house blew up last night. you can see the smoke pouring out of the house. investigators are trying to figure out what sparked the explosion only a few hours ago, they confirmed a woman, a man and two young girls died. today marks one year since the deadly smoke incident at the l'enfant plaza metro station. that killed a virginia woman and sent 80 people to the hospital

for smoke inhalation. it set off a federal investigation into metro. today, 80 passengers who say they have ongoing health complications from that incident will sue metro. in the past year, the transit agency has undergone a lot of changes. the federal government took over safety oversight and just this week, the federal transit administration announced daily unannounced safety inspections. the new gm says the transit agency will do anything to ensure the safety of its passengers. >> every two weeks we get new employees in. i meet with every class as they come in the door. the first message i give them is that that's what their job is, the safety for each other and safety of our customers. >> still ahead, derrick ward will have more on today's lawsuit filing from outside the l'enfant plaza metro station. it took several hours and 60 firefighters to put out a fire at a power plant around baltimore. fire erupted in a pipe at the brandon shores power plant.

take a look at that. it was fueled by coal and shot flames 90 feet into the air. firefighters used extinguishers to put out the fire. water could have damaged the pipe. nobody was hurt. four people recovering from this crash on rockville pike happening around 9:00 last night. a little foggy, but traffic cameras caught the backup. montgomery county fire and rescue say two cars crashed, one of them flipped over. everyone is expected to be okay. today, d.c. mayor muriel bowser will announce a new chief technology officer. the policy makes computer data and codes available to the public for review and analysis. mayor bowser says this is part of her goal to have a transparent government. new this morning, alabama back on top, a national champion, alabama won a high scoring game against undefeated clemson to take home the college

we're expecting newly released search warrants to reveal more details in the hannah graham murder case. defense attorneys for jesse matthew challenged the warrants that allow police to search his apartment and car. a judge in charlottesville sided with prosecutors and now those warrants have to be unsealed.

right now on the left is a model of the snow moving our way as well as a live look outside now where it is clear. chuck bell says we could see snow later this afternoon, but what does the weekend hold? the answer at 5:21. today marks one year since the deadly smoke incident at the l'enfant plaza metro station. some of you were riding metro that day or inside the station as it began to fill with smoke. the metro was assuring you that the train you take today is a much safer train than it was a year ago. derrick ward is live now with more on what is happening today to mark a year since that smoke incident. good morning. >> good morning. we're outside the l'enfant plaza metro station where one year ago today the evening commute turned to a scene of chaos and, of course, tragedy. now, in the days that ensued, the days and weeks that ensued after that, it was determined that an electrical malfunction caused the tunnel to fill with

smoke and several railcars pulled in that tunnel also. this was on the virginia bound yellow line train. 80 riders were injured. one woman died in that incident. in the days and weeks that ensued it was determined that a lot of other factors went into the incident. malfunctioning ventilator systems and some changes that needed to be made in the way the response was coordinated. one big change was for metro's gm curing at what is called the rock, the rail operations center. >> one change is we have a fire representative sitting there, so they're hearing live what is going on and reacting live. that's -- that was one of the big issues we had last time. >> now, metro is under federal oversight. the fta, federal transportation administration, is doing a role that will be done by a metro hired employee, that person has yet to be hired. later today, we'll learn about

hartnett is still in the hospital recovering from gunshot wounds. developing in florida, the first steps toward justice for a baby boy. sheriff deputies believe they found the remains of a 21-month-old child in a wooded area near jacksonville. the boy was first reported missing in july, his mother pleaded guilty last week to child neglect and lying to investigators. her boyfriend led deputies to the boy's remains yesterday. new body camera video from the mexican government shows the moment before drug lord el chapo was captured. five people were killed and six others arrested as el chapo tried to escape through an underground tunnel. u.s. authorities say guzman's interview with actor sean penn played no role in leading up to that raid. the process so extradite him could take months because of appeals. 34-year-old leroy ware worked as a special education teacher at minor elementary in

rose to the rank of specialist. now he is in fairfax county working in real estate and ra e raising his son with the help of his fiance. >> we're learning new information about a maryland man charged with joining the terrorist group al shabab. court documents reveal 31-year-old maalik jones is from baltimore. the documents say in 2011, he learned how to fight against kenyan government soldiers. kenyan authorities arrested him last night saying he was trying to board a boat to yemen. jones is back in the u.s. and facing terrorism charges in new york. today, the trial continues for former woodbridge day care teacher accused of abusing toddlers. jordan is facing nearly four dozen charges related to mistreatment of 13 toddlers in her classroom. powerful testimony yesterday from parents and one of jordan's former co-workers, that co-worker said she saw jordan dump water on a little girl's head and trip another child and

laugh. parents testified they noticed their children cried when they had to be dropped off and had a fear of water. despite facing possible discipline, a d.c. firefighter is being allowed to retire with a full pension. the lieutenant was charged with neglect of duty after a 1-year-old boy died choking on a grape last march. the lieutenant did not notify dispatchers of the status of his medical unicht which delayed th response. after a similar case, the d.c. council introduced a law to close that loophole, that law never moved forward. you can have your voice heard on big issues facing montgomery county. the county council having several public hearings this afternoon in rockville. the first focuses on changing zoning laws to allow for more food trucks. the second hearing involved increasing penalties for selling tobacco to minors. the third looks at establishing a salary schedule for county

. we have breaking news out of waldorf, maryland, where police are investigating a possible shooting after finding a man dead. and another man injured. this was in the 1100 block of tarrant drive. gunshots were reported in the area. but at this point, officers will not confirm if the man died from an actual gunshot wound. all we know is that there are two masked people seen living the scene of the crime. stay with news 4 for updates throughout the show.

she is the mother of ethan couch, who claimed that he had affluenza after a deadly drunk driving crash in 2013. ethan and his mother both arrested in mexico last month after he missed a meeting with his probation officer. tonya couch was moved to texas where she posted a $75,000 bond overnight. she is expected to be released as soon as she is fitted with a gps monitor. bottled water will be handed out to residents in flint, michigan. there are high levels of lady in the drilead in the drinking wat. governor snyder clarified yesterday that he first clearly knew of the problem in october, when state health authorities confirmed elevated blood lead levels in children. now he's apologizing. >> i apologize in terms of state's role in all of this.
