storm team 4 by 4 out oni-270 in frederick county. our photographer said he's seen a few flurries so far. good afternoon. from the snow that's arriving from the wind that's already here, we have team covage this afternoon. >> storm team 4 meteorologist veronica johnson is outside because windchills will become a factor. we're going to start with the possibility of that snow, chief meteorologist doug kammerer. >> hey, guys. it will be coming between the evening rush between now and 7:00, 8:00 tonight. we already have a coupling showers remaining in portions of the area. storm team 4 radar, see what i'm talking about here. also notice some of this is falling as rain. frederick county, 7o, mt. aryan, damascus. winchester, this is mostly in the form of rain. temperatures for the most part mostly above freezing. we're in the bhid mid 40s in ma areas. the temperatures will be dropping tonight. this is the area we're really

watching. a very thick line and very heavy line. not just snow showers but snow squalls making their way through parts of the region, even lightning soerassociated with t as it moves on to the east and is going to help enhance snow showers in our rege. we're expecting those to come through over the next couple hours. they will be brief. they'll last five to ten minutes. again, they could produce fairly heavy snowfall for that period of time, may reduce visibility. ahead of the system, 49 in d.c., 23 in pittsburgh. see the very cold air make its way in here. that's why we'll switch over from any rain to snow as we move on to the next couple hours. not a huge deal but it's something we're watching. the bigger deal is the cold, veronica johnson out there. v.j., i love that hat. >> reporter: i'm bundled up. big hat, coat, scarf, gloves, even the umbrella at the beginning of this with a few sprinkles. frederick, hagerstown, marti

for more insight into tonight's state of the union address. watch it live on nbc 4 an online starting at 9:00 p.m. we are following a developing story right now in charles county where a man is dead after a home invasion and robbery. investigators say two masked men went into the house along terrace drive in waldorf early this morning and demanded cash. they say at some point the pair assaulted one man inside and fired shots killing another. >> there's no indication that this was a random attack. the house appears to have been targeted and the people inside were targeted. >> police have not identified the victim only saying he's a man in his 30s. two women who were in the house at the time managed to get out safely. only on 4, the news 4 i-team is reporting large-scale problems have been uncovered in the public office of d.c. public schools athletics department. scott macfarlane broke this story online and joins us to tell us what this is all about. what happened? >> pat, internal auditors for

d.c. public schools say there was gross negligence in the handling of money by d.c. public schools' former athletic director. they don't refer to her by name in the report but their investigation makes it clear they're referring to stephanie evans who served from 2011 to 2015. auditors say her colleagues found $32,000 in cash in locked bags waiting to be deposited for months in her offices. and the internal reports says hundreds of thousands of dollars in proceeds from ticket sales and food sales at high school sporting events, turkey bowl football game included, were deposited weeks or months late even though the bank in which d.c. public schools has an account is just down the street from athletic department headquarters. the audit also questions why athletic director allowed some student fund money, money set aside for student athletes, to be spent on hospitality suite buffets and, quote, extravagant food for adults and vips at district sporting events. stephanie evans is reviewing the audit, doing so as we speak. in december when we spoke with

her about her resignation, she said there was no missing money. her response in our full investigation tonight on news 4 at 6:00. i'm meagan fitzgerald outside of the prince william county courthouse. testimony continued today against the former daycare worker at the mini land academy in woodbridge. she's charged with abusing children. today, the prosecution brought in several therapists to testify against former daycare worker sarah jordan. her former colleagues already testified saying jordan dumped water on a little girl's head and saw her trip a child who was running. therapists who worked with several of the children after the abuse occurred in 2013 describe why they believe the toddlers were traumatized. coming up at 5:00, hear some of the behavior therapists described in court today while assessing these children. first at 4:00, more money than you'd know what to do with.

wind and cold. to follow. take a look at storm team 4 radar. mt. airy, damascus, a little light snow, around 27 headed to 70, west friendship, eventually toward eldersburg as well. see some of the white stuff showing up around front royal, warrenton in the next few minutes. while we don't have advisories out for accumulating snow, back to the west, oakland, allegheny county, petersburg, to west virginia. that's where there will be the higher accumulating amounts. for us, little accumulation especially on grassy surfaces. watch for a slick patch or two late tonight, early tomorrow morning and then, again, windy and cold conditions follow with our tfrs really dropping by morning, so down into the 30s. windchills in the single digits. we'll have more on that coming up next. >> all right, thanks, v.j. check out these pictures from indiana, where just afy inches of snow combined with high winds. >> yeah, even a little can cause a lot of damage. police say more than 30 cars and trucks crashed into each other

and triggered a pileup so bad it shut down interstate 7 00 for some time today. indiana state police are tweeting warnings about drifting snow in some areas causing accidents and making some roads impassable. >> wow. a developing story right now, the dream of becoming a billionaire is pushing the powerball jackpot higher. it's now up to $1.5 billion. you may have seen this. many lottery billboards and signs don't have enough digits so the signs are stuck. they're stuck at three numbers. 999. $999 million which obviously isn't enough. you can expect the lines to get longer if you plan to buy. many convenience stores are going to be selling tickets before tomorrow night's drawing. what went wrong and what's being done to fix it. >> some of the tough questions this afternoon for metro. one year ago to the day since a train full of people suddenly came to a stop and filled with smoke. the new safety measures in place and the new lawsuit for people

less than five hours from now president obama delivers his final state of the union address. here's a live look at the white house. the address takes place at 9:00. 9:00 tonight. >> in just about 15 minutes we're going to take a deeper look at who he's expected to say to congress and the american people. and first 4 traffic's melissa mollet will let us know how the address is going to impact traffic. right now, lafont plaza's metro system, one of the biggest in the system has been evacuated and closed down. there are reports of smoke inside the station. see from these images into news 4, smoke inside the station. >> it is unbelievable how many blocks are closed off here with fire and rescue equipment and people walking through trying to figure out what to do. >> it was one year ago today at this very hour that that tragedy below the streets of washington began to unfold. today, in dozens of new lawsuits we are hearing how the deadly

smoke incident still impacts passengers who survived. lawyers filed 87 lawsuits on behalf of passengers injured in the incident. one passenger died after smoke from electrical overtook a yellow line train, filling the train and a tunnel. some who lived through it talked about what happened that day and how they're feeling about riding metro today. >> there was nothing to do but just wait and hope that the smoke didn't get worse. >> i don't even take it too far even to get under the tunnels, to want to relive that. >> there is no dollar amount yet attached to these lawsuits. the plaintiffs say they want information to get the remaining questions about the incident answer answered. >> and a year later we still don't know specifically why it happened. transportation reporter adam tuss has been zdigging through documents all day.

adam, have you found any clues as to what went wrong? >> reporter: chris, certainly we know this was an electrical incident. we don't know why that whole electrical incident started and the smoke started pouring into the station, but one thing that i found when looking through documents today, there's one thing that comes up time and time again, and that is the presence of water in the tunnel where that metro incident occurred. for years, it was being documented that there were leaking walls, leaking ceilings, lots of water coming into that tunnel that was actually leeking down onto the tracks and corroding equipment main that vy same location. a fire department report from that day that i found today says when they went in there a year ago, they found that water was freely flowing onto the tracks and onto the electrical equipment where that electrical incident happened. so certainly the presence of water in that area couldn't have helped. electricity and water just don't mix. the fact there was so much water in there could have helped provide so much more smoke.

that, of course, waufted throug the tunnel. one woman died and scores of others were hurt. >> adam, you also spoke with prince george's county fire chief mark bashir who has essentially become metro's fire chief. what's he saying a year later? >> reporter: i think the key takeaway, chris, he believes h is 100% safer today than a year ago. a lot of the safety changes have come about because of what happened a year ago. so much was exposed within metro with its communication, with its infrastructure, with things that just weren't being followed and systems that weren't working properly. he is confident radio systems have been upgraded, training has been taken to a new level with first responders around our region and believes this system is 100% safer than it was a year ago, but that's not to say something like this won't happen again. let's not forget metro is an old system, it's got aging infrastructure and could certainly be a problem down the line. >> all right.

lot of stuff still to deal with. thanks for the insight, adam. we have breaking news just into the live desk. the pentagon says two u.s. navy vessels are in iran's custody right now, but that iran has ensured the u.s. that these boats will be, quote, returned promptly. a spokesperson says the boats were moving between kuwait and bahrain on the persian gulf when the u.s. lost contact with them. not clear if the u.s. contacted iran or vice versa, but iran says the crews and the boats are safe and, again, they will are are returned. we'll keep an eye on it. back to you. >> thanks, wendy. how is the weather going to impact the evening rush hour? >> doug, you told us yesterday if we thought yesterday was cold, we ain't seen nothing yet. >> that's right, guys. that cold air really coming in on the backside of these snow showers that are going to move in first, and torch morning we're talking about windchills between 5 and 10 degrees. a very cold start to our day on wednesday. right now we're tracking what's going to happen ly what you can

expect. scatter showers, mix of rain and snow. coating of snow at the most in some areas. winds gusting up to 50 miles per hour. that's what you can expect this evening. right now, temperatures, look at the numbers. we're at 46 degrees. if anything falls, it's going to fall as rain first. look at the winds, southwest at 16 miles an hour. behind this system is when the cold air moves in. everybody above the freezing mark. 41 martinsburg. we have snow coming around in and around the frederick area. here's another batch of snow that's going to come through. tom kierein called me earlier saying he's sneeing know, montgomery county. this is the next area that will move into loudoun county and frederick county. frederick, snow, loudoun will start off as rain and switch over to snow. these showers will last 10, 15 minutes at the most then they're out of here but they could be fairly heavy.

that's what we've seen with this band right here. look at this line of showers. this is a line of snow showers if not snow squalls where the snow has come down extremely heavy, even some lightning associated with these. you know they mean business making their way our way. if they hold together over the mountains, we could be seeing those around the 6:00 hour. that's what future weather has, too. here's 5:00. notice the snow showers around the area. 66: 6:00 coming through the d.c. metro area. 7:00, moving on through. by 8:00, everybody on the drier side. then it's just the wind and the cold. now, the roads to watch this evening mostly to the north and west. hagersto hagerstown, frederick, mt. airy, martinsburg, winchester, the blue mont area. especially higher elevations and secondary roadways. we're not too worried about the highways. we think they will be find. winds gusting over 30 mights m hour in d.c. 25 down toward culpeper. wind advisory in effect until midnight tonight. winds could gust up to 50 miles per hour. could see trees down, limbs down, maybe power outages, too.

bonfires in his back yard for more than 20 years. >> that's where we all congregate and it also helped with yard cleanup. >> reporter: but one night this fall, he says he made a life-threatening mistake. >> never had an incident until recently. i remember everything that happened. from the blast, my ears ringing and knowing that i was fully engulfed in fire. >> reporter: harman thought he grabbed motor oil to help ignite the fire. >> instead, it was pure gasoline in the can. instead of stopping at that moment, i gave it one more shot. and that's the moment you wish you had back. and when that can exploded, it literally rocked the neighborhood. >> reporter: harman suffered third-degree burns all over his body and required multiple surgeries at medstar washington hospital's burn center. >> his care was particularly difficult because we see dozens of these every year. >> reporter: the u.s. consumer product safety commission estimates 3,900 emergency room visits associated with just fire

area. >> some of us could be in for a quick coating of snow but it's going to come just as a lot of folks are trying to make it home for the evening. let's get right to storm team 4 meteorologist veronica johnson for an update. >> yeah, especially at the tail end right after the sun sets when temperatures really start dropping into the 30s, where those road temperatures will start coming down as well. and whatever is sitting there could get a little slick in spots. reduced visibility, snow squall or twole coming through the ar. that's intense, where the visibility could drop really low for a brief period of time, just a few minutes. so we got cautionary conditions for this evening, overnight, torch morning, with the refreeze, anything that doesn't get blown off the road with the snow showers and the wind and even a slick patch or two for early tomorrow morning during the rush hour. here's what we're tracking right now. let's go ahead and take a look at the radar. put that on for you. the winter weather advisory is way to the west. that's where the accumulating snow will be around oakland. now, we'll track some of the snow showers coming through the area. around howard county, west

friendship, 70 there. then off to the west around washington, headed toward warrenton over the next few minutes. so what to do, still make sure you leave plenty of distance in between yourself and the car in front of you and know there could be isolated power outages. we have more on the wind and cold coming our way for tomorrow morning in a few minutes. >> thanks, v.j. at 9:00 tonight president obama will step into the house chamber and deliver his final state of the union address. >> the white house promises this speech will be a departure from the traditional policy heavy wish list that runs about an hour. steve handelsman is live on capitol hill to talk about how the president plans to deliver a different state state of the union. what are we expecting to hear? >> reporter: here's the problem. it's the 2016 campaign. the competition, if you will, for who will be the next president, it's ratcheting, already poisonous level of partisanship even higher and that's why this state of the union will sound different. keeping loose before a speech that president obama says will actually sum up the state of the nation.

it's pointless, he told staffers, to push any new initiatives. mr. bhaum aobama admitted to nbt lauer congress and the senate are too divided. >> you wanted to reunite them. is it a failfailure? >> it's a regret. >> reporter: by his first state of the union in 2010, partisanship already struck. still mr. obama will say tonight his moves for economic recovery and obamacare are helping the whole nation. >> part of what i want to do in this last address is to remind people, you know what, we got a lot of good things going for us. >> reporter: but after the isis-inspired attack in san bernardino, on the cop in philadelphia, after paris, americans are afraid, say republicans. >> the world is on fire. that foreign policy is getting away from us, that we are less safe. >> reporter: anywhere michelle obama tonight will be an empty chair. a symbol of the children killed

by gun violence. >> i'd like to see another empty chair for the 250,000 syrians that have been slaughtered. >> reporter: because, john mccain says, mr. obama will not intervene. but in this political year with republican candidates charging america is in crisis, president obama is readying a speech with the opposite message. that's why what's going on tonight right now in the persian gulf could affect how this speech is perceived. if the iranians with whom president obama just cut that nuclear deal do not promptly release the american sailors, the republican contention that we're not only in a crisis, but president obama's leading in a weak way, will get kind of more gravity, will have more power in the criticism and the critiques of his state of the union address. chris? >> all right. thanks, steve. yeah, the longer they have those sailors, the more trouble it is for president obama. back here at home, the father of a reporter who was killed in d.c. will be attending

the state of the yunion as gues of honor. eleanor holmes norton visited kenneth mcclenton. mcclenton's daughter was shot to death last year as she waited for a bus in d.c. police don't have anyone in custody for charnice milton's murder. the congresswoman is trying to raise awareness about gun violence and the need for new legislation. i'm melissa mollet with your first 4 traffic. remember, road closures tonight because of the state of the union address. you might want to avoid these areas around the capitol. so if you take a look at this map, we are showing all the street closures there in red. you can find this map on the nbc washington app and on nbcwashington.com as well. all of these closures start around 6:00 tonight. we're talking about the main closures which we highlighted around the capitol. talking about sections of 1th street northeast, independence avenue southwest, 1st street northwest and constitution avenue. again, they start at 6:00 p.m.

roads will preopre-open after t address. >> watch the state of the union live on nbc 4. coverage gets under way at 9:00 tonight and we'll be streaming it live on the nbc washington app. we are following breaking news right now. the pentagon says two navy boats and ten sailors are in iran's custody right now. >> iran is assuring the united states that these boats will be returned promptly, but what they mean by that is anyone's guess. here's nbc news pentagon correspondent jim miklashevski with what's happening. >> reporter: these two navy boats operate primarily in coastal waters and in rivers. they were transiting the persian gulf when apparently according to officials one of those boats two developed mechanical problems and the two boats inadvertently, according to u.s. officials, drifted into the iranian territorial waters off the island of farsy which is smack

dap dab in the middle of the persian gulf. the iranian coast guard responded immediately, seized the two boats and took, according to u.s. officials, took the ten sailors into custody. it was shortly after, we're told, that secretary of state john kerry got on the phone to his counterparts there in tehran and convinced apparently the iranian government that this was all a mistake, unintentional, that the sailors never had any intention to enter or violate iranian territorial waters and that the iranians, according to u.s. officials, agreed and would release -- soon release the two boats and the ten sailors back in international waters within the next couple of hours ago. but it's been about 4, 4 1/2 hours now since the incident occurred, but according to officials, john kerry's phone call apparently drove the point

>>. storm team 4 radar tracking rain showers and snow showers across the area. the south, it's rain, stafford county, seeing shower activity around 95. this is light shower activity. same thing up around frederick. light showers but they are falling in the form of snow up toward frederick county right around the city of frederick to the north along 15, back along 70. little bit in the way of light snow. this is the squall line i'm watching right now coming through western maryland. take a look at this traffic camera, i-68 at savage mountain. it is really coming down there. they've seen one or two of these that came through a little bit earlier. now, we will not see this in our region but this is back twhaowa the mountains of western portions of yn maryland. temperatures as they do drop, 46 in d.c., 127 in morgantown. 18 in columbus, ohio. we have a new advisory. i want to see what this is. this may still be -- may still be the wind advisory. but that's what we're seeing

inside a home where el chapo was holed up before authorities stormed the place. first, we are tracking snow. the storm team 4 by 4 is out there on the roads tracking road conditions as some snow, some snow showers move across parts of the area. let's get an update from storm team 4 meteorologist veronica johnson. veronica, the snow isn't the only big story out here, is it? >> no, it's not. in fact, a bigger story that's going to affect more people across the area, the wind, very low temperatures coming our way tonight and early tomorrow morning. the winds already starting to pick up out there and those temperatures, again, dropping the northwest pocket. frederick now hat 39 degrees an holding. 46 here. 45 damascus. one reason why we don't have winter weather advisories because the temperatures are going to stay up fairly high until about 7:00 or so. at the tail end is where there could be a few locations where the temperatures will be at that critical point. chance for snow showers mainly north and west around 7:00, 8:00. be at 37 degrees right inside the beltway. in terms of road conditions, may

be a slick patch of two late for anything that does melt and starts refreezing as we'll be getting closer to freezing. but the wind, that's going to stay up throughout the overnight. these are the areas where there could be a few slick spots on area roads. we're most concerned, 72, 70, fredericks, hagerstown, winchester, i-81, 66 around hancock. showed you earlier the camera of the snow-covered roads savage mountain where the road temperature is at 26 degrees. here it is what we're tracking. anywhere you see the white, that's where there are snow showers. bluemont, right along 7. we got another little area down south that's trying to hang on. washington, front royal, heading toward warrenton. so when you get in it, it only lasts for 10 to 15 minutes. bre brief snow showers. then it's out of there. weather this week and recess, we get the a-plus day i think on thursday. temperatures seasonable. we got some sunshine coming our way. more clouds for friday, d-plus

iran. senior u.s. officials say secretary of state john kerry is working directly with iranian authorities to have ten sailors, u.s. sailors who are adetained y iran to have them released. sources say the ten were on two u.s. navy boats in the persian gulf when one boat broke down, possibly drifted into iranian waters. and the u.s. has been assured by iran that the boats and the crew will be released. more on this when i see you in just a few minutes on news 4 at 5:00. this afternoon, new details are emerging about actor sean penn's secret se viinterview wi the notorious drug lord el chapo. >> mexican authorities allowed the media inside the home where joaquin guzman was hiding. >> reporter: security is still tight outside of el chapo's safe house in mexico and today "rolling stone" magazine posted its full 17-minute interview with the world's most-wanted drug boss.

joaquin el chapo guzman says he's a god-fearing family man who wants to die of natural causes and hasn't done drugs in 20 years. he says freedom is beautiful. on friday, his freedom ended right here after a fierce gun battle at this safe house in his home state of sinaloa. the walls riddled with bullets. there was a tunnel and even several dvd copies of a movie starring kate del castillo, the show opera star who sean penn says fiacilitated the meeting between him and the drug lord. there are conflicting reports of how much of a role penn played in el chapo's capture. the attorney general says the actor's meeting with guzman was essential to the investigation because it gave away guzman's location in october when authorities were tailing the kingpin's lawyer. u.s. authorities say penn played no role, not even inadvertently, in the raid friday. a mexican official tells nbc news guzman's being held in isolation at the same maximum security prison where he escaped

the many mu fis palties of prince george's county having serious issues with the county's new 911 system. this system went online yesterday and was replacing the older system that kept dropping out on 911 operators. they had to use pen and paper sometimes to dispatch calls. this new system is supposed to be state of the art and ahead of its time, but some of the municipalities have been locked out from this system when they're using their computers inside of their vehicles, they can't access history call logs or communicate with one another. that's really an issue for some of these police officers on the street. they're trying to find ways to work around this problem. we talked with one chief of police who told us that he was told it could take anywhere from two weeks to a few months to fix this problem. coming up on news at 5:00, we hear from one of the municipality's police chiefs and tell you what's going to happen when you call 911. in riverdale park, tracee wilkins, news 4.

it's one thing for another car to cut you off on the freeway, but how about a plane? >> that's what drivers in southern california saw during an unusual emergency landing. nbc's jane yamamoto shows us the dramatic video. >> guy, i'm freaking out. a plane just landed on the freeway. >> reporter: leah still in police belief after she witnessed a plane make an emergency landing on highway 23 in the morepark area. >> i was just driving and i see right in front of me this plane just land. >> reporter: what are you thinking? >> i am terrified. absolutely terrified. >> reporter: news chopper 4 above it, where the small plane turned the highway into a runway. >> i thought it was going to land on some of the cars in front of me, to be honest. >> reporter: because it was that close. >> yeah, it was that close, but luckily it didn't touch any cars and perfectly veered off to the side of the road. >> reporter: a student pilot was on board. >> he started telling me, find a place to crash. i knew that we were crashing.

started to see the snow moving across parts of our region. >> storm team 4 meteorologist doug kammerer has a look at the conditions right now. >> again, guys, the snow not going to be the biggest impact as we make our way through the next couple hours. some of us may not see any at all. others may see a quick downburst of snow as we move on through. what we're seeing right now is just that, scattered shower activity. you notice most of this to the south is rain, waldorf, fredericksburg, culpeper area. mix of rain and snow right now around the leesburg region. up toward the frederick area around mt. airy, we have seen snow showers come through. a couple of them already around leightonsville, here's mt. airy and damascus. a cup of snow showers moving through the region. now the wider view shows more snow back toward the west. this is what we're watching. this area back here. really produce some of these snow showers. between, say, now and around 7:00, 8:00. after that, it's the cold and the cold is what's going to affect everyone. you might not get hit by a snow shower this evening but

definitely going to get hit by the cold. 45 in d.c. 15, the temperature, not the windchill, 15 in columbus, ohio. that cold air moves through. wind advisories in effect until midnight tonight. windchills tomorrow in the single digits. i'll break it all down for you. i'll see you in just a couple minutes. we have breaking news. those ten american sailors, they should be released soon after being taken into custody by iranian authorities. this started about five hours ago near farcesy island in the middle of the persian gulf. two navy vessels had been traveling in the gulf when one of those boats had mechanical issues. those officials say that the boats inadvertently drifted into the waters that are controlled by iran and the coast guard there responded taking all ten sailors into custody. >> it would have been about dusk in the persian gulf, and it would be very easy for two crew, if they're trying to repair a boat in open waters, to inadvertently drift while they're doing those
