first, we check in with meteorologist doug kammerer. what's the latest? >> we told you the clipper system would move in with snow. we saw that earlie and most locations coming up with a trace or coating of snow. that system moved out of the area and you saw how heavily, maybe 10 or 15 minutes at the most and then out of here. what we told you was behind you was the cold. look at the winds bringing cold. 37 in leesburg, 37 in martinsburg and 35 in martinsburg and 38 at patuxent river. take a look at these numbers at 11:00 at night. 23 degrees the current wind chill. we saw high of 47 today and 5 in martinsburg and 20 in culpeper and 10 in gaithersburg and 20 overnight. coming up, i'll show you what

you should expect hour by hour and how long this extremely cold air will stick around. >> thank you, doug. for many of us, this first taste off snow is a welcome sight. >> for others not so much. shomari stone is in an area where a fire in a high-rise caused a lot of people to be out of their home. >> reporter: good evening. i feel sorry for people in this high-rise. it is cold out here right now and the wind brushes against your face. the best thing to do is go inside. for some of those folks they couldn't go inside 15 to 20 minutes after that fire broke out. let's roll video. the fire started in a 16th floor apartment. firefighters quickly put it out, medic s drove two people to the hospital for minor burns and tonight they don't have a place to live. three other apartments are destroyed because of water damage and the firefighters used the water to put out the fire in

the original apartment. hundreds in the cold. the wind chill, as dough told you hope to of the show, in the 20s sometimes. 50 minutes later firefighters determined it was safe and people were allowed to warm up back in this lobby. >> it was freezfreezing. we came out there and there wasn't a lot there and very cold and windy. >> reporter: those people in this lobby warming up around a couple hours later, they were allowed to go back up to their apartme apartments. again, three other apartments on the 16th floor completely destr destroyed, those folks have to find a place to live. for the elderly couple who lived where the fire started are in the hospital, have minor burn, the fire still under investigation and firefighters trying to determine what started it. we continue to bring you updates regarding this situation behind us and post it on our nbc washington app. live in chevy chase, maryland,

i'm shomari stone, news4. >> an unfortunate time for a power outage at a bar on capitol hill. take a look at this picture tweeted out by d.c. council member charles allen tonight. he was watching the state of the union when the tv and the room went black. pepco tells us crews are in the area trying to locate the problem. right now, about 2,000 people don't have power in d.c. >> new at 11:00, there was concern tonight in fairfax county over huge turnout in the republican primary election in part because of huge crowds supporting donald trump. it prompted the fairfax county board of supervisors to ask schools to give teachers and students off on super tuesday. jackie is at the government center with more on this. >> reporter: this matter is getting a lot of attention because of a candidate whose name never even came up.

the name trump was not even raised. this is not about any individ l individuals who happen to be running. >> reporter: earlier today, the board of supervisors in fairfax county, virginia, voted to discuss closing the school for the march 1st presidential primary. electoral board secretary laid out her reason including turnout that could exceed a presidential election and mandate those vo voting republican must sign a loyalty pledge. >> the law in virginia allows parties to ask for that. the republican party asked for it. if you come to the election official with your republican ballot and haven't signed the statement of affiliation the election official cannot give you a ballot. >> reporter: in a statement, corey stewart, virginia chairman of donald trump for president said the candidate objects to the republican party's decision on the pledge and noted there have been no threats of violence over the issue. >> he said, these allegations are aattempt by an establishment

i'm jason pugh here at the live desk with major shaking and movie ing going on in the nfl j a couple hours ago, league owners voted to allow not one but two teams to move to los angeles. they approved a vote for the st. louis rams to move to englewood, california and gave the san diego chargers an option to join them. 49ers were left out of the deal but could take the chargers spot if san diego backs out. >> we've been at this over 20 years.

we felt we needed to have the kind of stadium and kind of project that had the vision, that had the facilities and bring a new kind of fan experience to the nfl. >> chargers will have a year to decide if they will make the move to englewood. the stadium will likely be ready for the 2019 season. until then the rams are expe expected to play at the l.a. coliseum. >> thank you. an internal investigation reveals mismanaged money in the district's athletics department including long delays and depositing of cash earned through ticket sales to major sporting events like the turkey bowl, hundreds of thousands of dollars in late deposits between 2011 and 2015. the district auditors in a report obtained by the news4 i-team said 32,0$32,000 in cash recently found in bags in a l k locked cabinet in an athletic department office. uncounted money that should have

been deposited months earlier. a former administrator was accused of gross negligence in the audit and resigned last fall. she told the i-team phenomenal management problems existed well before she arrived on the job. the d.c. schools says it's taken steps to ensure the funds are properly handled. the full statement is on our nbc washington app. >> he's traveled the globe and watched virginia's economy improve significantly. but governor mcauliffe says he still has a lot to ask of lawmakers coming back tomorrow. halfway through his first term, mcauliffe said he's proud the state's deficit has turned into a large surplus but frustrated he can't come to an agreement with republicans on accepting federal money to expand medicaid. >> how can you turn down 2.4 billion when it's not going to cost you a penny. don't say no.

temperatures have fallen as winds kicked up. you need all the snow gear today. temperature, 31 degrees, wind chill sitting at 20! we were at 47 earlier and now it feels like 20 degrees. a very cold night. 22, martinsburg, 22, la ray. most areas below freezing. heads-up, there could be slick spots on some roads that did see snow earlier. that wind advisory continues until midnight with winds gu gusting at 30-40 miles an hour. i haven't seen any over 40 yet but they could gust up a little bit and will keep the wind chill going tonight and early tomorrow morning. the snow is gone. that clipper system that moved through, you can see it here, the last six hours pushing across our region and making its way in our region and still left up to the great lakes. for us, it's the cold air.

morgantown, 15, 8 degrees in columbus, ohio, the coldest of the season. tomorrow, high temperatures about where they are now in the 20s and low 30s. if we get above freezing, that would be on the warm side. 28 in frederick, 32 towards culpeper. we will see plenty of sunshine tomorrow but the wind will be a factor. it will be cold to start, between 5-10 tomorrow morning and 10 and 15 around noon. not many of us taking lunch outdoors and between 4:00 and 5:00, wind chill between 15 and 20, as high as they can get. they have the right used, warm coat and gloves and scarf and hat. you will need it tomorrow. probably not thursday. maybe the jackets come back out. back to 45 degrees. 46 on friday with late rain that comes late friday night. you may need the umbrella if you're headed to dinner.
