construction southbound 95 in maryland south of 212. powder mill road. right lane blocked for guardrail repair. we're looking live at the beltway in connecticut avenue. that traffic is headed away from you. that is the inner loop headed towards silver spring and on towards college park. both sides are moving quite well for you so far. if you're traveling on 395 this early morning, so far so good. pretty much from the beltway all the way up towards the district and back again, no significant issues. right here at king street, keep in mind, if you did get snow, some of the lucky ones to get a little bit of snow, you could find icy patches out there. be careful as you're headed out of your neighborhood. we have this developing story out of pakistan right now where 14 people including 12 officers, police officers are dead after a big explosion. this appears to be the work of a suicide bomber at a polio center. health workers have been the target of several terror attacks

in recent years. so far no one has claimed responsibility for this attack. eun, we're working to find out more. thank you, angie. police montgomery county have arrested a third suspect after a man was found dead in silver spring last december. police say this man left maryland in an attempt to avoid arrest. two other suspects have been charged with first degree murder. the murder may have been gang related. police in calvert county are looking for three suspects after an assault in prince frederick. this happened at around 6:00. police say the three suspects entered the house, attacked the man inside and left. he's expected to be okay. if you were in the area or have any information about the assault, contact police joompt 4:34 now. today virginia governor terry mcall live will have his state

virginia delegate bob marshall proposed a measure for a ballot measure. one asked should there be tolls inside the beltway and another asked should tolls be imposed outside of the beltway. the tolls will be advisory. in other words, they won't force the state government to decide whether or not to build the lane. it could be a make or break day for bill cosby. what his lawyers will try to convince the judge to do today in the sex assault case against him. it was money meant to go to d.c. schools. why it was spent on extravagant

>> a call to action in president obama's final state of the union address. the president said mupent much address talking to the american people rather than the lawmakers seated in the audience. tracie potts is live on capitol him with reaction to his speech. >> reporter: let's talk about the candidates, the people who want to take his job. donald trump targeted and tweeted that it was boring, rambling and nonsubstantive. then we heard from ted cruz. he said tonight's speech was less a state of the union and more, as he put it, a state of denial. on the other side, hillary clinton said it represents seven years of progress and she wants to build on. we even heard from bernie sanders saying that the speech was important and that the president reminded us not to be afraid of change. >> tracie, the president did talk about foreign policy but he didn't mention the ten sailors in iran. what happened there? >> reporter: exactly. he talked about the iranian

nuclear deal being a crowning achievement but he did not talk about the ten sailors who we're expecting to be released this morning. interestingly, he also didn't hit on gun control, something that in recent days he's been pushing quite a bit. he didn't talk about race and he didn't endorse anyone for the november election as president, not that we would have expected him to, but there were some key issues that he has talked about in public that he didn't include in his speech. the president said and the white house said that this was a long view of where america needs to go and some of those topics didn't make the cut. >> tracie potts live on capitol hill. tracie, thank you. we mentioned the president didn't spend much time on gun reform. we do know some of the invited guests were victims of gun violence. she died last year when she was shot in southeast washington on her way home from work.

ask for more charges to be dropped. prince william county police say jordan and another worker abused the children over a six-month period at the miniland academy in woodbridge. today bill cosby's lawyers will convince a judge to keep information in a civil lawsuit confidential. seven women are suing cosby for defamation. they claim he sexually assaulted them decades ago. they say the women are attempting to reveal invasive and intimate details about them. any materials in the cases should be sealed for at least two weeks. cosby has been charged with sexual assault involving one woman in 2004, however, dozens of women say cosby assaulted them as well. he has denied all the allegations. the trial for the man accused of killing uva student hannah graham starts in six months. we've learned the woman says she saw jesse matthew and graham together shortly before graham died. the woman's account was included in a search warrant affidavit that came out yesterday. she said she saw matthew and

graham in september of '14 in charlottesville downtown mall. the woman said she saw matthew put his arm around graham as she followed them into a bar. you'll soon be able to see police hearings in baltimore. the internal affairs department is working to be more transparent with police operations. commissioner kevin davis announced plans yesterday to start live streaming administrative disciplinary hearings. a d.c. public schools internal investigation obtained by the news 4 iteam found a series of money problems inside d.c. high school courts. auditors found that in 2015 thousands of dollars in cash sat in lockers at dcps athletic offices northeast waiting to be deposited. the investigation also uncovered money set aside for student athletes was spent on hospitality buffets and extravagant food for vips. the audit does not name her but puts blame on a former athletic

director who resigned in the fall of 2015 saying she was grossly negligent. that woman is stephanie evans. >> there's cash sitting in an office and worst of all it's cash that should be accounted for, deposited and put to work for the youth sports program. >> d.c. public schools would not answer specific questions about what charges have been ordered. instead they issued a statement saying, quote, d.c. public schools takes proper management of funds seriously. we have taken the necessary steps to ensure that such funds are properly hand joold 4:51 now. today the prince william county school board will meet to discuss long-term improvement plans. today's work session begins at 6:00 p.m. in manassas. the board will discuss acquiring new school sites, building new schools and adding classrooms to existing schools. the board will also work to improve technology inside schools over the next ten years. we want to mention that we just learned schools in grant county, west virginia, are on a two-hour delay because of the weather there.

incident to be sent directly to laptops inside patrol cars. it also allows officers to communicate with each other. a virginia lawmaker wants to get rid of the car tax. chuck peterson ee limb nalimina car tax. he says it will help get rid of the bureaucracy needed to enforce the car tax. if it's passed the gas tax could not be more than 5 cents a gallon. steps towards fixing that volkswagen diesel emissions scandal today. today the company's ceo will meet with epa officials in washington. you might remember volkswagen admitted using software to cheat emissions tests in more than half a million of its vehicles. yesterday the epa and regulators from california rejected a vw recent recall proposal. if you owe the irs, you could soon get a legitimate call from a private debt collector. congress has voted to outsource some of the irs's work as far as
