against enemies like isis. last night he tried to reinvigorate the american people saying, quote, the spirit of discovery is in our dna. he said he's disappointed that american politics has become more divided and resentful on his watch. >> democracy does require basic bonds of trust between the citizens. it doesn't -- it doesn't work if we think the people who disagree with us are all motivated by malice. it doesn't work if we think that our political opponents are unpatriotic. >> the president made a passing mention of a handful of policy priorities. they include curing cancer, cushing prescription drug abuse and reforming the criminal justice system. turning to the gop response, south carolina governor nikki haley said both parties need to work together to restore the public's trust. she said, that can start with immigration reform. she expects disagreements in

washington but being the loudest does not make someone right. >> sometimes it can be tempting to follow the siren call of the angriest voices. we must resist that temptation. >> not everyone was pleased with haley's address. in a tweet "meet the press's" chuck todd said, quote, some conservatives not happy with haley' rece sponges. too soft and politically charged. tracie potts will talk about what the president did not include in last night's address and why it matters to you. right now we are waiting for the release of ten american sailors after the iran military captured them and their boats. iran's army chief though now saying the sailors and vessels will be freed soon but that this should be a lesson to the u.s. an state tv reporting that the two navy boats were seized after one drifted into iranian waters.

officials saying that the boat mall functioned and iran has realized that it was, indeed, a mistake. aaron? today the second man charged in the murder of an american university graduate student will be in court. matthew slonsky was shot outside the shaw-howard metro station last september. he wasn't the intended target there. 19-year-old andre dudley is charged with second degree murder. 19-year-old marcus king is charged in slonsky's death. details about a fire inside a bethesda apartment building. they say the electrical fire started from an extension cord at the willard avenue apartments. this caused $25,000 worth of damage. six adults have been displaced. today virginia governor terry mcauliffe will give his state of the commonwealth address. he'll talk about the state of the economy and job creation. we sat down with him yesterday. he said he's most proud that the

state's deficit has been turned into a large surplus. still on his to do list, convincing republicans to accept federal money to expand medicaid. the governor calls accepting the money common sense. >> i think that's the process that we're going through, but senator hanger said this is nothing to do with the merits of health care, it's all political ideology. he said that. the republican co-chair of the senate finance. >> governor mcauliffe also hopes republicans will join his push for a record $1 billion investment in public schools. the money would restore teaching positions lost during the recession. tonight's address begins at 7:00 p.m. over in maryland taxes will be the focus on governor larry hogan's address to the general assembly. hogan says the cuts would help families making less than $53,000 a year and retirees. meanwhile, democrats have their own priorities. they want money for police reform, job training and recreation centers in baltimore after the freddie gray riots last year.

now to that breaking news in prince gorges county at 5:17. police say a man was shot by a homeowner after breaking into a home on brinkley road in temple hills. molette green is joining us live. molette, what can you tell us? >> reporter: aaron, good morning. by the looks of things now you cannot tell that just hours ago this was a scary scene for this family in this house behind me. prince gorges county police say the homeowner fearing for his life shot a man who torched his way inside. this happened just before 2:00 a.m. at the 4900 block of brinkley road. the homeowner and his wife were the only ones home. had a gun and confronted the suspected intruder. when police arrived they found a man here suffering apparent gunshot wound. the man was taken to the hospital, conscious and alert, said to be in fair condition. now there's no identification on the suspect at this time and nobody in this house behind me

was nurt this very scary incident but police are still investigating the circumstances that led up to the shooting just hours ago in this community. that is the latest live from temple hills. back to you now. eun, an update just in on news we first broke yesterday morning on "news 4 today." turkey says that they have detained three russians suspected of isis ties after the suicide bombing in istanbul. now this happened at a popular tourist spot. ten people were killed. most of them german. turkey has become a target for isis recently after vowing to help defeat radical islams. a third suspect is in custody after being arrested in texas after a man was found dead in silver springs. police montgomery county say leonardo was arrested in texas. he left maryland in an attempt to avoid arrest.

two others have been charged with murder back in december. a man is recovering this morning after being attacked in his home in prince frederick. police in calvert county are looking for three suspects. this happened around 6:00 yesterday at a house on thunder hill road. the three suspects entered the house, attacked the man inside and left. he's expected to be okay. if you were in that area or have any information about the assaults, contact police. convicted serial kill jerel charles severance sent an eight page letter to "the washington post." the newspaper describes the letters rambling, vulgar. it's against gays and women. he was convicted in three high profile alexandrea murders back in november. the sentencing is set for january 21st. that letter was sent last month. in just a few hours d.c. mayor muriel bowser will announce extra beds at the casa ruby drop-in center. the expansion is set out for

young adults identified as lgbtq. six beds are added. a $45,000 investment by verizon allowed the shelter to add the additional space. a d.c. alliance youth advocate says thousands of people under the ainge of 18 experience homelessness every year but the city only has 300 beds designated for them. also happening today, an announcement from the national transportation safety board in washington. members will unveil their list of the transportation safety improvements they consider the most important. drunk drivers in maryland could soon face more serious consequences today. representatives from mothers against drunk driving will be in annapolis. they're calling on lawmakers to pass legislation requiring ignition interlocks for convicted drunk drivers. the devices mandate blood alcohol tests before they'll start. 25 states have similar laws in place. in news 4 your health now, more news on the hoverboard a

we still have the problem on the inner loop on the beltway after new hampshire avenue. they briefly stopped traffic moments ago. they are re-letting it go. two lanes remain getting by. you'll hit delays coming from silver spring making your way towards college park. be careful. looking live at the wilson bridge, no problems of any problems right now. moving quite nicely into and out of maryland. green line delays because of a signal problem at greenville and we have yellow and blue lines delays because of a disabled vehicle at king street. kim, i'll taking it from there. just into the live desk, we have learned that a man trapped in a sewer line for hours was just rescued. take a look. this is happening out in oakland, california. the affiliate there said the crew freed the man 15 minutes ago. he was working on a sewer line when a trench collapsed and he became trapped. this happened around 3:00 p.m. yesterday. by the way, the reason it took so long to rescue him, lots of

sand and clay made it hard for the crew to dig him out. glad that he is okay. aaron, over to you. >> a pennsylvania state constable shot and killed a child while serving an eviction notice. police say 57-year-old donald meyer pointed a rifle at the constable. the constable fired and the bullet passed through meyer's arm and hit 129-year-old girl, sierra. she was standing behind her father. meyer owed $1700 to the landlord. developments surrounding the cincinnati man charged with plotting to attack the u.s. capitol in the name of isis, you may remember christopher cornell. a federal judge says attorneys could have the results of a mental health evaluation by the end of the month. this they will help determine whether cornell can stand trial. it's been a year since the fbi arrested him. he's 21 years old. the republican race for president may keep your child home from school on march 1st. the fairfax county board of

we have breaking news out of iran. iranian state tv saying that ten american sailors detained after they were captured along with their boats in iranian waters have been freed. you are looking at the first pictures of those u.s. sailors. they include nine men and one woman. now it is believed according to officials that one of the boats drifted into iranian waters after it malfunctioned.

traffic. good morning. >> good morning. we still have the crash on the inner loop at the beltway after new hampshire avenue. two right lanes getting you through. delays coming through new hampshire avenue making your way towards college park. traveling into the district, so far so good on all of the main roads into and out of the city. if you're taking metro, there's resit dual delays on the green line and yellow and blue lines have a disabled vehicle outside of the king street station. i believe in change because i believe in you, the american people, and that's why i stand here as confident as i have ever been that the state of our union is strong. thank you. >> a power full end to president obama's final state of the union address. the president spent much of his address talking right to the american people rather than the lawmakers seated in the audience. nbc's tracie potts is live on capitol hill with analysis. tracie, good morning. let's start with reaction. >> reporter: reaction from the

candidates, the people who want to replace president obama including donald trump who the president didn't name but certainly targeted in that speech last night. donald trump tweeting that the speech was boring, rambling and nonsubstantive. another republican ted cruz calls it a state of denial as opposed to a state of the union. on the other side you have hillary clinton who says the president laid out seven years of progress that we need to build on. bernie sanders also tweeting that the speech was important and it reminded us not to be afraid of change. very different views on each side there. >> that's right, tracie. we just reported that we're getting word that the u.s. sailors in iran have been free just now. >> reporter: right. >> the president didn't mention the situation in his address last night. >> reporter: he didn't. there were a number of things he didn't mention. asked about it some democrats said, look, this is a breaking situation. this is a situation that they

were expecting within hours they were going to be freed. no, the president talked about the iran nuclear deal without talking about those sailors who had been captured by iran. he didn't talk about guns and gun control, something that he has been talking about quite a bit as of late and says that he still wants to try to pursue in the last year of his presidency. race, that didn't come up either and he didn't endorse anyone, bernie sanders or hillary clinton or maybe martin o'malley for president although we may not expect that until certainly after iowa and new hampshire. tracie potts, live on capitol hill. thank you. we mentioned the president didn't spend a lot of time on gun law reform. we do know some of the guests were relatives of victims of gun violence. the father of d.c. reporter charnese melton. she died last year when she was shot in southeast washington on her way home from work. her father spoke with jacquie benson a few hours before the address.

>> homicide is happening in the district of columbia. it's happening in chicago. 110 shot over the weekend, 17 dead the past ten days. it's happening, and that's not because of someone's color or skin, that's not because of someone's position on the second amendment, it's because of the flaw in the harp amend. >> d.c. police have not made any arrests in the murder of charnese melton. we also spoke with mark davis. he operates a small solar warehouse out of an at that cost yeah. he started in 2009 to help inner city joout today a woodbridge day care teacher could be arraigned on charges she abused toddlers. a big win for the defense team of sarah jordan. a judge dropped 13 of the 39 charges against her. the defense argued there wasn't enough evidence to make the charges stick and the judge agreed. today the defense is expected to ask for more charges to be dropped. prince william county police say

jordan and another worker abused the children over a six-month period at the mini land academy in woodbridge. today bill cosby's lawyers will attempt to convince a judge to keep information in a civil lawsuit confidential. seven women are suing cosby for defamation. they claim he sexually assaulted them decades ago. cosby's lawyers say the women are attempting to reveal invasive and intimate details about him and that any materials in the case should be sealed for at least two weeks. cosby has been charged with sexual assault involving one woman in 2004, however, dozens of women say cosby assaulted them as well. cosby denies all allegations. 5:36 now. the trial for the man accused of killing uva student hannah graham starts in six months. we've learned a woman says she saw jesse matthew and hannah graham together shortly before graham died. the woman's account was included in a search warrant affidavit that came out yesterday. she said she saw matthew and graham in september of 2014 at

the downtown mall. the woman said she saw matthew put his arm around graham. you will soon be able to see police hearings in baltimore after the death of freddie gray and the riots in that city. the internal affairs department says it's working to be more transparent with police operations. kevin david announced plans to start live streaming disciplinary hearings. a d.c. public school's internal investigation found a series of money problems inside d.c. high school sports. auditors found that in 2015 thousands of dollars in cash sat in lockers at d.c. public athletics offices in northeast washington waiting to be deposited. the investigation also uncovered money set aside for student athletes was spent on hospitality buffets and extravagant food for vips. the audit doesn't name her but put blame on a former athletic director who resigned in 2015

saying she was grossly negligent. that woman is stephanie evans. >> there's cash sitting in an office, and worst of all it's cash that should be accounted for, deposited and put to work for the youth sports programs. >> public schools would not answer specific questions about what changes had been ordered. instead, they issued a statement saying, quote, d.c. public schools take proper management of funds seriously. we have taken the necessary steps to ensure that such funds are properly handoold today the prince william county school board will meet to discuss long-term improvement plans. the work session begins at 6:00 tonight in manassas. the board will work to acquire new school sites, building new schools and fixing classrooms. they'll work to fix technology inside schools in the next six years. take a look at what you're up against as you get ready to head out the door. these are current wind chills. chuck bell will let us know what to expect by the time the kids head to the bus stop at 5:41.

weekend forecast coming up. we've got a problem on the beltway. inner loop just after new hampshire avenue. you have two right lanes in the right shoulder getting by. pretty nasty crash. more updates coming up in just a few minutes. 5:48. today virginia governor terry mcauliffe will deliver his state of the commonwealth address. he'll speak to the assembly about investing in schools. he hopes they'll join his push for a record $1 billion investment in public schools. that money would restore teaching positions lost during the recession. >> since 2008 we've lost 5,000 positions k through 12 during the recession. we're going to add 2500 instructional folks back into the classroom. it's important to do that. >> now the governor also works to reform the way high schools deliver education. he says high schoolers need to deliver schools that can help them land a job later on. >> the general assembly also reconvenes in maryland at noon.

governor larry hogan has a big to do list for legislators. first up, tax cuts. they would help small businesses, families making less than $53,000 a year and retirees. meanwhile, democrats have their own priorities. they want money for police reform, job training and recreation centers in baltimore after the freddie gray riots last year. drug lord guzman is being constantly moved from cell to cell inside a maximum security prison m mexico. it's the same lockup that he escaped from through a tunnel back in july. guzman has been moved eight times at that prison. he was recaptured on friday. there is now 24 hour video surveillance on all parts of his cell. the escape in july was his second from a high security prison. right now brazilian military police are on the hunt for 39 ip mates they say escaped from a prison in the state of rio grande de soule. more than 40 inmates dug a

tunnel into the ground and escaped yesterday. police escaped 7 of them. others were seen escaping in taxis or running away. a 14-year-old is dead at the hands of his own father. police say the cincinnati man shot his son thinking the boy was an intruder. the son didn't tell his father he was coming home yesterday morning because he was skipping school. the teen was in the basement of the home when his father heard a noise and grabbed his gun. a new york school district is trying to figure out how to punish a student who made a terror threat to her school. school officials at maple hill elementary heard the voicemail contained a threat after the break. police discovered it was made by a 9-year-old girl, a third grader. she is being charged with a crime but the school is trying to figure out what her punishment should be. >> call the police any time we receive a threatening call to any of our buildings in the school district. we treat them all the same, which is that the threats are serious until we can demonstrate that they're proven not to be.

maryland, got this picture of a little hint of snow. conversational amounts of snow. didn't have to shovel it. didn't have to plow it. don't have to deal with it for any school delays around the metro today. warren and shenandoah counties do have the two hour delay. what to expect for today? the snow's gone. clouds are gone. wind chills are going to stay in the teens all day long today as winds will average between 20 and 30 miles per hour. temperature wise, we're in the teens and 20s now. we'll barely make it to near freezing later today. right now only 17 in hagerstown. martinsburg. there's a view of the camera from national harbor. can see all the little ripply waves heading towards the shore. gusty winds have wind chills back down into the single numbers. only 9 for the current wind chill in manassas purg. 13 in ashburn. 7 the wind chill in rockville. wind chills will inch their way back up into the teens and 20s. it might be after the sun goes down and the wind lays down

effect. make sure to hang onto the wheel very tightly. it can get a little treacherous. >> kim, it is now 5:55. developing story in michigan. the national guard will be on the ground in flint to help deal with a drinking water crisis. governor rick snyder ordered them to hand out bottles of water. the problem started last year when the city started using water from the flint river instead of water from the detroit system. the river water corroded pipes and released lead into the drinking water. lead then began showing up in children's blood tests. residents were ordered to stop drinking the water in october. >> we are going door to door. it is planned every day this week and it will continue until every resident has safe drinking water. that's our goal. >> governor snyder announced a special committee formation to study the water issues. he's been widely criticized for his response to this public health crisis. prince gorges county facing some growing pains after launching a new 911 communication system. for example, cops who depend on

laptops if their patrol cars for information won't be able to use those computers for the next month or so. the new system went online on monday and some officers still need to be trained on that system. prince gorges county's police chief says he's expecting some growing problems here. >> with any technology, when we flip a switch, if we -- anyone expects it to work perfectly is not living in today's world of technology. >> that was the city of river dale park police chief you heard from there. police across the county say it will not affect your 911 calls. the system allows information related to an incident to be sent directly to laptops inside patrol cars. you could soon pay more for gas in virginia. they want to replace virginia's car tax with a local gas tax. fairfax city's chap peterson announced legislation for 2016. he says localities won't lose money. he said it will help get rid of the bureaucracy needed to enforce the gas tax. if it's passed, it would not be
