martinsburg. in charlestown, west virginia, only 9 above in winchester. feels like a balmy 10 in washington. wind chill impacts will be borderline extremes with wind chills near zero. later wind chills like 10 to 15 degrees. still a risk of hypothermia. take the cold seriously. temperatures for highs in the upper 20s to near 30. sunshine today, clouds coming back late tomorrow and rain chances back by friday. here's when i think they're most likely to be impacted by the rain. cloudy and dry friday by 3:00. moderate rain by 9:00 friday night. friday night, dinner and a movie plan. date night could be impacted. showers could be coming to an end early on part of your saturday. more about your weekend forecast at 6:21. back to the news now. a developing story out of prince gorges county. police say a man was shot by a homeowner after breaking into his home. this happened around 2:00 this morning on brinkley road in temple hills. news 4's molette green joins us with the latest.

molette? >> reporter: eun, by the looks of what's going on out here right now, it's hard to tell that there was a reported break-in and shooting here just a few hours ago. prince gorges county police tell us that the homeowner took action, shot a man, they say, forced his way inside. he confronted the suspect and fired his gun after fearing for his liempt now you're looking at video shot just hours ago when vectors got here just before 2:00 a.m. here in the 3900 block of brinkley road. the homeowner and his wife were the only ones inside the home at the time. the man who was shot was conscious and alert and in fair condition when police got here but suffering apparent gunshot wounds. police tell us no i.d. on this apparent suspect. we are working to find out if there are charges coming in this case. now the two people who live inside this home and were here at the time, of course, were not injured in this incident. police are still though telling

us they are investigating the circumstances that led up to the shooting just hours ago. that is the latest live from brinkley road in temple hills. back to you. >> thanks, molette. 6:03. today the man police say is responsible for the murder of an american university shooting will be in court. 19-year-old andre dudley is one person charged with second degree murder. he was not the intended target of the shooting. slonsky wasn't. a woman who claimed she was gang raped at a uva party has been ordered by a federal judge to turn over documents. the story appeared in a "rolling stone" article that has been widely discredited. they ordered that from a defamation suit. aramo wants to see communications jacquie had with the magazine and others at the time the article was being written. the suit says eramo was wrongly portrayed in the article. six people have to find somewhere else to live after a

fire destroyed their bethesda apartment. montgomery county fire says the electrical fire started from an extension cord at the willard county apartment. it caused $25,000 worth of damage. breaking situation in iran right now. u.s. officials confirm that 10 sailors have been freed. here are the first photos we're getting after they were detained by the iranian military. the crew and two boats were seized after one of their vessels drifted into iranian waters. they say the boat did have technical problems and iran has acknowledged that this was a mistake. indeed, a happy ending, but iran's army chief still coming out this morning and saying this is a warning to u.s. lawmakers not to think about imposing new sanctions against iran. aaron? we need every american to stay active in our public life and not just during election cycles. so that our public life reflects the goodness and the decency

two of the right lanes. you'll find delays pretty much back towards university boulevard about a mile and a half. if you had plans to leave, you might want to leave a little extra earlier to get through all of the problems. we have icing conditions on eastern avenue between d.c. 295 and minnesota avenue. residual delays at shady grove. if you are traveling on the beltway making your way from 270 down towards the beltway, you are going to run a little bit heavy and slow but not too bad this morning. tune in to wtop 103.5 fm in your car for traffic updates. kim, thanks. 6:11. we know how hard it can be to find parking spaces in d.c. developers and real estate investment firms won't have to build as many spaces when they're working on new buildings, however, proponents of that plan are threatening a lawsuit in response. that can come as early as friday when a zoning commission acts on new rules. if those rules are approved they can take effect in july. this morning a lot of you

a possible new break, we should say, in what's behind the suicide bombing that killed ten tourists, most of them german in turkey yesterday morning. turkish officials say they have arrested three russians in connection with that attack. they also raided the homes of those who are believed to have ties to isis. now a suicide bomber blew himself up at a popular tourist spot yesterday. that was in istanbul. turkey has become a target for isis after the country stepped up efforts to fight the islamic state. eun? thank you, angie. republican presidential candidate donald trump could be the reason your kids stay home on march 1st.

the fairfax county board of supervisors is worried about the large turnout from his supporters on tuesday. the board voted to discuss closing schools on march 1st with the school board. they say big turnouts for the primary could pose a danger for students. there's also a concern about the gop requiring gop voters to sign a loyalty pledge. >> they asked for it so if you come to the election official with your republican ballot and haven't signed the statement of affiliation, the election official cannot give you a ballot. >> right now fairfax county schools are scheduled to be on a two hour delay on primary day. today a prince william county school board will meet to discuss long-term improvement plans. today's work session begins at 6:00 p.m. in manassas. the board will discuss acquiring new school sites, building new schools and adding classrooms to existing schools. the board will also work to improve technology inside schools over the next ten years. an internal investigation at d.c. public schools reveals mismanaged money in the athletic

department, including long delays in the depositing of cash in ticket sales. there were hundreds of thousands of dollars in late deposit between 2011 and 2015. the i team obtained an audit that $32,000 of cash was found in bags in a locked office. uncounted money that should have been deposited. a former administrator was accused of gross negligence. she told the news 4 iteam financial management problems were there before she arrived at the job. d.c. schools says it has taken steps to ensure funds are properly handled. the full statements and more of the iteam's investigation right now in the nbc washington app. it is now 6:18. today a woodbridge day care teacher could be sentenced on charges she abused toddlers. a big win for the defense team of sarah jordan.

they dropped 13 of the 39 charges against her. they argued there wasn't enough evidence to make them stick and the judge agreed. prince william county police say jordan and another worker abused the children over a six-month period in woodbridge. jesse matthews murder trial starts in six months. he's accused of killing uva student hannah graham six months ago. a woman said she saw them together before she died. the woman said she saw matthew and graham in september of 2014 at charlottesville downtown mall. the woman said she saw matthews put his arm and graham. today bill cosby's lawyers will try to convince a judge to keep information in a civil lawsuit confidential. seven women are suing cosby for defamation. they claim he sexually assaulted them decades ago. cosby's lawyers say the women are attempting to reveal, quote, invasive and intimate details about him and that any materials in the case should be sealed for

at least two weeks. cosby has been charged with sexual assault involving one woman in 2004, however, dozens of women say that cosby assaulted them as well. cosby denies all of the allegations. in news 4 your health now, if you're planning a pregnancy, you may want to give up potatoes. researchers at nih shows new data shows eating potatoes may increase the risk of developing gestational diabetes during pregnancy. pregnancy experts say replacing two servings of potatoes a week could reduce the risk by 10%. give up fries though. doctors say injuries from hoverboards are adding up especially from people using them who fall. they say your height off the ground and the speed you're moving make those injuries worse. however, there are some ways to keep you safe. first, make sure you're wearing the proper protective equipment, then start out slowly. be sure to hold on to something stable as you figure out how to keep your balance.

developing in oakland, california, this morning, a worker rescued after spending 14 hours stuck in a sewer. a man was working on the sewer line yesterday when a trench collapsed and trapped him. sand and clay made it hard to work him out. workers finally freed him about 5:00 this morning. today metro's new general manager will outline his priorities. paul wiedefeld will attend a meeting. he'll talk about his observations of metra since taking the role. cog is an independent nonprofit organization that helps tackle the issues. you can vote on a plan to add tolls to i-66. virginia delegate bob marshall proposed a measure to acquire two measures on the ballot. one says should there be tolls inside the beltway and the other asks whether there should be tolls outside the beltway. the questions will be only

country and called the president a mad doing. today virginia governor terry mcauliffe will deliver the state of the commonwealth speech. he will speak about investing in virginia schools. he hopes they'll join his push for a $1 billion investment in public schools. that money would restore teaching positions that were lost during the recession. it would also help prepare students for jobs. >> 11,000 cyber jobs. starting pay on every pair lost, $88,000. we will use this money credentialing, redoing how we deliver, building skill sets. >> now the governor says he will also talk about common sense gun restrictions. he will propose background checks to the general assembly once again. and the general assembly reconvenes in maryland today at noon. governor larry hogan has a big to do list for legislators. first up, tax cuts. they would help very small businesses, families making less than $53,000 a year and retirees.

welcome back. 6:39. today volkswagen executives will present their plans to fix diesel engines that cheat on emissions tests. the company ceo will meet with epa officials in washington. you may remember volkswagen admitted to using software to cheat tests in more than half a million vehicles. yesterday the epa and regulators rejected vw's most recent recall proposal. you can soon pay more for gas in virginia. a state lawmaker wants to replace the car tax with a local gas tax. chap petersen introduced legislation in 2016. he says they won't lose any money. it will help get rid of bureaucracy needed to enforce the car tax. if it's passed, it won't be more than 5 cents a gallon. beltway, inner loop after

the woman who claimed she was gang raped at a uva party has been ordered by a federal judge to turn over documents. the judge ordered the documents as part of a defamation suit from uva associate dean aramo. they want to see communications jacquie had with the magazine and others at the time the article was being written. aramo was wrongly portrayed in the article is a cording to the suit. six people had to find a different place to live after fire destroyed their bethesda apartment. the fire started from an extension cord. it caused about $25,000 in damage. we just heard from the pentagon on that developing story out of iran. ten american sailors are free and now the navy getting ready to investigate what led sailors into iranian waters. you can see the crew. actually, we have photos of the crew that we'll show you here

resurgent russia, threats from isis and be the ability to form a consensus in washington over issues including climate change. let's get the perspective now from nbc's senior political editor mark murray. >> good morning. >> thanks for joining us. we talked about some of the highlights, but what about what the president didn't discuss. we expected him to mention gun control. he didn't do that. what else was missing from the speech? >> gun control was i think probably the biggest omission. again, what stands out more is some of the things that weren't totally explicit and implicit. those are all the political overtones, eun. he was singling out donald trump we shouldn't discriminate against muslims. he was singling out someone like marco rubio when he was talking about the dangers of hawkish interventionism. he was signaling out others when he talked about bombing. i was fascinated how he framed this as a political speech. it's almost a response to

everything he heard last year. >> you said that yesterday morning. that's what you were looking for. >> and he delivered on it. >> there you go. you tweeted about the contrast that the president was setting up against people like donald trump in the address yesterday. >> yes. i mean, again, it was such a big part, almost like a rebuttal to donald trump. what was fascinating was the republican response, nikki haley, south carolina governor, also gave the republican response. her own speech seemed like a rebuttal against donald trump. talking about we should be a welcoming country, a welcoming political party. that ended up getting backlash from conservatives. you're seeing a 1-2 from president obama, the republican responder and then trump's people responding. >> there was a lot of puv back to nikki haley's message after the state of the union. how does that set her up for she's considered a star of the party? >> she got a lot of praise from mainstream republicans, a lot of moderate republicans who thought that's exactly the kind of message the republican party should be having. as we've seen on the campaign
