from some of the key players in the release of ten american sailors take noon custody by iran on tuesday. we can show you some pictures here released by iran of those sailors as they were being detained after their boat,q in e persian gulf had mechanical issues. they were taken into custody by iran on tuesday. they were released this morning, put back in the same boats, returned to an american ship in the gulf, given quick medical exams and sent by plane back to bahrain. we heard from john kerry who negotiated much of -- or had many conversations as it relates to their release saying he was grateful. the latest from the live desk, barbara? >> right now, traffic is starting to improve on the inner loop of the beltway after a rough morning for commuters. this is the scene from chopper 4 just after 8:00 this morning.

three people were sent to the hospital after the multiple vehicle accident near georgia avenue in silver springs. at one point all lanes were closed for that cleanup. and the morning started off worse on the inner loop just after new hampshire boulevard. police tell us that one person was killed in this accident just after 4:00 this morning. lane closures were in place for hours as police investigated. police in prince george's county say a man was shot after breaking into a house in temple hill. it happened around 2:00 this morning on brinkley road. the homeowner and his wife were in the house at the time but were not injured. the woman who claims she was gang rained at a uva party has been ordered to turn over documents by a judge. the story appealed in a rolling stone article. the judge ordered the documents as part of a defamation suit from uva associate dean nick cole iramano. she wants to look at communications jackie had with the magazine and others at the

confident as i've ever been that the state of our union is strong. thank you. >> a powerful end to his state of the union address full of political overtones. president obama all but singled out donald trump. the president's final state of the union was framed as a political speech and a response to everything he's heard over the past year. nbc's tracie potts is on capitol hill with more on what happens today. >> reporter: today president obama and members of his cabinet head out to sell these ideas that he pitched here on capitol hill overnight. the president said that we got the strongest economy in the world, even though some people are still struggling. he touted a successful foreign policy on things like the iran nuclear deal. he talked about the spirit of discovery that needs to be encouraged as we move forward. and he said that he's disappointed over the divide in this country and especially in washington. >> it's one of the few regrets

of my presidency, that the rancor and suspicion between the parties has gotten worse instead of better. today the president will be in omaha, nebraska, he speaks at the university there, then he heads to baton rouge, louisiana, two cities he has not visited since taking office. back to you. while democrats in washington bear much responsibility for the problems facing america today, they do not bear it alone. there is more than enough blame to go around. >> the governor of south carolina is on the defense this morning. nikki haley gave the gop response last night. some conservatives say she missed opportunities and took swings at the man leading the republican race for the white house. governor haley stood behind her comments earlier on "the today show". >> when you were talking about the loudest voices, those angriest voices, in that context, were you referring to donald trump, correct? >> he was one of them, yes. he was one. there's other people in the media. there's people in my state.

look at this video outside philadelphia. this is a water main that broke and basically turned into a massive fountain this morning. water shot 30 feet into the air. it took crews an hour to shut it off. our partner station in philadelphia says as the water came down it froze on nearby buildings, on trees and power lines, too. i guess we got some freezing temperatures around here, too. >> we did. i did hear along eastern avenue this morning they had a little bit of ice on the roadways. that's just inside the district. you step outside the beltway, northern shenandoah valley had a mess. schools delayed there. yeah, there was a bit of ice this morning. a lot of areas having come above that freezing mark even though we have plenty of sunshine out there and clear skies. clear skies all the way around, except that lake-effect snow machine in buffalo, upstate new

an arrest made in a murder case that really has shaken the part of the alexandria community. police telling us that a 17-year-old male has been arrested in the murder of the young man you see here, jose peres. his body was found in beverly park, the pit as people have come to call it, back in the beginning of november. at that point a lot of people were worried about these sorts of incidents. there were concerns about gang violence. today alexandria police telling us that a 17-year-old has been charged with murder. this happened today. he's a juvenile so his name is not being released. they also told us two other people are in custody in this case. we expect to hear more from the police chief later this afternoon. that's the latest from the live desk, i'm aaron gilchrest. donald trump could be the reason your kids stay home march 1st. the fairfax county board of supervisors is worried about the large turnout from supporters on super tuesday. so the board voted to discuss

closing schools march 1st. they say big turnouts for the primary could pose a danger to students. there's also concern about the gop requiring virginia voters to sign a loyalty pledge. >> the republican party asked for it. if you come to the election official with your republican ballot and have not signed the statement of affiliation, the election official cannot give you a ballot. >> right now fairfax county schools are scheduled to be on a two-hour delay election day. president obama barely mentioned the gun control issue in his state of the union speech last night despite last week's big push. that's when he proposed $500 million in federal funds to go to mental healthcare as part of his gun control executive action. dr. joshua weiner joins me now to talk about the president's proposal. good morning. >> good morning. >> what are your thoughts about this level of funding that he's calling for? >> i'm happy with any increase in funding for mental healthcare. but this is just a drop in the

bucket. i don't think it will make that huge of a difference especially if you view it in light of the fact that on a state and local level budgets have been cut by billions of dollars across the country for mental health funding what i'd like to see at some point, in general what we need do is we need to increase the work force of mental health professionals out there. there's a massive shortage of mental health professionals given the high need, high demand. the other thing i think we need do is look at how insurance companies have so much influence over mental healthcare. so, if somebody is in the hospital and they're psychotic and they've been in there for a week but not felt to be a danger to themselves or others, insurance will tell the doctors and families we're not paying anymore. your family member has to leave. i think that has to change. >> is it the profession not drawing enough people because it's not paying well enough? >> the problem is there's not enough residency slots. there has to be more residency training programs out there to train more doctors.

material secret. cosby's lawyers say the women suing him are trying to reveal invasive and intimate details about him. they want any materials in the case sealed for at least two weeks. cosby has been charged with sexual assault involving one women in 2004, however dozens of women say cosby assaulted him as well. cosby denies all the allegations. by the end of the year the st. louis rams will be playing in los angeles. the u.s. owners made that move official last night. the rams start playing in l.a. this coming season. the chargers were given a year to work out a deal with the rams to share a new stadium. after the break two stories that could be important to your health. >> including the information pregnant women shou

police in prince george's county say a man was shot after breaking into a house in temple hills it happened around 2:00 a.m. this morning on brinkley road. the homeowner and his wife were at home when the man broke in. right noul traffw traffic i starting to improve on the beltway after a rough morning. this is the scene after 8:00 this morning. three people were sent to the hospital after a multi vehicle accident near georgia avenue.

the morning got off to a worse start on the inner loop after new hampshire avenue. police tell us a person was killed in this accident just after 4:00. lane closures were in place for hours as police did their investigation. grilled on train safety. the ntsb just releasing its ten most wanted transportation safety improvements for 2016. we'll run down some of the highlights. you can look. ten items were on the list. one is expanding the use of safety recorders like we hear about in planes. they want more of that used. they are encouraging people to disconnect from distractions that can be deadly in our personal vehicles even. and implement rail safety initiatives. we're talking about positive train control in particular. reporters asked about that issue and whether that technology needs to be sped up, particularly in trains. listen to the ntsb response to some of those questions.

>> i think that every day that ptc is not in place, we run the risk of another amtrak crash at philadelphia or another bronx crash, or another chats worth. every day we don't have this technology we are at risk. >> that was a calm push to congress to force the industry to start using positive train control. the autopilot, if you will, for trains a little more eagerly or vigorously this coming year. there were several other items on the list. i will tweet out that information for you here in a couple seconds. >> thanks, aaron. there's a new effort to put the proposed i-66 toll lanes on the ballot. however it's not clear what impact they would have or that would have. according to insidenova.com, bob marshall proposed adding two questions to the ballot this november. one asks if there should be tolls imposed on i-66 inside the beltway. the other asks if tolls should

be imposed outside the beltway. the state government would see your answers but wouldn't have to act on them. >> there will sooner more police services if you live in the dale city lake ridge area of prince william county. construction started on the central district station along davis ford road. it will be the third police station in the county which is adding about 25,000 additional officers each year. the new station suspected to be finished in august of next year. boy, it is cold out there. mainly because of the winds. often we have temperatures barely getting above the freezing mark today. yes. you put two and two together we have some chilly conditions out there. some of the chilliest we've seen this season. temperatures in the 20s now. we'll take it to the freezing mark. ample sunshine out there thanks to high pressure in charge. if you're traveling, you're good, except if you're traveling up near buffalo. for the next 12 hours you will

from california rejected a vw most recent recall proposal. you can soon pay more for gas in virginia. fairfax city's chap peterson wants to replace the car tax with a local gas tax. he introduced legislation to the general assembly that they will consider this year. peterson says localities won't lose money. he also says his proposal will help get rid of the bureaucracy needed to enforce the car tax. if it's passed the gas tax could not be more than 50 cents a gallon. there's been a lot of interest but so far no sale. the home depicted in the film "the silence of the lambs" is on the market. but the current owners are having trouble finding a buyer for victorian home south of pittsburgh. in august the price of the house was $300,000. it's now 250,000. the most grizzly scenes from that movie were filmed on a sound stage, not in the house. and we

right now we are waiting to hear more about what led police to arrest a teen for the murder of a man found in an alexandria park in november. so far we know a 17-year-old boy is being charged with the murder of jose perez who was found dead in beverly park. two other suspects are in custody but not charged. look for updates on news 4 this afternoon. more on developments overseas where all ten u.s. navy sailors held by iran have been released. they were picked up yesterday after their small boats allegedly drifted into iranian waters. today secretary of state john kerry is thanking iran for ending what could have been a

crisi crisis. >> reporter: iran's powerful revolutionary guard issued a statement earlier today saying all ten american sailors had been freed with their vessels. initially the guard said the sale loeilors and their vessels been apprehended in iranian waters after they were snooping around and acting suspiciously. but a revolutionary admiral said after extensive investigation they realized the naval equipment had failed and they accidentally strayed into iranian waters, they said their activities were not suspicious nor were they here to conduct espionage. this could have been a major international incident but it has been handled with diplomatic approach. this came at a sensitive time because we're days away from implementation of the nuclear deal. the possibility of a crisis

could have jeopardized that and the billions of dollars that is expected to flow into iran for sanctions relief. but the u.s. sailors were not freed without a warning from iran's u.s. army chief. he said let this be a warning to troublemakers in congress who want to impose more sank thction iran. just in to the live desk, the department of homeland security fell short when it comes to its response to the ebola outbreak. you will remember back in 2014 there was an ebola outbreak in west africa. there were concerns about people coming into the u.s. a new report today from the office of the inspector general said homeland security responded quickly with an ebola screening program but it did not ensure coordinati coordination, adequate training and consistent training of people coming through ports. bu we know the inspector general

recommended ten things to help correct this problem. the department of homeland security agreed to those ten items and implemented and completed seven of them. three are still outstanding. i'm aaron gilchrest from the live desk. we can't afford go down that path. it won't deliver the economy we want. it will not produce the security we want. but most of all it contradicts everything that makes us the envy of the world. >> that was president obama during his state of the union address last night. he said he's disappointed that american politics has become more divided on his watch and warned against excluding others because they look different or practice a different religion. mark murray, the senior political editor for nbc news says the president's statement had political overtones. >> he was really almost singling out donald trump when president obama said we shouldn't discriminate against muslims. he was singling out someone like marco rubio when he talked about

the dangers of hawkish interventionism. for a political reporter like me, i was fascinated at how president obama framed this as a political speech. >> mark also says the gop response to the state of the union by nickki haley also seemd to directly call out donald trump's ideas. senator ted cruz leads a new poll out just weeks ahead of the iowa caucuses. the des moines register bloomberg politic s poll puts cruz three points ahead of donald trump. you may have seen hillary clinton's new ad, it gets right to one of the most controversial issues of the race so far. >> it's time to pick a side, either we stand with the gun lobby or we join the president and stand up to them.

>> the democratic front-runner aligns herself here with president obama and his gun law reform. on "the today show" this morning she says her stance on guns differentiates herself from bernie sanders. >> bernie sanders has been a pretty reliable vote for the gun lobby, i've been standing against them for a long time. voted against them when i was senator. >> reporter: she says she wants gun manufacturers held responsible for crimes committed with their guns. we are back with dr. joshua weiner. do people seeking health treatment need to fear that their doctor may be turning them into the fbi and putting them on a short list? >> no. with the new executive actions the president is trying to make sure certain people are reported to the fbi criminal background check system. people who have been found incompetent to stand trial, not guilty by reason of insanity,

people involuntarily committed to a mental health institution, and people receiving social security disability from mental health reasons if in addition to that they are found unable to handle or manage their own finances and have a designated payee. that effects about 1.5 million people in the country. but if you are going to see your regular doctor, this is the key, you can disclose anything that private doctors and therapists have no ability to put your name on any database. so, people should not fear that at all. >> just a person going for anything that has do with their mental state. >> right. if you are a gun owner, depressed, you go see a psychiatrist, you seek help, you do not have to worry that doctor will report you to the fbi and put your name on a database and have it made so that you can't get guns or that your guns will be confiscated. >> do you think the new rules

that will go into effect soon will help with gun control? >> i don't think they're going to help with the san bernardino type things. where they might help is decreasing suicides. two-thirds of all gun related deaths are suicides. we also know that if you have a gun in your house you're more likely to commit murder-suicide. by taking the guns out of the hands of some people with serious mental illness, it's probably going to have b beneficial effects for that but not really the mass shootings. >> whatever we can do to reduce gun violence, we're moving in the right direction. >> i like the proposals. i think they're going in the right direction. >> lauryn, back to you. actually we'll get back to lauryn in a bit. >> after the break, a hotel room vandalized. >> and a

the daughter of devon still is cancer-free. the 5-year-old has been discharged from the children's hospital of philadelphia. leah was diagnosed with stage four cancer in june of 2014 and has been undergoing treatment over the last year and a half. doctors gave her a 50/50 chance to survive, but it seems the little girl fought hard and beat those odds in the cutest fashion. back to you. >> that's good ñinews. >> it is. are office pools a good
