first at 4k clo, we now know whether a controversial project could get the green light. >> a frigid morning, a nice afternoon and now something else entirely for tomorrow and tomorrow night. we'll talk about what to expect in my forecast. this afternoon, a chain-reaction crash involving seven vehicles in maryland has turned deadly. you can see the pile of mangled metal at the scene. >> pat collins has been digging up new information. we know this happened in largo in the intersection of route 202 and lottsford road. pat is there. what are you hearing, pat? >> reporter: this is lottsford and landover road. you can see behind me things are moving normally now, but earlier it seemed like a gigantic junkyard, a deadly crash, and it appears the man who causeded it shouldn't have been on the road at all. it was a deadly crash. it was a collision between a black pickup truck and then a

red pickup truck that caused a chain reaction accident here at this intersection. they say the man behind the black pickup drove into the intersection and then hit the red pickup. inside that red pickup, a 53-year-old woman. she died as a result of this crash. now police say the man behind the wheel of that black pickup was out on a warrant. they had an arrest warrant for him. that he had a suspended license and that he probably shouldn't have been driving at all, and here from corporal devon parker with the maryland state police. >> so the driver of the striking pickup truck had a warrant out for him before this happened. >> yes, sir. >> reporter: that warrant was failure to appear. >> in court. >> reporter: in a case where he was charged with drunk driving. >> that is correct. >> reporter: the driver of the

black pickup has been taken to the detention center. there are charges pending against him. i'll have more about him, more about his previous case, an eyewitness to this collision all coming up at 5:00, chris, back to you. >> thanks, pat. >> new at 4:00, prosecutors in maryland charged a teenager with murdering the young woman whose body was found on a hiking trail. marvin vazquez-juarez is 18 years old and he is being held. he used to have a relationship with catherine alvarado. she was found along the trail in hyattsville. >> old, corroded parts were part of a deadly silo collapse. a teenage employee from front royal was killeded. federal investigators released the results of a five-month review of the incident. scott macfarlane broke the story and joins us now to tell us what the feds found. >> investigators found operators of the stone quarry plant in

leesburg failed to ensure enough inspections were done to keep the plant safe and they released the image you're about to see of the silo collapse. it killed 18-year-old daniel potter. potter was inside that silo august 3rd when he was crushed beneath tons of material. news 4 investigation into the case shows a 2012 inspection cited an area of concern in the silo and recommended changes be made and annual checks be conducted, but that recommendation was never acted upon and they say they found bolts inside had corroded. the u.s. mine safety and health administration has issued a citation against the company, lux stone corporation. the size of the financial penalty has not been revealed, but the company has the right to appeal. if anyone in our company had any idea that a failure like this could occur, we would have taken steps to correct it. their full statement is on the nbc washington app and we spoke

to daniel's father who says he's received the report and isn't ready to talk publicly about the investigation or his son's death. scott macfarlane, news 4. i'm meagan fitzgerald in alexandria. an ms-13 gang member appeared in court and edwin umana is being held without bond. alexandria police say 22-year-old eduardo almendares was found dead in a park. he was motivated by the ms-13 gang to kill the victim. this type of criminal activity is on the rise in our area. coming up at 5:00, a gang expert speaks about who these members are and the impact they're having on our community. weather and some changes that are moving in on us as we head to the weekend.

let's go to storm team 4 meteorologist doug kammerer. is the temperature going to move in the right direction now? >> it moved in the right direction, pat. yesterday the coldest day we've seen so far and a high of 32 and windchills in the teens all day and today, take a look at the numbers. wow! what a difference a day makes and 21 degrees warmer in d.c. with a high of 53 and we got to 53 and 55 in martinsburg and some incredible warmth that moved under a southwesterly wind and that warmth will stick around, too. this evening if you're heading out it will be pretty nice. cool, but not as fridgid as it was a couple of nights. now the big change will come tomorrow night. what are we expecting? the potential is there for rain and if you're heading out you'll need the umbrellas. a much colder weekend and we'll talk about the weekend and even a chance of a couple of snow

flurries and another arctic outbreak and this one colder than the one we saw yesterday and we'll talk about that, too. our complete forecast in just a minute. >> i'm mark segraves in frederick county, maryland. the church of scientology spent millions of dollars to buy hundreds of acres in the foothills of the mountains. their plan was to build a drug rehab facility, at trout run lodge, but they met with opposition from residents and ultimately the frederick county council voted to block their plan. that's when the church of scientology took the council to court and today a judge issued an order in that case saying the frederick county council now has to prove that they're both blocking the plans here for a drug rehab facility are in accordance with frederick county law and that means this case is going to drag on for some time. the church of scientology issued a statement saying they are pleased with the judge's ruling.

members of the frederick county council until they've had time to review the judge's order. mark reeg saves, news 4. today some of the residents went back to the scene of the apartment fire and they're still not allowed to go into the condos and some told news 4 they don't have anywhere to live and many of you watched their dramatic rescues live. right now two residents and three firefighters are all out of the hospital. investigators say the fire was an accident started in the kitchen. a permit has been submitted to raze this mansion where the savopoulos family and their housekeeper were brutally murdered. the department of consumer and regulatory affairs say the permit is under review and it was submitted on wednesday. the savopoulos home went on the market in november. police have charged david wendt in the murders. he set the multimillion dollar

developing at fort meyer in arlington, a day care center had to be evacuated today because of car monsanto oxide. several patients were evaluated, but they weren't taken to the hospital. the suspicious odor was detected this morning at the cody child development center in the fort meyer portion of joint base meyer henderson hall. the children were moved to another portion of the center and parents have been notified and were allowed to pick up their children early. a day after we broke the news that metro employees were ripping off their own transit

agency. the head of metro is responding? >> he's not happy. this was all part of an elaborate scheme involving smartrip cards and adam tuss broke the story. he's live at the station to get us up-to-date with today's developments. adam? >> reporter: that's right, chris. word traveled fast and it traveled all of the way to the top of metro about the story yesterday. paul wiedefeld saying he was mad and embarrassed and other employees at the transit system also felt that way. take a listen to what he had to say today. >> i'm mad and embarrassed, you know? i mean, that's, you know, it reflects poorly on the agency. so i'm mad that they did it and i'm embarrassed for the agency. >> reporter: meanwhile, we've learned that all of the employees were fired because of that incident and some of them still have court dates that they have to go to, but this was not a good incident for the transit agency and they were making that known today.

>> there was information about the green line train that separated while in motion last week. what have you learned about that? >> so what we heard was that there was not a specific problem with the coupler. that's the piece of equient that holds the rail cars together. if you look in between metro rail cars you can see it's an orange piece of equipment right there. the general manager telling us nothing was wrong with that, but he mentioned something interesting. there was a lot of moisture around this train where this incident happened. there's been no definitive cause and they're studying the rail cars where this happened and more clues about why that rail car may have come apart. it is not common for that to happen at any point in the metro system. and i know, a lot of folks have stopped worrying about whether my train will get here on time and started to be concerned about whether it's safe to ride. what are you hearing about the new chief safety officer? >> this is a position that's been vacant for a little bit of

time in metro and they've had an acting chief safety officer. the former chief safety officer was pretty much publicly ridiculed by the metro board. he had no idea what was going on. this is a position that's really important and now the general manager saying they're down to a few candidates that they'll start interviewing and now, of course, the federal transit administration is overseeing all of metro's safety department and this position becomes critical than ever and they're getting closer to hiring their chief safety officer. you won't be seeing reflections from the lincoln memorial reflecting pool for the next couple of months. the pool has been trained for annual cleaning and it was supposed to happen last week and that was delayed and work usually takes about 60 days to complete. man, oh, man. doug, you told us it was going to be like a roller coaster and

it was going to go down and shoot back up and you called it. i was in downtown and in between the buildings and in the shade it was freezing and now look behind you. a beautiful shot. we've got the cloud cover gone and we've got the sunshine across the area and the temperatures shifted just about last night, and yesterday high temperature of 32 in the city and right now we're at 52 degrees with winds out of the south at 13 miles per hour helping to give us those warm temperatures and a nice, mild afternoon and i told you you'll leave with the coats and the gloves and the hats and you won't need any of those, and i'll tell you right now, i did not see mid-50s and 55 in fredericksburg and 58 in stanton, virginia and 58 in the gaithersburg area and a high temperature of 28. they're 52 now. a huge difference and it all has to do with that win. nothing on the radar and we'll stay dry overnight tonight and right on through most of the day

tomorrow and the storm systems themselves and it's not moving our way and that's the one that has the cold air and this is the one i'm watching now and look around the new orleans area and a lot of rain associated with this and we have it out of the gulf of mexico and this is the system that will move right up into our region tomorrow night. if the cold air was here we'd be talking about the perfect scenario for snow and the warm air is coming in and this is why there will be rain and that rain coming tomorrow night. future weather, flow problem. we start off with some sunshine tomorrow and we'll get right back into the low 50s and here we are at 11:00 in the morning and still dealing with sunshine and by the noon hour we'll see the clouds move in and this is earlier now and some of the latest computer models giving us that rain around 5:00, 6:00 and we'll start to see the rain move on in and it gets heavy at times at 8:00, 9:00, 10:00, 11:00 and make sure when you're headed out for dinner and look at the heavy rain and it's out of here fairly

the revenant and mad max fury road lead with the most nominations. scott is a film critic with "access hollywood," based on your years of covering hollywood, did the academy get it right or wrong? >> well, the thing is they mostly got it right. i mean, of course, everybody is talking about how white the oscars are for the second year in a row. there were no acting nominations of color, but the acting nominations that we showed for were pretty on the spot. the problem isn't really that there weren't enough acting nominations that were of color, it's in general there weren't enough opportunities for diversity over the last year which is why we're not seeing enough nominations. that's the bigger issue. >> what would you say was the big surprise or what were the biggest surprises for you? >> for me the biggest surprise of all was ridley scott was not nominated for best director for "the martian." this is a director that's been making fantastic moves for

decades, "alien" "thelma and louise" and he's never won the oscar. "the martian" was nominated for best picture and what's a guy got to do to win an oscar? he's long overdue. everybody thought he would get it for this movie because for his whole career and that just didn't show up. >> i know abc was sure hoping the force would awaken for their broadcast. despite being the biggest box office smash of all time the force warrasn't for "star wars, do you think it was nominated for the technical awards. >> i don't think anyone expected "star wars" to be named for best picture or best director op it's the second highest grossing movie of all time and behind "avatar" all well deserved, but not an oscar movie. those movies should be nominated for oscars. i love "star wars," but felt too

for a tuskegee airman who has been missing since world war ii. a memorial and symbolic burial took place for samuel leftonit. he hasn't been seen since 1945. his plane collided with another airman while escorting bombers to austria. his family is still searching for remains. tuskegee airmen were african-american pilots from world war ii who trained in tuskegee, alabama. he congratulated louisiana's new democratic governor for his decision to expand medicaid. the president says he still has goals with reforming the criminal justice system. someone in the town hall asked him if the first lady would ever run for president and president obama said no and that her not running is as certain as death and taxes. now your storm team 4 forecast.

team 4 and especially when you look at where temperatures will be this evening and it will still be chilly. so heading out, you'll need a warm jacket and not the real heavy coat, i think. just a light coat or a warm jacket. same thing for early tomorrow morning and chilly conditions and the clouds will be on the increase and 35 degrees at 7:00 bdñ a.m. they'll be at 37 degrees and warming slightly and gradually throughout the morning hours and here's the next two days. average is 43, but starting on sunday, that's when the cold air moves in and all of next week our temperatures will not only be cold, but running very much below average with any wind, we'll just be wishing that we had the backup to around 50 as was the case today. same deal tomorrow from the 30s to the 40s. most of the mid part of the day to about 50 degrees until 3:00. again, clouds move in tomorrow so it won't be quite as pretty

eos, otherwise known as the evolution of smooth has been hit with the class action lawsuit. the summer fruit version made blisters erupt. she's part of the lawsuit that's asking the makers of eos for damages and for a warning to be added to the lip balm's packaging. eos tells nbc news that the product is safe and approved by

the fda and that the lawsuit has no merit. a suspected armed robber got a little more than he bargained for when he tried to hold up a convenience store. the clerk was irate and gave him a tongue lashing. jenny is in indiana with the video of that robber being reprimanded. >> reporter: the armed robber you see there with his face half cover side about to get a surprise scolding. >> i've never seen anything like this. >> reporter: a lesson in morals from the unarmed clerk he's holding at gun point. >> that's what he told the investigating officers was i was telling him this is wrong what you're doing. >> reporter: just watch as the clerk confronted with that gun reprimands the robber. >> he's telling him to get out and now he's lecturing him and he's pointing his finger like a parent would. >> reporter: at one point in the video you can see the clerk go around the count tore get the cash. it doesn't work. >> look at him. he's telling him, you get back out from behind the counter and you get out of here and later the robber gets into the

register himself and again, he's stopped and scolded. >> and the clerk is holding the drawer shut so it won't come open. >> watch when the clerk convinces the gunman to put away his weapon. >> the suspect complies and even throws his arms like, look, okay, see? i put the gun out. give me some money now. >> the surveillance goes on for six minutes and the two argue that long before the gunman runs off. >> we're at a stop light and someone just ran out and they're watching the gun runaway and he said call 911. police say the clerk is lucky to be alive. they warn against this the kind of reaction. >> it's certainly not worth losing your life over a few hundred dollars. >> this criminal only got a away with a few bucks along with a lesson on being a better man. >> everybody in here is laughing at that. he knows it's not a good idea to argue with an armed robber and he wasn't trying to be a hero. >> but he says, look, he works hard to provide for his family and the robber ought to get a job and work, too.

what have you learned? >> reporter: jim, it was a violent crash that took the life of a 53-year-old woman and police say the driver who caused it didn't have a valid license. the man who was in this truck, the truck that triggered a nine-car crash. the crash that killed a 53-year-old woman. that man, police say was driving on a suspended license and had a warrant out for his arrest to face a driving under the influence charge. that man has been identified as 34-year-old juan sanchez. according to court documents obtained by news 4, sanchez was arrested on new year's day 2014 and charged with speeding, driving under the influence, driving while impaired and when he didn't show up for trial a bench warrant was issued for his arrest.
