"news4's" molette green is live to zain explain how this works. molette, good morning. >> reporter: good morning to you. we can see security cameras on top of the roof of this store here in northwest d.c. and there are some inside. the idea is to get more folks in the city on board. in just a few hours, d.c.'s mayor, muralial bowser takes another step in her crime-fighting plan providing incentives to property owners and even churches for buying the plans and registered them with police so if something happens police can better i.d. suspects. this is mayor bowser's come prehebsive plan to get on top of crime especially after the violent crime last year. she's been very critical lately of the city council for not moving fast enough on safety legislation. but later today, again, mayor bowser signing this into law.

an arizona man is in critical condition after a flash-type explosion in his shed. this happened in a mobile home in arizona late last night. we're just getting video. first responders saying there was no fire to exturn give and that prompted them to get hazmat crews out there. they're still trying to figure out what caused all this and weather the scene is actually safe of any possible hazards. 6:10, your time right now. new developments in indonesia following the deadly terror attack at a starbucks. police in jakarta have arrested three men believed to have been involved in that attack. there was an explosion and a gun fight. seven people died including five attackers. two of them had been formally convicted for terrorism. a new investigation you may hear about this n this weekend's dedication. a state prosecutor said he bought furniture from the governor's mansion at a discounted price.

don't ever throw out your ticket. >> free money is free money. >> that's right. a teenager who was rescued from a freezing pond has died. all three were pulled from the pond last night. it's not at clear why they were in there in the first place. it took rescuers 35 minutes to pull the third student from the water. he died. the other two students are in the hospital right now. 6:19. a new case of ebola confirmed. health officials in sierra leone say a woman died earlier this month. they declared west africa ee bow ha-free, however, the world health organization did say there could be some flare-ups. the officials say the country is prepared for new cases and there is no cause for any concern. there is a warrening now against pregnant women traveling to brazil and it's all because of a mosquito-born virus. it's called zika.

it spreads via a mosquito bite and there is currently novak seen for that virus. in other news for your health this morning, many children with food allergies don't know how to handle a severe reachlkapid cit reaction. many don't know how to use an epi pen. doctors need to make sure parents can repeat back directions. this is a heartwarming story following a heartbreaking loss. you probably remember this. seconds left in the past weekend's game between the vikings and seahawks. they were on the surgery of winning and blair wallern missed that field goal. as you can imagine friends were not happy. but guess what? elementary students called it a teaching moment. they say it was okay.

bei bei will make his public debut tomorrow. megan mcgrath has more. we know it's going to be busy tomorrow. >> reporter: it's going be very busy. this little guy is like a rock star. people can come to see him for the first time. here are some tips for you if you're going to be coming out on saturday. first of all, the began house opens at 9:00 in the morning and will stale open until 4:00 in the afternoon. you're going to want to use the asia entrance. that's near his house. they go out at 7:30 in the morning and hang out in their outdoor enclosure. after they debut, you can see him outside if he so chooses.

the party to lawsuits. >> tracie, let me ask you about the moderators in last night's debate. chuck todd tweeted that it felt more like an interview than a debate. what do you make of that analysis? >> what happened last night were two things. we saw the exchanges with trump and cruz and rubio and cruz and others, but also there were a lot of sub stan tirch questions asked. and in some areas, there was not a lot of back and forth, which may have led toed todd seeing s as sort of an interview. this was a fox business debate. some of the more conservative members say, look, we don't want to hear them arguing. we want to hear them talking about the issue. in fact, a lot of people, not just conservatives have said that. when you look forward to iowa, these are people who get involved in their caucuses. they want to know details about the candidates. not just whether they can talk about, but what they believe. >> probably one of the more controversial statements from last night, i want to play a
