close 150 stores nationwide. it means the world's largest retailer is ditching plans to open two additional stores in the district in neighborhoods that need an economic boost and mark segraves is live in northwest with the response from walmart and city officials. hey, good evening, chris. this walmart here on georgia avenue has been a boost to this neighborhood just like the ones on h street and the one near fort totten. this store here used to be an abandoned car dealership and sat empty for years and it's helped to revitalize this northwest neighborhood and two neighborhoods in ward 7 that were promised walmarts won't be getting the stores that they were counting on. >> i'm blood mad about it. >> today's news that walmart is backing out of deals to open two more stores came as a stock district leaders. >> they made a commitment to two other stores to private developers. so we're very concerned about that. we will turn our attention to those private developments to

see anything and everything the city can do to make sure they continue to be viable. >> the city has been bringing jobs and retail to poor neighborhoods that need a boost. without walmart to anchor the capital gateway projest in northeast it's uncertain if either of those projects could still be built. >> i believe a company's word should be their bond. i was at that meeting in las vegas where it was put to walmart in very clear terms that if you cannot build anywhere else in the district of columbia. >> reporter: i spoke to a representative in walmart that says the three stores open in d.c. will not be impacted and there will not be layoffs at those stores. as for the future of the projects i spoke to the developers in the two ward 7 projects and they did not want to comment on what this means for the future of those developments. >> coming up at 5:00 you'll hear more from mayor bowser about

we get the green light and this is prior to 7:00. showers nothing too heavy and after 7:00 and especially around 8:00, 9:00, 10:00 p.m. moderate rain and there could be ponding on area roads. by early saturday morning it is over and we'll get the green light because we'll start drying out. in a couple of minutes amelia is back for the evening and what the temperatures will be like and why you don't have to worry about road conditions too much. we're tracking developments off of the coast of hawaii where two helicopters collided in mid air. there's no sign of the 12 crew members. the marine corps and coast guard are scouring an area of two and a half miles. the crash happened at night during a training exercise off the coast of oahu. coast guard rescuers spotteded a burning debris in the water. a trouble end to d.c.

students and staffers. threats phoned in to several facilities made this short school day for a number of students. d.c. police headquarters, a charter school and a junior high school all got phone calls during the 10:00 hour this morning. police didn't specify the school locations and said one was evacuated out of an abundance of caution. >> it came from an unidentified number, from a human voice and we'll work with our detectives and see if there were similar threats made. >> police say they are still working to find out who made the calls and that none of the threats were credible. >> several workers are being tested right now to see if they've been exposed to lead. crews are renovating at the longworth house office building over the past few weeks. this morning it was shut down when ten workers started feeling sick. the house sergeant at arms office said the construction may have released lead into the air.

hazmat crews were checking the building and just gave it the all clear. d.c. police have a man in custody who they say attacked five women in different parts of the district. melvin latney is facing several charges of sexual assault and robbery in connection with the attacks that spanned more than a month last year. police had released images and video of latney and thanks to tips managed to arrest him yesterday. chief lanier says latney is charged as an escapee. >> mr. latney actually walked away from a halfway house on november 24th and beginning on that day began engaging in a spree of crimes. >> lanier says surveillance cameras helped them identify latney as a suspect in four of the five attacks. i'm darcy spencer at circuit court in upper marlboro. two men were sentenced today for

their roles in a robbery and shooting of a disabled vietnam veteran. that veteran is 66 years old. he was selling items out of the back of his car to try to raise money to buy christmas presents for his grandkids, and that's when he was set up for this robbery. he agreed to give the two men all of his items, even his car, but as the suspects were leaving one of them said to the other bust him anyway, and that's when the other suspect fired his gun. the bullet hit the victim's spine. he fell down to the ground in a parking lot. fortunately, he survived and was able to see this day of closure and testify at the sentencing hearings for the two men who injured him. you'll hear from that victim coming up in my report on news 4 at 5:00. a moment months in the making could be on the way, see how you can get a glimpse of the precious 5-month-olds.

rain and a temperature of 46. some moderate to heavy rain even at spots and a temperature of 45. coming up in ten minutes v.j. will be walking you through your weekend and cooler air mixed this way. in fact, some of the coldest air you've seen this season. again, she'll have that forecast in ten minutes. new at 4:00, prince george's county police have charged a man with murdering a 6-month-old baby. a lot of you are sharing and commenting about this on our facebook page. karem bryant is charged with child abuse and second-degree murder. officers responded to a call in landover about a baby that wasn't breathing. paramedics rushed mariah to the hospital. she died three days later and an autopsy revealed injuries to the baby's head and chest. bryant and the girl's mother were in a relationship. steve harvey says announcing the wrong winner of the miss universe pageant has caused him a lot of sleepless nights.

breaking news at the live desk. the u.s. supreme court -- the u.s. supreme court has just agreed to hear the appeal of former virginia governor bob mcdonnell. julie carey just broke the story on twitter. mcdonnell wants the court to hear his corruption convictions. mcdonnell was convicted based on an overly broad definition of corruption. a definition that puts all elected officials at risk of

prosecution if it is allowed to stand. mcdonnell and his wife maureen both convicted in 2014 doing favors of the vitamin executive in exchange for $165,000 in gifts and loans. the high court is expected to hear his case this april. too many families in virginia and in maryland and the district are touched by gun violence. >> that through regional cooperation we can stem the tide of gun violence. >> it was a first of its kind meeting in our area today to help curb gun crimes. today the attorneys general of d.c., maryland and virginia met to talk about ways to prevent gun violence and they committed to making some changes. the plan includes establishing regular communication about shooting cases between their offices and sharing strategies and crime information with each other. the attorneys general said on average about $1500 people die in shootings every year in d.c.,

maryland and virginia. >> a driver with a previous dui charge who was involved in this deadly crash in largo is out now on bond. police say juan sanchez was driving with a suspended license and taken to jail after the crash. officers had a warrant out for his arrest after he failed to attend a hearing on his dui charge. a woman was killed in the crash and three others were injured. the city of flint is in the middle of a water crisis. now rick schneider is asking president obama to issue an emergency decoration and give him more aid. a couple of years ago the city was under state financial management when it switched its water supply to save money. local officials declared a public health emergency in october and a local sheriff said they need a lot more from fema. >> we don't need fema to come in and give us more water. we need fema to come in and give

a sloppy evening for us. rain is about an hour or two from overspreading the area. we've been tracking it all day and road conditions and what you can expect. i wanted to start with that so you can see the temperatures and they'll be on the high side between 7:00 and 9:00 p.m. and rain, by 8:00, 9:00 starts moving into the area and the late will be 45 degree between 9:00 and 11:00 and not moving out of the area until 2:00 in the morning. >> and there's spotsylvania and culpeper. hartwood, fredericksburg over in areas of virginia next and we'll just continue to make its way on up and through with the pockets of moderate rain and just to the area of a storm system tracking to the east of our area and we'll get quite a bit in some locations. everywhere in the blue about a half inch and that's most of the area and the lighter amounts north and west at this time and

western maryland and for the areas of eastern west virginia. here it is by 7:00, the pockets of moderate rain start to show up especially to the south and areas around waldorf right on over toward cambridge and even by midnight it will be sloppy and nasty. check out 6:00 a.m. saturday and the clouds starting to clear and the wind will wait until the afternoon to start picking up. we get the green light and the roads are damp early and with the wind it will wick that away and start drying and the best day out of the next seven to get out and for out and about, thumbs up, folks, i hope you make the most of tomorrow. breezy during the afternoon. sunshine, yes. make sure that for anyone who will be out late as soon as the sun sets, it's going to get chilly for sure and we top out at 50 degrees, la plat at and 48 degrees gaithersburg and sunday, you probably heard talk of the flurries. there are some that are possible right now. little or no accumulation.

it's the day many folks young and old have been waiting for. the day bei bei makes his public debut. >> you can open the nbc washington app to see a slide show of his cutest moments and news 4's megan mcgrath has a preview from the national zoo. >> the national zoo will be overrun by panda lovers this weekend as bei bei, the zoo's first panda cub makes his official public debut. this was a month ago during his media debut and on saturday bei bei will be available to the public for the very first time. he's almost 25 pounds. his name means precious treasure and he is definitely precious.

we are expecting big crowds here at the zoo for this event. the panda house opens at 9:00 a.m. and folks will want to use the asia trail entrance. that's the one closest to the panda house. keep in mind after bei bei's public debut, the pandas are given access daily around 7:30 every day to the public areas outside the panda house and that's also a great place to see them in action. a big crowd is expected, as i said. when bei bei's sister made her debut over 5,000 people showed up. expect long lines and also bring your patience and be aware of pedestrians that will be crossing connecticut avenue. your best bet is to take public transportation, take metro. the woodly park metro station is the closest, but 9:00 a.m., saturday morning panda lovers will be coming here to the panda house to get a good look at that little guy, bei bei. back to you in the studio. a dramatic step for chipotle

you add to that concerns about growth globally and what's happening in china and whether we'll see the type of growth from that country that was anticipated. that's also pressuring a lot of the stock markets around the world including stock markets in europe which are even down further than ours and there is a great deal of concern there and that is helping the slide that we've seen so far this year. as you mentioned not a great year, down 8, 10% and all of this leaves investors thinking what should i do right now? should i put my money under my mattress. if it's in the stock market the money i have is invested in the long term and it should be there for five years or more and therefore, when you look at what's happened to different situations where we've seen market tanks and i'm not saying that this is anything like the great recession that we saw, but the five years after that, we saw the market climb 178% in the five years after that crisis occurred. >> so there is a lot of growth potential out there. >> just to jump in on that point

there, sharon. lauren fink, a wall street executive said he thinks the market could drop another 10%. when you talk about long-term investing. >> yep. >> is there a reason for people to sort of re-evaluate their 401(k)s at this point? >> oh, absolutely. absolutely. there is definitely a reason. i'm just telling people not to pull out. this is the time when you need to re-evaluate and make sure that you have money and you know where it's invested. if you have a lot of money that's been invested in energy stocks and banks you might be worried because they've taken a hard hit and maybe you don't want to have those type of stocks and funds in your portfolio and if you have foreign stocks and u.s. stocks and if you have some bonds and some cash, you're probably well diversified and you may be able to stomach this. we've seen this before. a period of time when the market may be down some 30% in a period of months, but then the next

weekend. safer streets. the big announcement that could give local neighborhoods a little peace of mind. actor sean penn says his article, quote, failed. >> he's talking about the interview he did with el chapo, the mexican drug lord and was captured after six months on the run. >> nbc's jacob rascon is in mexico with more on penn's role. >> reporter: if you thought sean penn was in it for the thrill of the big scoop, sean penn would say that you're wrong. in an interview with cbs's charlie rose he says that he has a terrible regret about the entire story and his "rolling stone" article. his purpose in going there was to begin a conversation about the policy on the war on drugs, and he says, quote, my article failed. let me make it clear, my article failed. meanwhile, we sat down with mexico's prison boss in charge of the entire federal prison system, and he says he was put in only months after el chapo escaped last july in order to

hyatt has released a full list of hotels that have been affected bia data breach. malware was discovered in 250 hotels, most from those hotel's restaurants and it exposed customers' credit cards and debit card numbers and other information. this happened between july and december. the affected hotels in the district include the grand hyatt, hyatt regency and grand hyatt. in maryland, the hyatt hotel in bethesda and virginia hotels in crystal city, rest op, hyatt, tyson's corner and herndon were all affected. to see a hotel that you visited while you were traveling was affected open our nbc washington app to get a full list of the hotels worldwide. there is a new plan to help keep you safer while dining and shopping in the district. a move to keep more eyes on criminals with security cameras.

as molette green explains some local business owners aren't sure the cameras will work for them. >> reporter: this popular h street coffee shop already has cameras, but buying into the mayor's new public safety plan isn't so simple for a small business owner. >> the only thing is i think who will spend the money. >> the legislate known as the incentive program is part of mayor bowser's incentive to deter crime and i.d. suspects. the program would provide rebates to property and business owners, even churchers who installed security cameras and register the system with d.c. police. years ago, criminals targeted the small shop, shattering the glass windows. since then he's resisted other deterrents such as putting up bars. >> for myself, i don't want to live in a cage. >> reporter: but the mayor's plan is tempting if the rebate can offset the costs.

crashed capping off another volatile week of trading and the numbers are painful and what they could mean for you. that's coming up. but now to the fury for d.c. leaders over walmart's big announcement and it is backing out of a commitment to build two more stores in the district on top of closing hundreds more around the world. >> the d.c. stores were slated for neighborhoods where shopping and employment options are already tough to find. news 4's mark seeing vagraves w they're responding to this. >> reporter: it's one of two walmarts currently open in the district and they've been open for three years. originally the plan for walmart was to bring as many as six stores inside the district of columbia and all along, throughout those negotiations, putting up a walmart in skyland and ward 7 was the lynchpin to the deal. >> i'm blood mad about it. >> reporter: mayor muriel bowser didn't hold back today when

reporters asked about walmart's decision to back out of deals to open stores in ward 7 at the sky line development in southeast and the capital gateway development in northeast. >> they're not closing any stores in washington, d.c., and so that's a good thing, but at the same time we would have wanted them to do what they said they were going to do and be at skyland and on east capital. >> longtime residents in the skyland neighborhood had been counting on walmart to bring retail options. >> if they pull out that's a lot of jobs gone and money gone that would have helped this neighborhood here. >> in a written statement walmart said opening two additional stores in washington, d.c. is not viable at this time. our experience over the last three years operating in the current stores in d.c. has given us a fuller view on building and operating stores in the district. council member vincent orange was part of the team that first
