digits out there. it's a storm team 4 weather alert day and we have team coverage this afternoon. >> we'll geto veronica johnson outside in the cold in just a moment and we start with chief meteorologist doug kammerer. doug, lay it on us. how cold did it get? >> the storm is the story and it might as well be a weather alert week at storm team 4 because we got the cold today and we got the cold tomorrow and then we're talking about possible big snow as we talk about the weekend and we'll talk about it in just a second and that is the big story right now. veronica johnson is live outside and v.j., right now the windchill below 5 in many areas. >> it does help that the sun is out right now and in another hour and a half, when we're on the other side of sunset, it is going to get very cold again and windchill readings throughout the afternoon have been in the single digits and that's where they are right now and they'll drop even lower to sub-zero meetings and because of that a

windchill advisory have been issued through west of i-95 and that is through noon tomorrow. what we'll have to deal with early, back to work, back to school at the bus stop 7:00 to 8:00 a.m. and 15, your temperature with the wind still up. five degrees below zero potentially in some locations early tomorrow morning. harsh cold? yes. hypothermia-type weather right through the day tomorrow and while we have to deal with that tomorrow, we still have to now also plan and take action for what we're potentially going to get at the end of the week and the first part of the weekend. doug? >> that's right, veronica. there is that storm and there's been a lot of talk about the big snowstorm along the east coast and that is there and this is something that we want you to pay attention to over the next couple of days because this forecast is going to be changing subtly and major in some locations. the storm system makes its way out along into the atlantic and

becomes a nor easter and with that we predict the potential for big-time snows across our area and the mid atlantic, but here's the thing. the track and intensity still uncertain at this time and it doesn't come until this friday and things could still change and we want to make sure you're clear on that. this is not going to be -- we're not predicting as of right now the biggest storm in years like you may have seen out there in social media, but, but it could happen that way and we'll continue to talk about it and i'll have much more on the storm and the cold coming up in a couple of minutes. with this cold weather you definitely want to have the nbc washington app handy. you can click on push alerts to get the updates and set the weather to be the start screen when you open the app. i'm tracee wilkins in clinton where a family is trying to put the pieces back together again after a tree crashed through their home. you can take a look behind me and see just how unbelievable the devastation is. here's a look from the inside.

>> that tree came through the kitchen. you can actually look up and see the sky from the inside, and it also trapped some family members in the basement who had to find their way outside of the house to come upstairs to the front of the house and get the family members out. the good news is everyone made it out okay. coming up on news 4, this is one of the coldest weeks we've experienced so far and we have snow coming and the family is out of their homes and their plans to deal with that. in clinton, i'm tracee wilkins, news 4. now to a developing story where someone opened fire outside of a popular concert venue wounding three people and it want just as the show was letting out. news 4's chris gordon is live with details. chris? >> the chief of police here in falls church tells me that they found 15 to 20 bullet shell casings in the street right beside the state theater. she says the gunman got away, but he should be considered

armed and dangerous. this all happened when the go-go show ended this morning at 1:45 a.m. and there was a fight inside the state theater. police responded. as the crowd headed into the street to get away, a gunman opened fire wounding three adult men. two went to the hospital and the other went back into the state theater for help. police are looking for a suspect who they describe as 5'8" tall, a slender man wearing dark clothing. >> we don't know if there is a connection between the shooter and the concert. we do know that all of the victims had attended the concert. we also don't know if the fight is connected to the shootings. >> reporter: all new at 5:00, we'll show you where a stray bullet went through a window and you will see how powerful this weapon was in this triple shooting here early this morning. that's the way this live in falls church. chris gordon, news 4.

stop the violence! >> leaders in prince george's county and community members marched at fedex field this morning. hundreds took part in a stop the violence rally. the purpose of the rally was to raise awareness about the spike in violence in the party. organizers help people will spread today's message and help stop some of the violence. the men and women who help you with your luggage and clean out the airplanes between fights are among those protesting for higher pay today across the country. here in washington about 100 people marched from the mlk memorial to 14th street blocking traffic along the way. they want a $15 wage and better benefits. they're paid below minimum wage because they can get tips. some workers say the tips are scarce as bag fees rise. >> we're break. we're busted and disgusted. a lot of us are working two to three jobs and we're away from

minutes. >> thanks, v.j. we're following developments in southern california where the space x rocket exploded after it landed in san diego. ice may have played a role. elon musk thinks fog could have contributed to condensation and ice buildup that may have caused the rocket to collapse. it had been launched successfully and it was landing on a barge in the pacific, but one of the support legs broke. the rocket toppled over and then burst into flames. the u.s. geological survey is confirming what a lot of you felt. there was an earthquake sunday afternoon. the ground started shaking near harpers ferry and it wasn't strong enough to cause damage. it was only a 3.0 magnitude with 40 to 50 miles northwest of d.c. first at 4:00, people are doing anything and everything they can to keep warm this afternoon. a lot of folks braved it out in the cold in order to recognize one of the most

that in about two minutes. we're following developments in the prisoner swap that allowed five american prisoners to leave iran. we're getting a look at the first photo of u.s. marine amir hekmati in germany. they have not seen him in four years. he's one of three former prisoners who are now being treated at landstuhl along with washington post correspondent jason rezaian. they're expected to come back to the u.s. in five to ten days. three u.s. contractors have gone missing and right now security forces are scouring baghdad to find them. they were reportedly kidnapped over the weekend while visiting their interpreter's home. one iraqi security official says the americans were taken to sadr city, a suburb of baghdad and then all communication with them just stopped. back here in the district, a lot of you layered up today in the frigid weather to observe mlk day. news 4's david culver shows us how the cold impacted events.

>> we thought how cool to be in d.c. on mlk day, we should find something special to do. >> reporter: at the memorial, one woman cited a quote that you can see on the nbc washington instagram page from dr. martin luther king and it has him push for example folks to keep moving and keep moving forward and on a bitter cold day like this it's good stress take with you. in southeast, i'm david culver, news 4. boy, oh, boy. we heard the woman in david's piece say we're all in three layers of clothing out here. >> yeah, doug, it takes a lot for david culver to put a hat on. >> he's got nice hair. that's really the thing. it is just that cold when you do need everything. you need the layers and the coats, the hats, the scarves and this is the cold of the air we've seen this season and it will be with us for the next couple of days and the coldest night is tonight. right now, current temperature only 23 degrees and that is just

extreme cold. that's 20 degrees below average and it's not just the cold temperatures. it's the wind. winds right now 20 miles per hour with gusts up top 35 miles per hour and with these cold temperatures you get the windchill. 19 and the temperature at hagerstown and 22 in culpeper, but you add in that wind and look at the windchills and this is why things will get dangerous tonight. the current windchill in d.c. is 8 and one in gaithersburg and 14 in culpeper and 2 in martinsburg. that's why we think windchills tonight will be below zero when you wake up tomorrow morning. so extreme cold early in the morning and not quite as cold as what we saw with the polar vortex last year, but extreme cold, for sure. one thing we're not seeing today is snow and rain. as a matter of fact, mostly clear skies and a little bit in the way of rain. see this right here? that is actually snow from the event we saw yesterday that is snow toward salisbury and a couple of inches of snow and

back to the west and i'm taking you way out to the pacific and this is our storm system and this is the one that will bring us potential for big-time snows later this week and let's follow the storm as it makes its way onshore. it will give san francisco an inch of rain and tahoe, this will be one to two inches of rain and then it moves across the mountains and down toward the gulf of mexico and it starts to pick up moisture and picks up atlantic moisture and develops right off the coast. this is why we think we have the potential for a big snowstorm coming up on friday into saturday. the storm itself, perfect location for us to get big snow. we have the cold air in place and the moisture coming off of the atlantic ocean and with that, the models predicting a significant nor'easter. the potential is there, guys for a blizzard and we see winds gusting upward of 35 miles an hour and half-mile visibility and the miles are in very good agreement with this, and that means even five days out here

we're talking about the potential for a winter storm and from friday into saturday and this is something that we'll continue to watch and i want to make sure you stay with us and we'll keep you updated on this and you will not see snow totals for us and there's a lot of uncertainty for this and we'll continue to watch it for you. high temperatures tomorrow, cold. 24, martinsburg, 28 in washington and 28 la plata and wind chills will still be a factor and tomorrow is a weather alert day and windchills in the teens all day. 34 on wednesday. 35 on thursday. there is the snow on friday and temperatures around 31. we'll have much more on this and veronica is back in just a couple of minutes. talk about a hollywood backlash and the frustration for this year's oscar award is getting more intense. >> who is so fed up it won't show up that night. >> the population is booming and for a part of our area, the plan to get more people to ditch the

diversity among the nominees. comedian chris rock is hosting the show and on friday even he called the oscars the white b.e.t. awards. "access hollywood's" billy bush is live from new york city. this is the second year in a row the contenders in the acting categories are all the same race and if spike lee is talking about not going and other hollywood stars are talking about a boycott, what kind of an impact might that have? >> well, it's spike. spike is echoing jada pinkett smith. she posted a two and a half minute video saying, look, we have to take this power into our own hands here, and basically -- she says i will not be attending and i will also not be watching. and goes on to say chris rock, you're the greatest and i think you'll be wonderful, but she wants to generate some interest in a boycott. she doesn't attend every year and her husband will got

overlooked and he's not nominated so she's not going with him, but also just not to watch. spike lee was right after that. what's interesting now is, you know, the academy starts to roll out press releases every few days around this time to tell us these three people are presenting this year and the present -- here are some more presenters and they slowly roll those out to try to keep buzz and until the actual ceremony. we don't usually look at those. who cares who gets up there and reads a category off the teleprompter. it's not that interesting, but now we'll be paying attention. the academy will want to release some names of african-american actors and players and people we know and so, yes, spike lee has echoed jada, but what about denzel and past whinners like whitaker and jamie foxx and jennifer hudson. are these people going to be boycotting, as well? that will be very interesting and we'll be watching the list of presenters really carefully.

and gaithersburg and germantown and 7 in camp springs and around greenbelt. a lot of this, of course, has to do with the wind. the fact that we've got low temperatures and very strong winds, we're still breezy early tomorrow morning with 35 to 30 mile per hour winds and those winds ease somewhat tomorrow afternoon and still enough wind where tomorrow afternoon will still feel like we're in the teens and sub-zero readings early tomorrow morning. dangerously low at the bus stop. we'll have a little bit of mid-week warming where it will not be quite as cold and cold and snow at the end of the week. doug has more on that coming up in just a few minutes. i'm adam tuss in fairfax county. fairfax county didn't look like this. now we have pedestrians all over the place and we have cars and we have a lot of people doing their thing in the county and that may be contributing to an increase in the number of pedestrian crashes and deaths in

the county. the police are concerned about it. it's something they've seen over the last couple of years and coming up on news 4 at 5:00, we'll break down the numbers for you plus what efforts are being taken to make sure it doesn't continue to happen. new developments in the deadly police shooting of an unarmed black man in ohio. the family of samuel dubois will get a $5.4 million settlement from the university of cincinnati. roy tansing shot and killed dubois. dubois didn't have a front license tag. tansing has pled not guilty to murder in the case and the school will also build a memorial to dubois and provide free tuition to his 12 children as part of the settlement. exactly two weeks to go for the iowa caucuses. republicans will face off one more time before then and the democrats are done debating at least until after the first votes are cast.

about a dozen states where adultery is still a misdemeanor. they're rejecting an effort to decriminalize it. marital infidelity can bring up a $250 fine. only eight people have actually been convicted. keeping the cnge could be a useful tool when it comes to prosecuting other offenses. in downtown herndon the new fair station number 4 is on spring street. a state-of-the-art facility, and the new station is scheduled to open a little later than first planned. right now they're thinking october and in the meantime, the department will operate out of a temporary building around the corner. they fanned out along the banks of the anacostia river park today, to help haul in tons of trash. we are talking volunteers who worked along the river and the 295 freeway. the annual outing on the king holiday was cut short, though,

i love that. it says if you're looking forward for the potential for big snow it's coming up friday into saturday. 58% of you saying bring it on. let's have some big snow. my thoughts are if it's going to snow, snow a lot and that's what we'll see friday into the day on saturday. yes, the potential is there for some big snowfall. this is something again, though, that is still five days out, and i want you to remember that. you will hear a lot over the next couple of days and you'll see it on your facebook page or twitter, but i would recommend that you download the nbc washington app. that's a great way to get the forecast because we provide that right through the app and that storm system coming right off the coast here and developing into a nor'easter and the potential is there for even blizzardlike conditions during the day on saturday and we could see winds gusting 30 to 40 miles per hour during the day and

maybe higher in some locations. as far as snow totals go, they're going to be up there and we're not going to give it to you just yet. it's way too early to tell and veronica has more coming up and once again, we're looking at potential for a major storm later this week. speaking of those storms a lot of people in florida are still without power. some of the strong storms that hit there knocked over power lines and toppled some trees and flooded roads. you can see some of the debris on the roads, yards and even on top of the roofs. the thing is a lot of residents there are hooked up to well pumps. until the power comes back they don't have water either. crews have had to bring in extra help to clear a lot of those trees from the downed lines so they can get in there and get to work. if you happen to have a heart attack in a tall building. the higher the floor you're on the lower your chances of surviving. a canadian study looked at 2,000 people that were living on a high-rise. most above the 16th floor died

and not a single person above the 25th floor survived. researchers recommend getting emergency responders sole access to elevators in emergencies and better placement of defibrillators to save more lives. it's a health concern that's got a lot of people worried around the world and it's hitting close to home. how the u.s. is seeing its first case of a virus that's quickly spreading. imagine dring down the street and seeing a number like this. it's a number many of us thought we'd never see again when we're talking about the cost of gas.

4 will continue to be one for tomorrow with continued breezy and cold conditions. as far as temperatures go early tomorrow morning we'll be starting out in the teens with windchill ratings that will be sub zero and we'll climb as high as 20 degrees and at least it's a day when we'll have sunshine that may be helping just a bit as opposed to being overcast and having to deal with weather coming through on a day like tomorrow. noon time, 5 to ten degrees and then it will feel 5 to 10 and that's hypothermia weather and make sure you have a hat, gloves, scarfs and you're all covered up for tomorrow. 26 the temperature in leesburg and 28 the high in d.c. and 29, close to at least a little closer to freezing down south around fredericksburg and charlottesville and then for wednesday, clouds will start

rolling in. a lot of high clouds and still, we remain dry and it's the end of the week and the storm that we are tracking the potential to be a big snow producer for us. as far as tomorrow goes, travel conditions and the roads are dry and you've got the green light on that and a red light for exercising outside again because of the very low temperatures and still the wind that we're going to have to deal with out and about and make sure you have a winter coat and stay warm and keep it moving. the next change that i think you will notice is early wednesday morning. 19, the temperature, but finally we're above freezing during the afternoon on wednesday, around 2:00, 3:00, and not quite as freezing and the wind on wednesday will be rather light. at least it's a day when we'll have sunshine coming our way. for the end of the week right now, what you need to know, a chance of some significant snowfall coming our way at the end of the week and it is looking like there could be a lot of wind with this storm

>> reporter: bitter temperatures. >> it is disgustingly cold. >> reporter: and brutal conditions stretched across much the country right now. plows struggle to keep the pace as snow and ice turn the morning drive into a demolition derby in syracuse with more than three dozen accidents there. it was a tough go in new england, as well. >> they said flurries. this is not flurries. >> reporter: near white-out conditions led to accidents and anxious moments behind the wheel in connecticut. >> the road is slippery. oh, my gosh, it's a hot mess and your eyes get all watery. >> reporter: even walking was tough in places like chicago. >> it's cold, but we live in the midwest, we're in chicago, so it's inevitable that we'll have it at some point. >> reporter: sub-zero temperatures forcing commuters to bundle up. >> definitely a lot of layering. and try to cut off all of the air so the air doesn't go in.

>> reporter: while firefighters battled deadly flames and extreme conditions in iowa. >> we froze up six trucks, two fire hydrants and drained a water tower. >> reporter: and this blast of winter weather may just be an early warning. forecasters say conditions will get even worse by the end of the week. jay gray, nbc news. the first case of the zeika virus has been detected in the u.s. a baby born with brain damage was confirmed to have suffered by the zika virus. this was transmitted by mosqu o mosquitos amosquit mosquitos and linked to brain damage in newborns. it's believed the baby's mother was infected while living in brazil last year. last friday the cdc issued a travel warning for 14 countries in latin america and the caribbean where the zika virus is most prevalent. so far, here there's no vaccine for the virus. some of the former american prisoners are now getting

already in some spots and hagerstown coming in at 2 below and 1 below and we're at 7 and five in gaithersburg and the wind will stay during the night tonight and the windchills will be colder and that's what we want you to remember. a very cold start to your day tomorrow and make sure you bundle up and everybody going back to work and the windchill advisory in effect here and the windchill advisory and northern fauquier and places to the west is only going to affect when the windchills get below zero and the potential is there for 10 below in some areas and even some of the higherel valgz e ee0 to 20 below zero and i want you to remember that when you step out the front door tomorrow and it is going to be brutally cold out there. the cold air sticks around tomorrow. the cold air is here on wednesday and there's enough cold air that you will see the potential for big-time snow. we are talking about the potential for a nor'easter and a major winter storm.
