involving a semi. guys? >> breaking news right now in suitland where police spent most of the night searching in the 4300 block of west village avenue. that's where we find news 4's molette green. molette, what can you tell us right how? >> reporter: eun, all that remains here at the scene is police crime tape there in that trash can behind me. we are in a brand-new apartment community. these are secure buildings. prince gorges police telling us they don't believe this homicide is random. when police arrived they found the man shot. they pronounced him dead here at the scene. what is interesting to note is that the new interim police chief also came to the scene when all of this happened about 9:30 last night. we're working to get more information including a motive in this case, an i.d. on the suspect. an i.d. on the victim and whether there is any lookout for suspects. don't have that information at

suh kim is going to go forward. he's accused of stabbing someone at a retreat. kim underwent a mental health evaluation. kim has pleaded that he was not criminally responsible for that stabbing. today ingmar gth uandique is heading back to court. he's oo cuesed of killing chandra levy. the new trial begins in march. today d.c. mayor muriel bowser will let you know the district's snow plan ahead of the storm. the district is rolling out a new plan to help some of dc's new residents. >> we have people who are going to help a neighbor clear a sidewalk. >> at 10:30 the mayor will hand out shovels to the volunteers. new this year, d.c. has 14 dump trucks to salt and plow major streets as well as six new

trucks to work on residential streets primarily. the district is getting serious about punishing people who don't shovel their sidewalks. a new law allows the city to hand out tickets. you face a $25 fine if your sidewalk isn't cleared 24 hours. for commercial and multi-family buildings, it's $100 fine. the sidewalks must be cleared eight hours daylight after a storm. cold weather as chuck has been talking about. with an impending storm, if you have had to start your car within the last couple of days and you hear it sputter a little bit, you know it's probably a good time to check the battery. also, what about your windshield wipers? when was the last time that you changed these. they usually last anywhere from six months to a year. tire pressure. what about if you should get

welcome back, 5:15. waking up to another cold start. take a look at the wind chills. chuck bell has a closer look at the weekend storms heading our way. 5:15. there is a new push to crack down on repeat offenders. they held a bake sale to raise money to find and crack down on repeat offenders. they wanted to know how many of all the arrests were actually being prosecuted in the capitol hill east area. the department of justice said that those records don't exist and that it doesn't gather that type of information. at an anc meeting in northwest last night, d.c. mayor muriel bowser talked about an anticrime

initiative that she announced a couple of weeks ago. >> the chief of police and i also announced with the u.s. attorney a task force focused on robbery. >> the task force will allow police in the district to highlight specific robberies. the anc commissioner denise crepps spearheaded the search for crime numbers and says she will now appeal the d.o.j.'s response for information. four of six baltimore police officers charged in the death of freddie gray will be in court this afternoon. a motions hearing is set for sergeant alicia white and officers edward near row, garrett miller and brian wright. prosecutors want to call officer william porter to testify in all of the cases. white is trying to block that. porter's trial ended in december with a hung jury. freddie gray died from a spinal cord injury that happened while he was in police custody last april. while some of baltimore's police officers stand trial, police will launch a body camera program. baltimore's mayor says it will

take two years to outfit every officer with a camera. pilot program started in october with 155 officers trying out three types of equipment. pagers action on body cameras were picked. students at more than five schools in detroit don't have class today because so many teachers are calling out sick. the detroit news is reporting that this could be linked to a so-called sick out. teachers have expressed unhappiness with school conditions. the district's financial conditions. more than 60 schools were closed because of teacher absences. they'll vote whether to overturn larry's vetoes. another bill would give $2 million towards renovating an anne arundel county arts building. the third bill up for vote would put the howard county hotel tax towards the total price of a

room. also today, we expect to learn more about governor hogan's 2017 budget. last month they proposed modest tax cuts. the secretary of budget and management could explain how the state will pay for the tax cut. what he told the briefing in annapol annapolis. news 4 your health now. we're learning about a new laser procedure that can help keep identical twins safe in their mother's womb. it's called twin to twin syndrome. it means one twin is getting more nutrients than the other. it evens out the nutrients giving both twins a better chance of survival. the cdc is urging providers to ask pregnant women about their travel history. this as the threat of the zika virus grows. friday the cdc september out a travel warning urging pregnant

everybody. it shows church and he is very godly. >> the twins mother elizabeth jumped from a second floor window. she is at a relative's home recovering. loretta lynch will testify before a senate subcommittee on gun control. the hearing will try to figure out the justice department's role in implementing new executive actions related to gun control. earlier this month president obama announced executive action in the hopes of reducing gun violence. background checks and mental health treatments were just some of the measures. meanwhile, in just a few hours the president heads to detroit to check out some cars. the president will attend the detroit auto show. he'll also speak with workers at general motors. according to the white house, the president wants to experience firsthand the progress the city of detroit is making. nearly 700,000 jobs have been created since the bailout of the auto industry.

>> former secretary of state hillary clinton had highly classified e-mails on her home server. it was part of the top secret special access program which is meant to protect some of the most sensitive u.s. intelligence. a letter did not specify whether clinton sent or received the e-mails. the latest controversy could affect clinton's presidential campaign. frightening pictures from a dramatic crash in california. now actress jamie fox is getting credit for saving the driver inside. people are calling him a hero and fox is now reacting. he took the driver's father and crews from our partner station in los angeles down to the scene of monday's crash. you can see him there in the knit cap. a truck drove into a ditch outside of fox's home and then caught fire. fox said he heard the crash and ran to the scene, then he and another witness broke open a window and pulled out the driver. >> i don't look at it as heroic, i just look at it like, you know, i just had to do

to tip the scales. nbc's tracie potts has the latest. what should we expect here? >> reporter: that's certainly what the trump team is hoping. a couple of things you want to note about the palin endorsement. it happened in iowa. in less than two weeks it's ab area ted cruz sp closing in. number two, it's sarah palin. she is strong with women and republicans in the republican party. two areas where donald trump could use shoring up. this could be a good thing for him. as for ted cruz, palin had supported him in the past. she supported the 2012 senate run. asked about the palin support of trump, cruz said he had nothing negative to say. however, over the weekend he'll be introduced in iowa by conservative talk radio host, glen beck. not an endorsement they're careful to say but it could give them a boost among

conservatives, an area where he runs more strongly. we are also watching bernie sanders. >> tracie potts, live on capitol hill. thank you, tracie. for the other presidential candidates, ted cruz will make several stops in new hampshire today starting with a town hall meeting. bill clinton returns to new hampshire for hillary. bernie sanders is preparing for a big weekend in iowa as he kicks off his visit. >> ben carson has suspended his campaign after a volunteer died in a car crash. brayden jocelyn died yesterday. a car carrying four volunteers flipped on to its side on ice and hit by another vehicle. the other three people were taken to the hospital. they are expected to be okay. >> right now mark train service is back up and running after major disruptions on the penn line. a plaern hit and killed a

person. mark suspended service out of the station. amtrak was suspended. no word why that person was on the tracks. d.c. police are searching for a person in a shooting in columbia heights. a man is in critical condition after being shot in the neck. one of the suspects may be riding a bike. today students, parents, employees expect invited to meet with karen garza. this is a listening tour. she took a surprising trip when she refused to cut the school budget. today's meeting will be at edison high school at 6:30. >> controversy at prince william county could be shifted to a new school that's still under construction in woodridge.

especially when we're facing cold, potentially really snowy weather. we'll make this really easy. we'll give people a couple of -- four things that they should keep in mind. first and foremost, they want to make sure that they have some kind of a safety kit in their car that has a flashlight, blanket, things that will help them when they break down. brush up on the winter driving. the problem is a lot of us don't drive all the time in snow and so when we get it, well, it's different. so you want to just kind of go through what it's like, slow down. you know, go to some websites. aaa is a good one to find out some tips on how to get back control of your car if it starts to spin. >> right. >> third thing that you want to keep in mind is insurance. check out your insurance. make sure you have enough collision and comprehensive in se you're in an accident.

i love the snow. we have one for the books coming our way friday into saturday. got to get you through the next couple of days. first, here's the way to get it done. temperatures in the teens with wind chills back in the single numbers. clouds will increase between 3:00 and 5:00 up to 9:00 or 10:00. just flurries. no accumulations expected. current wind chills feels like 6 in washington and 16 in frederick maryland. the snow chance leading edge of it, only 10 hours away. that puts it in here, 3:00, 4:00 this afternoon. most of the moisture will get wrung out of it. here are the differences for the friday, saturday time frame. here is some of the model data i can show you. still a long ways out. the american model doesn't carry the first snowflake in here on friday until we get into the 1:00, 2:00, 3:00 in the afternoon. friday morning, no problem.

friday afternoon first inch. snow totals by the time it's all done, 22 inches in washington, 22 gaithersburg. that's the first model. european model doesn't bring the first inch of snow in until 10:00, 11:00 friday night. that's a big difference in timing. when we say there's big disagreement in the models for timing and amount, that's why. snowfall amounts still walloping us. none theless, a little lower. here's what i think is going to happen for snow totals. 18 to 24 or more. the blue ridge and shenandoah valley. most of the immediate suburbs and around the beltway, 10 to 18 inches. maybe as much as 6 to 10 in southern maryland. there's the seven day forecast. 34 with the flurries. tomorrow is the day to get everything done, if not tomorrow, early on friday. blizzard conditions on saturday. when i see you in ten minutes i'll tell you how strong i think the winds will be on saturday.

hearing. 5:54. the family of a 13-year-old boy is suing a local group home over allegations of sexual abuse. the lawsuit says the teenager was assaulted in a bathroom at the escape theaters in brandy wine over the weekend. the alleged attacker was a resident of a compass rehabilitation group home. according to the lawsuit, the facility was responsible for supervising the man that allowed him to use the restroom without an escort. he spoke with the teen's aunt and we're not name being her to protect the identity of the victim. >> i asked him, did you touch, did you touch my nephew? and he said, yes. yes, i did. >> what he did was improper. what he did was wrong. what he did was criminal. >> compass rehabilitation group home declined to speak with news 4 about these allegations. the prince gorges county state's attorney's office will decide whether the accused man will face any charges. in news 4 your health now, the national cancer center says

the ten year cancer survival rate is at 58.2%. the five year rate is 63.1%. thousands of cases were surveyed between 1999 and 2002. this is the first time a large number of cases was used to track the ten year survival rate. a sad update to a story we told you about a few weeks ago. we've learned a virginia mother with cancer who inspired a new local beer died over the weekend. carrie rose was battling stage 4 stomach cancer. her husband owns forge brew works. when others learned it they teemed up to get a brew called carrie's cure. you can still buy that next friday to benefit the family. good morning, i'm landon dowdy at cnbc headquarters. young adults are ditching their driver's licenses. a report out this week shows 75% of people age 20 to 24 have one. that's down from nearly 80% in 2011 and 92% three decades ago.
