entire d.c. metro area under a blizzard watch. this blizzard watch begins friday at noon and going to run until 6:00 a.m. on sunday. if you're in blue here, you're under a winter storm watch in the same time period and looking like a double digit event. a historic event for the d.c. metro area. what exactly is a blizzard watch? well, we are tracking heavy snow and blowing snow, reducing visibilities. there's a wind component, as well. sustained winds at 20 to 30 miles per hour and gusts up to 40 miles per hour. that's going to lead to dangerous travel. the time to prepare is now. go out today and get ready and then plan on staying home for the weekend. road impacts before this large system comes in. we're talking about some light snow tonight and isolated slick spots and see by friday, roads start to deteriorate throughout the day. head out early friday morning and then hunker down into the afternoon but especially the evening hours. it looks like the worst time

period is going to be friday night and then throughout the day on saturday. i wouldn't be surprised if there are actually road closures across the region on saturday tracking blizzard conditions across the area. also in d.c. right now, mayor bowser is kicking off the city-wide plan for the coming storm. she is holding a news conference in northwest washington and here's what she told us she's going to be covering. >> a preliminary discussion of of what residents should do on their own property and what the law allows. >> now, the conference is about to begin. the mayor is also planning to hand out shovels to some members of the resident snow team with 2,000 volunteers this year. she's also going to show off 20 new snowplows and we'll tell you what the mayor says later. this winter, the district is listening to your complaints. the city can hand out tickets

15 minutes. another hearing for the baltimore police officers facing charges for freddie gray's death. today a judge will rule whether officer porter must testify in the trials of four colleagues. prosecutors want to call him to the stand in all of their cases after porter's own trial ended in a hung trial last month. however, there could be some confusion with the ruling today. questions about the testimony already delayed a trial of officer goodson facing a murder charge. and baltimore police will have an extra set of eyes. the department is launching a body camera program after testing the cameras with more than 100 officers. baltimore's mayor says it takes two years to outfit every officer. we are just getting started. live to the storm that's heading in our direction. plus, some tips to stay safe using a

here in music city. you have beautiful iconic broadway and that hour or two of snow for a little bit of a coating and the problem was, of course, started this morning as sleet and freezing rain and you have an icy coating and enough to wreak havoc on the commute. all saw people sliding off the roadways. good news is with that winter storm warning still in effect through 6:00 p.m., the precipitation, the snow, the freezing rain has let up here so an evening drive in much better shape. the storm becoming the blizzard triggered your blizzard watches will be bringing rain, potentially heavy rain by this time tomorrow and into tomorrow evening for nashville. on the backside that nashville could once again see a little bit of accumulating snow so this is indeed the precursor and tomorrow night it's mostly rain so heads up. back to you.

and this just in to the weather center. winter weather advisory for later today from the light snow i was talking about. this advisory starts around the evening hours and continue until about midnight. this is the system moving through and only tracking light snow for the most part but the timing, i just showed you future weather and that could definitely cause issues around the evening rush tonight. an inch or less accumulation is possible. tomorrow, dry conditions. 7:00 a.m., 25 degrees for your thursday around the midday, low 30s and mix of clouds and sun. high temperature is 3:00 p.m. at 37 degrees. a lot of folks asking questions on facebook about the bigger storm arriving later friday, impacts us saturday and pulls out of the area on sunday. you can see temperatures still chilly tomorrow and as the snow moves in late in the day on

us live. >> reporter: good morning. this community is a short watch from the branch avenue metro station and new construction going on right now so people who live here really want police to find the shooter and they have a lot to say about the man who lost his life here last night. shots fired inside this apartment. on the third floor, the front door is marked with red evidence tape and padlocked. neighbors said they heard the gun fire. >> all i heard was a gunshot which i thought somebody with us just kicking on the door. looked out the hallway. didn't see nothing. came back in the house, like two, three more shots. >> reporter: police say they found a man shot at the carmel midtown square apartments on west village avenue. he was pronounced dead at the scene. this woman who didn't want to appear on camera says a swarm of cops got here right away, even the new interim police chief

showed up. >> less than two minutes of that time i saw -- i went to take my puppy outside. and the whole neighborhood was filled up of detectives, police, fire. >> reporter: this building appears secure. there are cameras and you need a code to gain access. but neighbors say the man who died had a lot of visitors. >> well the dude did have all kinds of people running in and out of his house. >> reporter: it's a secure building but you don't feel very secure? >> yes. >> reporter: prince georges county police will only say at this time that this shooting is not random. no identification on the victim. no information about a motive or suspects in this case. or any information about the circumstances that led up to this shooting. now, just this morning, i spoke to the county councilwoman from the district, karen tolls who tells me that she wants residents to allow the police

investigation to play out and there will be some information coming soon. we're live in suitland, molette green, news 4. >> thank you. the man accused of a stabbing at a religious retreat is in court. he is accused of stabbing a man in south korea last summer. in the hearing, the judge will reveal the findings of a mental health evaluation. kim pleaded that he was not criminally responsible for that stabbing. the man accused of hitting seven people with the car in the district on new year's day facing a judge today. police say he was drunk jumping a sidewalk and hit a pole january 1st. lloyd is accused of dui and leaving the scene. he'll be in court for a status hearing to find out if a judge will allow him to post bail jirks budget battles ahead to affect how you get around town. stay with us.

ensensations and feelings and nonjudgmental of yourself and others and having a sense of acceptance. so these courses, these mindfulness bases help people achieve that way of being and thinking. >> how do they achieve that? >> teaching people meditation. you're going to be teaching them different ways to reduce stress or techniques to take to try to calm themselves down. a quick example would be instead of just eating something, you examine what you're eating, you put it in your mouth slowly, move it around your mouth, feel the sensation, the smell, et cetera. just slowing down and trying to appreciate each moment. >> how do they conduct the study? >> this was an interesting study, it was a 12-week study in inner city baltimore with kids in tough situations. kids getting free lunches, lots of socio economic challenges.

half took the lunch, the other half took a stress reduction coursement they did a bunch of tests ahead of time to assess their psychological functioning and then after the course they did it again and what they found is that the group that got the mindfulness-based stress reduction program had a significant reduction in the levels of depression, anxiety, overall stress and levels of post traumatic stress symptoms compared to the other group. >> very interesting. i want to talk about the grades improving and we'll talk about that when we come back. pat, back to you. all right. things are heating up in the presidential race as two big names join forces. how the latest end

we are back with dr. joshua wiener talking about stress reducing programs in schools and one in particular studied kids in inner city baltimore schools. you're looking at this now. do you think this is something that could work in other areas, schools that are not in that type of depressed area? >> absolutely. you know, i firmly believe that what this country needs is this to be a regular part of every kid's education. you know, i don't care so much about my kid learning about the french revolution. what i care about is having a healthy, well adjusted child. and i think these are inexpensive programs just going to help kids with life skills. learning how to moderate your stress, learning how to deal with conflicts. stress management, et cetera. these are skills that everybody needs and, you know, study after

study has shown that teaching kids these things not only helps them with the academics and also helps with their overall performance in school. one really quick example, just to show the adult it is power of this. more with meditation and associated with this mindfulness stuff, they did a study with a bunch of men having heart attacks. half followed for five years and putt on very strict exercise and diet programs. the other half just told eat and exercise as much as you want but what we really want you to do is meditate twice a day for ten minutes. the group of men this meditated had significantly lower levels of mortality compared to the other group. this is both really positive physical benefits as well as really positive emotional benefits for people. >> really quickly, did the kids' grades go up as a result of this? >> the study didn't look at grade performance but many studies that looked at meditation in school settings found improvements in academics and wouldn't surprise me to find

today fairfax county school superintendent garza is drumming up support for the plan to give teachers raises and lower your child's class size. garza took a step earlier this month refusing to make cuts to the school budget. she still faces an uphill battle with a large short fall in the county. the budget must be approved by the school board and by county supervisors. today's listening tour meeting with garza at edison high school at 6:30 this evening. students at as many as elementary schools in prince william county shifted to a new

right now, we are working big stories, three big stories. d.c. leaders explaining their plans for snow as the weather team tracks the storm coming. and you're hearing the warnings. many of you hit the grocery store and picked up a shovel or two ahead of the snow that we're expecting. plus, neighbors unnerved after a late-night homicide. right now, temperature's 26 degrees and a high today of 34. not as cold as it has been but a heads up. we are tracking snow showers in the evening hours that could lead to slick spots. the timing here in the district mainly about 6:00 p.m. until 10:00 p.m. and an inch or less is possible but the next big change coming friday night. snow moves in friday late afternoon and evening hours. see temperatures in the upper

20s and by midnight tracking areas of heavy snow, some thundersnow is possible. 7:00 a.m., continuing to track not only heavy snow in spots but blizzard conditions with strong, gusty winds. gusts up to 40 miles per hour during the event friday night on into saturday. and sustained winds at 20 to 30 miles per hour. so we could impacts, if you're traveling, plan to stay home, especially on saturday. we are looking at a likelihood of some power outages and maybe even structural issues tracking heavy snow coming down and then just sitting on roofs. now, weather alert friday and saturday, you can see temperatures at or below freezing in this entire event. in total, in the district, we are forecasting at least a foot to 18 inches of snow to fall later friday, saturday and come to an end sunday morning. on sunday, a high temperature of 36 degrees. as we look to next week, monday, keeping it dry. tuesday, there will be a chance of rain but of course storm team

pat? president obama is headed to detroit today to check out the north american international auto show. he'll see some of the latest in vehicle technology, talk about the recovery of the auto industry and see firsthand the progress made in the city of detroit. last year, automakers sold more trucks and cars in the u.s. than any year in the industry's history. and since the 2009 bailout, more than 640,000 jobs have been created. many unanswered questions this morning about a fire that left four people dead as family members of the victims try to come to terms with the tragedy. we spoke to vincent who lost his brother sampson in the fire. also killed, sampson's wife and two grandchildren, 2-year-old twins. firefighters found all four of them on the second floor of their home. they're still trying to find out the cause. >> was very nice to everybody.

he said it shows -- goes to church and he is very godly. >> the twins' mother jumped from a second floor window. she is now at a relative's home recovering. a 17-year-old this morning facing assault charges for an attack on board a metro train. metro transit police say a man hit in the face and knocked out last month. he was on a red line train near the noma station at the time. transit police say they identified the teen from one of these pictures. however, they didn't give us his name or say how he was involved in the attack. we are hearing from the three american prisoner just freed by iran in that prisoner exchange. >> "the washington post" reporter jason rezaian made a brief appearance outside a u.s. military hospital in germany today. >> he and two others are being treated there. nbc's keir simmons has more on how they're spending the first
