everyone is talking about will arrive and people areal read ed out there stocking up. >> we're covering all of the angles for you as we ramp up for whatever the weather throws our way and with doug kammerer and veronica johnson. what's happening right now, guys? >> we're watching a system coming through and we've been talking about a system and i don't want you to think it's been taking us by surprise and the system making its way right now by our area and seeing the snow coming on in here and it's just a little too dry and the atmosphere too dry and this is what's moving our way. you can see the snow trying to break out and it will take time in order to do that as well as you have to moisten the atmosphere and you may see areas of snow around 6:00, 7:00 and this is how you can tell it's dry and it's almost a circle here and it extends up and more snow up here and not reaching the ground just yet and as the snow moves in we'll start to see this come down and around the metro area we'll see snow and

that's when we have a winter weather advisory and it doesn't go into effect until 6:00 tonight and the winter weather advisory, how much? it's a half an inch to an inch, but because it's been so cold that inch could stick on the ground and it could coat the roads quickly and just know that you're making your way out. this is a storm system that will move through and that's the clipper we've been mentioning and the storm comes on friday and this is potentially a major, major storm in our area. v.j. has more. >> this is a storm coming right through your saturday that we'll be measuring in not just inches, but in feet and this will be a storm for sure of historic proportions that you are likely to remember. timing moves quickly into the area and conditions will deteriorate quake ickly. as far as the impact from the storm it could last for days and the chance you'll be seeing and the blizzard watch starts on friday and runs through saturday afternoon with the heavy snow and wind and white-out

conditions and the visibility will be reduced for a good portion of the storm especially friday night through your early saturday morning and winter storm watch and these are the areas likely to fill us in and it would be a far-reaching storm system, as well. through virginia and through maryland and areas of pennsylvania as well as new jersey and in terms of the type of storm. yesterday we were talking about this being a problematic storm. now we're taking it up to crippling storm that will have impacts for days on our area. we've got a lot more and the snowfall map, as well, coming up in a few minutes. >> we will release our first snowfall and how much are we going to see again and we'll measure this in feet, not inches. guys? >> snow shovels are flying off the shelves, and i even bought one. folks are stocking up and getting ready for the snow. the snow shovels, sand and ice melt all going fast. folks are planning to have a

little fun this weekend and they're stocking up on sled, as well. mayor muriel bowser is hoping -- hoping the snow is not as bad as predicted and she's mapping out plans to deal with blizzard conditions and the district has 70 major snow emergency routes that will go into effect when necessary and there are 82 residential route where you can't park during a snow emergency without having to navigate around cars. the city has also recruited 2,000 volunteers who will check on elderly and disabled residents and shovel their sidewalks. >> we're looking at everything given that it's a multiple-day event and we will make sure that we deploy, not just sometimes people that when we have a snow, vent and it's vdot and it's the whole government who has responsibilities here. during mayor bowser's snow team has been preparing for a big storm since last summer. >> our local airports are

bracing for a major impact and travelers have decided to get out of town. transportation rotor adam tuss has that part of the story. >> reporter: that's right. the afternoon has gone on here and more and more airlines are starting to put travel waivers in place. in other words, you can make a change to a reservation and it's a safe bet that every major airline is going to do that and that means there could be a crush of passengers all trying to get out of here at once. something that the airlines have been doing in recent years is getting all of their planes out of the way of bad weather before it hits and it makes a lot of sense. no need to have a plane sitting here stuck in snow when it could be somewhere elsewhere the weather is better. >> for many of the storms the best way to ensure a smooth operation after the storm is to move the airplanes out of harm's

way and so you'll start seeing airlines make their booking policies flexible for those who want to rebook in advance and you want to take advantage of that quickly. >> reporter: and there are a lot of people who are already taking advantage of that. we met a lot of people who were trying to get out before the storm. we have much more coming up on news 4 at 5:00. more on the travel waivers and more on how the airports here plan to deal with all that snow. reporting live at reagan national, adam tuss, news 4. . this is chris gordon at excavating, and they're the newest number contractors operating snowplows during the snowstorms and this year they say the state has not given them their contract yet. so come the big storm this weekend, these trucks and plows will be sitting. >> they've rented 14 trucks from

us in the past in storms like this and salt domes. >> this independent plow service is not the only one with the contract with the state of maryland going into this weekend's snowstorm. we'll tell you how wide spread this problem will be ahead on news 4 at 5:00. back to you. i'm mark segraves in the district where social workers around the city are making wellness checks on senior citizens. they're doing it by phones and offices like these and they're actually going out on the street. social workers knocking on doors, making sure they're almost vulnerable and senior citizens and thousand who are living on their own are being checked on, making sure they're going to have meals before the storm comes and making sure they have heat and making sure their sidewalk gets shovelled once the storm hits. to check the forecast and track the school closings and delays make sure you download the nbc washington app to your smartphone or tablet. use it to get weather alerts and

track the storm wherever you are. a late rally on wall street helps stocks claw back after a steep sell-off today. another plunge in the price of crude oil sent the market down 550 points and stocks recovered most of that ground this afternoon. oil prices, meanwhile fell to 12-year lows this week and the price of crude is down 20% this year. only on news 4, a former white house supervisor is going to go to court tomorrow on theft charges. the i-team's scott macfarlane broke the story on the nbc washington app today. up until 2013 andrea turk was director of white house services. she supervised about 15 switchboard operators and turk dread time sheets forcing an employee to accept unearned overtime pay and made the worker funnel the money back to turk. she stole thousands of dollars and she was fired after details of all of this case came out.

he survived a year-long ordeal imprisoned overseas. now a washington journalist is talking about what he wants to do now that his time in prison is over. it will be a busy night for storm team 4 and we're looking for a chance of snow and now 48 hours away and team coverage on this weather alert day first at 4:00.

storm team 4 tracking light snow for your evening and then a major storm system that is forming and making its way through the country and that's for the end of the week and first part of the weekend and

you can see storm team 4 radar and there's light snow trying to get its act together and the air very dry. so it's going to be a while before we actually see some of the first flakes come in, but very shortly we will and when we do we can get a coating to an inch and that means some roads could be slick and stay alert up until 9:00, 10:00. these are the roads that could be impacted pretty much right through our viewing area right from 270 right down through i-95 and as we look forward to what we'll get starting on friday and we'll talk about power outages as well as snow that is going to be impacting the area for days. doug has more on actual amounts or preliminary amounts coming up in just a few minutes. d.c. residents need to find somewhere else to live and they're out in the cold after their townhouse caught fire today. it started after 9:30 this morning on bait street in the truston circle neighborhood and no one was hurt. fire investigators are still

trying to determine how the fire started. from an iranian prison to a movie theater, washington post journalist jason rezaian looked upbeat as he walked out in germany. he had his wife and mother by his side and he's looking forward to seeing the new "star wars" movie. rezaian is one of five prisoners swapped with iran. as part of the deal the u.s. pardoned or dropped charges against seven iranians. 100,000 people have nothing to do, but wait. how the people dealing with the huge water crisis are getting help from hollywood and our very own football team. as we track the snow headed our way, many of you want to know if your kids will have to stay home on friday. when we're learning about how schools decide whether to close

weather alert. right now storm team 4 is tracking snow coming in on us tonight and even more coming in for the weekend. we're also showing you how schools decide whether to keep kids home during the storm. we'll get to those stories and the forecast in about two minutes. and i'm wendy rieger at the live desk where we just learned of a stabbing not far from wilson high school in northwest d.c. this investigation is occurring right now on 40th street behind the tinnily town whole foods and wilson high. police tell us the person stab

side expected to be fine and they sent out a lookout and they're looking for two teenagers who they think are responsible for this. shomari stone is headed to the scene and we'll have a live report as soon as he gets back from there. police in prince george's county are about to hit the streets hoping that folks can help them figure out who shot and killed a young man and why. >> investigators will be passing out flyers where a man was discovered dead in his apartment. the victim, franklin young, jr., was 29 years old. news 4's molette green talked to residents who said they heard the gun shot. >> reporter: shots fired on the third floor. the front door is marked with red evidence tape and padlocked. neighbors say they heard the gun fire. >> all i heard was a gun shot which i thought was someone kicking on the door. and i looked down the hallway and didn't see anything.

and came inside and i heard two, three more shots. >> reporter: it happened last night and that's when prince george's police found a man shot at the midtown square apartments on west village avenue. he was pronounced dead at the scene. this woman who did not want to appear on camera say a swarm of cops got here right away even the new interim police chief showed up. >> within two minutes of that time i saw -- i went to take my puppy outside, and the whole neighborhood was filled with detectives, police, fire. >> reporter: this building appears secure. there are cameras and you need a code to gain access, but neighbors say the man who died had a lot of visitors. >> the dude did have all kinds of people running in and out of his house. anything could happen. >> it's a secure building, but you don't feel very secure. >> yes. >> reporter: molette green. news 4. david culver coming to you

from manassas, virginia, just as storm team 4 meteorologists are tracking this severe winter weather as it makes its way into our area. i want to show you the office of one of those that make the recommendations to call off or delay school in prince william count. you'll notice his office has a large weather map. they're tracking this system as it makes its way closer and closer to determine whether or not your kids will be going to school. >> and what they have to really do is look, number one at the safety situation and what decisions do you need to make to keep our students and staff safe. >> it's not only prince william county monitoring the storm including fairfax and loudoun. coming up on news 4 at 5:00, how they're monooring a monitoring potentially making a decision ahead of this storm. >> before we get to the big storm. folks have got to get home tonight and doug made a great

point about ten minutes ago about the temperature and the coating that we might get. >> how much are we talking about in terms of precip? >> we're not talking much and it takes two inches to get a winter weather advisory and an inch or less with timing being rush hour and very cold temperatures and that's why we have the winter weather advisory tonight. storm team 4 radar showing this system making its way in across our region. it's very dry out there right now and that means that some of the snow that's falling in the region not quite hitting the ground just yet and once this moves in, it will start to saturate the atmosphere. you can tell that it's dry based on the radar. it's snowing in the upper levels and the radar looks at these upper levels and it's picking up this snow and it's not snowing in leonardtown, and it does show you that there is snow and this will move around the surface and that's why we have a winter weather advisory and areas down to the south. it doesn't include frederick or warrenton, but you're still

going to get some snow there, too, so head's up and this is the area under the biggest impact. not a lot of snow, just something to watch and this is the reason that's on the concerned side and 25 degrees in gaithersburg and 29 in washington. we've not gone above freezing for three days and even a half an inch will stick on the roads and it could become fairly slick. now let's talk about friday. we have a blizzard watch in effect and that's the area in green and a winter storm watch in effect back toward the west and everyone will get the same amount of snow and the only difference here is heavier snow in this area and the wind and the wind will be a major factor in the snow and winds gusting 30 to 40 miles per hour in d.c. and up to 50 miles an hour closer to the coast and head's up in those areas and that's why we have the blizzard watch and it's all based on the winds and you're not talking blizzard conditions. satellite and radar showing the first system moving on through right now. here's the next system coming out of colorado, you can start

to see it spinning here and this will drop down and then it will pick up a lot of moisture out of the gulf of moisture and off of the atlantic ocean and starting off your friday morning, your rush hour should be fine, but you may want to think about leaving early because here comes 5:00 and the computer molds making this in, many of them have the snow in here by 4:00, 5:00 so this one is slower and that's what we'll be watching is the exact timing and by 8:00 everyone is seeing the snow and it's starting to come down heavily and it will come down friday night into saturday. you notice darker purples and even in through saturday and all day saturday will be snow. how much snow? right now we're going 18 to 24 inches for just about everybody. a little bit less down to the south, 12 to 18 and depending on the mixing and this will change down here and i guarantee you that. 18 to 24. plus some areas will get more than two feet of snow and right

now we're forecasting this to be a top five all-time snow and we really think it will be in the top two as far as historic snowfalls and your four-day forecast, and there is the weather alert day friday and into saturday. high temperatures are only 29 degrees and we'll have much more on the impact that this does for you and this means for you coming up in a couple of minutes and it's not just impactful friday and saturday. you may not go back to cool until the middle of next week. guys? >> all right, doug. as the storm approaches a lot of us are stocking up on shovels and salt and food and other supplies. first at 4, what you also need to remember to stay healthy to get us through the cold and the storm. ♪

we're watching the radar this afternoon and it's a storm team 4 weather alert day and we're tracking two systems. one small one tonight and the other much larger coming this weekend. in news 4 your health, if you haven't done it already you're probably rushing to the store to stock up on food and supplies. in news 4 your health, a few things you'll want to remember as we deal with the cold and the snow. dr. jackie, a family asthma and health care, we were always told to keep our heads covered to not get sick and you say keeping our

feet warm and not just dry, is really important. >> that's right. it's get out the socks. the reason for that is there was an interesting study done that you will decrease your immune system's ability to fight cold and you'll start getting more symptoms of cold if your feet are cold, so keep them warm. >> all righty. how important is it not to breathe the cold air. i saw a jogger in shorts and sweatshirt and nothing over his mouth. >> everyone gets a bronchio spasm. if you're an asthmatic, pick up an inhauller and start it tonig. >> in the weather we sweat and do we hydrate. do we need just as much hydration when it's cold like this? >> we need just as much because it's cold, dry air and

particularly you also have to have a moisturizer for your skin so don't forget the outside as well as the inside and for the outside fluids are wonderful and particularly with kids, they really can get dehydrated from playing in the snow all day long and the cold that's blowing. >> alcohol and coffee will make you more dehydrated than before you started. >> can we review the facts about vitamin c and zinc. some people swear by these. do they really keep you well? they actually don't. zinc in particular, if it's going to work if you take it as a lozenge. it sticks to the back of your throat, that's why you want to take it as a liquid or as a lozenge. as for vitamin c, maybe it shortens your cold by one day and the people who have gotten the biggest bang for their buck particularly preschool kids who have been exposed to a lot of germs. >> i bought a new shovel to keep

in my truck, and a big one, right move, wrong move? >> wrong move. you want to get a slightly smaller shovel and a couple of reasons behind that. number one is the back strain. you don't want to throw your back out and the other thing is cardiac. you're trying to lift a very heavy amount of snow. a hundred people a year die from heart attacks just from shoveling the snow. be really careful out there, and my last little tip is if you end up getting brain freeze because you catch a snowflake. just rub your tongue to the top of your mouth and it will ease the headache. first at 4, how one of the local sports teams is chipping in for the city of flint as they help to solve a water crisis. but first, it's a storm team 4 weather alert day and we'll see storm team 4 as we head into the night before the storm team 4 as we go into the week.

first at 4:00, talk about a busy afternoon for storm team 4. we're in weather alert mode. not only do we have the snow coming in this weekend, but we have some snow coming tonight. some of us could see an inch of snow before the end of the night. let's get an update now on the weather tonight. veronica? >> this is for areas around howard county up toward

montgomery county and down through d.c. and the biggest impact area where we could see a coating for as much as an inch of snow and roads could easily get sli to slippery as we make our way through the evening hours and between 7:00 and 9:00 p.m. and 10:00 to 11:00 p.m. and temperatures will continue to drop so stay alert this evening if you're dropping and it's not going to take much. we don't have much on the radar and fredericksburg over toward leonardtown and a little bit of snow that's trying to get going in fall and make its way all of the way down to the lower atmosphere. at the bus stop tomorrow morning we're still looking at sunshine, 27 to 35 degrees. tomorrow, a good day to plan. the change that you'll notice will be as we make our way through the day on friday, 11:00 a.m., there you are. 1:00 with the snow starting 31 to around freezing and the next big change for us after this evening will be on friday. we'll have more on the totals and how windy it will get in

teen, a student at the school and those two suspects took off. police are searching for them. meanwhile, of course, we talked to some parents who came out here and they're concerned, what they describe as ongoing violence associated with woodrow wilson high school and that is quoting one parent. of course, police are searching for two people and we'll continue to bring you updates as they become available on the nbc washington app. i'm shomari stone, news 4. to you, the people of flint, i say tonight as i have before i am sorry, and i will fix it. no citizen of this great state should endure this kind of catastrophe. >> that's michigan governor rick snyder apologizing for flint's water crisis during last night's state of the state address he promised to fix the problem so it would never happen again. help is starting to pour in from across the country. redskins tackle terence knighton

just ordered 3,000 bottles of water to help. cher is donating 180,000 bottles of water and the first shipment arrived this morning. flint's water became contaminated with lead after the city switched water sources to save money. and a lot of folks in our area are concerned about the families there and today's talk around town is all about flint and whur's troy johnson has more about it. the state officials said the water is fine, the water is fine right up until the pediatrician showed them the blood levels of the kids with the lead in it. >> people were complaining. they noticed the smell and the taste of the water and we're two years into the situation. a lot of the listeners that i talked to say this is completely unacceptable. we're talking about a community of 100,000 people. 51% is black and living below

the poverty line and this is one of the thriving communities in america that's now aging. so you see what the kind of over time, not a substantial investment in the infrastructure and people still live there. they're trying to make ends meet and trying to raise their families and they're taxpayers. they're expecting folks to deal with the situation in a certain way, but it's not happening. >> yeah. you talk to one of the reporters on the ground covering it locally. >> i spoke to ronnie duncan, he said to me that this is the situation that a lot of people certainly weren't expecting and it's an american crisis. >> you really have to ask yourself the question, why is this happening in flint, michigan, and being on the ground you have to wonder what is going to happen down the road? people having to not drink the water out of the tabs each and every tab. you can't bathe in it. you can't cook in it and our children, do they have behavior problems? will they be mentally retarded?

taking i look at the radar right now. yes, we have a big storm coming and a major storm on friday, but this, a completely different storm. nothing to do with the blizzard that will make its way in here on friday. right now, just a clipper system that's moving through. you can see the snow making its way through our area. no snow falling now and the atmosphere, too dry and it's not making it to the ground and i have not seen any reports of that and that's why it's in a circle here and what it means to you is we're not going to see the snow until 6 clk. once the atmosphere becomes saturated and that's why we have a winter weather area in purple and only half an inch to an inch of snow and because the cold

temperatures, that snow will stick very, very quickly. now the next storm on friday evening and snow-covered roads by 5:00, 6:00 and that's what we'll be watching for in the southern zones and many roads, simply impassable and you will not have to travel snow over those roads and snow will be impacted for days and this is really a serious situation and after tomorrow and friday night you may not be able to leave your house until monday or tuesday. we'll talk about this coming up over the next couple of hours here in the storm center. boy, oh, boy. thanks, doug. a bus driver in ohio was suspended from work after he got into a passenger. you can see the passenger kicking out a window and punches start flying. the man and the driver are seen hitting each other and the police took the passenger into custody and the driver was put into crisis suspension while investigators look into it. three local non-profits are getting a pat on the back for the innovative ways they're

this is a storm team 4 weather alert. a winter weather advisory kicks in for d.c. a little over an hour from now and some of us could see an inch of snow before it's over. >> of course, this comes 48 hours before the big snowfall. we have team coverage right now from storm team 4. >> we'll get outside to amelia segal, but first let's go to the storm center and meteorologist veronica johnson. what about that coating tonight? >> that's what we don't want to forget and we want to overemphasize where roads could get slick and it doesn't take much when temperatures are this

low. you saw the radar with the white advancing this way, but still, we've not gotten reports of any of the first flakes reaching the ground. so as we move forward here's what we're thinking that mainly it's d.c. down toward areas of charlottesville and leonardtown and the best chance of seeing some of that snow this evening up until 9:00, 10:00 and here's a look at the radar about 9:00, 10:00 and then the little system is a fast-moving system and a weak system, but enough of a system that will be squeezing out just a little bit of moisture and enough to lay down in area roads and even light snow for us and heavy snow starting tomorrow afternoon and then, of course, crippling historic storm starting friday and making its way right through all of saturday. i think the height of the storm will be from about 1:00 a.m. early saturday morning until 1:00 p.m. saturday and tomorrow morning at the bus stop, plenty cold and your temperature 35 degrees when the kids get out and no issues whatsoever, but

again, for friday and saturday, the type of snow that we're talking about we are going to be measuring this with a yard stick and amelia's got more on that and she's out on the storm team 4 weather patio. >> something we haven't brought out the pat collins snow stick. and we brought out our snow stick. maybe that much snow. not a lot. storm team 4, forecasting 18 inches of snow and to give you an idea. this much snow at the least or this much snow, up to 24 inches is basketball and i'll just step back here so you can see this. that much snow from the historic snow that will be tracking, moving in later friday and throughout the day saturday, v.j. if we get 24 inches this would be the second biggest snowstorm on record here in washington. >> a lot of shoveling. this is the event that we'll have to tackle in stages and preparation is everything, of course. by the time we get to friday

late evening, travel, even 6:00, 7:00 could become hazardous. as we make our way, the winds will pick up and reduced visibility also and of course, there aren't likely any folks, because a lot of the roads including the main roads could be impassable and here's another look at the amount throughout the area and we'll look at 18 to 24 inches and all of the areas in blue and yes, it will be fairly wide and probably in the next 12 hours we can define this even more and tell you which areas may see upwards of 24 inches of snow. as far as the wind goes that also will be picking you up. blizzard conditions along east of i-59 especially those 40 to 50 mile per hour winds and you look at the storm team four-day forecast, saturday, big impact day, 34 on sunday and even as we get into early next week, monday, tuesday, we still may see schools closed across the

next next couple of hours as it will start to fall in the next couple of hours. it's still very dry. the atmosphere very dry and a lot of that snow that you see at radar picture just not reaching the ground just yet and that's why you see the radar signature. that tells us that the lower levels of the atmosphere are too dry and the snow is coming down and just evaporating in the atmosphere and eventually it will snow and it includes montgomery county and prince william county and everybody off toward the east. we're watching that until midnight tonight. this is well ahead and has nothing to do with the storm system that we had to deal with on friday. we'll be talking more about that. outside right now, amelia segal and normally we don't see a winter weather advisory for half an inch to an inch, timing and temperature wise. the timing from 6:00 p.m. until midnight when the snow showers will be moving through the wear and we've been below freezing all day today and when the snow

comes down, i was checking temperatures in maryland and a lot of the roads in the 20s or low 30s and you will want to watch for isolated slick spots tonight and as we work our way through friday, temperatures for the most part don't work through much and the ground will remain cold. as this next system moves in friday, once that snow starts to fallt's immediately going to stick, but even if it didn't for a little bit it really doesn't matter because we'll be measuring the snow in feet, not inches and with that we'll send it over to v.j. who has the latest for a blizzard watch in the area. >> that's right. a blizzard watch for the area as well as a winter storm watch and it covers the area to watch mainly along areas of i-95, slightly to the west, as well. let's bring that on for you. as far as the next storm system that it will get, it will be a crippling one and there it is friday and the coes
